Evidently the one that is not simply a collection of individuals but is a body corporate with a distinctive purposeful existence, different from its desire to capture power. Political power should be a means rather than an end to the members of such a party. There should be devotion to a cause in the rank and file of the party. Devotion leads to dedication and discipline. Discipline does not mean simply outward conformity to certain do's and don'ts. The more you impose discipline from above the less is the internal strength of the party. Discipline is to a party what Dharma is to a society. Let the different political parties try to evolve a philosophy for themselves. Let them not be mere conglomerations of persons joined together for some selfish ends. It should be something different from a commercial undertaking or a joint stock company. It is also necessary that the philosophy of the party is not kept confined to the pages of the party manifesto. Members should understand it and devote themselves to translating it into action. The question of discipline in the rank of a party is important not only to keep the party in perfect health but also because of its bearing on the conduct of the people in general. A government is primarily an instrument of conservation and protection and not of destruction, or change. To inculcate reverence for law in the people demands that the parties who aspire to be guardians of law should themselves set an example in this direction. The essence of democracy is a spirit of, and capacity for, self-governance. If the parties cannot govern themselves how can they hope to create in the community a desire for self-governance? While on the one hand it is essential for the community to guarantee and protect individual freedom it is desirable, on the other hand, for the individual to willingly submit to the general will. The greater this submission the less will be the coercive power of the State. In a party whose affairs are regulated not by any state law but by the decisions voluntarily accepted by the party units, one can set an example of how best individual freedom and social responsibility can be balanced.     JSSA, Vol. V, No. 1 Dr. Khuram Iqbal The Rise of Hindutva, Saffron Terrorism and South Asian Regional Security Dr. Khuram Iqbal1 Abstract Regardless of increasing number of organized violent attacks by far right, non-Islamist militants across the globe, Western policy and scholarly discourse on terrorism remains excessively focused on violent extremism in Muslims. South Asia is no exception. The regional security agenda is often constructed by disproportionately highlighting Islamist extremism. On the contrary, Saffron terrorism in India is conveniently ignored. Nevertheless, the second political triumph of Bharatya Janata Party (BJP) under Modi, the political face of Hindu fundamentalists in India is barefaced. This paper seeks to offer an alternative perspective by focusing on the rising threat of Hindu extremists and how their ascendance to and consolidation of political power in New Delhi will impact South Asian regional security. Using adversarial threat analysis framework, the paper first establishes Hindutva terror as a potent threat, challenging the apologists’ notions that tend to downplay this new wave of violence by terming it as “acts conducted by isolated fringe elements”.     Modi’s foreign policy fundamentals: a trajectory unchanged RAJESH BASRUR The advent of Narendra Modi to the Indian premiership aroused considerable expectations about India’s place in world politics. In the closing years of the last millennium, the spurt in India’s economic growth and its 1998 nuclear tests appeared to signal that the country was poised to become a major player in Asian and eventually global politics. The India–US nuclear agreement of 2005, which allowed India to bypass the tightening rules of nuclear commerce despite its refusal to sign the Nuclear Non-Proliferation Treaty (NPT), seemed to symbolize the restructuring of the global balance of power, bringing Washington and New Delhi together to counter the rise of China. Yet, barely a decade later, the Manmohan Singh government (2004–2014) appeared to be irresolute and reluctant to press on with the task of consolidating India’s position. Modi’s election in May 2014 was widely viewed as signifying a more decisive phase in the country’s foreign policy, especially after he launched his tenure as prime minister with a flurry of overseas visits to large and small powers alike. There were three reasons for the high expectations of change. First, Modi’s personal style is starkly different from that of his predecessor. Singh was a low-key leader, inclined to position himself as primus inter pares and collegial in decision- making, while Modi is charismatic and authoritative. Singh was media-shy and bland in his public style, whereas Modi quickly displayed his media skills through orchestrated media events and the effective use of mass media such as Facebook and Twitter.1 The 2014 election manifesto of the Bharatiya Janata Party (BJP) clearly carried his personal stamp, proclaiming a determination to ‘fundamentally reboot and reorient the foreign policy goals, content and process, in a manner that locates India’s global strategic engagement in a new paradigm’.2 Second, Singh was hampered by serious political constraints.

Founded in August 2002, IAMC is the largest advocacy organization of Indian Muslims in the U.S. with 12 chapters across. The Sansthan under its various schemes also intends to collect the Bio-data of Sanskrit Scholars and to make them available on its website. The preparation of the Software for this purpose is in its final stage. The website will give an access to know the Sanskrit scholars of the entire world and the works done by them. The present Inventory includes the details of about 5000 Sanskrit scholars. Initially, the preparation of Inventory was taken up at the Bhopal Campus of the Sansthan. Since 2009 the Bhopal Campus has been doing this work in collaboration with its Main Campus, The Rashtriya Sanskrit Sansthan, New Delhi. This Inventory on the basis of details made available by scholars in response to the Sansthan’s format presents briefly the data as under - the name of scholars, qualification, date of birth, place of birth, positions, teachers and disciples (Guru- Shishya-Parampara), numbers and titles of published books and research papers, addresses, awards and honors, foreign visits etc.
