Así, pues, en la imparable Esustitución de la política por la economía, nuestro Ministro de Hacienda — eso que somos o éramos todos— decide meterse no ya a crítico cinemato- gráfico sino a experto en las relaciones entre cultura y sociedad, volver a esa táctica que consiste en hacer calar en la opinión pública que los que viven de la cultura —de esa que unos quieren sólo para el que se la pueda pagar y otros gratis total— o son vagos por naturaleza o practican el clientelismo político o ignoran que el común de los mortales vive de las reglas, supre- mas, de un mercado implacable. El problema es confundir qué es ese mer- cado con quienes lo forman a su pesar; pensar que se puede dividir a los ciudadanos entre los que pueden tener un acceso a los bienes culturales —a los que son cultura de verdad, no a tantas cosas que no corresponden a su definición más exigente— y los que no; ignorar, en suma, como vemos y leemos, que la cultura —es decir esa educación que hace a los ciudadanos más libres y a su patria más amable— es de todos, surge de todos y entre todos, razonable y razonadamente, ha de mantenerse. OPINIÓN Con aire bastante menos triunfante, el Secretario de Estado de Cultura, José María Lassalle, señalaba en el Congreso de los Diputados defendiendo los presupuestos de su departamento, que “la falta de apoyo a la cultura es una condena para los ciudadanos” y reflejaba su pesar reconociendo, en un alarde de sorprendente sinceridad en un político respecto a la realidad de su función, que le había tocado “gestionar el peor de los mundos posibles” — aquí, ciertamente, exageraba, pues los hay mucho peores que el nuestro. Lassalle habló igualmente de la cultura como seña de identidad y como excelente escaparate universal para un país que —eso lo decimos nos- otros— ha perdido prestigio y presencia en ese punto. La actuación en el Congreso del Secretario de Estado causaba una curiosa sensación de perple- jidad, pues resultaba ser la suma de un mártir y un esclavo, de alguien obli- gado a hacer lo que no quería hacer pero que a pesar de todo lo hace. Tal vez hubiera sido más útil anunciar que lo dejaba, que el sueño de los héro- es no es precisamente el de inmolarse en el altar de los recortes y que, en definitiva, no vale la pena pasar a la historia por haber contribuido a empo- brecer la cultura propia. En todo caso, hay que felicitar a Lassalle por su sin- ceridad para con el ciudadano y desearle que ésta no le sea tomada como defecto por quienes creen que la política es justamente lo contrario, por los que piensan que la música en las escuelas es una pérdida de tiempo no pro- ductiva, que la lectura de los clásicos no tiene interés porque están obsole- tos o que visitar un museo no contribuye a una formación eficaz, tal como hubo de escucharse en el debate sobre la LOMCE. Se trata, bien parece, de restar importancia a lo considerado ideológica y económicamente como superfluo, a esa parte de la educación aceptada como prácticamente inútil, a todo aquello, en suma, que no contribuya a desarrollar lo que llaman capacidades instrumentales, entre las que, natural- mente, no parecen estar ni la cultura en general ni la música en particular. Una cultura a la que se culpa de sus propios males y de los ajenos, una cul- tura no siempre bien gestionada, claro que no, pero en la que, como en todo, hay empresas que merecen sobrevivir, que son activas en la búsqueda de soluciones a su propia crisis. Por si no tuviéramos bastante, el Fondo Monetario Internacional decía a principios del pasado mes que aún hay mar- gen para aumentar el IVA en España. Se supone que en la parte que le toca a la cultura alguien considerará que ya es suficiente ese duro 21%.     VISSARION SHEBALIN: ORCHESTRAL MUSIC, VOLUME TWO by Paul Conway Vissarion Shebalin was one of the foremost composers and teachers in the Soviet Union. Dmitri Shostakovich held him in the highest esteem, keeping a portrait of his slightly older friend and colleague hanging on his wall and writing this heartfelt obituary: ‘Shebalin was an outstanding man. His kindness, honesty and absolute adherence to principle always amazed me. His enormous talent and great mastery immediately earned him burning love and authority with friends and the musical community’.1 Recent recordings have rekindled interest in the works of this key figure in mid-twentieth-century Soviet music. Vissarion Yakovlevich Shebalin was born in Omsk, the capital of Siberia, on 11 June 1902. His parents, both teachers, were utterly devoted to music. When he was eight years old, he began to learn the piano. By the age of ten he was a student in the piano class of the Omsk Division of the Russian Musical Society. Here, he developed a love of composition. In 1919 he completed his studies at middle school and entered the Institute of Agriculture – the only local university at that time. When a music college opened in Omsk in 1921, Shebalin joined immediately, studying theory and composition with Mikhail Nevitov, a former pupil of Reinhold Glière. In 1923 he was accepted into Nikolai Myaskovsky’s composition class at the Moscow Conservatoire. His first pieces, consisting of some romances and a string quartet, received favourable reviews in the press. Weekly evening concerts organised by the Association of Contemporary Music introduced him to the music of Bartók, Hindemith, Prokofiev, Schoenberg, Stravinsky and Webern.

    Resumo Esta dissertação de mestrado tem como objetivo estudar a influência do violetista Lionel Tertis (1876-1975) no florescimento do reportório para viola d’arco no séc. XX. É apresentada uma breve contextualização biográfica do músico inglês na qual são evidenciados alguns aspetos da sua vida relacionados com o aparecimento de obras marcantes, tanto para a sua carreira musical, como para o reportório do instrumento. O trabalho de análise, seleção, compilação e organização de um conjunto de dados obtidos, essencialmente, em fontes secundárias, deu origem à elaboração de um catálogo de 122 obras para viola d’arco que guardam uma relação direta com Lionel Tertis: seja por terem sido compostas ou transcritas por ele, por lhe terem sido dedicadas, por ter sido ele a encomendá- las e/ou por ter sido ele a estreá-las. A brief biografical context of the english musician is presented where some aspects of his life connected with the appearance of outstanding works are shown up, either for his musical career as well as for the repertoire of the instrument. The analysis, selection, compilation and organization of the information, essentially obtained in secondary sources, provided the creation of a catalog with 122 works for viola, which has a straight relation with Lionel Tertis: either by being composed or transcribed by him, dedicated to him, ordered by him and/or because he had made them debut.
