TOURISM POTENTIAL IS SUSTAINABLE CHANGES IN ECONOMY OF UZBEKISTAN

If we come to make research about tourism we must analyze our potentials in advance. Few days ago Tashkent ranked third in the ranking of the cheapest cities for living. Experts of the Economist Intelligence Unit published their annual report, the Worldwide Cost of Living report, which included a ranking of the most expensive and cheapest cities in the world. For the ranking, More than 400 prices were analyzed for 160 goods and services, including food, beverages, clothing and rental housing. Tashkent ranked third in the ranking of the cheapest cities for living. He was ahead of Damascus (Syria) and Caracas (Venezuela). Interestingly, the fourth place was taken by our neighbors from Kazakhstan - the city of Almaty. In my opinion this is the one the main factor of the tourism industry in Uzbekistan. Recently, interest in Uzbekistan as a tourist destination, has increased significantly, and accordingly, the range of tourist services provided by local tour operators to attract more travelers has increased from year to year. The bulk of travelers in Uzbekistan are residents of the countries of the European Union, as well as some countries of the Asia-Pacific region [1].

Uzbekistan is the country of the greatest cities with hundreds of architectural monuments of different eras. , , , Shakhrisabz, Termez and Kokand are world famous. These cities, the same age as Rome and Babylon, were the largest centers of science and culture. The best minds and hands of that time flowed into them.

According to the data of the State Customs Committee in 2016, the purpose of the visit of 2,0% of the persons, who arrived in the Republic of Uzbekistan (150,6 thousand persons), was business trips, 2.0 percent (6.3 thousand persons) - study, 0.7 percent (53.1 thousand people) - work, 2.4 percent (175.7 thousand people) - tourism, 22.6 percent (1661.6 thousand people) - family visits, 0.4 percent (27.3 thousand people) - treatment, 0.2 percent (17.2 thousand persons)-commercial and 71.5 percent (5,255.3 thousand people) - a permanent place of residence (including citizens of Uzbekistan) [2]. The world was struck by the luxury and splendor of palaces, minarets, , mausoleums created by famous architects of the past. World-famous monuments of ancient architecture still remember the times of the conquests of Alexander the Great and . More over, we have to admit that many of these masterpieces simply have not reached the present day, or they only show their majestic ruins to those around them. But, even those buildings that have miraculously survived perfectly recreate the picture of the distant past. The Great , one of the most significant achievements in the history of world civilization, also ran through these cities. To ensure a comfortable and safe stay of tourists in these historic cities, and to this day filled with the spirit of antiquity, a lot of effort has been made. In this regard, a large number of new hotels and guest houses are opening up, new restaurants and cafes are reaching international standards, modern vehicles, from passenger cars to comfortable tourist buses, carry an increasing number of tourists [3].

In 2016, the number of operating travel companies was 433 units, 75 units more compared to 2012. The number of people, who were provided with tourist

services in 2012, amounted to 511.6 thousand people, and in 2016, amounted to 465.4 thousand. Quality assurance and visitor attitudes are prospective development. A total of 90 respondents provided additional information at the end of questionnaire to express their opinions, to report on the difficulties with which they encountered while traveling, and suggest measures that could improve quality of service for travelers visiting Uzbekistan. In these several main aspects are clearly visible: - The need to provide more opportunities for cash withdrawals in ATMs and credit card use. - Critical remarks regarding complex visa procedures and a long time processing applications. - The need to improve border crossing procedures for tourists. - The need to improve Internet and Wi-Fi services in Uzbekistan, especially in accommodation sector. - Respondents also encountered language barriers and many of them noted the need to improve the translation and interpretation of signs and symbols on tourist facilities as well as visitor information. “The need to improve the quality of roads and services,” the street was mentioned many times. - Positive assessment of the host community, - the majority of respondents indicated that the people of Uzbekistan are friendly and accommodating, and that Uzbekistan is a wonderful country for tourists. Following tourism areas are dynamic development of Uzbekistan.

A number of age and gender trends were evident: - Tourists aged 17 to 34 years were on average 17% more likely to stay in a backpackers or youth hostel than any other age segment, whilst respondents 17 to 24 years of age were 8% more likely to overnight in a 1 star hotel. - 34 to 44 years of age suggested that they were on average 17% more likely to stay in a 4 to 5 star hotel than any other age segment.

- Tourists suggested that they were 12% more likely to stay in a 2 to 3 star hotel and 4% more likely to overnight in traditional accommodation than male respondents [5]. Ethnic tourism. Modern hotels, restaurants, cinemas are often completely indistinguishable from each other. Waking up in a hotel room, you do not immediately understand: Canberra or Bern? Development of a comprehensive program of tourism development is based on the following principles:  Targeted, targeted, timely implementation, resource, targeted and addressable complex of interrelated actions by executors;  Complexity of software development;  State and needs of the population (including foreign tourists), internal and external tourism markets, full consideration of the interests of the state and some tourism enterprises;  Enabling conditions for a high degree of adaptation of tourist structures and routes to internal factors, active use of available resources, resources and resources of the country and regions;  Co-ordination, integration of priorities, tasks, perspective projects with the strategy of sustainable development of the country, regions and tourism [7]. In conclusion new development for tourism industry in Uzbekistan is a main goal of the emerging service based economy. RUSSIAN EXPERIENCE IN THE NATIONAL PROJECTS DEVELOPMENT AND IMPLEMENTATION Vlasova Natalia1 1Doctor of Economics, Professor, Professor of the Public Administration Department Ural State University of Economics

The official implementation of project management in public authorities in the Russian Federation began in 2016. The President of the Russian Federation signed a decree on the establishment of the Council for strategic development and priority projects [1]. This body is engaged in the formation of approaches to the implementation of the main directions of strategic development of the country. At the Federal level, it was decided to fully implement the project management. The project approach, which has proved its effectiveness in the corporate sector, has not yet become a common practice in the state apparatus for solving complex interdepartmental tasks. Now, all the necessary regulatory framework has been approved, which is mandatory for execution by all project management participants. The Federal project office (Department of project activities of the Government of the Russian Federation) together with the center for project management of The Russian Presidential Academy of National Economy and Public Administration (RANEPA) are engaged in the development of regulatory and methodological support.
