I have the honor of holding the Philip Reed Chair, and part of that is a working chair to get stellar people like this up here to talk to you. As you all know, the tobacco industry has entered into multibillion- dollar judgments with the states.2 I would like to provide a short fac- tual background and then stand out of the way.
