The road runs in front of our mixed farm in DeWinton, Alberta in Foothills County. I have been thinking about writing this for some time. Just recently, I read about my Great Granddaddy in the August and September issue of the Canadian Cowboy Magazine. The Article was written about Ranching Pioneers. My family has been ranching and farming for over 100 years in Foothills County. My Great Granddaddy established his first farm in 1908 in DeWinton, AB. I am requesting a name change that goes along our farm, my Uncle's land (Hari) and my Auntie, April’s (Hari) land as well as ours. I know that this might impact the fire station as well as 911 dispatch and Google Earth, however, there are a lot of changes and these services are familiar with change. In fact, I spoke to a fireman buddy of mine and he said it should not be a problem. New buildings, structures and new streets are revised all the time. I am requesting a name change to Hari Drive West. Thank you for your thoughtful consideration. BACKGROUND This event has taken place in previous years and there will be no changes for 2021. The route is just over 98 km long, however only a small portion of municipal road, being 79 Street East, adjacent to the Aldersyde PetroCan will be utilized in order to access the turn around point at the MIS Scale. REQUEST OF COUNCIL Council is respectfully requested to authorize use of Municipal Roads during the Truck Convoy for Special Olympics scheduled for September 11, 2021, subject to standard municipal conditions and any further requirements as set forth by the Public Works and Bylaw Enforcement Departments of Foothills County.     CALGARY METROPOLITAN REGION BOARD – GROWTH PLAN The supermajority voting structure of the CMRB grants control over planning and growth in rural municipalities by urban municipalities. Regardless of the mandate of the Board as noted in the CRMB regulation 3(1)(a), the Board has not strived towards consensus on any decision associated with the Growth Plan. The Board has dismissed the rural municipality’s concerns and objections and the urban municipalities have voted as a block against the rural ones, thereby controlling all decisions. Foothills County Council fundamentally disagrees with the guidance and policies within Section 3.1. of Growth Plan. This section of the Growth Plan generates significant red tape, limits economic opportunities in rural municipalities and promotes municipal conflict. These policies demand a significant amount of additional work be undertaken that Foothills feels will have no benefit to our ratepayers and will not create better outcomes for the region. The growth plan creates uncertainty in the development industry by requiring that all Statutory Plans meet the requirements of the Growth Plan prior to Ministerial approval. The Growth Plan gives significant power to an entirely new level of government with primarily urban interests to control development in rural Alberta. WHEREAS the Regional Growth Plan directs growth primarily to urban municipalities and restricts rural growth except in limited areas under the supervision of urban neighbours and the oversight of the Calgary Metropolitan Region Board; and WHEREAS

    Annexation from the M.D. of Foothills Proposed by Okotoks What is Annexation? • Annexation is the incorporation of territory into the domain of a municipality - generally from another municipality. • Municipalities in Alberta can initiate annexation proceedings, subject to the conditions contained in Part 4, Division 6 of the Municipal Government Act. • Pursuant to Section 114 of the MGA, a municipality may only annex land that is contiguous with the boundaries of the municipality.     The foothills of Foothills County. Foothills County Foothills County is the rural municipality that represents rural and hamlet residents in a 3,600-km area excluding the urban municipalities of Okotoks, High River, Black Diamond, Turner Valley and the Farm near Millarville. Village of Longview. From 1954 until 2018, it was known as the Municipal District of Foothills. The MD of Foothills formed following the merger of several small individual municipal districts that had been established as early as the late 1880s. These included the MD of Sheep Creek near Okotoks, MD of Dinton, MD of Blackie and MD of Marquis to the east, MD of Highwood near High River, MD of Stockland near Millarville, and MD of Turner Valley, among others. Discussions to amalgamate all into one began in 1953 and the new district was temporarily called ‘Coterminous Boundaries Area No. 189’. It was given the name ‘Municipal District of Sheep River No. 31’ by Alberta Municipal Affairs on Jan. 1, 1954. On March 2, 1954 elections for this large, new district were held. One of the first orders of business was to change the name and councillors voted unanimously to change the name to Municipal District of Foothills No. 31. It remained that name for six decades. In 2014, MD council polled residents regarding a name change with results split down the middle — 2,011 for Foothills County and 2,014 wanting MD of Foothills. Council opted to stay the course. In 2018, council voted to rename it Foothills County as it felt ‘county’ was more recognizable as a rural municipality.

    PUBLIC NOTICE Water Licence Transfer of Allocation – Sheep River Foothills County Water Act - NOTICE OF APPLICATION Notice is given that Foothills County has filed an application to permanently transfer a licence supplied by the Coulee Tributary to Threepoint Creek in NW 02-21-03-W5M to the Sheep River Regional Utility Corporation’s raw water intake in the Sheep River in SE 1-20-03-W5M. The licence being considered has been approved for a total allocation of 10,430 cubic metres of water at a rate of 0.004 cubic metres per second. The licence being considered was issued for Municipal (Subdivision Water Supply) purposes with a priority number of 1999-09-07-003. The purpose of the transferred water will remain Municipal. Under Section 83 of the Water Act, the Director may withhold up to 10% of the allocation of water being transferred. Any water withheld may be licensed to the provincial Government to implement a water conservation objective for the Threepoint Creek. In response, on July 3, 2019 Foothills County Council approved resolution No. 686 as follows: CITY OF CALGARY ANNEXATION – REQUEST FOR LETTER OF SUPPORT Mr. Alger moved that Council authorize administration to work with the City of Calgary to identify appropriate cells of land for possible future annexation from Foothills County by the City of Calgary. CARRIED Further to a request for a letter of support for the annexation of the Sirocco lands, on February 12, 2020 Foothills County Council approved resolution No. 176 as follows: LETTER FOR SIROCCO ANNEXATION Mr. Alger moved that Council acknowledge the request by the City of Calgary regarding a letter of support for the Sirocco Annexation and confirm the previous Council motion passed on the July 3, 2019. CARRIED Foothills County administration has been working with City administration regarding a potential annexation since early 2019 and will continue to do so. Should City of Calgary Council determine that they wish to proceed with an annexation and submit a Notice of Intent to Annex; Foothills administration has the capacity to undertake an annexation negotiation process in 2020/21.
