(1) Turned a blind eye to corruption in her Government by failing to report her knowledge of 's business dealings for six and a half years, even after his resignation from Parliament in July 2018. (2) Failed to report a number of discussions she had with Daryl Maguire, over a number of years, about his business dealings - including congratulating him on the amount of commission he was earning from such deals. (3) Failed to fulfil her legal obligations under the Independent Commission Against Corruption Act to report corrupt conduct, and her obligations under the Ministerial Code of Conduct to manage conflicts of interest in her Government. (4) Has failed to uphold any standards of propriety across all levels of her Government.

(1) Condemns the poor conduct of the National Australia Bank (NAB) which during COVID-19 Pandemic has shut its face-to-face service delivery at its Uralla branch and has failed to communicate with the Uralla Shire Council and the community about plans to reopen the branch. (2) Notes the crucial importance of the NAB branch to the local economy in Uralla and its customers that travel from rural properties and those that cannot bank online or on mobile devices. (3) Calls on the NAB to reopen and resume operating its Uralla branch and not use the COVID-19 Pandemic as an excuse to close another rural branch. 1247 OLD HOSPITAL MANLY SITE - DRAFT MASTERPLAN MR JAMES GRIFFIN to move— That this House: (1) Commends the Housing and Property Group within the Department of Planning, Industry and Environment, on the development of the draft masterplan for the old Manly Hospital site.

(2) Thanks the community members who have contributed to the masterplan via their roles on the Project Steering Advisory Committee.

(3) Acknowledges the draft masterplan reflects the guiding principles of the project and will deliver new public spaces for future generations.

1248 TRANSGRID UPGRADE - COMMUNITY CONSULTATION DR JOE MCGIRR to move— That this House: 2358 BUSINESS PAPER Wednesday 14 October 2020

(1) Notes the upgrade to the electricity grid to be undertaken by Transgrid on behalf of the Government.

(2) Notes the absence of meaningful community consultation by Transgrid particularly in regard to its Humelink proposal.

(3) Notes the very sigificant concern of farmers and residents in the affected areas.

(4) Calls on the Government to ensure that Transgrid undertakes appropriate and meaningful face-to- face consultation with all the communities affected, indirectly or directly, by the proposed developments and genuinely acts to minimise the impact on the livelihoods, health, safety and wellbeing and the environment of those communities.

1249 LOCAL GOVERNMENT COUNCILS - BUSHFIRE RATE RELIEF MR CHRISTOPHER GULAPTIS to move— That this House: (1) Congratulates the Government on providing Clarence Valley Council with more than $110,000 in rate relief, which has been passed onto residents affected by the 2020 bushfires.

(2) Notes the Government has provided Richmond Valley Council with more than $38,000 in rate relief for bushfire affected residents.

(3) Notes Clarence Valley and Richmond Valley Councils have been committed to helping their local property owners devastated by fires through continued rate relief.

(4) Thanks the Government for its commitment to make this extension of rate relief possible.

1250 ARMENIA AND AZERBAIJAN CONFLICT DR HUGH MCDERMOTT to move— That this House: (1) Notes the actions of Azerbaijan towards the Republic of Armenia and its blatant disregard of international law by breaking their ceasefire agreement.

(2) Notes the serious concerns that have been raised from Armenian-Australians regarding the attacks on Armenia's border town of Tavush and threatened attacks on the nuclear power plant at Metzamor.

(3) Condemns the actions of Turkish President Erdogan and Azerbaijan President Aliyev in their pursuit of Pan-Turkish nationalism which has previously led to genocide.

(4) Calls on the Commonwealth Government to condemn these attacks and advocate its support for the safety and security of Armenia.

1251 BLACK LIVES MATTER RALLY MR to move— That this House: 2359 BUSINESS PAPER Wednesday 14 October 2020

(1) Notes both the Supreme Court of NSW and the Court of Appeal have ruled that a proposed mass rally may not legally take place due to the health risk this would pose to the people of New South Wales.

(2) Welcomes these rulings and commends the NSW Police for initiating the legal action.

(3) Calls on all people in New South Wales to abide by restrictions on public gatherings and more generally, to act responsibly during this time of pandemic so that vulnerable people in the community may be protected.

1252 SHENHUA ENERGY COALMINE MR JAMIE PARKER to move— That this House: (1) Notes in January 2020, Shenhua Energy started exploratory drilling for its open-cut coalmine. (2) Notes the coalmine is expected to destroy roughly 4,000 hectares of fertile agricultural land including 800 hectares of endangered ecological communities including koala habitats. (3) Notes an archaeological report commissioned by China Shenhua Energy stated that roughly half of the 60 historically and culturally significant artefacts of the Gomeroi people present on the site will be destroyed by the mining project. (4) Notes the mine is opposed by the Gomeroi people. (5) Notes when the Government renewed Shenhua's exploration licence in 2018, it included a cancellation clause that allows it to terminate the project. (6) Notes the destruction of ancient Indigenous caves at Juukan Gorge in Western Australia. (7) Calls on the Government to ensure that a similar act will not occur at the proposed Shenhua coalmine.

1253 DUBBO EMPLOYMENT - DEPARTMENT OF REGIONAL NSW MR to move— That this House: (1) Congratulates the Deputy Premier for bringing up to 100 new jobs to the Dubbo electorate via the Department of Regional NSW.

(2) Commends the decision to establish a strong base in Dubbo with staff who understand the issues affecting regional cities like Dubbo, and who know the local challenges and benefits of smaller towns and regional life.

1255 NEWCASTLE UNEMPLOYMENT RATE MR to move— That this House: (1) Notes with extreme concern that unemployment rates in Newcastle and the Hunter Region increased again in June 2020 with 40,000 jobs lost since the COVID-19 Pandemic began.

(2) Notes 27,555 people have lost work in Newcastle since February 2020.

(3) Notes Newcastle's unemployment rate now sits at 11.1 percent with an extremely alarming youth jobless rate of 24.8 percent.

(4) Urges the Government to deliver a jobs plan for Newcastle to improve employment opportunities and get people back in work.

1256 COVID-19 PANDEMIC - GOVERNMENT RESPONSE MR to move— That this House: (1) Congratulates the Government on its strong leadership during the COVID-19 Pandemic and on its commitment to local government councils by providing more than half a billion dollars to the sector.

(2) Notes local government councils such as Tweed Shire Council are doing their bit to provide support to their community during the pandemic such as deferring rates, waiving DA fees, and parking costs.

(3) Thanks the Government for its strong leadership and notes that New South Wales and Australia are fortunate to have Coalition Governments at the helm during COVID-19 Pandemic .

1257 CANTERBURY HOSPITAL MS to move— That this House: (1) Acknowledges Canterbury Hospital has provided first-class quality healthcare to Inner West residents since 1929, including during the COVID-19 Pandemic.

(2) Notes despite the hospital's Strategic Plan projecting the local population to grow by 39 percent by 2031, the Government has still not committed to a full upgrade to meet this demand.

1258 CHARMHAVEN FIRE TRAILS MR to move— That this House: (1) Notes 30,000 tonnes of rubble from the M1 Pacific Motorway upgrade has been recycled to rebuild fire trails on the Central Coast. (2) Notes one of the rebuilt fire trails at Charmhaven was used by local firefighters on New Years Eve 2019 to protect dozens of homes from an out-of-control bushfire.

(3) Thanks the Central Coast Council for working with the Government to deliver this time-saving, money-saving, and environmentally-friendly initiative.

1259 CANTERBURY HOSPITAL MR to move— That this House: (1) Calls on the Government to redevelop Canterbury Hospital as a part of the economic stimulus from the COVID-19 Recovery Plan.

(2) Condemns the Government for denying vineyards and vignerons access to the Special Disaster Grant – Bushfire because they did not have any physical fire damage.

1262 TUGGERAH LAKES COMMUNITY ENGAGEMENT PROGRAM MR ADAM CROUCH to move— That this House: (1) Notes the Government has committed to investigate the ongoing water quality problems at Tuggerah Lakes so that Central Coast Council can better formulate its future actions. (2) Welcomes the appointment of Associate Professor, Will Glamore, as the Chair of the Expert Panel. (3) Notes the panel's purpose is to consider existing information, what has previously been done, and what science says should be done. (4) Encourages local residents to submit their first-hand experience and opinions to the Expert Panel as part of the three month Community Engagement Program.

1263 ASSOCIATION OF RELATIVES AND FRIENDS OF THE MENTALLY ILL MS to move— That this House: (1) Notes the Association of Relatives and Friends of the Mentally Ill (ARAFMI) has provided wrap- around support for young people across the Central Coast Region who are carers for parents who live with mental illness for over 25 years.

(2) Notes the Government removed its funding, and replaced ARAFMI with another provider without a transparent tender, nor the provision of an equivalent service.

(3) Calls on the Government to assure these young clients receive ongoing appropriate support and ongoing funding to Central Coast ARAFMI.

1264 COVID-19 PANDEMIC HEALTH SECTOR RESPONSE MR NATHANIEL SMITH to move— That this House: (1) Congratulates NSW Health, and in particular the front-line testing staff, on their skill, commitment, and diligence in the ongoing testing programme for COVID-19.

(2) Thanks the local area health districts for their swift action in setting up pop up testing clinics in the hot spot areas of New South Wales.

(3) Thanks the people of New South Wales for their willingness to be tested for COVID-19 and for their patience at the testing sites.

1265 DOONSIDE RAILWAY STATION MR to move— That this House: (1) Notes the passenger usage at Doonside Railway Station is higher than the combined usage of Narara, Hazelbrook, Hawkesbury River, Wyee, Point Clare, Waratah, Lisarow, Mittagong, Lapstone, Fairy Meadow, Niagara Park, Faulconbridge, Bellambi, Claredon, Blackheath, Towradgu and Goulburn Railway Stations all of which have been or are in the process of being upgraded including the installation of lifts.

(2) Notes that Doonside Railway Station, based on need and usage, clearly satisfies the requirements for an upgrade.

(3) Calls on this Government to immediately upgrade Doonside Railway Station.

1266 AUSTRALIA'S NUCLEAR SCIENCE AND TECHNOLOGY ORGANISATION INNOVATION CAMPUS MR to move— That this House: (1) Congratulates Australia's Nuclear Science and Technology Organisation (ANSTO) on its Innovation Campus project.

(2) Note the numbers of new jobs that will be created once the campus is completed.

(3) Thanks the Government for $12.5 million towards the ANSTO Innovation Campus that will create jobs in the future.

1267 BRANDY HILL - KOALA HABITAT MS to move— That this House: (1) Notes the Government recommended approval and fast-tracked a quarry expansion at Brandy Hill which will clear 52 hectares of koala habitat.

(2) Notes the Independent Planning Commission questioned the adequacy of the Government's environmental policy framework in light of the Black Summer bushfires and the Parliamentary Inquiry into koalas.

(3) Condemns the Premier for the abject failure of her own laws to protect koala habitats from bulldozers and for not preventing the increasingly inevitable extinction of the national icon in New South Wales.

1268 GREATER SYDNEY SPORTS FACILITY FUND MS to move— That this House: 2364 BUSINESS PAPER Wednesday 14 October 2020

(1) Congratulates the Government and the Acting Minister for Sport on their investment in community sport facilities and increasing participation in sport through the Greater Sydney Sports Facility Fund.

(2) Notes in the East Hills electorate, $1.5 million was awarded under the fund for the upgrade of Kelso Park North Precinct.

(3) Recognises the great benefit this will provide to local grassroots sporting associations and clubs in the East Hills electorate, including baseball, softball, little athletics, AFL and cricket.

1269 HELPING OLDER PEOPLE ENGAGE PROJECT MR JIHAD DIB to move— That this House: (1) Notes the Human Appeal Australia Community Care launched the Helping Older People Engage Project as part of the Combatting Social Isolation for Seniors during COVID-19 Pandemic. (2) Notes this project helps seniors keep connected, supported, and valued while maintaining social distancing. (3) Notes almost 20 percent of seniors over 65 report feeling lonely every day. (4) Recognises initiatives like this are very important to ensure the welfare and wellbeing of seniors is sufficiently met and should continue to be funded .

1270 BUSHFIRE LOCAL GOVERNMENT RATE RELIEF MRS to move— That this House: (1) Congratulates the Government on its decision to extend local government council rate relief for bushfire victims for a further six months for homes, farms, and businesses lost in the bushfires.

(2) Notes the Government has already provided more than $2.4 million in local government council rate relief to ease the burden on bushfire victims.

(3) Notes in the Goulburn electorate, Mulwaree Council has been provided with $1,816.36, Upper Lachlan Shire Council $1,660 and Wingecarribee Shire Council $70,708.61 in rate relief.

(4) Thanks the Government on providing $2.3 billion for temporary accommodation, clean-up, and industry support.

(3) Calls on the Government to establish a scheme which will provide financial support for the provision of protective clothing to local landholders who are not members of the Rural Fire Service.

That this House: (1) Congratulates the Government for its commitment and ongoing support of the Aboriginal communities across New South Wales during the COVID-19 pandemic.

(2) Notes the donation of more than 700 digital thermometers will help support the work being carried out by a number of organisations who have a lead role in Aboriginal community health.

(3) Notes the COVID-19 pandemic has been a challenging time for all communities across New South Wales, and Aboriginal people aged 50 and older with one or more chronic medical conditions are at higher risk, and that it is important do everything possible to help slow the spread of the virus.

1571 NEWCASTLE NIGHT-TIME ECONOMY MR TIM CRAKANTHORP to move— That this House: (1) Notes Newcastle's night-time economy has been significantly impacted by the COVID-19 pandemic and prior to the pandemic it was estimated the industry employed 12,000 people and accounted for 5.4 percent of the total Newcastle economy.

(2) Notes a trial to ease drink restrictions and longer trading hours for 24 low impact small bars and restaurants commenced in Newcastle on 1 October 2020.

(3) Notes the city is already seeing the benefits of the trial with additional jobs created and venues reporting a significant increase in trade without any additional incidents reported to NSW Police.

(4) Thanks all stakeholders for their work and support for this important trial and notes that there is more work to do to further create a vibrant, thriving and safe night-life in Newcastle.

1572 REGIONAL HEALTH INVESTMENT MR PHILIP DONATO to move— That this House: (1) Notes telehealth is being used by local health services in place of physical health services, previously provided in-person by medical pracitioners.

(2) Notes availability of face-to-face health services delivered by medical practitioners at some NSW Health facilities in regional communities is reducing.

(3) Calls on the Government to immediately address the insufficient number of medical practitioners in NSW Health facilities throughout regional New South Wales.

(4) Calls on the Government to initiate an impartial peer review of all NSW Health facilities throughout regional New South Wales to identify locations lacking face-to-face healthcare delivery by medical practitioners, and to recruit and maintain sufficient staffing of medical practitioners to provide a standard of healthcare expected by the people of regional New South Wales.

1573 COMPULSORY THIRD PARTY INSURANCE REFORM MR MARK COURE to move— That this House: (1) Commends the Government for driving down Compulsory Third Party (CTP) premiums to 10 year lows.

(2) Recognises under the Opposition's scheme without reform, the average Green Slip Premium was projected to climb above $700.

(3) Notes this Government has reduced the average premium for a Sydney Metro passenger car down to $432.

(4) Congratulates the Government's Green Slip Check which saves time and money by generating a CTP Green Slip quote comparison from all insurers for the most common vehicle types and circumstances.

1574 CHESTER SQUARE DEVELOPMENT MS to move— That this House: (1) Notes Holdmark Property Group has made an application to amend the Bankstown Local Environmental Plan 2015 with respect to a planning proposal at 1 Leicester Street, Chester Hill (Chester Square).

(2) Notes the applicant seeks to increase the permitted maximum building height up to 62 metres and expand the current floor space ratio from 2.5:1 to 4.53:1 to allow for the construction of six towers consisting of 633 dwellings.

(3) Notes the significant community opposition to the proposal on the basis of the bulk and scale of the development, its dramatic inconsistency with the existing character of the suburb, and its adverse impact on local infrastructure, traffic and parking which are already at or beyond capacity.

(4) Notes the planning proposal significantly conflicts with a number of relevant local planning instruments and that its progression to Gateway directly contravenes the directions given by the Local Planning Panel on 17 August 2020.

(5) Calls on the Minister for Planning and Public Spaces to uphold the existing planning controls and ensure this planning proposal is rejected.

(6) Calls on the Minister for Planning and Public Spaces to thoroughly investigate planning proposals which conflict with local planning instruments to such a scale and to stop property developers from dictating planning practices in New South Wales.

1575 FIXING COUNTRY BRIDGES PROGRAM MR PAUL TOOLE to move— That this House: (1) Congratulates the Government for investing $500 million in funding to regional and rural local government councils to replace New South Wale's ageing timber bridges under its Fixing Country Bridges program. 2387 BUSINESS PAPER Wednesday 14 October 2020

(2) Notes that regional local government councils maintain more than 1,800 timber bridges across New South Wales, some of which are more than 80 years old and reaching the end of their life.

(3) Notes this builds on the $500 million Fixing Local Roads program to deliver better journeys on the roads that regional communities use every day.

(4) Notes the Government continues to deliver a record $1 billion investment to ensure a safe, modern and more resilient road and bridge network in regional New South Wales.

1576 LOCAL GOVERNMENT - COMPANION ANIMALS MANAGEMENT MR PETER SIDGREAVES to move— That this House: (1) Acknowledges the Government's commitment to supporting local government councils management of companion animals across New South Wales.

(2) Notes Camden, Liverpool and Wollondilly Shire Councils received a combined total over $310,000 in companion animal funding in 2019-20 financial year.

(3) Notes the Government also provided a $500,000 boost in May 2020 to assist with increased vet, staff and food costs during the COVID-19 pandmeic.

(2) Notes people in the Inner West Region lose close to $400,000 to poker machines every day.

(3) Notes the Opposition voted with the Government in 2011 to gift registered clubs a $500 million tax break by taxing poker machines in clubs at a lower rate than those in pubs.

(4) Notes comments by Opposition Members which indicate their opposition to the proposed gambling card which is designed to help problem gamblers to self-exclude.

(5) Calls on the Government to support additional measures to prevent gambling harm including $1 maximum bets, ending loyalty schemes and giving local government councils the right to say no to poker machines.
