Klovstad,1 Andrew C. Owens,2 David M. Reeves,1 and Matthew A. Stafford4 NASA Langley Research Center, Hampton, VA, 23681, USA In October 2016, NASA’s Space Technology Mission Directorate (STMD) began adopting a new strategic framework that focuses investment prioritization and communication on impacts, outcomes, and challenges. The structure of the framework has been modeled after one successfully pioneered by NASA’s Aeronautics Research Mission Directorate over the past five years, incorporating lessons learned and changes where appropriate. The Framework is driven by two major factors: (a) dialogue with the community and (b) analysis of the overarching trends shaping the course of civilian space research. These factors are captured in the Framework as Mega-Drivers, which represent major axes of change within the space industry and are characterized by a collection of industry trends and projections. In response to these Mega-Drivers, STMD has developed its understanding of the vision for the future of civilian space relative to STMD space research, captured in five Strategic Thrusts that represent the major lines of investment within STMD’s portfolio. Within each of these Strategic Thrusts, multiple measureable, community-level goals have been established that STMD chooses to pursue as part of a joint effort across the community. STMD chose these goals based upon their potential impact, refers to them as Outcomes within the Framework. These Outcomes are decomposed into the products and/or capabilities that will be delivered by STMD, represented in the framework as Technical Challenges. -

The principal goal of this assessment is to gain an understanding of the intricate supply chain network supporting the development, production, and sustainment of products and services across both the U.S. Government and commercial propulsion-related sectors. With the data collected in this survey, U.S. Government agencies will be better informed and able to develop targeted planning, acquisition, and investment strategies to ensure industry's ability to support critical defense and civil missions and programs. RESPONSE TO THIS SURVEY IS REQUIRED BY LAW A response to this survey is required by law (50 U.S.C. App. Sec. 2155). Failure to respond can result in a maximum fine of $10,000, imprisonment of up to one year, or both. National Aeronautics and Space Administration NASA Independent Review Team SpaceX CRS-7 Accident Investigation Report Public Summary th Date of Event: June 28 , 2015 Date of Report: March 12th, 2018 1 NASA Independent Review Team SpaceX CRS-7 Accident Investigation Report Public Summary Commercial Services and the International Space Station In the past few years, as NASA has focused on developing capabilities to further human and robotic exploration beyond low Earth orbit, the Agency has incubated new commercial capabilities to provide access to and support the International Space Station (ISS). NASA’s Commercial Crew and Cargo Program Office and the ISS Program Office have successfully developed and implemented two novel models for using commercial rather than government sources to deliver cargo to ISS. Implementation of the Commercial Orbital Transportation Services (COTS) and Commercial Resupply Services (CRS) approach required a significant change in culture throughout the Agency and in how NASA interacts with the aerospace industry. COTS and CRS established a new approach for sharing financial and technical risks with industry to develop and operate new space transportation systems in support of human exploration endeavors. Of specific note is the MAE 4350/4351 Senior Design class that ran from January 2017 through August 2017 which was tasked with a similar project. The work presented in my thesis did not borrow from their work except for adapting their method for the estimating of the zero-lift drag coefficient of grid fins, which is referenced appropriately in the text. The methodology used to size first stage boostback launch vehicles and simulate a return-to-launch-site trajectory is of my own design and work. This thesis contains fewer than 51,000 words including appendices, bibliography, footnotes, tables and equations and has fewer than 90 figures.
