NMHC PAC Board Report January 2018 NMHC PAC Board Report January 2018 NMHC’s political action committee, NMHC PAC, supports the apartment industry’s legislative goals, educates Congress about multifamily housing issues and encourages participation in the political process. • 2017 NMHC PAC Receipts and Disbursements (Staff: Lisa Costello and Hailey Ray) In 2017, NMHC PAC raised $1,495,917 from 1,304 individuals from 160 NMHC member companies. The $1.25 million fundraising goal was surpassed in November. Employees of the following firms contributed $10,000 or more in 2017: Alliance Residential Company; Allied Orion Group; The Altman Companies; American Campus Communities; AMLI Residential; ARA; AvalonBay Communities; The Bozzuto Group; Bridge Investment Group; Camden Property Trust; CBRE; Continental Properties Company; Cortland Partners; Cushman & Wakefield; Equity Residential; FPA Multifamily; Gables Residential; GID; Hanover Company; Heritage Title Company of Austin; HFF; Holland Partner Group; Hunt Mortgage Group; JLL; Legacy Partners Residential; Lincoln Property Company; Madera Residential; Marcus & Millichap(IPA); Moran & Company; National Multifamily Housing Council; Pinnacle; The Preiss Company; Providence Management Company; RealPage; SARES*REGIS Group; Trammell Crow Residential; UDR; Waterton; Westdale Asset Management; Wood Partners; and ZOM Living. The top five firms for employee contributions to NMHC PAC in 2017 were Marcus & Millichap (IPA) ($165,064), JLL ($65,851) ARA ($62,850), CBRE ($55,600) and Alliance Residential Company ($52,955.) In 2017, NMHC PAC contributed $1,427,000 to over 250 congressional campaigns, leadership PACs and party committees. • NMHC PAC Co-Hosted Events A significant amount of NMHC PAC funds are used co-hosting real estate specific events allowing NMHC’s Government Affairs team to solidify relationships with the key lawmakers receiving our PAC dollars. In addition to events based in Washington, D.C., NMHC PAC served as a co-host for personal dollar events held by our members, specifically Sue Ansel, Tom Bozzuto, Daryl Carter, Bob DeWitt, Clyde Holland, Tom Moran, Greg Mutz, Tim Myers, David Neithercut, Alan Pollack, Jim Schloemer, David Schwartz, Jeff Stack, Ken Valach and Jerry Wilkinson. These opportunities allowed NMHC PAC to maximize the impact and effectiveness of our dollars with conversations focused on the multifamily industry. Further, they allowed us to make the connection between NMHC and our local members for lawmakers on Capitol Hill. NMHC continues to improve its political clout in Washington with each event. • NMHC PAC Prior Authorization Campaign Federal law requires member firms of NMHC to sign a Prior Authorization Form in order for the executive or administrative personnel of the firm to receive NMHC PAC information and/or be legally solicited for voluntary NMHC PAC contributions (Individual members do not need to sign Prior Authorization Forms). Member firms can only grant prior authorization to one trade association per year. Prior authorization is voluntary and can be withdrawn at any time. Signed Prior Authorization Forms allow us to communicate with more member firms about the impact NMHC PAC has on the industry’s future. As customary, there will be a campaign in 2018 to educate more firms about prior authorization and to obtain more signed forms. • 2018 NMHC Political Action Committee Leadership: David Schwartz, Chairman & CEO of Waterton will serve as the 2018/2019 chairman; and Ken Valach, CEO of Trammell Crow Residential will serve as Vice Chairman. Bruce Barfield, Mike Miller, and Jim McGinley will be rotating off the committee with gratitude for their service. The group has not released data on these points since the amendment was introduced earlier this week, but CAP spokesperson Devon Kearns told CNN Thursday that the amendment "does next to nothing to reduce these costs." According to the center's data, a person with metastic cancer would have a surcharge of $140,510 while a person with lung, brain or other severe cancers would have a surcharge of $71,880.

    1 Expert Report of James G. Gimpel, Ph.D. I am a Professor of Political Science in the Department of Government at the University of Maryland, College Park. I received a Ph.D. in political science at the University of Chicago in 1990. My areas of specialization include political behavior, political geography, geographic information systems (GIS), state politics, population mobility and immigration. Publications include papers in well-regarded peer reviewed political science journals (AJPS, APSR, JoP, QJPS), journals in other social science fields, as well as several books relating to the same subjects. Focus of Research and Overview On October 24, I was asked by the legislative respondents in this case to respond to the petitioners’ expert reports on Pennsylvania’s present congressional redistricting plan, passed into law by the Pennsylvania legislature on December 22, 2011, and under which the 2012, 2014 and 2016 congressional elections were carried out. I begin by reviewing the values and redistricting criteria commonly used by state legislatures to draw legislative districts. These criteria are often in conflict with each other, creating challenges for any would-be mapmaker. There is no perfect map that optimizes the value of all of the measures now incorporated into the redistricting process.
