    1 Verizon Political Activity January – June 2018 A Message from Craig Silliman Verizon is affected by a wide variety of government policies -- from telecommunications regulation to taxation to health care and more -- that have an enormous impact on the business climate in which we operate. We owe it to our shareowners, employees and customers to advocate public policies that will enable us to compete fairly and freely in the marketplace. Political contributions are one way we support the democratic electoral process and participate in the policy dialogue. Our employees have established political action committees at the federal level and in 18 states. These political action committees (PACs) allow employees to pool their resources to support candidates for office who generally support the public policies our employees advocate. This report lists all PAC contributions, corporate political contributions, support for ballot initiatives and independent expenditures made by Verizon and its affiliates during the first half of 2018. The contribution process is overseen by the Corporate Governance and Policy Committee of our Board of Directors, which receives a comprehensive report and briefing on these activities at least annually. We intend to update this voluntary disclosure twice a year and publish it on our corporate website. We believe this transparency with respect to our political spending is in keeping with our commitment to good corporate governance and a further sign of our responsiveness to the interests of our shareowners.     H CURRENT HISPANIC-AMERICAN MEMBERS H Xavier Becerra 1958– UNITED STATES REPRESENTATIVE 1993– DEMOCRAT FROM CALIFORNIA Xavier Becerra had barely completed one term in the California state assembly when he was elected to the U.S. House of Representatives in 1992. During his career in Washington, Becerra has emerged as a Democratic leader, becoming the first Latino in the history of the House to sit on the powerful Ways and Means Committee and being elected twice by his colleagues to serve as the Image courtesy of the Member Vice Chairman of the House Democratic Caucus. Xavier Becerra was born in Sacramento, California, on January 26, 1958, the third of four children to working-class parents Maria Teresa and Manuel Becerra. He majored in economics and graduated in 1980 from Stanford University, near Palo Alto, California, becoming the first member of his family to earn a bachelor’s degree.1 He stayed on at Stanford, earning a law degree in 1984, before working as an aide to a California state senator and then becoming a California deputy attorney general. After Becerra moved to Los Angeles, community leaders encouraged him to run for the state assembly in 1990.2 Becerra was young and relatively unknown, and his victory that year galvanized a new generation of Latino politicians.3 Before the expiration of Becerra’s first term in the state assembly, venerable Los Angeles Democrat Edward R. Roybal retired from the U.S. House. California had just redrawn its congressional districts, shifting the border of Roybal’s 30th District westward from East Los Angeles to Hollywood.

While some were on the lighter side – such as naming the judicial center after Governor Nathan Deal and commending the Atlanta Braves 2018 season – some notables include the following: HB 2 – (Rep. Matt Gurtler) Allows certain Georgians to carry a firearm without a permit. HB 8 – (Rep. Debbie Buckner) Exempts certain women’s hygiene products from state sales tax. HR 2 – (Rep. Scot Turner) Prohibits the use of a poll tax in Georgia. HR 6 – (Rep. Michael Caldwell) Provides for term limits for state elected officials. SB 2 – (Sen. Steve Gooch) Allows for EMCs to partner with internet companies to provide broadband service to members. HOT BUTTON ISSUES FOR 2019 Education Throughout the campaign, Governor Kemp presented education as one of his top priorities. Included in this is teacher compensation and a priority on mental health counselors in schools as well as school security. We will also continue to watch and see how the state proceeds with the implementation of the testing pilot program passed in 2018. One complication in education policy in 2019 is a void in leadership in each Chamber. With the retirement of Brooks Coleman in the House and Senator Lindsey Tippins resigning his chairmanship, both committees are currently without a leader. We expect the new chairs to be announced any day now. Rural Georgia Throughout the 2018 Legislative Session and the 2018 Campaign season, we saw a recurring theme in that legislators see the need for reforms that aid rural Georgia.
