Tribal Self-Governance Advisory Committee (TSGAC) California Representatives Primary Tribal Representative Alternate Tribal Representative Ryan Jackson, Tribal Chairman Robert Smith, Tribal Chairman Hoopa Valley Tribe Pala Band of Mission Indians Federal Technical Representative Travis Coleman, Agency Lead Negotiator California Area Indian Health Service Charge of the Workgroup The TSGAC provides advice to the IHS Director and assistance on issues and concerns pertaining to Tribal Self- Governance and the implementation of the Self- Governance within the IHS. The TSGAC represents Self-Governance Tribes by acting on their behalf to clarify issues that affect all compacting tribes specific to issues affecting the delivery of health care of American Indian and Alaska Natives. On a quarterly basis, they meet to confer, discuss, and come to consensus on specific Self-Governance issues. Additionally, the TSGAC provides verbal and written advice about Self- Governance issues to the Director, IHS and the Director of the Office of Tribal Self-Governance. Eligibility for the IHS Self-Governance Program Complete a Planning Phase: Each Tribe is required to complete a planning phase to the satisfaction of the Tribe Request Participation in the Program: Each Tribe to be served must submit a Tribal resolution or other official action by the governing body of the Tribe requesting participation Demonstrate Three years of Financial Stability and Financial Management Capability: For three years prior to participation, the Tribe must show evidence there were no uncorrected significant and material audit exceptions in the required annual audit of the Tribe’s agreements with any Federal agency California Title V Compactors Hoopa Valley - K’ima:w Medical Center (FY 1994) Hoopa Valley Tribe Redding Rancheria – Redding Rancheria Tribal Health Center (FY 1997) Redding Rancheria Karuk – Karuk Tribal Health Clinic (FY 1998) Karuk Tribe Northern Valley Indian Health, Inc.
