Yosemite National Park – VSP Visitor Study February 2–10, 2008 Visitor Services Project Yosemite National Park Report Summary • This report describes the results of a visitor study at Yosemite National Park during February 2-10, 2008. A total of 938 questionnaires were distributed to visitor groups. Of those, 563 questionnaires were returned, resulting in a 60% response rate. • This report profiles a systematic random sample of Yosemite National Park. Most results are presented in graphs and frequency tables. Summaries of visitor comments are included in the report and complete comments are included in the Visitor Comments Appendix. • Fifty percent of visitor groups were in groups of two and 25% were in groups of three or four. Sixty percent of visitor groups were in family groups. -

Tribal and Cultural Resources 5.11 TRIBAL AND CULTURAL RESOURCES 5.11.1 PURPOSE This section identifies existing cultural (including historic and archeological resources), paleontological and tribal resources within the Study Area, and provides an analysis of potential impacts associated with implementation of the General Plan Update. Potential impacts are identified and mitigation measures to address potentially significant impacts are recommended, as necessary. This section is primarily based upon the Cultural and Tribal Cultural Resources Technical Report for the Rancho Santa Margarita General Plan Update, Rancho Santa Margarita, Orange County, California (Cultural Study), and the Paleontological Resources Impact Assessment Report for the Rancho Santa Margarita General Plan Update, Orange County, California (Paleontological Assessment), both prepared by SWCA Environmental Consultants (SWCA) and dated April 2019; refer to Appendix F, Cultural/ Paleontological Resources Assessment. 5.11.2 EXISTING REGULATORY SETTING Numerous laws and regulations require Federal, State, and local agencies to consider the effects a project may have on cultural resources. These laws and regulations establish a process for compliance, define the responsibilities of the various agencies proposing the action, and prescribe the relationship among other involved agencies (i.e., State Historic Preservation Office and the Advisory Council on Historic Preservation). AGENDA ITEM – STAFF REPORT TO: HONORABLE CHAIRPERSON AND COMMISSIONERS FROM: JEFFREY O’NEAL, AICP, CITY PLANNER SUBJECT: APPLICATION NO. 20-23, THE VALLEY AGRICULTURAL HOLDINGS, LLC COMMERCIAL CANNABIS PROJECT DATE: DECEMBER 29, 2020 ISSUE In the matter of Application No. 20-23, the Valley Agricultural Holdings LLC project, shall the Planning Commission: 1. Make a determination pursuant to the California Environmental Quality Act, make a determination of General Plan consistency for the disposal of real property, and approve a conditional use permit; and 2. Make recommendations to the City Council regarding a general plan amendment, rezone, and development agreement? BACKGROUND The State of California’s Medical and Adult Use Cannabis Regulation and Safety Act (MAUCRSA) is the primary statute that regulates personal, medicinal, and commercial cannabis activity in the state. In addition to MAUCRSA, Chapters 8.37 (Commercial Cannabis Businesses) and 17.99 (Commercial Cannabis Overly District) of the Mendota Municipal Code (MMC) provide regulations applicable to non-personal cannabis activities at the local level. Pursuant to these local regulations, an applicant wishing to undertake commercial cannabis activities must meet certain location criteria, receive approval of a conditional use permit, and enter into a development agreement with the City. Dating to early 2019, the City has been in discussions with various entities regarding development of a commercial cannabis facility on a portion of a City-owned parcel (APN 013-030-68ST) adjacent to the City’s wastewater treatment plant (WWTP). In October 2019, the City entered into a purchase and sale agreement with Valley Agricultural Holdings, LLC. On October 13, 2020 the Planning Department received an application from Valley Agricultural Holdings, LLC requesting a variety of entitlements and actions to facilitate the construction and operation of a commercial cannabis facility as discussed. -

Within 6 the meaning of 25 U.S.C. § 2803, I am an officer who is empowered by law to conduct investigations, 7 make arrests, and seize property for violations of Title 18, United States Code and Title 21, United 8 States Code. I am assigned to the Western Nevada Agency Office and have been so assigned since 9 March of 2014. PLANTS USED IN BASKETRY BY THE CALIFORNIA INDIANS BY RUTH EARL MERRILL PLANTS USED IN BASKETRY BY THE CALIFORNIA INDIANS RUTH EARL MERRILL INTRODUCTION In undertaking, as a study in economic botany, a tabulation of all the plants used by the California Indians, I found it advisable to limit myself, for the time being, to a particular form of use of plants. Basketry was chosen on account of the availability of material in the University's Anthropological Museum. Appreciation is due the mem- bers of the departments of Botany and Anthropology for criticism and suggestions, especially to Drs. H. M. Hall and A. L. Kroeber, under whose direction the study was carried out; to Miss Harriet A. Walker of the University Herbarium, and Mr. E. W. Gifford, Asso- ciate Curator of the Museum of Anthropology, without whose interest and cooperation the identification of baskets and basketry materials would have been impossible; and to Dr. H. I. Priestley, of the Ban- croft Library, whose translation of Pedro Fages' Voyages greatly facilitated literary research. Purpose of the sttudy.-There is perhaps no phase of American Indian culture which is better known, at least outside strictly anthro- pological circles, than basketry. Indian baskets are not only concrete, durable, and easily handled, but also beautiful, and may serve a variety of purposes beyond mere ornament in the civilized household. Hence they are to be found in. our homes as well as our museums, and much has been written about the art from both the scientific and the popular standpoints.
