    RA Prime Minister Tigran Sargsyan’s Statement at Presentation of FY 2009 State Budget to RA National Assembly Honorable President of the National Assembly, Dear Members of Parliament, In accordance with Article 90 of the Constitution of the Republic of Armenia, the Government of the Republic of Armenia is hereby submitting to the National Assembly the FY2009 State budget bill. This bill is based on the government program as approved earlier this year by the National Assembly, which was developed based on the key provisions of the RA national security strategy and poverty reduction strategic paper, as well as on the electoral programs of the RA President and the coalition parties and the basic provisions of the political agreement. I have already had the opportunity to present the State budget’s main logic and underlying principles, as well as to address the four key factors necessary for overcoming the financial crisis. Now, I would like to concentrate on such important aspects of the Government’s economic policy as are standing out against the background of continued global economic and financial downturn. GLOBAL ECONOMIC AND FINANCIAL CRISIS The global financial crisis manifests itself in a sharp decrease of financial assets, liquidity, financial institutions’ capitalization and total lack of confidence. Market participants’ behavior is largely influenced by the bankruptcy of hundreds of companies and a breakdown in the work of developed countries’ financial markets. For the first time in history, the economics of the United States which is a key global actor, recorded a clear inflow of investment to mark the end of the dollar-triggered economic expansion.

    Statement by RA Prime Minister Tigran Sargsyan at the presentation of the new system of e- governance Dear Colleagues, Today’s presentation has a very important mission, namely to introduce the steps undertaken by the Government of Armenia toward introducing a modern system of governance in the Republic of Armenia. To begin with, I wish to remind you that enhanced public sector efficiency was central in RA President’s electoral program. You may have noticed the President repeatedly stating the details of such an improved system during his public speeches. The introduction of the system of e- governance is part of public sector reform. First of all, the new system will help enhance efficiency and productivity in government activities providing for transparency and proper control on the part of society which will get access to public governance. On the one hand, they will be allowed to keep track of decision-making processes and on the other hand, they will have a possibility to follow up and check the status of their letters, petitions, applications, licensing requests at any stage of processing. This means they will be able to follow online the status of their applications, have the names of those in charge and see through the expected results of consideration. On the other hand, swift outreach will help reduce paperwork within the system of government. While paperwork used to take a lot of time and resources formerly, now we will be able to save both time and money thanks to this newly introduced system. A key asset is that all official documents will accessible for all the layers of government.

Subsequent ratification of the treaty on joining the EEU by Armenian Parliament (signed in Minsk on October 10, 2014), irreversibly determined “Eurasian” constraints of Armenia’s foreign policy. The President invariably hailed the decision as a rational one emphasizing its security implications as well as economic incentives for Armenia.1 Needless to say, this step inexorably rendered Armenia’s long-desired foreign policy agenda for further pro- motion of the Association Agreement with the EU unfeasible. Evidence indicates that the question as to whether the Eurasian path was prede- termined or there was a margin of possibility for Armenia to opt for the Association Agreement was placed at the core of increasingly intensifying debates. Several meetings were organized in Armenia with the following officials; Zohrab Mnatzakanyan, Deputy Minister of Foreign Affairs Trajan Histrea, Head of EU Delegation in Armenia Vigen Sargsyan, Chief of Staff of the President of Armenia Onno Simmons, Deputy Head of Delegation in Armenia Christoph Breunig, Deputy Ambassador of Germany in Armenia A Facebook group was also opened and we invited some visitors to our group, some of them are Armenians from European countries. During 2012, several delegates from ELEC participated to the following activities in Armenia: Conference with the Civil Society of Armenia’s Organization involved with EU Integration. Public Meeting with the President of the European Council, Herman Von Rompuy Public Meeting with Jose Manuel Barroso, President of the European Commission. In August 2012, we received the visit to Armenia of Jan Olaf Spikes, Former President of ELEC Andorre, a present member of ELEC and CEO of AnBank. In November a delegation from ELEC participated to the Conference organized by the Monetary Commission in Bucharest, Romania. In December, ELEC Armenia delegates to the Conference organized jointly by the Social & Economic Commission and the Monetary Commission of ELEC. Our delegates participated actively to the Central Council meeting in Brussels, Belgium.

By Felix Corley, Forum 18 News Service <http://www.forum18.org> The Council of Europe and OSCE have given a highly critical review of proposed amendments which have already been approved by Parliament in their first reading. The amended Religion Law would ban the sharing of faith, require 500 adult citizen members before a religious community could gain legal status, ban non-Trinitarian Christian communities from gaining legal status, give broad reasons for banning religious communities, and recognise the "exclusive mission" of the Armenian Apostolic Church. The new Criminal Code Article 162 would punish the sharing of beliefs. "The authorities have to take the points of this review into account, though I don't know if they will," Russian Orthodox priest Fr David Abrahamyan told Forum 18 News Service. "If they adhered to European standards they wouldn't have adopted these amendments in the first reading." The government's senior religious affairs official, Vardan Astsatryan, told Forum 18 he had "no knowledge" of the results of the review. But the Jehovah's Witnesses told Forum 18 Astsatryan had told them in mid-June that the proposed amendments have been suspended but not abandoned. One week after a critical international review of the restrictive proposed amendments to Armenia's Religion Law and Criminal Code was made public, the Armenian government's senior religious affairs official, Vardan Astsatryan, told Forum 18 News Service from the capital Yerevan on 1 July that he had "no knowledge" of the results of the review.
