Section 1

Introduction

1.1 Introduction

This Design and Access Statement has been prepared by IDPartnership on behalf of Barratt David Wilson Homes Southampton to accompany a detailed planning submission for a residential development on land at Highgrove Farm, Bosham, Chichester. The proposed development is for the erection of 301 dwellings (including a 30% provision of affordable homes), associated open space, pumping station, substation with vehicular access.

The development will provide a variety of dwellings ranging from 1 to 4 bedrooms in size. The majority of the development will consist of 2 storey houses with some 2.5 storey houses.

1.2 Summary of Proposals

The submitted proposals make provision for: • 301 new homes, comprising a mix to fulfil CDC’s most recent housing needs data • With 30% provided in affordable tenures (incorporating a variety of types of homes available by other means than the open market)
• A range of different sizes, with particular emphasis on 2 and 3 bedroom units • A Community / Village Hall of circa 250m2 • Public open space (including SUDS), the key part of which will be a naturally landscaped buffer on the eastern side of the site
• Provision for allotments and children’s play • Network of walking routes around and through the site • Retention and enhancement of all boundary trees and hedges • A sustainable drainage system, entirely self contained within the site • Single permanent road access in the SW corner similar to the previous permitted scheme.

The Site

2.1 Site Location

The site is located four kilometres to the west of the cathedral city of Chichester, and abuts the eastern edge of the settlement of Broadbridge. Broadbridge lies within the civil parish of Bosham, and is located adjacent to Bosham railway station, approximately 1 kilometre north of the village of Bosham.
The site lies outside of, but close to, the South Downs National Park and the Chichester Harbour AONB.

Site Description

The site comprises agricultural land attached to, and north of, Highgrove Farm which is located on the east-west running A259 road known as Main Road. The site excludes the Highgrove Farm buildings but can otherwise be described as an approximate square shape. It covers an area of 14.61 hectares and is relatively flat, falling very gently from north to south.

combination with blue brick or flint, to articulate window surrounds or to create horizontal or vertical bands of brick. Terracotta tile hanging is also fairly common, and some buildings are either painted or rendered, typically white or cream, through there are instances of other pastel colours.

Design/ Layout

Include streets with pedestrian priority, as social spaces rather than traffic dominated roads. Green buffer to the east of the developed area, also allowing for views to the north of Stoke Clump and a circular walking route (with trim trail?) Focus on natural play space to keep rural feel, utilise undulation of SuDS features. Continuation of (community planted) Brooks Lane hedgerow along the site frontage west of Highgrove Farm buildings. Wildlife corridors should be protected and enhanced, in particular along ‘ancient hedgerow’ and drainage ditch on western boundary. Strong green landscaping in the south east corner of the site.

Landscaping

Lighting should take into account “dark skies” status. Pedestrian and cycle routes that run close to SuDS features should be unhindered by standing water. SuDS feature should establish a link between the east and west of the farm buildings. Drainage routes could be located within key view corridors.

Drainage

Bridges and boardwalks could be provided across swales. SuDS features are to be multifunctional, used for informal play and recreation (such as a trim trail) and maximise biodiversity / ecolo g y b enefits.

Design Proposals

3.1 Layout

The main concept for the Bosham Masterplan has been carefully designed and considered taking into account all of the site constraints and opportunities. meadow, woodland and wetland. We are providing areas of species rich meadow, tree and buffer planting, particularly to the western and eastern boundaries of the site, along with the sustainable drainage system which will all contribute to these requirements. legibility through the scheme, in particular a diagonal green route from a central green space and eastern green corridor.

Chichester Cathedral.
Consultation has been undertaken with the Parish Council, PreApplication from Chichester Council and further Public Consultation (online), in order to finalise the proposed Masterplan for a Planning Application. The layout has been moulded and shaped from these various consultations. Particular reference should be given to the recommendations and points raised (outlined within this Design and Access Statement) from the Parish Council consultation in October 2019 and January 2020.
13. A ‘dual product’ (i.e. both Barratt and David Wilson Homes) is provided to enhance the characterisation of the site.
14. Density is varied across the site with a higher density within central areas, and a less dense feathered periphery/edges.
15. Two and a half storey massing has been provided to key vistas to enhance the legibility through the site.

The main access to be taken off the A259 main road, together with a temporary sales access further east. This temporary sales access will be amended in the future and form part of the wider footpath network. The site carefully considers views to the AONB to the south and south downs to the north, with new corridors through the eastern landscape area and the main entrance road running north to south.
16. A varied palette of materials has been provided which illustrates traditional materials of brick, render, flint, tile hanging together with red and grey roof coverings. These have been suggested in keeping with traditional local materials of Bosham and Broadbridge areas.

The site is to provide a high quality gateway to Bosham. The entrance has been carefully considered in setting back the build line to create a green entry. This build line and typology of units also respond to the neighbouring area of Broadbridge. The layout is based upon a landscape-led approach incorporating a green (landscape), and blue (drainage and SuDS) framework.

To mitigate the noise impact from the railway line to the northern boundary, the proposed layout illustrates outward facing housing adjacent/nearest to the existing railway line affording a buffer of built form to their private gardens to the rear. The approximate distance from the railway line (tracks) to the nearest housing frontage is circa 38-40m. These housing units will follow guidance set out by the noise impact assessment.

    Railways at Lewes, by Robert Cheesman Introduction This article came about as a result of a request from a member of Friends of Lewes after one of our talks in January, 2017. Two managers from the BAM-Nuttall team who had completed a year-long renovation of the station’s listed buildings came to describe the challenges they had faced and this was preceded by a short history of railways in the town by Robert Cheesman, Chairman of the Friends of Lewes. Afterwards it was suggested that it would be interesting to have a more detailed account. A.H. Homewood postcard of Lewes Station c. 1905, John Hollands collection * 1 Description of the lines Image © Railway Magazine * After some speculative schemes had been put forward, the first railway from Brighton opened on 8 June 1846, having bisected the Priory Remains to reach Lewes. The station was in Friars Walk and had an ornate Italianate frontage on to the street. This station survived until it was demolished without permission over the Easter weekend in 1969. Friars Walk frontage of the original Lewes station * 2 On 27 June 1846 services were extended to St Leonards (Bulverhythe), but this meant that services from Brighton to St Leonards had to reverse out of Lewes station as it was a terminus. The following year (1847) the London line from Keymer Junction, which tunnelled for some 370 yards under the castle precinct, and the branch line to Newhaven opened. Many of these trains used the station in Friars Walk, although to make operating easier platforms were provided at Pinwell (from 1847) so that some through trains could stop in Lewes without having to reverse out of the station.

See Principles on main webpage. Villages, hills, views, woodland, dismantled railway In Brief This walk goes through Hampshire's best village (as voted once in The Times ) and you won’t argue. This is an area of prehistory, with the great bronze-age barrows of Beacon Hill, visited on the way, with high views of Old Winchester Hill and the Solent. Part of the route is along the dismantled Meon Valley Railway, giving you a very comfortable stretch. In fact, the entire walk is easy on the feet and it may seem shorter than the given distance. You will be walking in a region full of foodie pubs in choice locations. Booking may be necessary. For the Thomas Lord in West Meon, ring 01730-829244. For the Shoe in Exton, ring 01489-877526.     Strategy Vision, Goals, Priorities and Principles

    Arundel SCATE Transport for the South East - Draft Strategy Consultation January 2020 Arundel SCATE (Ascate) is an Arundel residents group, affiliated to the South Coast Alliance for Transport and Environment (SCATE) network body. Ascate has around 200 signed up supporters, comprising almost entirely local residents and small businesses, and wider support in Arundel and nearby villages. It was formed in 2014 in response to the latest Highways England proposals for a major dual carriageway bypass to the town of Arundel on the A27 SRN route. Arundel SCATE supports sustainable, long term solutions to traffic issues in the area including moderate road improvements and integrated public transport and active travel measures. The group opposes plans for an outdated and hugely damaging dualled, off-line bypass across the Arun Valley. We welcome establishment of TfSE as a Sub-national Transport Body for the south east and believe this new body can provide a lead in coordinated integration of transport networks, enable high standards in sustainable spatial development and forward thinking infrastructure development across transport authorities. In particular, TfSE can help to ensure that tackling the climate and ecological crisis is at the heart of all transport and access improvement plans to develop a healthy and balanced economy. Ascate is pleased to be able to contribute comments on TfSE's draft strategy. Strategy vision, goals, priorities and principles Ascate generally supports the vision and strongly supports the strategic priorities and the key principles. However, whilst understanding that TfSE is compelled to work to government objectives, we would challenge the idea of 'sustainable economic growth' which is an oxymoron in a world of finite resources and sinks and suggest that a vision of a healthy and thriving economy that will equitably sustain current and future generations, is more appropriate.

The aim of the RUS is to identify a strategy for accommodating growing demand on the railway, in a manner that is deliverable, affordable and consistent with performance and safety improvements. The Sussex RUS considers demand, resulting strategic gaps and proposed interventions to a long-term timescale through to 2019. Strategic gaps are defined in the RUS as where the current or future railway system does not or will not meet the requirements that will be placed upon it, unless intervening action is taken. The RUS covers the rail industry regulatory Control Periods 4 (2009-2014) (CP4) and 5 (2014-2019) (CP5), and also includes consideration of options for the longer-term, up to 30 years. The County Council will respond to the consultation document as a whole and will make particular reference to the strategic gaps identified and options appraised in Chapter 8 of the Sussex RUS document. Reference to strategic development proposals in West Sussex, in particular expected housing and employment development and its expected impact on rail passenger demand, will be made to ensure that the County Council consultation response sits within the broader strategic context of the county’s future development.
