1.0 EXECUTIVE SUMMARY
Hydrodynamics Consultant, Inc. (HDC) has been retained to perform this Phase I Environmental Site Assessment (Phase I ESA) for the property (subject property or site), located at 866 North Western Avenue, Lake Forest, Illinois.
HDC has performed this Phase I environmental site assessment (ESA) in conformance with the scope and limitations of ASTM Practice E 1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. This Phase I ESA constitutes “all appropriate inquiry” into the previous ownership and uses of the property consistent with good industrial or customary practice as defined at 42 U.S.C. Section 9601(35)(B). Any exceptions to, or deletions from, this practice are described in Section 11 of this report.
The objective of this Phase I ESA was to identify and report, to the extent feasible, recognized environmental conditions (RECs) at the subject property. A recognized environmental condition is identified in this report as the presence or likely presence of any hazardous substances or petroleum products on or at a property (1) due to any release to the environment, (2) under conditions indicative of a release to the environment, or (3) under conditions that pose a material threat of a future release to the environment. The term includes hazardous substances and petroleum products even under conditions in compliance with laws. The term is not intended to include de minis conditions that generally would not be subject to an enforcement action if brought to the attention of appropriate government agencies.
Based on this Phase I environmental site assessment, we have obtained the following findings pertaining to the subject property:
The property is located near the southwest corner of the intersection of Western Avenue and Efner Avenue, (PIN: 12-28-313-047-0000) in the City of Lake Forest, Illinois. The property occupies an area of approximately 180.5’ by 50’ (0.21 acres). It contains two buildings, consisting of one-story brick/block structures with steel/wood frames without basement. The main building is used for the drycleaning operation and a detached storage building is present on the west end of the property for storage. There are parking spaces to the south of the building and between the two buildings. According to records, the building was constructed in 1952, and the drycleaning store has been there since 1965 or most likely since the building was built. Prior to the current building, the property was used for residential purposes.
HDC’s review of historical records from Sanborn fire insurance maps, USGS topographic maps, aerial photos, city directories, and other available documents did identify environmental conditions at the property associated with the drycleaning operations as Lake City Cleaners (formerly called Murrie Cleaners) located at 866 North Western Avenue, Lake Forest, Illinois. The drycleaner received a No Further Remediation

(NFR) letter in 2012 from the Illinois Environmental Protection Agency (IEPA). However, Lake City Cleaners has continued its drycleaning operation since receiving its NFR letter in 2012 from the Illinois Environmental Protection Agency (IEPA). Usage, storage, and/or handling of drycleaning solvent, tetrachloroethylene or PCE, constitute a recognized environmental condition (REC) at this property.
Our interview with pertinent persons and government entities did not identify any recognized environmental condition (REC) at the property other than the presence of drycleaning operation at Lake City Cleaners.
Regulatory database review indicates that the property is listed in regulatory databases of SRP (Site Remediation Program), RCRA-SQG (Small Quantity Generator for RCRA wastes), IC (institutional Control), and FINDS (Facility Index System). Nevertheless, the property appears in compliance with the regulatory requirements.
Our site visit on June 2, 2020 found the drycleaning plant had ceased its operation. Lake City Cleaners has been a drop off store for about 2 years. The activities conducted by the current tenants are in compliance with the current environmental regulations and may not impose any major environmental liability to the property. The Lake City Cleaners operation here is currently in compliance with the regulatory requirements stipulated in the NFR letter.
According to the regulatory databases reviewed in this study, it appears that a number of other regulatory sites are located within a radius of up to one mile from the subject property. However, based on their distances from and their locations relative to the subject property, their compliance status, as well as the geological setting in the subject area, we are of the opinion that the other regulatory sites are unlikely to pose any adverse impact onto the subject property.
In conclusion, through this Phase I environmental site assessment, recognized environmental conditions are identified in connection with the continuing usage of drycleaning solvent by Lake City Cleaners at 866 North Western Avenue, Lake Forest, Illinois. To address the above environmental conditions HDC recommends the following:
1. Completion of a Phase II environmental site assessment to determine whether new release is present after the NFR letter was issued in 2012 to Lake City Cleaners. 2. Assessment of the potential risks of vapor intrusion to the building by the released drycleaning solvent, if it is warranted as determined by the Phase II assessment results.

2.0 INTRODUCTION
2.1 Purpose
The purpose of this Phase I environmental site assessment (Phase I ESA) is to identify, to the extent feasible pursuant to the processes described herein, recognized environmental conditions in connection with the subject property. Unless otherwise stated, the materials presented in this report are based on the information obtained from the site inspections, historical record searches, and other pertinent sources available to this Phase I ESA.
2.2 Detailed Scope of Services
The Scope-of-Services is set forth in the verbal Phase I ESA Agreement between HDC and Client, and in conformance with the scope and limitations of ASTM Practice E 1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process.
2.2.1 On-site Inspection
A site inspection was conducted to identify readily apparent potential sources of environmental liabilities, which included, but were not limited to, electric transformers, capacitors, or other electric equipment likely to contain polychlorinated biphenyls (PCBs), aboveground storage tanks (ASTs) & underground storage tanks (USTs), storage drums, onsite management of hazardous/petroleum substance and/or wastes. Asbestos containing materials (ACMs), lead- based paints, potential wetlands and other environmentally sensitive uses of the property areas were also briefly examined where conditions were allowed.
2.2.2 Inspection of Surrounding Properties
The surrounding properties and all thoroughfares and/or public rights-of-way were visually inspected to identify readily observable potential environmental threats, which could pose an adverse impact onto the subject property. However, we did not enter the surrounding private properties for further inspection.
2.2.3 Uses of the Subject Property
The past uses of the subject property were studied in this project by reviewing historical use information, such as Sanborn Fire Insurance maps, historical topographic maps, aerial photographs, street directories, zoning/land use records, prior environmental assessment report(s) if applicable, and other historical sources. However, not all of the above sources of information were fully available during this Phase I environmental site assessment. The information and records consulted in this report were determined based on availability and the usefulness according to our project experience for the study area.

Additionally, interviews of the current property owner, local governmental officials, and other people knowledgeable of the subject property and its surrounding areas were sought to be carried out during this study to help identify the past uses of the subject property and its surrounding properties. However, not everybody identified above has been interviewed in this Phase I environmental site assessment. The number of persons interviewed in this study was determined based on their availability.
2.2.4 Review of Regulatory Databases
The regulatory databases were obtained from Environmental Data Resources, Inc. (EDR), a leading environmental information provider in the nation. These regulatory databases were reviewed to determine if the subject and/or its surrounding properties are listed in any governmental databases that would pose an adverse impact onto the subject property. Other pertinent sources of data were also reviewed.
2.2.5 Data Evaluation
All the data or information obtained by HDC was evaluated to identify recognized environmental condition(s) that may exist at or in the vicinity of the subject property.
2.3 Significant Assumptions
HDC did not make any significant assumptions in performing this Phase I.
2.4 Limitations and Exceptions
There are no significant limitations or exceptions relating to this Phase I other than those identified in Section 11.0 of this report.
2.5 Special Terms and Conditions
There are no special terms and conditions relating to this Phase I ESA report, which are not specified in this report.

Unless otherwise expressly provided, no party may use or otherwise rely on this report, and the Client shall make no representations to any party that such party may use or otherwise rely on this Phase I report without our written authorization.

3.0 SITE DESCRIPTION
3.1 Location and Site General Characteristics
The property is located near the southwest corner of the intersection of Western Avenue and Efner Avenue, (PIN: 12-28-313-047-0000) in the City of Lake Forest, Illinois. The property occupies an area of approximately 0.21 acres (180.5’ long with 50’ frontage on Western Avenue). It contains two buildings, consisting of one-story brick/block structures with steel/wood frames without basement. The main building is used for the drycleaning operation and a detached storage building is present on the west end of the property for storage. There are parking spaces to the south of the building and between the two buildings.
The main building is divided to various sections. The drycleaning operation is enclosed in the southwest section of the building.
According to records, the building was constructed in 1952, and the drycleaning store has been there since 1965 or earlier, most likely since the building was built in 1952. Prior to the current building, the property was used for residential purposes.

The subject property is fully used by Lake City Cleaners.

Based on the Illinois Drycleaners Environmental Response Trust Fund which provides licenses and insurances to drycleaners in the State of Illinois, Lake City Cleaners was licensed and insured in 2020.
5.3 Physical Setting Source(s)
A current USGS 7.5-minute topographic map showing the area on which the subject property is located has been reviewed in this study.
According to this map, the ground surface at the subject property has an elevation of about 706 feet above mean sea level (MSL). The topography around the subject property is fairly flat with slight slope to the southwest.
5.4 Historical Use Information on the Property
Historical property use information consulted in this study consists of the following.
5.4.1 Aerial Photos

Aerial photos recorded the surface conditions and activities when the photographs were taken. According to our inquiry with Environmental Data Resources (EDR), the property was covered by Aerial Photos in various years. HDC reviewed aerial photos published in 1939, 1946, 1951, 1953, 1962, 1969, 1972, 1974, 1981, 1988 1998, 2007, 2011, 2014, and 2017. Based on the aerial photos, the subject property was not found prior to 1953. The subject property has been developed with a building that resembles the current one in the 1962 photo. No environmental conditions can be identified from these photos.
5.4.2 USGS 7.5’ Topographic Maps
Topographic maps record surface information on the maps when the maps were surveyed. As part of this study, we reviewed USGS 7.5’ Topographic Maps published in various years (1900, 1906, 1908, 1928, 1951, 1953, 1960, 1963, 1972, 1980, 1993, 1988, 2000, and 2012). No environmental condition could be identified at the subject property via this information source.
5.4.3 Sanborn Fire Insurance Maps
Sanborn Fire Insurance Maps usually contain the land improvements and uses in the properties covered at specified date. If coverage exists, these maps represent one of the major environmental information sources that could provide insight into the past property usages. HDC has searched the historical records and found Sanborn Fire Insurance Maps for the following years – 1904, 1909, 1917, 1926, 1929, 1948, and 1965. Base on these maps, the property contained some residential structures prior to 1948. A small Tin Shop was present in the middle section of the property in 1948 map. In the 1965 map, however, the property was developed with a building and a garage that resembled the current ones. The building was used by Murrie Cleaners. The drycleaning plant was located on the southwestern corner of the main building (similar to the current location).
The properties to the north, west, and south had been used for commercial purposes based on the Sanborn Fire insurance maps. The property to the north was used as a lumber yard for many years. Railroad tracks are present to the east of the property since 1904.
5.4.4 Lake County Assessor’s Records
As part of this study, we reviewed the Lake County Assessor’s records pertaining to the subject property. No environmental condition could be identified from this data source.
5.4.5 Land Title Records
As part of this study, we tried to review the Lake County title records pertaining to the subject property. An NFR letter issued by the Illinois EPA to the Lake City Cleaners site was recorded at the Lake County in 2012. No other environmental condition was identified from this source.

5.4.6 Building Department Permits
HDC requested permit information related to the underground storage tanks and hazardous materials from the City of Lake Forest. No environmental condition was identified from this source.
5.4.7 Zoning/Land Use Records
The subject property is zoned for commercial use.
5.4.8 EDR’s City Directory Abstract
Business directories including city, cross reference and telephone directories were reviewed, if available, at approximately five-year intervals from 1969 to 2014. The following information is retrieved for address 866 North Western Avenue, Lake Forest, Illinois.
1969-2010: Murrie Cleaners & Furriers 2014 – Present: Lake City Cleaners
Based on the above information Lake City Cleaners/Formerly Murrie Cleaners has been located at the property at 866 North Western Avenue, Lake Forest, Illinois since 1969 or earlier. Drycleaning operation at the property is a recognized environmental condition at this site.
5.4.9 Other Historical Sources and Prior Assessment Reports
HDC reviewed the Focused Subsurface Site Investigation and Remediation Objectives Report prepared by HDC in 2011 for the Lake City Cleaners site. The scope of work and the project findings in that report are summarized as follows:
A total of 12 soil borings, 8 monitoring wells, have been installed at the subject property to collect 36 soil and 8 groundwater samples for analyses of volatile organic compounds (VOCs) to delineate the horizontal and vertical extent of the contamination in soil and groundwater at the subject property.
Analytical testing results from soil samples did not identify any contaminants of concern (COCs) at the site to be higher than the Tier I soil remediation objectives.
Groundwater samples collected from monitoring well, MW2, however, were found to contain 0.16 mg/L of PCE that exceeded the Tier I groundwater remediation objectives.
The native soil beneath the subject property consists of predominantly silty clay. The hydraulic conductivity was measured to be 1.12 x10-5 cm/sec (or 0.97 cm/day). The

hydraulic gradient is calculated to be 0.0074 ft/ft towards the east. The local groundwater is classified as Class II groundwater.
It appeared that the source of the contamination was the drycleaning plant based on the distribution of the soil contamination. No apparent migration of the VOC contamination along the storm/sanitary sewer lines, or other preferred pathway, has been identified.
A risk-based RBCA evaluation by Equation R26 has been applied to the site to predict potential maximum migration of contaminants via groundwater flow. The modeling results predict that the released contaminants of concern will stay within the remediation site boundaries.
In that report, HDC concluded that the subject property had satisfied the criteria for the IEPA's No Further Remediation (NFR) letter, and recommended that IEPA officials grant an NFR letter to this site, under the conditions that (1) groundwater usage restriction be placed within the property, and the (2) the property can only be used for commercial/industrial purposes.
The current property is in compliance with the requirements contained in the NFR letter issued by the IEPA in 2012. However, after the NFR letter was issued in 2012, the Illinois EPA (IEPA) adopted a new regulation on July 15, 2013, that requires all future site evaluations to address the vapor intrusion issues that may be caused by the VOCs vapor from the subsurface soil or groundwater.
To determine the risks associated with the potential vapor intrusion, we recommend completion of the Phase II environmental site assessment.

6.0 SITE RECONNAISSANCE
Mr. Mike Wan, a licensed professional engineer, visually and physically inspected the subject property and its surrounding areas on June 2, 2020. The objective of the site reconnaissance is to obtain information indicating the likelihood of identifying recognized environmental conditions in connection with the property. It is HDC’s practice to observe the property’s interior, room by room from the front to the back and from the lower levels to the higher levels, if present. If the room spaces are too large, HDC generally performs the inspection by means of certain grids. HDC personnel also visually and physically observe the exterior of the property where accessible.
6.1 General Site Setting and Conditions
The property is located near the southwest corner of the intersection of Western Avenue and Efner Avenue, in the City of Lake Forest, Illinois. It contains two buildings, consisting of one- story brick/block structures with steel/wood frames without basement. The main building is used for the drycleaning operation and a detached storage building is present on the west end of the property. There are parking spaces to the south of the building and between the two buildings.
Description of Lake City Cleaners Store
The main building is divided into a number of sections. The eastern section contains a front counter and a customer waiting area, the middle section is the clothes hanging areas with some press machines, the southwestern section is enclosed for drycleaning operations, and the northwestern section is for restrooms and press machines.
The cleaners plant contains two drycleaning machines with an older one using PCE (perc) as its solvent, and a newer one uses DF-2000 fluid (petroleum based). The machines were mounted on top of secondary containments, which could hold more than 110% volume of the largest built- in solvent tank. There is a large secondary containment for waste drums. But no drum was found in the store building. Instead, two 55-gallon DF-2000 Fluid drums and two pails (5-gallon each) of Hydroclene (drycleaning fluid) were stored in the storage building. These waste containing drums and pails should be properly removed and disposed of by a licensed waste treatment facility.
Since drycleaning operation has not been performed here for more than 2 years, no drycleaning wastes has been generated here at this time.
The floor at the drycleaning operation areas is composed of 4” to 6” thick concrete slab. No apparent floor defect was observed around the drycleaning machine.

Mr. Sung Jo Hong had operated the cleaners here from 1991 to 2007. According to records, the drycleaning store has been here since around 1965 or earlier.
Lake City Cleaners is currently licensed under the name of Janice Seyedin (Lic #7000-0006-01) and insured (#1694) through the Illinois Drycleaners Environmental Response Trust Fund.
6.2 Current Use of Property
The property is currently used by Lake City Cleaners as detailed in Section 3.2.
6.3 General Site Observations
6.3.1 Hazardous Substances and Petroleum Products
No petroleum or hazardous material was observed within the targeted property other than 2 drums of DF-2000 fluid and 2 pails of Hydroclene drycleaning fluid stored inside the storage building.
6.3.2 Storage Tanks
Mr. Wan, who is experienced in locating tanks, visually inspected the site for obvious signs of tank placement such as pump, dispenser, vent stack, fill port, manway, petrometer, raised concrete, gauge/return pipes and valves, etc.
No sign of presence of underground or above ground storage tanks was observed.
6.3.3 Odors
During our site visit, no pungent or noxious odors were noticed at the subject property.
6.3.4 Pools of Liquid
No pool of liquid was observed within the premise.
6.3.5 Drums
During our site visit, no drum was observed other than 2 drums of DF-2000 fluid and 2 pails of Hydroclene drycleaning fluid stored inside the storage building.

6.3.6 Other Hazardous and/or Petroleum Waste Containers

6.3.7 Unidentified Waste Containers
There was no unidentified waste container at the subject property at the time of our site visit.
6.3.8 PCBs
No PCBs-containing materials or fluids were identified at the subject property. Pole-mounted transformers are present nearby, but they are in good conditions.
6.3.9 Pits, Ponds, or Lagoons
No pit, pond, or lagoon is found at this property.
6.3.10 Stained Soil, Floor, or Pavement
During our site visit, no stained soil, floor, or pavement was observed.
6.3.11 Stressed Vegetation
There is no stressed vegetation at the subject property.
6.3.12 Solid Waste
Solid wastes generated at the subject property are disposed of by a licensed waste hauler to landfills.
6.3.13 Waste Water
The Clean Water Act (CWA) enacted in 1972 and amended in 1987 was designed to restore and maintain the chemical and biological integrity of the nation's waters. Those companies which discharge wastewater into the nation's navigable waters or a public sewer system must comply with CWA permits. USEPA also published its final rule in 1990 on National Pollutant Discharge Elimination System (NPDES) permitting storm water discharges. An NPDES permit is required for all facilities included under the definition of "storm water discharge associated with industrial activity", defined as stormwater related to manufacturing, processing or raw

materials storage areas at an industrial plant. Regulated storm water includes discharges from industrial yards, immediate access s and rail lines used by carriers of raw materials, material handling sites, refuse sites, etc., as described in the rule.
Wastewater generated at the subject property consists mainly of sanitary and storm wastewater, which is directly discharged into the public storm sewer system.
6.3.14 Water Supply Wells
No private water well was observed at or around the subject property.
6.3.15 Septic Systems
Sewer service for the subject property is provided by the City of Lake Forest. There is no septic system at the subject property.
6.3.16 Wetland or Other Environmentally Sensitive Areas
No wetland or other environmentally sensitive areas are located at or around the subject property.
6.4 Non-Scope of Phase I Site Assessment Considerations
The following areas of observations are not in the scope of work for our phase I environmental site assessment. They are just our suggestions or observations, and HDC will not be liable for their accuracies.
6.4.1 Asbestos-Containing Materials (ACMs)
Since the 1920's, asbestos fibers mixed with asphalt and vinyl-based products created numerous varieties of floor and ceiling tiles. Asbestos inclusion in most building materials was discontinued in 1979, when asbestos was recognized as a health hazard. However, ACMs could be found in old concrete or brick coatings, pipe insulations, ceiling insulations, drywalls, and roofing materials. USEPA has set forth “Guidance for Controlling Asbestos Containing Materials in Buildings". USEPA puts its focus on those asbestos-containing materials (ACMs), which are located in highly accessible areas, are significantly damaged and easily become air- borne. In such cases, abatement actions are required to remove, repair, or encapsulate these asbestos-containing materials.
Please note that an ACM survey and/or abatement require a special license, which is beyond the scope of work for this report. Based on the age of the building, presence of ACMs is likely. Properly removal and handling of old building materials are strongly recommended.

6.4.2 Lead-based Paint (LBP)
Lead-based paints were widely used before 1978. The US EPA has banned lead-based paints since 1978 due to the discovery of lead poisoning to children from falling lead-based paint chips or dusts.
Please note that a lead-paint survey and abatement require a special license, which is beyond the scope of work for this report. But based on the age of this building, presence of LBP is likely. Properly removal and handling of paints on old building surface are strongly recommended.
6.4.3 Radon
Radon is a naturally occurring gas and known as a carcinogen. In 1988, the U.S. Congress enacted the Indoor Radon Abatement Act (IRAA), under which USEPA has established a radon action level of 4 pCi/L (picocurie per liter). This requires that an action be taken to reduce radon levels in homes and buildings that are found to be at or above 4 pCi/L.
According to the data available for Lake County, the subject property is located in Radon Zone 2, which has a predicted radon level of 2-4 pCi/L. On-site radon testing was not conducted because it exceeds the scope of work for a typical Phase I ESA.
6.4.4 Wetlands & Flood Zone
According to the information provided by EDR, it appears that there is no wetland at the subject property and in its immediate surrounding areas. The subject property is not situated within a designated flood hazard zone.
6.4.5 Lead-in-Drinking-Water
Because of the potential lead from the water source or leached from the municipal pipelines, lead could pose some health concern to the consumers. Drinking water from most municipals is safe to drink. Please consult with city water department for detailed water quality information.
6.5 Vapor Migration/Intrusion
No vapor migration/intrusion study has been done for this property. Vapor intrusion is mostly from volatile organic compounds (VOCs) trapped in the subsurface soil or groundwater. Since low level of drycleaning solvent, PCE, was found in the subsurface groundwater in 2011, further assessment of vapor intrusion to the subject building and the surrounding buildings is warranted.
6.6 Surrounding Properties

The adjacent properties are primarily occupied by commercial properties with Jewel-Osco to the north and west, Fresh Market to the south, and METRA station to the east. No environmental condition was observed in the surrounding properties. No environmentally sensitive property is found nearby.

7.0 INTERVIEWS
To obtain information indicating recognized environmental conditions in connection with the property, HDC personnel conducted interviews with the following parties.
7.1 Interview with Property Owner
The property owner’s representative, Mr. Sung Jo Hong, was interviewed via environmental questionnaire. Mr. Hong bought this property in 1995 and he operated the cleaner from 1991 to 2007. The business was transferred to the current operator Victor in 2011. Mr. Hong is aware of the presence of Lake City Cleaners and its continuing drycleaning operation at this property. He is not aware of any new spill or release after receiving the NFR letter in 2012.
No previous property owners are available for interview.
7.2 Interview with Key Site Manager/Agents
HDC personnel interviewed with the front desk clerk, Susan. Susan has worked for Lake City Cleaners for about 10 years. She is not aware of any solvent spills of release.
7.3 Interviews with Occupants
HDC personnel interviewed business owner/operator, Victor Seyedin via phone conversations. Victor has operated the drycleaning store for 10 to 12 years. According to him, he only used DF-2000 solvent (petroleum-based) machine. No spill or release occurred. He is not aware of any environmental condition other than presence of Lake City Cleaners.
7.4 Interviews with State/Local Government Officials
To identify whether the property has any environmental issues that may have been reported to the Illinois Environmental Protection Agency (IEPA) or the State Fire Marshal’s office. HDC personnel checked with the current databases published by these state agencies. The property is listed in the SRP databases due to the presence of Lake City Cleaners. A No Further Remediation (NFR) letter was issued to Lake City Cleaners by the IEPA in 2012.
The local municipal government, City of Lake Forest, was interviewed via a Freedom of Information Act. The City did not indicate any environmental condition at this property.
7.5 Interviews with Others
No other interview was conducted.

Pursuant to ASTM Practice E 1527-13, the current standard for Phase I ESAs, we have assessed the subject property and its immediate surrounding areas to determine if the subject property could be potentially impacted by any contamination source(s) that may have existed on and off the site.
It is our opinion that the subject property contains recognized environmental conditions (RECs) as defined in the ASTM Practice E 1527-13, in connection with the solvent usage in the property by Lake City Cleaners.

10.0 CONCLUSIONS AND RECOMMENDATIONS
HDC has performed this Phase I ESA in conformance with the scope and limitations of ASTM Practice E 1527-13 for the subject property. Any exceptions to, or deletions from, this practice are described in Section 11.0 of this report.
In conclusion, through this Phase I environmental site assessment, recognized environmental conditions are identified in connection with the continuous usage of solvent by Lake City Cleaners at 866 North Western Avenue, Lake Forest, Illinois. To address the above environmental conditions HDC recommends the following:
1. Completion of a Phase II environmental site assessment to determine whether new release is present after the NFR letter was issued in 2012 to Lake City Cleaners. 2. Assessment of the potential risks of vapor intrusion to the building by the released drycleaning solvent, if it is warranted as determined by the Phase II assessment results.
