Presidential Report 2016

Dear CEB Member Federations,

The Executive board has served the CEB for four years since the 2013 elections in Bled. It was an honour to serve you, but not always an easy task. We had some hard times to deal with. The sudden dead in 2013 of the secretary general Xavier Mateu was very difficult to overcome. All plans we had to establish a CEB office in Barcelona with great financial help of the City Council had to be changed. One year later with the help of the Mayor of Zagreb, we succeeded in opening our new office in the home country of the new elected General Secretary.

In August, the IOC decided in Rio de Janeiro that the sports of Baseball and Softball would return to the Olympic Games in Tokyo 2020. This was by far the overwhelming news for all of us this year.

Looking back over the four years of service, we are proud of the changes made to our most important activity, namely our Competitions. The split into A, B and C pools at National team level turned out to be the right decision. The B and C -pool championships were organised by enthusiastic federations creating events which attracted great numbers of spectators, increased TV and press attention, and better games between quality teams at the same skills level. The A-championships in Czech Republic and The Netherlands were High quality events showing the increased level of European Baseball. On the youth level, CEB changed the sequences to come in line with the qualification rules of the WBSC World championships, with a new U23 level created also. At club level CEB had meetings with various participants, and we changed the format, following the advice of those participants. The most important criteria, is to play these Cup events with teams who play at an equal level. The Champions Cup was played in 2016 according to the new format, and was a great success.

CEB created a number of sponsorship deals with various ball contracts, and official clothing suppliers. However we did not succeed to create major financial income. For the CEB development programs for Coaches, Umpires, Scorers, and Bee-Ball, we used our own finances, and a small part of our reserves.

The CEB Executive worked for two years on the development of a new `Strategic Plan`. The plan has been adopted and we have started implementation of certain aspects of the Plan. Our wish to speed up the implementation further is dependent on the cooperation, and participation of Federations, and the availability of finances.

The enormous increase of financial income at World level by the WBSC, is as a result of many years of dedicated hard work, and the invention of new events, together with the highest quality teams of the baseball world. This gives us hope that the WBSC will soon be in a position to start worldwide development at Continental level which we hope will pass down to individual Federations within each Continent.

We are now close to the elections for the following period. The period might be shorter than usual because of the desired wish to merge with our softball friends of ESF and to found an EBSC - European Baseball Softball Confederation within the next two years.

In 2016, the EC had three meetings, the first during the Congress held in Hoofddorp, the second, at the invitation of the WBSC, held at the end of May in Rome, and finally in September, we met in the home town of our Secretary General Kruno Karin in Karlovac, Croatia.

The CEB office in Zagreb did a lot of work, and the administrator of the Croatian Baseball Association, Ms. Kristina (Kika) Uroic, has once again been a great help to the EC, our various commissions, and the CEB organization and its member federations.

The CEB website has been working very well , and the play-by-play tool, has worked well and without interruptions. The Media Commission, provided us with various news items and updates, which we hope were useful and informative. There is a lot more achievable in this area, we are a relatively small community, and we appeal again to all our Federations to become more active in this area, and to inform the media commission of all their news items.

The 2016 CEB competitions were played under the management and control of the Technical Commission and all activities went according to the schedules. With the help of the participating Federations, Clubs, LOC’s, and the great work of the CEB officials, all these events were a great success.

The European Championship A-pool held in Hoofddorp, was a great success and was organized together with the Dutch Federation, KNBSB . The games attracted a lot of attention including TV, radio, and newspaper coverage, and via the internet, there was live-stream coverage of the games. The winner of the Club Champions Cup 2016 was L&D Amsterdam. This club won the Champions Cup played according to the new format and in extra innings against A.S.D. Rimini in a great baseball battle.

A European team of young talented players participated again in the Asia Winter League which was played in Taiwan last December.

In 2016, the National teams of Germany, Czech Republic, France, Spain, Israel and Great Britain, played in the qualification rounds organised by MLB, with the team of Israel qualifying for the World Baseball Classic to be played in March 2017. Italy and The Netherlands classified already earlier.

CEB Umpire and Scorer clinics were organised, and should be increased with the help and cooperation of our Federations, the MLB and WBSC. One great sign of results was the nomination of five European Umpires of CEB to officiate at the final rounds of the WBC 2017.

I express my great thanks to the members of the Executive, the Commissions and the Officials for their efforts to make it possible for CEB to carry out our duties and responsibilities. We wish every Player, Club, Federation and Official a great deal of success in the great game of Baseball in the coming year.

Development Commission Report 2016

“Baseball, Popular in Europe” launched Baseball Europe launched its Strategic Plan during 2016, which envisages the sport becoming even more popular in Europe.

Confederation of European Baseball (C.E.B.) President Esselman, launched this plan at the joint European Baseball and Softball Congress hosted in Hoofddorp, Netherlands in February. Leaders from across Europe and the World met to discuss and set a clear direction on the future development of the sports, including World Baseball and Softball Confederation President Riccardo Fraccari.

The Baseball Europe Executive Committee presented a plan with a long term vision of "Baseball, Popular in Europe", delivered through focusing attention and resources on growing the number of players playing baseball regularly all over the continent of Europe. Baseball Europe's plan calls for a movement that will give more people the chance to play the sport.

Member Federations approved the plan and its associated budget, with much excitement and enthusiasm. With support from key stakeholders like Major League Baseball, Little League and PONY baseball and softball, and with involvement and support from a number of professionals offered by the Dutch, Spanish and British baseball federations, a task force will be formed to provide the Executive Committee with coordination and person power, to help achieve the vital first steps in the growth initiative.

Scorers clinic in London Pablo Carpio, chairman of the CEB Scorer Commission, held a scorer clinic in London, UK on June 18 and 19. One of the two Federations Cup Qualifiers was played in Farnham Park nearby the week after the clinic. Topics at the scorer clinic at the club house of the Buckinghamshire Golf Club in the south of London were all scoring areas, a practice game and the usage of TAS.

The attendants worked the tournament together with scoring director Marco Travaglia and were able to practice their new-learned knowledge.

Scorer clinic in Hünenberg The day before the U15 Qualifier in Hünenberg, Stephanie Winkler held a scorer clinic to teach the TAS program to the 5 scorers who were assigned to the tournament.

Umpire clinics in Barcelona and Bratislava For the third time the CEB Umpire Commission organized an umpire clinic for new and/or potential CEB umpires. The clinic was held in Barcelona (ESP) from March 10 to March 13. Umpires from four different countries were participating. Participants came from FIN, NED, ESP and FRA. Nine umpires were instructed by CEB umpire commission member Christian Posny (GER) and Paul Bokern (NED), CEB Umpire Director. All the umpires did both tests 8

(rules and 3 men system) and were licensed.

The fourth clinic for new and/or potential CEB umpires was held in Bratislava (SVK) from March 17 to March 20. Umpires from 8 different countries were participating. Participants came from NED, ITA, FRA, SRB, SVK, CZE, SLO and POL. 13 umpires were instructed by CEB umpire commission member Ludo Peeters (GER) and Mojmir Jankovic, CEB umpire instructor. All the umpires did both tests (rules and 3 men system) and 12 were licensed. The subjects included in the clinics in Barcelona and Bratislava were: • CEB rules, policies, tournaments, evaluation umpires • Ruling: interference, obstruction, difference CEB-rules and OBR • Mechanics: positioning, 3-man system • Analyzing video clips

In advance of the European Champions Cup in Rimini and the CEB Cup in Rouen/Chartres CEB organized a one-day clinic for the participating umpires to improve the level of umpiring within CEB.

CEB also organized a three-day elite clinic in advance of the European Championships in cooperation with Major League Baseball and WBSC.

It is CEB’s intention to organize the clinics for new and/or potential umpires at the same weekends next year.

Coaches clinics in Karlovac and Kiev Confederation of European Baseball and the International Sports Group completed the first Level 1 baseball coach’s certification courses in Karlovac, Croatia with 51 coaches in attendance and in Kiev, Ukraine with 21 coaches. Headed up by Peter Caliendo, VP of ISG/Former USA Baseball National Team coach, Kruno Karin Secretary General CEB/Croatia Coach and Branko Nenadic Croatian National Team Coach/Player.

The course included a pre-test to evaluate coach’s experience, classroom, field work, coaches being evaluated on their communication and teaching skills and a final 70 question test.

BeeBall clinic in Sweden During the weekend of 11th and 12th June the ESF/CEB BeeBall Development Crew was invited by the Swedish Baseball and Softball Federation, for a 2-day clinic of BeeBall in Skövde. During the clinic Anton Kops presented his complete new powerpoint production, partly in English and Swedish. Before the clinic the Swedish Federation produced, in cooperation with the ESF/CEB Development Commission, the complete rules of BeeBall and the promotional booklet in Swedish. The physical clinic given by Mariana Atanasova from the Netherlands. After the first session the participants were unanimous convinced that with one year in Sweden about 40 teams could be realized, based on the concept.

CEB pilot projects – Baseball popular in Europe The annual Congress of CEB 2016 decided to give the mission to the EC to run a pilot project together with the interested federations during 2016. The pilot project consists of development activities in 4 federations and the Congress has increased the budget with € 25 000 for the purpose. After the Congress a small group from the EC started with the work to invite federations to be part of the project. The group is formed of Monique Schmitt, Peter Kurz, Michael Manning and Mats Fransson. John Boyd from BSUK is also part of the group. The invitation to the federations resulted in 8 federations applying for participation in the project. 3 of the federations were not financial with CEB and were prohibited to participate. The other federations were Switzerland, Israel, Ireland, Norway and Poland.

BeeBall Day In cooperation with ESF BeeBall Day was a new activity for European baseball and softball. The member federations were invited to arrange a special day with BeeBall activities throughout Europe.

Technical Commission Report 2016

The technical commission met 2 times in 2016, one time during the congress in Hoofdoorp and a second time in December 2016 in Frankfurt to prepare the 2017 competitions.

All results, statistics, boxscores and daily reports of the 2016 CEB tournaments are published on the CEB competition website (www.baseballstats.eu).

In 2016 a total of 13 tournaments were played. 5 Club and 8 National-Team competitions were organized all over Europe.

In June, 33 club teams from 20 different federations participated in the various competitions. For these Cups a new competition system has been established for the 2016 season which worked very well and created a lot of interesting games on a good level. In these competitions 12 technical commissioners, 39 international umpires and 6 international scorers were active.

In July, 61 National team selections from 29 different federations participated in the various European Championships and Qualifiers. In total 22 Senior-Teams, 4 U21-Teams, 10 Junior-Teams, 12 Cadet-Teams and 12 Juvenile-Teams took part in these competitions. CEB nominated 25 technical commissioners, 67 international umpires and 10 international scorers for these events

Competitions 2016

European Champions Cup The first Champions Cup of the new Cup system was played in Rimini (ITA) and San Marino with 8 teams. The LOC of Rimini organized the tournament very well in two IBL-stadiums which have been improved for the tournament. Very good and exciting games have been played during this Cup, L&D Amsterdam won the European Champion title in an interesting final against A.S.D. Rimini.

CEB Cup Played in Rouen and Chartres (FRA). Also this tournament was played with 8 teams in the two French cities. The LOC under leadership of the club of Rouen organized this new cup in a good way. Rouen won the tournament and earned a spot for France in the Champions Cup 2017.

Federations Cup Played in Brno (CZE). The very experienced LOC of Brno organized this tournament in the well known facility in a perfect way as usual. Draci Brno won the tournament and promoted to the CEB Cup 2017.

Federations Cup Qualifiers Played in London (GBR) and Sant Boi (ESP). The tournament in London (Farnham Park) was the first CEB tournament after many years and good organized. Sant Boi organized the second Qualifier group in a very good way in their nice facility. Borgerhout and Sant Boi won the two groups and promoted to the Federations Cup 2017.

European Championship Played in Hoofdoorp (NED). The Dutch Federation organized this top event in a very good way in the perfect facility in Hoofdoorp. Several games of this championship were live broadcasted. The Netherlands won the title in a fascinating final against Spain.

European Championship C-Pool Played in Miejska Gorka (POL) and Ljubljana (SLO). Good organized by both hosts. 10 teams participated in this championship, after a break of some years Georgia was back on European level. Poland and Serbia won the two pools and promoted to the B-Pool 2017.

European Championship U21 Played in Tel Aviv (ISR) Last edition of the U21 championship with only 4 teams. Well organized by the Israelian Federation. Ukraine won the title in this tournament.

European Championship Juniors (U18) Played in Gijon (ESP). Well organized by the Asturias Baseball Federation, and the club of Gijon. The Netherlands won the title in an exciting tournament and qualified together with finalist Italy for the U18 World Cup 2017.

European Championship Cadets (U15) Played in Chartres and Rouen (FRA). Second tournament in these two cities in 2016, this time under the leadership of the club of Chartres. Czech Republic won the tournament in an interesting final against host France.

European Championship Cadets (U15) Qualifier Played in Huenenberg (SUI). Well organized tournament with 5 teams on a very nice and well maintained facility in Switzerland. The LOC did an outstanding job by collecting money to support the stay of the team of Belarus. Poland won this tournament and promoted to the A-Pool.

European Championship Juveniles (U12) Played in Trebic (CZE). The LOC did a great job in organizing this event with 11 teams. Good organized event for youth baseball. Germany won the title in this age group for the first time and qualified together with host Czech Republic for the U12 World Cup 2017. 12

The cooperation between all parts of the technical commission and all the officials was very good during the whole year and during all our tournaments.

The Technical Commission would like to thank all persons working in the various positions within CEB who made the 2016 season a great success.

Also we want to thank all LOCs and all the volunteers which worked all around Europe in the past year. Without them our tournaments would not have been possible.

During the congress 2017 in Belgrade a new CEB Executive Committee will be elected and it is up to the new EC to appoint a new Technical Commission. I want to thank all of you for the opportunity to work for CEB, baseball in Europe and all the member federations and LOCs in the past 4 years.

Umpire Commission Report 2016

Umpire Commission in 2016: Paul Bokern (NED) Chairman and CEB Umpire Director; Ludo Peters (BEL) member; Christian Posny (GER) member.

Clinic Development Malta asked for an umpires clinic. This one was given by Marco Screti (ITA) in October. 5 participants. Slovenia asked for a clinic for their umpires. On March 26 Michele de Nota (ITA) instructed 18 participants in Ljubljana.

New CEB umpires In 2013 CEB organised an umpires clinic for new CEB umpires for the first time. In 2014 we tried to organise it again because one of CEB goals is that all (new) umpires should attend a clinic. Unfortunatly we did not get enough participants to organise this clinic properly. In 2015 we organised the clinic in Barcelona. 11 participants attended the clinic from 5 countries. In 2016 we had two clinics. One in Barcelona with 9 participants from 4 countries, and one in Bratislava with 13 participants from 8 countries. The Instructors were: Barcelona: Christian Posny (GER) and Paul Bokern (NED); in Bratislava: Mojmir Jankovic (SVK) and Ludo Peeters (BEL). Our thanks to the Spanish, and Slovakian Federations for all their support.

Advanced umpires Before the start of the European A-cups in Rimini, and Rouen we met with the umpires one day before the event and talked about the (new/collision) rules, the 3 men mechanics, and discussed a lot about the video clips shown. 20 umpires 13

Confederation of European Baseball were in attendance. Instructors: Fred van Groningen Schinkel (NED) in Rouen, and Paul Bokern (NED) in Rimini.

Elite umpires For the second time, CEB organised a clinic for the best European umpires. This elite clinic was held in Hoofddorp in advanced of the European Championships. Once again, it proved to be a good idea to hold this clinic 3 days before CEB’s main event, to ensure that all Umpires were well prepared. With the support of Major League Baseball and the WBSC, Larry Young and Gustavo Rodrigues were the instructors. In these three days they gave valuable instruction on the use of the 3 and 4 men system, the rules, rule interpretations and handling and managing the game. This was a good occasion and a valuable Team-building excercise, with 14 umpires, participating during the EC, and 4 extra umpires participating by invitation.

Exchange umpires international tournaments in Europe CEB always tries to help umpires improve their skills. And now, arrangements have been made with a few organisers of international tournaments, to invite CEB- umpires to participate. The goal is to help umpires remain at a high level of umpiring.  Haarlem Baseball Week in Haarlem (NED): Serge Makouchetchev (FRA) and Fritz Ozimec (CRO);  Prague Baseball Week (CZE): Ken Macri (BEL) and Jeronimo Moreno Saura (ESP);  France International Tournament in Paris (FRA): Martijn Bosschaart (NED) and Alberto Fiorini (ITA)  MLB Camp in San Boi (ESP): Roy van de Wateringen (NED, Andreas Pichler (AUT), Marco Costa (ITA) and Andreas Danielzick (GER)

European Tournaments Umpire evaluations In 2016 the CEB Umpire Commission nominated 106 umpires for 13 Tournaments. In total, 240 games were evaluated by a technical commissioner. The technical commissioner has to evaluate the game with the umpire, and fill in a report. At the end of each tournament, these reports are sent to the Umpire Commission for further analysis. This year, we evaluated the system that we have been using over the last 4 years. We decided to stop with the qualifications after statistical use. We believe it is better to show the average score of the umpire as home-plate umpire and umpire in the field related to both tournament averages. Finally we ranked the umpires in each tournament. From now on, each umpire will be able to see his position/presentation at the end of each event.

For the fifth time we were able to inform 29 National Federations about the results of their umpires who participated in CEB Events during 2016.

CEB Umpire of the Year During the Hoofddorp congress in February Fritz Ozimec (CRO) was presented with the Umpire of the Year award. CEB award for outstanding service to European baseball The executive committee of CEB decided to award three former umpires for their way of working as a CEB umpire over many years and at many tournaments. Also their way of working with new umpires, and how they instructed them to get up to a higher level, and get more fun and satisfaction from umpiring. The awards were given to: Pierfranco Leone (ITA), Johan Brandsma (NED) and Marco Screti (ITA).

Tournaments Every umpire received a nomination sent by the CEB office. Invitations were sent in February. Unfortunatly, in some situations we did not receive an answer. As a result, CEB was obliged to invite other umpires, and forced to bill 4 times, a fine of euro 400 to countries who did not send umpires. (in 2015: this happened 9 times)

Matters of instruction All CEB-umpires have already received the DVD/memory stick “ The virtual Umpire Camp“ The DVD demonstrates the various umpire mechanic systems. During the CEB umpire clinics all the participants received a memory-stick with WBSC 3 and 4 man system. They also received video clips from Major League Baseball for starting discussions about rules and mechanics in their own countries.

Scorers Commission Report 2016

FIRST PART: REVISION OF THE YEAR

1) THE COMMISSION

The 3 members of the Scorer Commission had two meetings, one during CEB Congress and one informal meeting during European Senior Championship. During the year we have made several Skype sessions to coordinate the tasks for Scoring and CEB Competitions.

2) TECHNICAL WORK DONE IN 2016 A) MANUALS AND DOCUMENTS:

 WBSC Scoring Manual: finished, available to all CEB Federations, to be requested at WBSC Office.  Revision and improvement of “CEB SCORERS LIST” (Scorers and Scoring Directors)  Implementation of Dropbox Folder with all technical documents needed by the CEB Scoring Directors.  CEB Data Entry and CO Manual are revised and published before CEB competitions.  New Document: “Scorers Code of Conduct and Scorers roles”.  Revision of Scorers Evaluation Forms from any CEB competition.  Modifications to CEB Rules and other suggestions to be presented and discussed in the meeting of Technical Commission in December 2016 (Frankfurt).  New set-up for clinic material.

B) CLINICS Scoring Clinic in Paris: lead by Stephanie Winkler in January 2016 in Paris, France; 3 scorekeepers from France took part. The clinic was in French and English and well organized by the French federation FFBS especially Francois Collet. All participants took part in the two competitions in France. Scoring Clinic in London: lead by Pablo Carpio, 4 English scorekeepers took part in a clinic held just before the Federations Cup Qualifier in London. The organization was very good, with a good collaboration by Jason Pearce and Erick Henson. 3 of the participants took part as official scorers in that competition, with a good improvement for all of them.

C) CEB SCORERS LIST The 2016 CEB Scorers List was updated with the data given by the National Federations. Unfortunately, almost half of the countries did not send their scorers list to CEB Office. For this reason, the Scorers Commission decided to maintain the 2015 list in the CEB website: http://www.baseballeurope.com/rules/scoring_system

More and more national scorers are trained to be able to work as Scoring Director during CEB tournaments. This leads to more national Scoring Directors during the tournaments and less travel.

3) COMPETITIONS: These are the figures for 2016 season: TOURNAMENTS SCORING GAMES DIRECTORS SCORED AND AND SCORERS PLAYBYPLAY

The evaluation reports made by Scoring Directors show a good level of performance in general, by the Local Organizing Committees and by the national scorers crews. Only in 3 Tournaments there were not enough national scorers (Ljubljana, Tel Aviv and Trebic) where international scorers should be appointed. In 2 Tournaments we had to replace the appointed Scoring Director, due to personal reasons. In some Tournaments, the national scorers were appointed too late, not 2 months before the Tournament, as it is stablished in CEB Rules (CEB Rule 6 d). This situation does not help to organize the scoring in a proper way. We have continued improving the Standardization of Daily Reports, as well as the Scorers’ Evaluation Report written by each Scoring Director, which give us a relevant feedback about scorers and competitions management.

4) CEB SCORERS IN WBSC COMPETITIONS These CEB international scorers worked in WBSC Tournaments:  U15 World Cup in Iwaki (Japan) – Pablo Carpio (ESP) as Scoring Director.  U15 World Cup in Iwaki (Japan) – Marco Travagli (ITA) as International Scorer.  Women’s World Cup in Gijan (Korea): Feiko Drost (NED) as International Scorer.  U23 World Cup in Monterrey (Mexico) – Anna Maria Paini as Scoring Director, and Susana Santos (ESP) as Assistant to Scoring Director.  U23 World Cup in Monterrey (Mexico) - Stephanie Winkler (GER), and Gabrielle Hardinger (AUT) as International Scorers. .

5) CEB SCORER OF THE YEAR The “CEB Scorer of the Year 2015 Award” was given to Feiko Drost (NED).

6) INTERNATIONAL CONTACTS: The CEB Scoring Commission had frequent contact with WBSC Scoring Director Ms. Anna Maria Paini, as well as with Mr. Dennis Duin, ESF Scoring Commission Chairman, to keep on collaboration with these two near organizations.

2nd PART: SPECIFIC GOALS FOR 2017

Technical area: - Together with TC, revise CEB Rules and procedures to get a stronger and better control of the appointment of national scorers: number and quantity. - Finishing the distribution of new Scoring Manual all around Europe, and collaborate with National Federations to spread the CEB / WBSC Scoring System. With the new manual and clinics we can all help CEB Countries to make steps in unification of national scoring systems. - Improve technical and organizational collaboration with ESF Scoring Commission. - Improve the number and quality of scorers in CEB countries, by doing clinics at requests of national federations for any kind of clinic: beginners/advance/statistics/changing the system” clinics. - Specially focus on clinics before tournament in countries with CEB competitions and with a short number of scorers capable and available for CEB Scoring Systems. The CEB Congress should give the opportunity to agree and close the places/dates for this kind of clinics. - Produce/improve technical materials for clinics.

Organizative aspects - Update and complete the CEB Scorers List for 2017. - Collaborate with WBSC in distribution of Scoring Manual (to be given in paper to national federations). - Keep in touch with the manufacturer of the TAS program to replace the program as soon as the development is ready for a new, 64bit version. - Improve the uniformity in clothing for the Scorers in CEB Competitions.
