Ian F. MacNaughton, MA, FCIP, RPP

EDUCATION Ian MacNaughton has practiced planning and resource management since 1968, and founded MHBC in 1973. He was inducted as a Fellow of the Canadian Institute 1971 of Planners in 1998. Mr. MacNaughton’s experience covers a broad range of Masters of Arts, Regional Planning interests including facilitation / mediation, resource management, local and Resource Development government reform, economic strategies, commercial planning and University of Waterloo development, downtown revitalization, housing studies, waste management, expropriation, and land development of all types and scales. He has advised 1968 senior levels of government, local municipalities, and the private sector on issues Honours Bachelor of Arts relating to planning and resource management. He has served as a member of Urban and Regional Planning the Provincial Smart Growth Central Strategy Sub-Panel and alternate on University of Waterloo the Greenbelt Task Force.

Mr. MacNaughton also specializes in aggregate planning and resource management, and has been qualified as an expert witness on future trends in the aggregate resource field. He has been involved in numerous hearings before the Ontario Municipal Board and other tribunals relating to aggregate issues.

Mr. MacNaughton is experienced in the management of complex multi- disciplinary and municipal projects, as illustrated by his extensive project experience, and by his appointment as Chairman of the 1995 Mayor’s Task Force on Downtown Revitalization in Kitchener.

Mr. MacNaughton also provides specializes services relating to local government reform including amalgamations, boundary adjustments, county restructuring, and service reorganization. He has participated in restructuring processes in Oxford County, Essex County, Sarnia-Lambton, and Perth County.

RESOURCE MANAGEMENT EXPERIENCE Special Advisor on planning policy to the Ontario Stone, Sand & Gravel Association (OSSGA) Alternate Member for the Provincial Greenbelt Task Force (2004) Member, Strategy Sub-Panel for Central Ontario Smart Growth Panel (2002) Member of the Provincial Aggregate Resources Working Group 1997 to 1998. The Working Group’s responsibility was to prepare a framework for sustainable aggregate resource management in Ontario. Planning advice on aggregate applications under the Pits and Quarries Control Act and subsequently the Aggregate Resources Act in a number of locations in Central, South and Eastern Ontario including five in the Niagara Escarpment Planning Area. Planning advice to the Aggregate Producers’ Association of Ontario on Provincial issues including the Niagara Escarpment Plan, the Oak Ridges Moraine, the 1986 Provincial Mineral Aggregate Resources Planning Policy, the 1989 Aggregate Resources Act, the 1996 and 2005 Provincial Policy Statement, the 2005 Greenbelt Plan and the 2006 Growth Plan. Ian F. MacNaughton, MA, FCIP, RPP Aggregates hearing. Qualified as an expert on future trends in the aggregate resource field. Planning evidence before 1981 Phase I and II Hearings on the Niagara Escarpment Plan and the 1991 Hearings on the 5 Year Review. This evidence concentrated on resource management principles and appropriate policies for mineral resource. The research, analysis and evidence was carried out as part of a consulting team including a range of disciplines. The consulting team was retained by members of the Aggregate Producers’ Association. Conduct Mineral Resources Study for the Regional Municipality of Ottawa Carleton in order to recommend mapping of resource areas and policies for inclusion in Regional Official Plan. Consultant on waste heat utilization at Bruce Nuclear Power Development and Director of Board of Provincial / private sector joint venture to develop the Bruce Energy Park. Planning evidence before Ontario Municipal Board on behalf of Trent Rapids Power Corporation regarding proposed hydroelectric facility on Otonabee River in Peterborough. Planning Consultant to Canadian Methanol Canadien (C.M.C.) regarding location of a methanol plant in Eastern Ontario. Consultant to Trent Rapids Power Corporation on planning evidence before the Ontario Municipal Board regarding energy project (river power generating station in Peterborough) and application of Provincial Policy to project. Participation with Halton Region Sub-Committee on process to streamline aggregate applications.

LOCAL GOVERNMENT REVIEW EXPERIENCE Assistant Research Director for Oxford Local Government Study which led to the Restructured County System in Oxford County. Research Director for Brant Local Government Study. Preparation of reports for the Township of South Dumfries and the Town of Kincardine regarding position on County Restructuring. Consultant to Orangeville on boundary adjustments and input to Dufferin County Local Government Study. Preparation of Official Plan Amendment to implement negotiated settlement between City of Brantford and Township of Brantford. Ian F. MacNaughton, MA, FCIP, RPP Consultant to Essex County on Appraisal of the County Planning Department and Facilitator to Essex County Strategic Strengthening Study. Consultant to the Town of Listowel and the Townships of Elma and Wallace to facilitate the amalgamation into the Municipality of North Perth.

PROVINCIAL STUDIES Consultant to the Ministry of Housing for the Ottawa/Carleton Region, including evaluation of all potential development lands within the Region (servicing, Official Plan and Zoning). A report was prepared advising the Ministry of Housing of action areas for accelerated housing programmes and methods of eliminating impediments to development. Interim Housing Co-ordinator - -- Ontario Housing Action Programme for the Ottawa/Carleton Region. Responsible for negotiating O.H.A.P. agreements with land owners and municipalities and implementing O.H.A.P. programme. Member, Consulting Team with the Ministry of Transportation and Communication for research and analysis of proposed highway corridor from New Hamburg to St. Mary’s in the early 1970’s. This included the Stratford area and involved a review of information relating to tourism and the Stratford Festival. Opinion to Ministry of the Attorney General’s office on behalf of M.T.C. (land takings for Highway 24 bypass in Cambridge).

WASTE MANAGEMENT EXPERIENCE Consultant to the City of Burlington and evidence before Consolidated Hearing Board regarding the Halton Region landfill site selection. Consultant to the City of Owen Sound and evidence before the Environmental Assessment Board regarding landfill sites. Consultant to St. Thomas Sanitation Limited and evidence before the Environmental Assessment Board regarding landfill sites.

GENERAL PLANNING EXPERIENCE Economic Strategy Report for Kincardine including participation in workshop session designed to organize Tourism, Industrial and Commercial structure. Consultant on Tourism Strategy Plan with Economic Planning Group for Bruce and North Grey Counties and Owen Sound. Wellington County Consent Policy review, prepared for the County of Wellington.
