Cheltenham Police Attain Accreditation

Thanks to a commitment to excellence, the Cheltenham Township Police Department (CTPD) attained accreditation from the Law Enforcement Accreditation Commission (PLEAC) in April 2013. This achievement elevates Cheltenham to the elite ranks of only 95 local police agencies in Pennsylvania out of 1,117, according to the Bureau of Justice Statistics (2008). It also demonstrates that the CTPD delivers professional police services to the community, improving the safety of both the community and the officers that serve it, while reducing the department’s exposure to legal liability. Steady Effort The accreditation process began several years ago with consistent implementation of enhanced policies and training. Accreditation requires

compliance with 132 standards covering all areas of police operations, ACCREDITED. Dear Neighbor:

I’m very happy to report that the Automated Recycling Program we launched this April has been a great success. Not only has the average amount of recycling collected each month skyrocketed, the waste we transported to landfills in April, May and June decreased by 193.29 tons as compared to the same months last year. That translates directly into cost savings via lower waste disposal fees of over $12,500 in addition to higher revenues for recyclable sales. I want to thank all of the residents who have embraced the new program so enthusiastically.

However, our Public Works team offers these important reminders. First, please be sure you don’t put your trash can right next to your recycling cart since the automated truck’s arm needs a 3-foot clearance around that cart in order to grab it. Second, all cardboard has to be placed inside the recycling cart with the lid down. Cardboard left on the curb won’t be collected for recycling or refuse. Oversize cardboard has to be cut down to fit or dropped off at the Public Works Facility in Elkins Park or the Waverly Road Compost Facility in Laverock.

Finally, don’t forget this year’s other recycling news: a drop-off electronics recycling program. Open to both residents and small businesses, this free program includes nearly everything with a plug. However, electronics cannot be recycled in the new recycling carts. They should be dropped off at the Public Works Facility, located at 8101 Old York Road in Elkins Park, weekdays from 8:00 a.m. to 3:30 p.m. or Saturdays from 10:00 a.m. to 2:00 p.m., unless the facility is closed. It’s a great way to dispose of “E-waste,” including computer paraphernalia, small appliances, audio/stereo equipment and more, without clogging up any Charles D. McKeown, Sr. landfills. Tookany Creek

Lovely Tookany Creek and its tributaries meander through many of our neighborhoods, adding beauty and charm to the landscape. To preserve this natural treasure, the Township has stabilized thousands of linear feet of streambank by securing poles at the toe of the bank with earth anchors and fascines and planting native species with deep roots to prevent erosion and help filter out pollutants. In fact, we just completed 1,025 feet of streambank restoration in Ralph Morgan Park in Wyncote.

Fortunately, more than a million dollars in state and federal grants have helped fund these efforts. This summer the Township applied for two more grants – a PA Department of Community and Economic Development Watershed Restoration and Protection Project and a PA Department of Environmental Protection Growing Greener Grant – totaling $600,000 to extend streambank stabilization of the Tookany Creek about 3,000 linear feet between Central Avenue and Ashmead Road. If the grant applications succeed, the project will begin in 2016.

Protecting our waterways was also the motive behind the new Riparian Corridor Conservation District Ordinance adopted in March. This ordinance regulates uses of properties adjacent to any community waterways.

Conversely, protecting properties from the Tookany Creek during flooding rains is the mission behind the Tookany Creek Flood Damage Reduction Feasibility Study underway by the U.S. Army Corps of Engineers (ACOE). The study reached another milestone this summer when ACOE presented several highly-rated flood control measures for evaluation at a public meeting. The next big step will be deciding which potential measure or measures to pursue for deeper analysis. The ACOE is scheduled to complete a draft report by the end of this year for additional review and then submit a final report in June 2014. Veterans Memorial Fields

Finally, I’d like to close by expressing my personal pleasure and satisfaction in participating in the renaming of the former Griffin Field as “Veterans Memorial Fields” this past Memorial Day. American Legion Post #497 partnered with the Township in a moving ceremony that featured a 21-gun salute and Taps at the historic cemetery behind the former Shovel Shop and ended with a roll call of Cheltenham veterans who made the ultimate sacrifice for their country. The ceremony ended with the official unveiling of the sign featuring the new park name.
