Justin Muturi) in the Chair] PRAYERS Hon. Speaker: We can start. Proceed. COMMUNICATION FROM THE CHAIR DEMISE OF NOMINATED SENATOR VICTOR PRENGEI Hon. Speaker: Hon. Members, this morning, the nation woke up to sad news regarding the untimely demise of nominated Senator Hon. Victor Prengei. The Hon. Member passed on last night, Monday, 16th August 2021, after being involved in a fatal road accident in Nakuru. The late Senator Prengei was a budding youthful legislator who attended his post- secondary education at Maseno University where he earned a Bachelor of Arts Degree in Economics. He later pursued and successfully completed a Master's Degree in Business Administration (Strategic Management) at the Jomo Kenyatta University of Agriculture and Technology in 2017. Hon. Members, at the time of his death, the late Senator Prengei was serving his first term as a Member of Parliament, having been nominated by the Jubilee Party to represent the youth in the Senate. He was an ardent and resourceful Member of the Senate Standing Committee on Energy, the Committee on Devolution and Inter-Governmental Relations and the Powers and Privileges Committee. As a youthful legislator, the late Senator will also be remembered for his active membership in the Bunge Sports Club. Prior to his brief political career, Senator Victor Prengei had previously served as the Chairperson of the Nakuru Land Management Board and a board member of the Betting Control and Licensing Board. -

TENDER NOTICE – 70 NEW TTIs REPUBLIC OF KENYA MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY STATE DEPARTMENT OF SCIENCE AND TECHNOLOGY NATIONAL COMPETITIVE BIDDING (NCB) The Government has identified a goal to facilitate the growth of Technical and Vocational Education and Training (TVET) in line with Vision 2030. The overall goal of the Ministry of Education, Science and Technology (MOEST) is to provide equal access to quality education irrespective of socio-economic status. This is in recognition that education has a critical role in preparation of Kenyans to meet requirements of a middle income knowledge-based economy by the year 2030. The Government of the Republic of Kenya has therefore established a budget line towards construction of the various Proposed Technical Training Institutes (TTIs). It is intended that part of the proceeds of these funds will be applied to eligible payments under contracts for Construction of the various Proposed TTIs in Kenya. Kitui District Environment Action Plan 2009-2013
REPUBLIC OF KENYA MINISTRY OF ENVIRONMENT AND MINERAL RESOURCES KITUI DISTRICT ENVIRONMENT ACTION PLAN 2009-2013 i EXECUTIVE SUMMARY The Environmental Management and Coordination Act 1999 provides for the formulation of the District Environment Action Plans every five years. This is the first District Environment Action Plan (DEAP) for Kitui District. The preparation of the DEAP was undertaken through a participatory process both in the public, private and civil sectors. Further, this document has incorporated salient issues from the Divisions. The DEAP highlights priority environmental issues requiring action to mitigate increasing environmental degradation for the District to achieve sustainable development. The report is divided into eight chapters. Chapter one gives the challenges of sustainable development and also describes the rationale for and preparatory process of the DEAP. It presents the district’s main profile covering the physical features, demographic and agro-ecological zones. Chapter two describes the District’s Environment and Natural Resources of Land, Water, Biodiversity, rare, threatened and invader species, wetlands and agriculture, livestock and fisheries. For each resource, major environmental issues, challenges and proposed interventions have been identified. Chapter three entails the human settlements and infrastructure in Kitui District covering situation analysis, challenges and proposed interventions. Environmental challenges addressed include; waste management, sanitation, pollution, diseases, land use, demand for water, energy, materials for construction, land and wetlands degradation, policy and legislation.. Chapter four addresses environmental aspects in trade, industry, tourism and services sectors. The key issues under this chapter are high pollution levels from production and consumption sectors including weak enforcement of relevant legislations. Chapter five discusses environmental hazards and disasters.
