Utter Associates is proposing to provide City of Tacoma – Tacoma Public Utilities – Tacoma Power with updated technology to address the long-term needs of broadcast, webcast, and production in the Public Utility Board Broadcast Control Room.

Utter Associates is a video engineering and consulting firm specializing in broadcast television and AV facility design, integration and project management since 2004. We provide services to a wide variety of clients including commercial broadcasters, corporations, educational facilities,

We employ four full-time and at least 12 part-time depending on the projects currently underway. Utter Associates is an active registered corporation with the State of which can been verified on the Washington Secretary of State web site. 5. Qualifications/Experience of Firm

Our extensive broadcast, production and AV experience spans a wide range of design and integration solutions in the traditional broadcast environment as well as government cable-cast and council chambers AV systems. Our projects bring together the best practices in production, presentation, collaboration, and user interface design. We have also completed major projects for broadcasters and enterprise customers. Our most important qualification is our track-record as a long-term partner that is dedicated to service. Our reputation as a valued technology partner providing high quality service and flexibility throughout a project is unmatched.

We are committed to ongoing education in technology and work-flow developments to assist our clients with taking advantage of future opportunities. Our knowledge base includes SMPTE 2110 IP facility design, 4k and UHD mobile systems. As a long-term solution provider to City of Tacoma, we are uniquely aware of the needs of the city and can point to many very successful projects providing other PEG systems with similar technology upgrades. The most relevant recent projects are for the City of Woodinville, King County, the City of Kirkland, and the City of Bremerton. These projects were all designed around similar core technologies and all had similar requirements of producing council meetings with minimal training and maintenance as well as careful coordination to keep legacy systems on-the-air during installation We were on-site for all training, first-use, and continue to be on-site as needed for any system adjustments. 6. Qualifications/Experience of Key Personnel Assigned to this Project

Our team is made up of some of the best designers, installers, and project managers in the business. A bit different than other integrators, we are an engineering, integration and work-flow oriented firm. Our employees are selected based on dedication customer service and their craft. Each employee is allowed to take the time necessary to do their very best work without feeling rushed.

Charles Core Account Management Director of Business Development Charles Core brings a wealth of knowledge from his twenty plus years in the industry. His work in post-production, production and as a studio owner provide him with a thorough understanding of the challenge’s creators and principals face and with the experience to develop thoughtful solutions to those challenges. Charles got his start at CFI Hollywood as a post-production supervisor on feature films before joining Seattle’s premier post-production facility Pinnacle Studios as a post supervisor for commercial projects. In 2001 Charles co-founded Dubs Inc., a post-production shop in Seattle offering a full range services from editorial to finishing, digital delivery and archiving services. In 2012 the company branched out creating nfecktious, a full service production arm of the company working on projects ranging from local television to feature films, high-end corporate video and episodical online content.

Erik Utter Engineering and Design Emmy recipient Erik Utter brings a broad range of experience and qualifications to every project. As lead design engineer he provides the technical vision and strategy for projects and is especially well versed in working directly with diverse stakeholder groups to organize a project. Prior to founding the company, his experience includes the following: Erik has been part of the NBC Olympics engineering team for multiple Olympic Games in Athens, Torino, Beijing and Vancouver. He received an Emmy for his work in Beijing with NBC. He worked in preparation for the first high-definition broadcast coverage of the Olympics at the NBC Olympics headquarters facilities in New York and Connecticut. As Director of Engineering at Flying Spot, Erik spent over seven years growing the company into the largest film and video post-production firm in the Northwest with a significant high- definition capacity. He designed a facility that grew into numerous HD edit and effects finishing suites, HD telecine, over a dozen Avids, on-line, design, 3D, sound design, streaming media, duplications, etc. While employed by Flying Spot, Erik designed and deployed the first web application of it's type to stream live video of a session in progress to remote clients. He also

designed the live video systems and control room at the new Safeco Field for the Seattle Mariners.

Sam Atkinson Project Manager and Service Coordinator Sam Atkinson brings over two decades of hands-on film and video post-production experience to the team. Sam’s background includes work as a colorist, editor, engineer, and project manager. Sam manages our government projects and applies his skills to look-ahead into a project, identify dependencies, keep the project on schedule, and communicate regularly with the customer. His extensive experience setting up and maintaining facility equipment and systems, as well as producing content for national and international delivery, has resulted in his development as an expert in workflow design and imaging. His thoroughness and accuracy bring improvements in work processes that result in increased quality and efficiency.

Dave Williams Integration Lead Dave has extensive experience on both the operational side of television and AV system integration. Dave has been our lead installer for over fifteen years and has been in charge of managing teams of technicians on wide ranging A/V and broadcast projects. His experience spans broadcast, corporate and high-end estate systems. Dave is appreciated for his very high attention to detail, and for his ability to creatively solve problems.

Sal Cendejas Installer Technician & Installer Sal Cendejas has developed a great deal of specialized experience throughout his career in communications industry with some of the largest system integrators. Just a few of his many certifications and specialties include: Washington State EL06 License, AMX, Crestron, Biamp, Symetrix and Extron certifications. He also has specialties in fiber optic termination and communications equipment maintenance. Sal’s project experience includes: Broadcast control rooms and distribution systems, cable head-ends, high-end board room and conference center A/V control systems, public facility A/V systems, large stadium A/V systems, network data centers, VOIP & VOD systems, and high-end residential A/V for Bill Gates and Paul Allen.

7. Project Methodology and Approach

We follow architectural design-build project phasing. The project starts with a kick-off meeting to introduce all stakeholders, review the project parameters, review the schedule and define lines of communication. This process provides an opportunity for complete technical discovery, fine tuning of design and equipment lists and finalizing the schedule and coordination requirements.

Design Development: Our design approach involves the client and stakeholders as much as possible. We value the creative additions that come from an inclusive design team. We continue to value input throughout the integration and commissioning process as some of the best ideas present themselves when end-users are in front of the workflow. The design process will include several design reviews with the customer to ensure required functionality and capture any changes. We price our projects with these design developments in mind.

Procurement: Our office will manage all purchasing and delivery of equipment. On delivery, we will document each item in a spreadsheet with manufacturer, model, serial number and value. We can attach and record customer provided asset tags at this time if requested.

Integration: We employ the best installers in the business and take great pride in the exceptional quality of our installations. Each wire is labeled with connection and signal information that can be quickly understood without the requirement to reference a drawing or database. Some pre-build integration will take place in our office, however, the majority will be on-site in order to preserve quality. Our integration team will complete the installation to the highest industry standards while coordinating any questions or concerns through the project manager. We treat each facility as our own and each project as a showcase of our best work. Workspaces will be kept in a neat, broom swept condition.

Testing and Commissioning: Testing and commissioning is one of the most important phases of a project as we check to be sure the system meets or exceeds functional requirements.

Quality Assurance: QA starts with detailed engineering construction documents that are checked by our engineer during the wire-listing process. Drawings specify every single piece of equipment, wire and connector in AutoCAD and a wiring database. During construction, our lead installer marks each wire on the drawing after verifying it has been properly installed, then indicates the test results in the database.

Additional quality assurance procedures employed for each project include a dedicated project manager assigned as your single point of contact. Over the course of the project, information is shared through regular meetings and communication with all parties. Regular progress reports and weekly look-ahead will be issued to the City of Tacoma – Public Utilities, Tacoma Power.

Training: We consider training to be a critical aspect of every project. Thorough training provides confidence to users and the ability to utilize the facilities to the highest potential. Utter Associates will coordinate training with key vendors and will provide end-to-end system training. After training, Utter Associates will continue to be on-site during first use to fully support you.

Acceptance & Close-Out: After commissioning and training are complete, any discrepancies in functionality or workmanship will be noted and a punch list coordinated with City of Tacoma – Public Utilities, Tacoma Power. Utter Associates will address any punch list issues and ensure the entire system is fully operational and performing as designed prior to acceptance. Quality documentation is critical for long term facility maintenance. Our documentation standards exceed industry standards. Close-out deliverables included electronic and hard copies of single line AutoCAD drawings, a wire database, equipment manuals, and all equipment setup files. At the conclusion of the project, Utter Associates will deliver to City of Tacoma – Public Utilities, Tacoma Power all applicable textual documents, spreadsheets, databases, technical drawings and other documents considered to be relevant to the project. All data not considered to be part of the technical documentation package will be stored in a protective manner for three years and then will be disposed of in a manner that is consistent with good document disposal practices. Utter Associates ensures clear and concise documentation and record keeping for all aspects of each project. This includes contracts, design assets, equipment purchases, vendor invoices, employee and contractor time sheets and relevant tax documentation. In the event of a financial audit, approved related documentation and records can be made available to the appropriate entities. Utter Associates will require the following city resources to complete tasks listed in the requirements: • Access to space during mutually agreeable hours. • City to assign technical contact/PM as single point of contact for communications and clarifications • Conduit and conveyance necessary to connect equipment • Circuits and receptacles necessary to power equipment
