Executive Summary Utter Associates is proposing to provide City of Tacoma – Tacoma Public Utilities – Tacoma Power with updated technology to address the long-term needs of broadcast, webcast, and production in the Public Utility Board Broadcast Control Room. Utter Associates is a firm that excels in simplification of the complex - enabling creativity and collaboration. The expertise of our team, our project philosophy, and our high regard for the end- user experience has resulted in the successful completion of numerous AV and broadcast projects for government organizations over the past sixteen years. We believe the following design criteria are essential when planning broadcast / AV systems: 1. Ease of use – Technical flexibility and capabilities should be retained while offering a straight-forward user experience with minimal training required. 2. Long life-cycle – Government broadcast / AV projects are often funded on long cycles. Equipment manufacturers should be carefully selected with the expectation of long product life cycles and support. 3. Training and Support – Training provides the confidence to use the system to the highest potential. Superior support and vendor stability contribute further to confidence. Quality design and documentation are critical elements to long-term support. Utter Associates is a video engineering and consulting firm specializing in broadcast television and AV facility design, integration and project management since 2004. We provide services to a wide variety of clients including commercial broadcasters, corporations, educational facilities, government entities, and architects in various geographic locations throughout the US. We are an Allied Member of the American Institute of Architects. Qualifications/Experience of Firm Our extensive broadcast, production and AV experience spans a wide range of design and integration solutions in the traditional broadcast environment as well as government cable-cast and council chambers AV systems. Our projects bring together the best practices in production, presentation, collaboration, and user interface design. We have also completed major projects for broadcasters and enterprise customers.     A MESSAGE FROM SECRETARY OF STATE KIM WYMAN From food banks helping people put food on the table to disaster relief organizations providing life-sustaining assistance during times of emergency, Washington’s nonprofits help those in need throughout the state and all over the world. I’m thrilled so many state employees choose to give to these and many other causes year after year. It is an honor to co-chair the Washington State Combined Fund Drive (CFD), through which more than 17,000 state and higher-education employees and retirees contribute to charitable causes through payroll contributions, office fundraising events, and independent giving. The millions of dollars raised annually by the CFD is distributed to more than 4,700 charities around the world, enabling these nonprofits to continue and expand their aid work for those who need it most. The CFD continues to be one of the most successful giving programs in the country. Washington is America’s 13th most populous state according to the U.S. Census Bureau, and Governing Magazine ranks us 12th in the number of state workers. In addition to the more than $5 million pledged donations annually by CFD, our employees also logged more than 18,700 volunteer hours with charities through the CFD, saving them more than $590,000 in labor costs.
