Il s’agit de la contribution d’une analyse du discours touristique en français à la formation des guides touristiques dans un contexte anglophone qui est celui du Ghana. D’une part, cette recherche identifie et analyse des régularités discursives spécifiques aux discours oraux des guides touristiques et aux discours écrits des scripteurs- guides. D’autre part, elle propose des perspectives didactiques issues de l’étude de ces marques discursives. Les variables analysées sont les thèmes discursifs, la polyphonie, les déictiques de personne et de non personne, les déictiques spatiaux et les déictiques temporels. L’étude part de l’hypothèse que les régularités discursives caractérisant le discours des guides touristiques et le discours écrit des scripteurs-guides sont analogues et complémentaires malgré les différences relatives à la spécificité de l’oral et de l’écrit. Le travail s’appuie sur un corpus oral de treize heures d’enregistrements sonores des visites guidées au Togo et un corpus écrit portant sur deux guides de voyage (Petit Futé Togo et Petit Futé Ghana) consacré respectivement au Togo et au Ghana. La transcription du discours oral s’inspire du système orthographique. Ainsi, l’analyse tient compte principalement des éléments linguistiques, ce qui exclut largement les éléments extralinguistiques (suprasegmentaux) définissant le discours oral. Au terme de l’étude, les résultats montrent neuf grands thèmes marquant le discours des guides touristiques et celui des scripteurs-guides : l’organisation politique, les personnalités importantes, l’histoire et le peuplement, la culture, l’économie, la géographie, les agents de sécurité, l’éducation et la préparation de son séjour. Cependant, seuls les thèmes récurrents et communs aux corpus oral et écrit sont analysés ; ces thèmes sont l’organisation politique, les personnalités importantes, l’histoire et le peuplement, la culture et la géographie. Les analyses révèlent également la présence de la polyphonie chez les guides touristiques et les scripteurs- guides. Par rapport aux déictiques, l’oral et l’écrit manifestent des caractéristiques beaucoup plus similaires que différentes. Enfin, l’étude propose des perspectives didactiques sous forme d’activités de classe et de fiches pédagogiques pour une formation en français langue étrangère destinée aux guides touristiques au Ghana. Pour l’instant, seule une formation en anglais existe dans ce pays pour les guides malgré la présence des touristes francophones et le statut privilégié du français dans le système éducatif. 5 ABSTRACT This study focuses on discourse analysis and teaching of French as a foreign language for specific purposes. The study is a contribution of tourism discourse analysis in French to the training of tour guides in an anglophone setting like Ghana. On one hand, the research identifies and analyzes discourse patterns common to oral discourse of tour guides and that of writer-guides. On the other hand, it offers didactic perspectives resulting from the study of the discourse patterns. The variables analyzed are discursive themes, polyphony, personal and non personal deictics, spatial deictics and temporal deictics. The study postulates that the discourse patterns characterizing oral discourse of tour guides and written discourse of writer- guides are similar and complementary despite discourse specific differences marking oral and written discourse. This research is based on an oral corpus comprising thirteen hours of audio recordings of guided tours in Togo and a written corpus from two tourist guides (Petit Futé Togo and Petit Futé Ghana) on Togo and Ghana. Orthographic system of transcription is used to transcribe the oral discourse. Thus, the analysis primarily takes into account linguistic elements and largely excludes the extralinguistic elements (suprasegmentals) defining oral discourse. The results of the study show nine major themes marking the discourse of tour guides and that of the writer-guides. These include political system, important personalities, history and population, culture, economics, geography, security agents, education and preparation for one’s journey. However, only the most frequent themes identical to both corpora are analysed. These themes are political system, important personalities, history and population, culture and geography. The analysis also reveals the presence of polyphony in both the tour guides’ and writer-guides’ discourse. With regard to deictics, the oral and the written discourse exhibit more similarities than differences. The study proposes didactic perspectives in the form of classroom activities and lesson plans for training of tour guides in French as a foreign language in Ghana. This article examines the extent to which the two leading Ghanaian political parties, the New Patriotic Party (NPP) and the National Democratic Congress (NDC) that have alternated power, nurtured and promoted democratic practices within their internal affairs. While the parties have democratized channels for decision-making and choosing of leaders and candidates, the institutionalization of patron-client relationships has encouraged elite control, violence and stifled grassroots inclusion, access to information, fair competition and party cohesion. A multifaceted approach including the adoption of deliberative and decentralized decision-making, the mass-voting and vertical accountability would neutralize patronage tendencies for effective intra-party democracy. Nelson ABSTRACT Fair measure of a constitutional norm requires that we consider whether the scope of the norm can be broader than its enforcement. This query is usually answered in one of two ways: some constitutional theorists argue that the scope and enforcement of the norm are co-terminous, while others argue that the norm maintains its original scope and breadth even if it is underenforced. This Article examines the right to vote when it exists as a constitutional norm and is underenforced by both judicial and non-judicial actors. First, I adopt the position that the scope and meaning of a constitutional norm can be greater than its enforcement. Second, I rely on the argument that underenforcement results not only from judicial underenforcement but also from underenforcement by the legislative and administrative actors that are obligated to enforce constitutional norms to the fullest extent. By employing these two principles, this Article analyzes the underenforcement of the right to vote that has evaded the force of some of the most liberal contemporary constitutions.

This is evident in the interchange of military and civilian regimes in the last fifty-one years. While in the post-independence era, the development of democracy, the party system and democratic institutions in Ghana has taken many twists and turns due to the persistent military interventions in politics, as part of the third-wave of democratization, in 1992, under Ghana’s Fourth Republic, a new democratic system was re-introduced in the country under the National Democratic Congress (NDC) government. The opening of political spaces for the political parties and civil society organizations in the last two decades has witnessed the resurgence of political parties of different sizes and ideological orientation under various political traditions, which has led to the strengthening of Ghana’s party system. This, in turn, has immensely facilitated the country’s democratic development, which was evidenced in the 2000 power alternation that led to the election of the New Patriotic Party (NPP) to power. Since the emergence of the third-wave of democratization, there have been numerous theoretical approaches by democratic transition and consolidation theorists on the role of political parties in the nurturing and consolidation of democracy in the third-wave countries.

    4 Manifestos and Agenda Setting in Ghanaian Elections1 Joseph R. A. Ayee Introduction There is a longstanding scholarly debate over the factors that influence electoral outcomes or voter behaviour in elections globally (Downs 1957; Blais 2000; Schram 1991; Butler & Stokes 1974; Kanazawa 1998:974-995; Geys 2006:16-35; Kiewiet & Mattozzi 2008:313-326; Caplan 2007). In his seminal work in 1957, Downs, for instance, argued that voters in established democracies choose a party or candidate on the basis of the benefits that they are likely to enjoy when that party or candidate wins power. This is the ‘rational-choice’ perspective. In other words, electoral choices are based on the policies, ideologies and philosophies of the parties. Other factors that are known to influence voter behaviour include party identification, social background and psychology, lifelong attachment to parties and candidates’ or parties’ records (Butler and Stokes 1974). With regard to elections in Africa, however, many scholars (Bates 1974:457-484; Horowitz 1985 and 1991; Lonsdale 1994; Chabal & Daloz 1999; Young 2002; Posner 2005) have attributed the voting behaviour of the electorate to ethnicity or what Lonsdale (1994) referred to as ‘political tribalism’. Emphasizing the role of identity politics and ethnicity, Horowitz (1985 and 1991) referred to elections in sub-Saharan Africa as ethnic ‘censuses’. As a contribution to the debate over the factors that influence electoral outcomes in Ghana, this chapter examines how manifestos of political parties have influenced their electoral fortunes. The paper uses the manifestos of the two dominant parties in Ghana’s Fourth Republic – the National Democratic Congress 84 Issues in Ghana’s Electoral Politics (NDC) and the New Patriotic Party (NPP) – as case studies.
