REPUBLIC OF ZAMBIA ADDRESS TO THE NATION BY HIS EXCELLENCY, DR. EDGAR CHAGWA LUNGU, PRESIDENT OF THE REPUBLIC OF ZAMBIA ON THE EVE OF AFRICA FREEDOM DAY MONDAY, 24TH MAY, 2021 STATE HOUSE LUSAKA 1 | P a g e COUNTRYMEN AND WOMEN, 1. GOOD EVENING. 2. TOMORROW, WE WILL COMMEMORATE AFRICA FREEDOM DAY. ON THIS OCCASION, WE REKINDLE OUR MEMORIES OF THE CONTRIBUTION MADE BY OUR FOREFATHERS AND MOTHERS TO THE LIBERATION OF OUR CONTINENT. ON THIS SPECIAL DAY, WE HONOUR THEM FOR THEIR SELFLESS CONTRIBUTION TO THE LIBERATION OF OUR CONTINENT FROM COLONIAL RULE. THEY DESIRED A FREE AFRICA. THEY WERE DETERMINED TO SEE A LIBERATED AFRICA IN THEIR LIFETIME. THEY SACRIFICED EVERYTHING TO ACHIEVE THAT GOAL AND TODAY, AFRICA IS FREE. WE ARE FREE. 3. THE DAY GIVES US AN OPPORTUNITY TO RENEW OUR RESOLVE TO REMAIN FREE AS A PEOPLE. IT IS ALSO A TIME TO REFLECT AND REAFFIRM OUR COMMITMENT TO AFRICA’S SOCIO-ECONOMIC TRANSFORMATION. COUNTRYMEN AND WOMEN, 4. OUR FOREFATHERS AND MOTHERS BEQUEATHED TO US THE FREEDOM WE ENJOY TODAY. THEY ALSO BESTOWED ON US A RICH AND DIVERSE CULTURAL HERITAGE. IT IS FOR THIS REASON THAT THIS YEAR’S AFRICA FREEDOM DAY IS BEING COMMEMORATED UNDER THE THEME “ARTS, CULTURE AND HERITAGE: LEVERS FOR BUILDING THE AFRICA WE WANT.” 2 | P a g e 5. THIS THEME IS ANCHORED ON OUR ASPIRATION AS A CONTINENT TO HAVE A STRONG CULTURAL IDENTITY AND COMMON HERITAGE, AS WELL AS SHARED VALUES AND ETHICS. IT IS PREMISED ON THE RECOGNITION OF THE IMPORTANCE OF OUR AFRICAN ARTS, CULTURE AND HERITAGE IN ACHIEVING SUSTAINABLE SOCIO- ECONOMIC DEVELOPMENT AND INTEGRATION OF THE CONTINENT. 6. THE THEME BECKONS US TO LEVERAGE ARTS, CULTURE AND HERITAGE TO FOSTER SOCIO-ECONOMIC DEVELOPMENT. IT CALLS ON US TO DEVELOP INNOVATIVE INTERVENTIONS THAT WILL ENHANCE OUR CULTURAL AND CREATIVE INDUSTRIES. IT SUMMONS OUR COLLECTIVE WILL TO UPHOLD THE USE OF OUR INDIGENOUS LANGUAGES AND KNOWLEDGE SYSTEMS. IT ALSO CHALLENGES US TO PROTECT AND PROMOTE OUR CULTURAL AND NATURAL HERITAGE. COUNTRYMEN AND WOMEN, 7. AS ZAMBIANS, WE HAVE EVERY REASON TO RESPOND TO THE CALL OF THIS YEAR’S THEME. WE BOAST OF A RICH CULTURAL DIVERSITY AND HERITAGE. THIS INCLUDES OUR LANGUAGES, TRADITIONAL PRACTICES AND CEREMONIES. 3 | P a g e 8. IN ZAMBIA WE BOAST OF SOME OF THE MOST SPECTACULAR CEREMONIES AFRICA HAS TO OFFER SUCH AS THE KUOMBOKA CEREMONY, PERFORMED BY THE LITUNGA OF THE LOZI PEOPLE, THE UMUTOMBOKO CEREMONY, PERFORMED BY SENIOR CHIEF MWATA KAZEMBE, OF THE LUNDA PEOPLE, THE UKUSEFYA PA NG’WENA CEREMONY, PERFORMED BY PARAMOUNT CHIEF CHITIMUKULU OF THE BEMBA PEOPLE, AND THE LIKUMBI LYA MIZE CEREMONY, PERFORMED BY CHIEF NDUNGU OF THE LUVALE PEOPLE. 9. EQUALLY MESMERISING ARE THE N’CWALA CEREMONY, PERFORMED BY PARAMOUNT CHIEF MPEZENI OF THE NGONI PEOPLE, THE KULAMBA CEREMONY, PERFORMED BY HIS MAJESTY KALONGA GAWA UNDI OF THE CHEWA PEOPLE, AND THE SHIMUNENGA CEREMONY, PERFORMED BY CHIEF MUNGAILA OF THE ILA PEOPLE. THE LIST IS LONG, AND UNFORTUNATELY, THESE TOURISTIC CEREMONIES ARE BEING HAMPERED BY THE COVID-19 PANDEMIC. WE, THEREFORE, MUST FIND A WAY AROUND THIS SO THAT WE CONTINUE APPRECIATING OUR CULTURE AND ENJOYING THESE EVENTS. 10. OUR CULTURAL HERITAGE ALSO INCLUDES INDIGENOUS KNOWLEDGE, CREATIVE ARTS, NATIONAL MONUMENTS, MEMORIAL SITES AND HISTORICAL BUILDINGS. OUR BEAUTIFUL COUNTRY IS ALSO HOME TO ANCIENT HERITAGE SITES SUCH AS ROCK PAINTINGS AT THE NSALU CAVE IN SERENJE DISTRICT, THE KATOLOLA ROCK PAINTINGS IN CHIPATA DISTRICT, AND THE ING’OMBE ILEDE IN CHIRUNDU DISTRICT. 4 | P a g e 11. SINCE INDEPENDENCE, THERE HAS BEEN A REVIVAL OF DISTINCTIVE FORMS OF CULTURAL EXPRESSIONS ROOTED IN OUR RICH HISTORY. WE HAVE CONTINUED TO EXPRESS OUR IDENTITY THROUGH FOLK ARTS, FOLKLORE, THE USE OF OUR DIFFERENT LANGUAGES AS WELL AS TRADITIONAL CEREMONIES AND KNOWLEDGE. 12. OUR COUNTRY IS ENDOWED WITH ABUNDANT NATURAL HERITAGE RESOURCES SPREAD ACROSS ITS LENGTH AND BREADTH. WE ARE HOME TO THE MAJESTIC WATER FALLS, THE BEST KNOWN OF WHICH IS THE VICTORIA FALLS. THE INDIGENOUS NAMES FOR THIS WORLD-FAMOUS WATERFALLS DEMONSTRATES THE RICHNESS OF OUR LANGUAGES - MOSI-O-TUNYA, THE SMOKE THAT THUNDERS, OR INDEED, SHUNGU NA MUTITIMA, THE SMOKE THAT ROARS LIKE THUNDER. 13. INDEED, WE ARE ALSO HOME TO THE CHINYUNYU HOT SPRINGS, THE NTUMBACHUSHI FALLS AND THE SOURCE OF THE MIGHTY ZAMBEZI RIVER, AMONG OTHERS. THE COUNTRY IS ALSO RICH IN BIO-DIVERSITY WITH 550 SPECIES OF FLORA, 233 SPECIES OF MAMMALS, 731 SPECIES OF BIRDS AND 200 SPECIES OF FISH. 14. IT IS PLEASING TO NOTE THAT OUR CULTURAL AND NATURAL HERITAGE FORM THE BULK OF OUR TOURISM INDUSTRY. 5 | P a g e COUNTRYMEN AND WOMEN, 15. WITH REGARD TO THE CREATIVE INDUSTRY, WE HAVE OVER THE YEARS WITNESSED CONSIDERABLE GROWTH. WE HAVE SEEN AN INCREASE IN THE NUMBER OF HANDCRAFT MARKETS AND CULTURAL VILLAGES THROUGHOUT THE COUNTRY, PARTICULARLY AROUND TOURIST AREAS. WE HAVE ALSO SEEN GROWTH IN THE LOCAL FILM AND MUSIC INDUSTRY. SOME OF OUR MUSIC AND FILMS ARE BEING ENJOYED EVEN BEYOND OUR BORDERS. THE INTERNATIONALLY ACCLAIMED FILMS ON ZAMBEZI MAGIC INCLUDE MPALI, ZUBA, AND SPOILER TO MENTION BUT A FEW. THESE MOVIES HAVE TAKEN AFRICA BY STORM AND WE SALUTE THESE ACTORS AND ACTRESSES TODAY. 16. IN MUSIC THERE HAS BEEN AN EXPLOSION, TOO, AND MY GOVERNMENT HAS CONTINUED TO NURTURE THIS INDUSTRY SO THAT IT EMPOWERS SOME OF THE MOST TALENTED OF OUR YOUNG PEOPLE. NEW NAMES CONTINUE TO POP OUT IN MUSIC; NAMES SUCH AS YO MAPS, T SEAN, CHEF 187, MACKY 2, JK, K’MILIAN, ISRAEL, POMPI AND MAMPI, AMONG OTHERS, CONTINUE TO IMPRESS. 17. THE CREATIVE INDUSTRY IS CONTRIBUTING TO NON- TRADITIONAL EXPORTS AND PROMOTING THE COUNTRY’S IMAGE. COUNTRYMEN AND WOMEN, 18. OUR ARTS, CULTURE AND HERITAGE RESOURCES HAVE SOCIO-ECONOMIC VALUE. THEY OFFER A DIRECT SOURCE OF LIVELIHOOD TO MANY OF OUR PEOPLE. 6 | P a g e TODAY, THE CREATIVE ARTS, TRADITIONAL CEREMONIES AND OUR RICH NATURAL HERITAGE ARE CONTRIBUTING TO JOB AND WEALTH CREATION. THEY ARE, INDEED, FUNDAMENTAL IN OUR FIGHT AGAINST POVERTY. COUNTRYMEN AND WOMEN, 19. AS WE COMMEMORATE AFRICA FREEDOM DAY, LET US LOOK BACK WITH ADMIRATION AT THE ROLE OUR AFRICAN ARTS AND CULTURE PLAYED DURING THE LIBERATION STRUGGLE. LET US REMEMBER THE LIKES OF PETER TSOTSI JUMA, NASHIL PITCHEN KAZEMBE, ALICK NKHATA, AND THE LUSAKA RADIO BAND, WHOSE MUSIC OUR FOREFATHERS LISTENED TO AND ENJOYED. 20. OUR FOREFATHERS AND MOTHERS USED ARTISTIC AND CULTURAL EXPRESSIONS TO MOBILISE THEMSELVES. THIS GREATLY CONTRIBUTED TO THE STRUGGLE AND ATTAINMENT OF OUR FREEDOM. 21. THE USE OF ARTISTIC AND CULTURAL EXPRESSIONS IN NATION BUILDING IS STILL RELEVANT TODAY. WE REMEMBER OUR FREEDOM FIGHT THROUGH ARTISTIC WORKS SUCH THE MPOSA MABWE, A SCULPTURE IN KITWE CRAFTED BY FRANCIS CHINYIMBA. WE ALSO REMEMBER FREEDOM FIGHTER ZANCO MPUNDU MUTEMBO THROUGH THE ICONIC FREEDOM STATUE CREATED IN HIS MEMORY ON INDEPEDENCE ROAD IN LUSAKA. 22. THE OTHER GREAT ARTISTES LIKE HENRY TAYALI, GODFREY SETI, WILLIAM MIKO, PETER MAIBWE, STARY MWABA, AGNES YOMBWE AND MANY OTHERS DESERVE MENTION TODAY. 7 | P a g e 23. ARTS AND CULTURE STILL PLAY A VITAL ROLE IN EXPRESSING OUR IDENTITY AS A PEOPLE. ARTS, CULTURE AND HERITAGE DEFINE WHO WE ARE AND MAKE US UNIQUE AS A NATION. THEY GIVE US NOT ONLY OUR IDENTITY BUT ALSO MEANING IN LIFE. THEY GIVE US NOT ONLY UNDERSTANDING BUT ARE ALSO A VITAL SOURCE OF SOLIDARITY. 24. FURTHER, ARTS AND CULTURE PLAY A ROLE IN CREATING AWARENESS ON ISSUES AFFECTING SOCIETY. FOR INSTANCE, WE ARE USING ARTS AND CULTURE TO DISSEMINATE INFORMATION ON THE COVID-19 PANDEMIC AND OTHER HEALTH PROMOTION MESSAGES. 25. IN DOING SO, WE ARE WORKING WITH OUR TRADITIONAL LEADERS, MUSICIANS, ACTORS AND WRITERS AS CHAMPIONS AND CHANGE AGENTS FOR INCLUSIVE HEALTH AND WELLNESS. I SALUTE ALL THOSE ARTISTES WHO HAVE HELPED IN THE FIGHT AGAINST COVID-19. 26. AS A NATION, WE ARE RECOGNISED AS PEACEFUL, UNITED AND HOSPITABLE. THIS SHOULD BE A SOURCE OF OUR PRIDE. THIS IS THE IDENTITY WE SHOULD PROMOTE AND UPHOLD. 8 | P a g e COUNTRYMEN AND WOMEN, 27. TO SUPPORT THE DEVELOPMENT OF ARTS, CULTURE AND HERITAGE IN OUR COUNTRY, GOVERNMENT HAS PUT IN PLACE A NUMBER OF POLICIES AND LEGISLATION. THE POLICIES INCLUDE THE NATIONAL CULTURAL POLICY, FILM POLICY, THE HERITAGE CONSERVATION POLICY AND THE NATIONAL INTELLECTUAL PROPERTY POLICY. LEGISLATION ENACTED INCLUDE THE NATIONAL HERITAGE CONSERVATION COMMISSION ACT, THE NATIONAL ARTS COUNCIL ACT AND THE NATIONAL MUSEUMS ACT. 28. THE POLICIES AND LEGISLATION ARE CONTRIBUTING TO THE TRANSFORMATION OF ARTS AND CULTURE FROM JUST BEING A WAY OF LIFE TO A VIABLE ECONOMIC INDUSTRY. THE FAVOURABLE POLICY AND LEGAL FRAMEWORK IS ALSO PROMOTING INNOVATION AND ENCOURAGING THE PARTICIPATION OF STAKEHOLDERS IN OUR CULTURAL HERITAGE. 29. AS PART OF THE INTERNATIONAL COMMUNITY, ZAMBIA HAS ALSO RATIFIED VARIOUS INTERNATIONAL PROTOCOLS AIMED AT ENHANCING THE DEVELOPMENT OF ARTS, CULTURE AND HERITAGE. THESE INCLUDE THE CONVENTION FOR THE SAFEGUARDING OF THE INTANGIBLE CULTURAL HERITAGE, THE CONVENTION CONCERNING THE PROTECTION OF THE WORLD CULTURAL AND NATURAL HERITAGE, AS WELL AS THE UNIVERSAL COPYRIGHT CONVENTION. 9 | P a g e COUNTRYMEN AND WOMEN, 30. TO ENTRENCH OUR CULTURE AND HERITAGE IN OUR CHILDREN, WE ARE PROMOTING THE USE OF LOCAL LANGUAGES AS A MODE OF INSTRUCTION IN EARLY CHILDHOOD AND EARLY PRIMARY EDUCATION. IN ADDITION, LOCAL LANGUAGES ARE BEING TAUGHT AS SUBJECTS AT BOTH PRIMARY AND SECONDARY SCHOOL LEVEL. THIS IS HELPING OUR CHILDREN TO UNDERSTAND AND APPRECIATE WHO WE ARE AS A PEOPLE AND TAKE PRIDE IN OUR LOCAL LANGUAGES. COUNTRYMEN AND WOMEN, 31. MY GOVERNMENT IS IMPLEMENTING A NUMBER OF INITIATIVES TO PROMOTE THE ARTS INDUSTRY. FOR INSTANCE, LAST YEAR WE LAUNCHED A 30 MILLION KWACHA ARTS DEVELOPMENT AND EMPOWERMENT SCHEME, TARGETING ARTISTES COUNTRYWIDE.
