Landmarks Preservation Commission November 17, 2009, Designation List 423 LP-2342 PARAMOUNT HOTEL, 235-245 West 46th Street, Manhattan Built 1927-28; Thomas W. Lamb, architect Landmark Site: Borough of Manhattan Tax Map Block 1018, Lot 6 On June 23, 2009, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Paramount Hotel and the proposed designation of the related Landmark Site (Item No. 9). The hearing had been duly advertised in accordance with the provisions of law. There were two speakers in favor of designation including a representative of the owner. There were no speakers in opposition. Summary The Paramount Hotel was constructed in 1927-28 as part of an extensive building and expansion drive in the Times Square theater district during that period. One of a very few hotels designed by noted theater architect Thomas Lamb, this building’s design reflects the theatrical nature of the neighborhood. New York in the 1920s was a popular tourist destination and this hotel was one of several built in the area that was intended to appeal to visitors coming to New York for its extensive night life. This hotel provided over 600 rooms, restaurants, lounges and a well-known nightclub in the basement. Thomas Lamb designed a large number of theaters in the area, particularly movie houses, giving them a variety of decorative treatments that suggested the fantastical interiors and variety of entertainments provided inside. Lamb was a classically- trained architect, able to use a wide-ranging architectural vocabulary geared toward the specific conditions of the building. -

With a range of ground up new buildings, restorations of historic buildings, and expansions, the outlook for new inventory supports the city’s Welcome. Over the past decade the city has attracted new brands, international properties, authentic neighborhood independents, and a wide-ranging collection of select service brands, business class hotels, lifestyle and boutique properties, and new luxury destinations. This report covers almost 200 hotels and projects, including almost a dozen new entries, that represent an additional 20,000 rooms to the city’s already diverse inventory. Manhattan Offi ce Market 1 ST QUARTER 2016 REPORT A NEWS RECAP AND MARKET SNAPSHOT Pictured: 915 Broadway Looking Ahead Finance Department’s Tentative Assessment Roll Takes High Retail Rents into Account Consumers are not the only ones attracted by the luxury offerings along the city’s prime 5th Avenue retail corridor between 48th and 59th Streets where activity has raised retail rents. The city’s Department of Finance is getting in on the action, prompting the agency to increase tax assessments on some of the high-profi le properties. A tentative tax roll released last month for the 2016-2017 tax year brings the total market value of New York City’s real estate to over $1 trillion — reportedly for the fi rst time. The overall taxable assessed values for the city would increase 8.10%. Brooklyn’s assessed values accounted for the sharpest rise of 9.83% from FY 2015/2016, followed by Manhattan’s 8.47% increase. Although some properties along the 5th Avenue corridor had a reduction in valuations the properties were primarily offi ce, not retail according to a reported analysis of the tentative tax roll details. Building owners have the opportunity to appeal the increase; but an unexpected rise in market value — and hence real estate taxes, will negatively impact the building’s bottom line and value. Typically tenants incur the burden of most of the tax increases from the time the lease is signed, and the landlord pays the taxes that existed before the signing; but in some cases the tenant increase in capped, leaving the burden of the additional expense on the landlord. -

Fuller Co., builders. Landmark Site: Borough of Manhattan Tax Map Block 1015, lot 12, in part consisting of the land beneath the original 1912-13 building and the 1922-24 and 1930-32 additions known as 217-247 West 43rct Street. On March 27, 2001, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the New York Times Building (originally the Times Annex), and the proposed designation of the related Landmark Site (ItemNo.l). The hearing had been duly advertised in accordance with provisions oflaw. Four witnesses, a representative of the New York Times and representatives of the Historic Districts Council, the Municipal Art Society, and the Landmarks Conservancy, spoke in support of designation. The Commission received one letter in support of designation. The Commission previously held a public hearing on the New York Times Building (LP-1560) on November 12, 1985. This hearing was continued on December 10, 1985. Summary Built in three stages between 1912and1932, the New York Times Building reflects both the development of the Times Square neighborhood and the history of one of the most highly respected newspapers in the United States. Founded on Nassau Street in 1851, the Times moved to West 42"ct Street in 1905, constructing a skyscraper headquarters at the crossing of Broadway and Seventh A venue, which had been named Times Square the previous year.
