Clark, Deputy Chief Engineer (Design) Date Issuances Affected This issuance supersedes the guidance contained in EB 95-014, Exceptions to September 1996 Metric Deadline. This instruction will not be incorporated into any other document but rather stands on its own as design policy relating to metrication. The instruction will be superseded if it becomes necessary to revise the policy or when there is no longer a need for guidance in dealing with lingering English designs. Purpose To establish a date after which the Department will no longer support the letting of projects which are not designed using metric units of measure. These non-metric projects are commonly referred to as 'English' projects or designs. Background In August 1993, the Department announced its intention to produce construction projects in metric by September 30, 1996. This date was selected consistent with the Federal Highway Administration's deadline for requiring federally aided construction contracts to be metric. Although the Federal Highway Administration's deadline has changed to September 30, 2000, the Department is continuing to metricate consistent with the original schedule. Significant changes in the Department's capital construction program, however, have resulted in many English designs being rescheduled for letting after September 1996. In order to define the length of time during which the Department must maintain the capability for letting both English and metric designs, it was decided that a cut-off date would be established after which English lettings would no longer be routinely supported. A survey was conducted to identify all the English projects still being progressed and their intended letting dates. The cut-off date set forth below is based on a review of this data. Of the 249 English projects scheduled for letting after September 30, 1996, only 17 are scheduled to be let after the cut-off date (and several of these are local projects which are not affected by this policy). Policy The issuance of design policy, standards, guidance, specifications, standard sheets, bridge design data sheets, bridge detail sheets, test procedures/methods, etc. which are to become effective for lettings after December 31, 1998 will be metric only. The English designs remaining to be let by the Department are identified on the project listings accompanying this instruction. There shall be no other English designs progressed for letting by the Department. There is no need to request individual metric exceptions for any of the listed English designs (as long as they don't slip past the Federal Highway Administration's September 30, 2000 metric deadline). The Regions are strongly encouraged to convert to metric any English designs which will be let after December 31, 1998. However, any Region that chooses to let one of the listed projects in English after December 31, 1998 will be responsible for submitting a complete English PS&E. The Main Office will no longer maintain English versions of shelf notes, specifications, etc. for insertion into the PS&E for English designs submitted for a letting after December 31, 1998. (See Discussion below) Applicability This policy is applicable to projects which will be let by the Department. The policy does not apply to projects which will be let by local governments or by other agencies such as the New York State Thruway Authority. However, agencies which use the Department's Standard Specifications should be cautioned that the 1990 English version will not be maintained after 1998 and that supplies of the book are limited. Discussion · Letting an English Project after the Cut-off Date As noted in the Policy section above, the Department will not maintain English versions of design issuances after the cut-off date of December 31, 1998. Regions continuing to progress an English job for letting after that date will be responsible for submitting a complete English PS&E including English versions of all necessary shelf notes and special specifications which would normally have been inserted by the Main Office. In the fall of 1998, the Design Quality Assurance Bureau will provide instuctions to those Regions which are continuing to progress English designs to letting after December 31, 1998. These instructions will include copies of the then current English versions of shelf notes and specifications which the Region may need along with guidance to help the Region decide which notes are needed for a given project. The above assumes that adequate supplies of the 1990 English version of the Standard Specifications exist after 1998 to permit continued use for the few remaining English designs. · Support for Projects in Construction Support of English projects which continue under construction after December 31, 1998 must ΕΙ 96−038 Παγε οφ 5 3 continue. Therefore, whenever design policy, standards, specifications, etc. are being revised or issued in metric only, the Construction Division must be consulted to determine whether there is a need to incorporate corresponding English guidance in on-going construction projects. If so, the organization developing the metric guidance will work with the Construction Division to prepare corresponding English material for the Construction Division to incorporate into appropriate construction contracts.
