Galway. 2 Minutes of Monthly Council Meeting held on 29th January, 2018 NDA (National Disability Authority) Accessible Format Cllr. Fahy expressed his sympathies on the death of Mr. John Morgan, a devoted former employee of Galway County Council. This was seconded by Cllr. Mc.Clearn, both acknowledging him as a sincere and dedicated public official. The Chief Executive extended his condolences to John’s wife Noreen and the entire Morgan family on behalf of the Management and staff of Galway County Council. He commented on how John was a fine public servant and a gentleman who unfortunately did not get a long time to enjoy his retirement. Cllr. Kinane made a proposal of sympathy to Breda Ryan of Anthony Ryan’s, acknowledging her contribution to the business community in Galway. Confirmation of the Minutes of the Monthly Meeting Held on December 18th 2017 3162 Arising from the Minutes, Cllr. Cunniffe requested details of the timeframe for completion of the proposed bus corridor from Parkmore to Leader’s Shop on the Tuam Road. He stated that the operating bus companies and commuters along this route are frustrated with the traffic situation and a 15 minute increase in travel time from Tuam to Galway. Cllr. Cunniffe stated that while he is aware that this is a joint project between the City and County Council, he expressed the requirement of the County Council to push for sustainable transport for the County. He requested a full report on this matter, and expressed his disappointment that this issue was not on the Clár for the January Plenary Meeting. Mr. J. Cullen responded and empathised with the public’s frustration on this matter. He advised that Galway City Council was taking the lead on the project and confirmed that Consultants have been engaged to come up with the preferred options. Galway City Council has submitted a preliminary design for approval to the National Transport Authority and once funding goes through it will go before both Local Authorities for Part 8 planning approval. He explained the complexity of the scheme at the approach to Bothar na dTreabh junction and agreed that he would follow up with the City Council on getting a report released in the meantime. Cllr. Cunniffe queried if the project could be decoupled so that Galway County Council could proceed with works on the section that falls within its remit. 3 Minutes of Monthly Council Meeting held on 29th January, 2018 NDA (National Disability Authority) Accessible Format In his response, Mr. J. Cullen, Director of Services stated that the reality of same is complex and could revert the project back to square one. He confirmed that the Consultants are contracted to the City Council and that further approval would be required from Transport Infrastructure Ireland to separate out the project. In reply to Cllr. Cuddy’s query regarding the need for Consultants, he advised that the design process which included consultant costs was contained within the overall cost of the scheme that was funded by the Department of Environment. On the PROPOSAL of Cllr. McClearn, SECONDED by Comh. O’Tuairisg, the Minutes of the Monthly Meeting of the Plenary Council held on 18th December 2017 were AGREED. To consider report under Section 183 of the Local Government Act 2001 on the disposal of 0.563 hectares of land at Carrowkeel, Kilconierin, Co Galway 3163 [Statutory Notice dated 9th January, 2018 and Report dated 5th January, 2018 were already circulated to each Member within the statutory timeframe.] On the PROPOSAL of Cllr. Maher, SECONDED by Cllr. Fahy., the Members AGREED the disposal of 0.563 hectacres of land at Carrowkeel, Kilconierin, Co. Maher, SECONDED by Cllr. McClearn, the Members AGREED the disposal of 0.09 hectacres of land at Greeneenagh, Loughrea, Co. Galway. To discuss the deferral of notice under Section 20 3(a) (i) and (ii) of the Planning and Development Act 2000 as amended in respect of the Maigh Cuilinn Local Area Plan, for a period of not extending five years (i.e) 5 years from 26th February 2018 3167 5 Minutes of Monthly Council Meeting held on 29th January, 2018 NDA (National Disability Authority) Accessible Format Ms.V. Loughnane advised the Elected Members that the Planning Unit is proposing to prepare a report to bring before the next Plenary Council meeting to discuss the deferral of Notice under Section 20 (3) (i) and (ii) of the Planning and Development Act 2000 as amended in respect of the Maigh Cuilinn Local Area Plan, for a period of not exceeding five years (i.e.) 5 years from 26th February 2018. She explained that the reason for requesting a deferral is due to the gap between the plan and the upcoming National Planning Framework and the Regional Spatial Economic Strategy. Cllr. Thomas expressed his concerns regarding the deferral on Plan as there is a need to progress developments in the village and suggested that a Material Alteration be put in place in relation to the Relief Road. Cllr. N. Byrne queried if this deferral was due to a lack of resources. In reply, Ms. V. Loughnane explained that the reason was not resources but to achieve a more structured and co- ordination approach to the planning, so all Local Area Plans would be in line with the timelines of County Development Plan. Cllr. Kinane raised concerns about the delay in the Athenry and Oranmore Local Area Plans and considers it is a resource issue given the volume of work in making Plans and it could be a worrying trend. Cllr. Welby stated that it was a resource issue as other plans had been previously extended due to resources.

Michael Davitt (1846-1906) Davitt, founder of the Land League, was the son of an evicted Mayo tenant. He was imprisoned for fifteen years in 1870 on charges of Fenian conspiracy in England. Released from Dartmoor prison in 1877 on ‘ticket of leave’, he returned to Ireland. He staged a mass meeting at Irishtown, Co. Mayo, on 20th April, 1879. This demonstration was called to protest against excessive rents and was attended by over 10,000. Other large meetings followed and the movement quickly spread from Mayo to Connaught and then throughout the country. The Irish National Land League was founded in Dublin on 21st October, 1879, with C. S. Parnell as its president. The objects of the Land League were 1) to reduce rack rents and 2) to obtain the ownership of the soil by its occupiers, i.e. tenant ownership. During the Land War (1879-82), Davitt wrote that the landlords were “a brood of cormorant vampires that has sucked the life blood out of the country.” The Land League was a non-violent mass movement but it used the methods of publicity, moral intimidation and boycott against landlords and land grabbers who broke the Land League code. This popular movement achieved a remarkable degree of success. Within a generation of its founding, by the early 20th century, most of the tenant farmers of Ireland had become owners of their farms and the landlord system, which had dominated Ireland for centuries, had been ended.

    Information Note: The Maamtrasna case The tragic event which became known as the Maamtrasna Murders took place on the 17 August 1882. Maamtrasna is a Gaeltacht area located on the shores of Lough Mask on the border between Galway and Mayo. A family of five were slaughtered in their mountainside cottage: John Joyce, his [second] wife Bridget, his daughter, Peigí and his mother Margaret were murdered. His son, Michael, was badly wounded and died the following day as a result of his injuries. The youngest of the family, Patsy, was also injured but survived. The only other member of the family to survive the tragedy was a son Martin who was absent from the home as he was in service in Clonbur at the time. There is no consensus as to the motive for the slaughter and various theories have been suggested. The authorities claimed that John Joyce was treasurer of one of the local secret societies, Ribbonmen/Fenians which opposed the landlords at that time and they suggested the household was attacked because he was alleged to have misappropriated money belonging to the association. However, a more common theory was that John Joyce habitually stole his neighbours’ sheep from the hills and that this was the prime motive for the attack. Others suggested that his mother Margaret was the principal target because she had allegedly informed the authorities about the location in Lough Mask where the bodies of two missing employees of a landlord had been dumped. Still others believed that the murders related to the overly close friendship between the daughter of the house, the teenager Peigí, and a member of the RIC, a relationship which wouldn’t have been acceptable at that time.

BiblioMara is an indexed, annotated bibliography of written material relating to Ireland’s coastal and maritime heritage; that is a list of books, articles, theses and reports with a short account of their content. The index provided at the end of the bibliography allows users to search the bibliography using keywords and authors’ names. The majority of the documents referenced were published after the year 1900. What are ‘written materials relating to Ireland’s coastal heritage’? The BiblioMara bibliography contains material that has been written down which relates to the lives of the people on the coast; today and in the past; their history and language; and the way that the sea has affected their way of life and their imagination. The bibliography attempts to list as many materials as possible that deal with the myriad interactions between people and their maritime surroundings. The island of Ireland and aspects of coastal life are covered, from lobster pot making to the uses of seaweed, from the fate of the Spanish Armada to the future of wave energy, from the sailing schooner fleets of Arklow to the County Down herring girls, from Galway hookers to the songs of Tory Islanders.

    Moycullen Local History Quiz Number Thirteen– Answers We hope you enjoyed this quiz. 1. Major Samuel Perry, formerly of Moycullen House, had a sister who was the first woman in Europe to do what? Answer: In 1906, from Queen’s College Galway (now NUIG), Alice Jacqueline Perry (1885-1969) became the first woman in Europe to graduate with a degree in Engineering (first class honours degree in Civil Engineering). Following her father James’ death the same year, she succeeded him temporarily as County Surveyor for Galway County Council - a post he had held since before her birth. Alice was an unsuccessful candidate when the permanent appointment was made. She still remains the only woman to have served as a County Surveyor (County Engineer) in Ireland. She died in Boston, USA, where she had been working within the Christian Science movement as a poetry editor and practitioner. In 2017 NUIG named their Engineering building in her honour. (Major Samuel Perry [1879-1945] was the only brother of Alice and her four sisters, Molly, Nettie, Agnes and Martha) 2. Where in Moycullen would you find Hangman’s Hill? Answer: The hill just behind Tullokyne school, along the esker road, is known as Cnoch an Crocadóir or Hangman’s Hill or also as Cnochán an Chrochta, the Hill of the Hanging. Local lore refers to a soldier being hung on the site. 3. David Davies OBE, retired BBC TV host and former Executive Director of the English Football Association (FA) had a Moycullen born mother, what was her name? Answer: Margaret (Madge) Morrison (1913-1999), born on the Kylebroughlan corner of the village crossroads.
