Galway. 2 Minutes of Monthly Council Meeting held on 29th January, 2018 NDA (National Disability Authority) Accessible Format Cllr. Fahy expressed his sympathies on the death of Mr. John Morgan, a devoted former employee of Galway County Council. This was seconded by Cllr. Mc.Clearn, both acknowledging him as a sincere and dedicated public official. The Chief Executive extended his condolences to John’s wife Noreen and the entire Morgan family on behalf of the Management and staff of Galway County Council. He commented on how John was a fine public servant and a gentleman who unfortunately did not get a long time to enjoy his retirement. Cllr. Kinane made a proposal of sympathy to Breda Ryan of Anthony Ryan’s, acknowledging her contribution to the business community in Galway. Confirmation of the Minutes of the Monthly Meeting Held on December 18th 2017 3162 Arising from the Minutes, Cllr. Cunniffe requested details of the timeframe for completion of the proposed bus corridor from Parkmore to Leader’s Shop on the Tuam Road. He stated that the operating bus companies and commuters along this route are frustrated with the traffic situation and a 15 minute increase in travel time from Tuam to Galway. Cllr. Cunniffe stated that while he is aware that this is a joint project between the City and County Council, he expressed the requirement of the County Council to push for sustainable transport for the County. He requested a full report on this matter, and expressed his disappointment that this issue was not on the Clár for the January Plenary Meeting. Mr. J. Cullen responded and empathised with the public’s frustration on this matter. He advised that Galway City Council was taking the lead on the project and confirmed that Consultants have been engaged to come up with the preferred options. Galway City Council has submitted a preliminary design for approval to the National Transport Authority and once funding goes through it will go before both Local Authorities for Part 8 planning approval. He explained the complexity of the scheme at the approach to Bothar na dTreabh junction and agreed that he would follow up with the City Council on getting a report released in the meantime. Cllr. Cunniffe queried if the project could be decoupled so that Galway County Council could proceed with works on the section that falls within its remit. 3 Minutes of Monthly Council Meeting held on 29th January, 2018 NDA (National Disability Authority) Accessible Format In his response, Mr. J. Cullen, Director of Services stated that the reality of same is complex and could revert the project back to square one. He confirmed that the Consultants are contracted to the City Council and that further approval would be required from Transport Infrastructure Ireland to separate out the project. In reply to Cllr. Cuddy’s query regarding the need for Consultants, he advised that the design process which included consultant costs was contained within the overall cost of the scheme that was funded by the Department of Environment. On the PROPOSAL of Cllr. McClearn, SECONDED by Comh. O’Tuairisg, the Minutes of the Monthly Meeting of the Plenary Council held on 18th December 2017 were AGREED. To consider report under Section 183 of the Local Government Act 2001 on the disposal of 0.563 hectares of land at Carrowkeel, Kilconierin, Co Galway 3163 [Statutory Notice dated 9th January, 2018 and Report dated 5th January, 2018 were already circulated to each Member within the statutory timeframe.] On the PROPOSAL of Cllr. Maher, SECONDED by Cllr. Fahy., the Members AGREED the disposal of 0.563 hectacres of land at Carrowkeel, Kilconierin, Co. To discuss the deferral of notice under Section 20 3(a) (i) and (ii) of the Planning and Development Act 2000 as amended in respect of the Maigh Cuilinn Local Area Plan, for a period of not extending five years (i.e) 5 years from 26th February 2018 3167 5 Minutes of Monthly Council Meeting held on 29th January, 2018 NDA (National Disability Authority) Accessible Format Ms.V. Loughnane advised the Elected Members that the Planning Unit is proposing to prepare a report to bring before the next Plenary Council meeting to discuss the deferral of Notice under Section 20 (3) (i) and (ii) of the Planning and Development Act 2000 as amended in respect of the Maigh Cuilinn Local Area Plan, for a period of not exceeding five years (i.e.) 5 years from 26th February 2018. She explained that the reason for requesting a deferral is due to the gap between the plan and the upcoming National Planning Framework and the Regional Spatial Economic Strategy. Cllr. Thomas expressed his concerns regarding the deferral on Plan as there is a need to progress developments in the village and suggested that a Material Alteration be put in place in relation to the Relief Road. Cllr. N. Byrne queried if this deferral was due to a lack of resources. In reply, Ms. V. Loughnane explained that the reason was not resources but to achieve a more structured and co- ordination approach to the planning, so all Local Area Plans would be in line with the timelines of County Development Plan. Cllr. Kinane raised concerns about the delay in the Athenry and Oranmore Local Area Plans and considers it is a resource issue given the volume of work in making Plans and it could be a worrying trend. Cllr. Welby stated that it was a resource issue as other plans had been previously extended due to resources.
