For Public Review and Comment: December 7, 2020 – January 12, 2021 2021-2024 Transportation Improvement Program Air Quality Conformity Determination for Proposed Amendments to SmartMoves for a Changing Region & 2021-2024 Transportation Improvement Program The Southwestern Pennsylvania Commission (SPC) is seeking your input for Air Quality Conformity Determination and proposed amendments to SmartMoves for a Changing Region (Southwestern PA’s Long Range Transportation Plan) and the 2021-2024 Transportation Improvement Program (2021-2024 TIP). U.S.DOT BUILD Grant: Butler County - State Route 228 Improvements The U.S. Department of Transportation has recently awarded $25 million of discretionary BUILD grant funding to Butler County to construct roadway, intersection, and pedestrian improvements along two segments of State Route 228 and State Route 3020 (Freedom Road). The region’s TIP and Long Range Plan need to be amended, and the region’s air quality conformity assessment needs to be updated before the project can begin construction. SPC is seeking public feedback as part of the amendment process. The project includes improvements on Freedom Road from Powell Road to Haine School Road, and on State Route 228 at the intersection with Three Degree Road. Various improvements include adding new travel lanes, widening existing lanes, adding turn lanes, converting intersections to roundabouts or jug handles, installing ADA ramps, adding multi-use paths and sidewalks, upgrading traffic signals, and adding pavement markings. Draft Amendment Documents for Public Review and Comment include: Proposed revised 2021-2024 TIP Financial Plan showing the $25M federal BUILD with 20% match becomes at least $32.5M extra money to region in the TIP period Proposed revised LRP Financial Plan with new footnote noting additional funds (BUILD funds & match) to the region Proposed revised LRP fiscally constrained project list: o with Freedom Road projects removed and $17,327,000 returned to District 10 Roadway line items o with Three Degree Rd Intersection project reduced to $25 million from original $40,616,000 in stage 2. Associated projects on the 2021-2024 TIP include PAAC Bus Purchases, Pittsburgh BRT - Downtown Improvements ($6,423,000), Pittsburgh Bus Shelters/Mobility Hubs ($3,240,000) and the City's Smart Spines project ($14,087,957). 3 The Interstate Program includes projects that are partially funded through the PA Spike Programs in addition to regular Interstate Program funding. A Spike Adjustment (above) must be subtracted from the Interstate Program Total to accurately account for the actual Interstate Program revenues being invested in the SPC region during the TIP period. In the SPC 2021 TIP, spike funding applied to SPC's interstate projects is 100% State Highway Spike (s581) - $35.1 million total. 4 Future project selection from state reserve funding. Approved projects will be added to the SPC TIP upon PennDOT project selection. 5 The City of Pittsburgh Smart Spines System project in FY2021 includes $7,000,000 from the federal ATCMTD program (Advanced Transportation and Congestion Management Deployment) and a $7,087,957 remaining balance from a state Greenlight GO program grant. 6 Includes capital maintenance and widening projects along the Turnpike Mainline and completed sections of the MFE. SPC estimates are based on total project costs provided by the PTC and the years scheduled for project activities. Costs are assigned proportionally to the active project years. 7 The total project cost for SB/US-22 to I-79 is $800 million over a seven year period; about $350 million has been expended through 2020. The estimated completion date is 2022. 8 The total project cost for MFE/SR-51 to I-376 is $2.16 billion over a twenty year period through 2036. The estimated completion date is 2027 for construction of the two sections from SR-51 to SR-837; the estimated construction cost for these sections is $570 million. 9 Federal BUILD Grant. $25 million federal grant awarded in 2020; requires a 20% local match, $7.5 million, to be provided by PennDOT and the local county/municipal partners. Two projects are being programmed in the TIP. Freedom Road (2022) - SR 3020 Section 298, MPMS# 112933 - $14 million federal, $3.5 million matching funds. Three Degree Road Intersection (2023) - SR 228, MPMS# 91286 - $12 million federal, $3 million matching funds. Remaining costs for the Three Degree Road project will be accounted for in the LRP Stage 2 period.
