Wrong only are the districts of West Pasaman which is disaster subscription area annually. One district in this district is a vulnerable area, especially landslide disaster. B aik landslides and flooding have the same potential cause casualties. Flood and landslide in West Pasaman regency can not be separated from the human influence that is not good in managing the environment at around their settlement. Awareness of environmental management should continue next with various programs. The program is called SSB (Disaster Alert School). SSB is a new program and still needs to be developed, especially in Pasaman West District. Some of Elementary School (SD) located in disaster-prone areas need sosialisation to achieve the goals discussed earlier. The whole district is a region that has many hills with houses and places of study in the form of elementary school in slope - the slope The hill is very necessary to prepare the next generation of the current-generation pre-disaster and post-disaster occur. This is done to anticipate the number casualties. Results research obtained is 12,8% of 49 respondents not yet understand about preparedness to disaster-related problem prevention to disaster flood and landslide. -

Individual capacity is important because human become actors who perform efforts for their future. Regency Government of West Pasaman is one of local governments in West Sumatera Province, Republic of Indonesia, which has undergone the proliferation process. Efforts related to the proliferation that the regency has been doing are education and training and further study program for its government staff and civil servants in order to improve their quality. West Pasaman Regency provides in class and out-of-class education and training programs. It provides further education program by giving opportunities to its government staff and civil servants to attend higher education at diploma, graduate, and post-graduate levels. This study applied a phenomenological approach if West Pasaman Regency had succeeded to undertake the proliferation while most of proliferated areas nationwide failed. The study focus was on individual capacity building as a key to successful proliferation and to performing local autonomy. Metode analisis yang digunakan adalah metode deskripstif kuantitatif dengan menggunakan analisis Location Quotient (LQ) dan shift-share analisis (SSA) untuk mengetahui Kabupaten/Kota yang basis terhadap sektor pertanian serta mengetahui komoditi unggulan masing-masing Kabupaten/Kota yang basis terhadap sektor pertanian. Hasil analisis menunjukkan bahwa dari 19 Kabupaten/Kota di Sumatera Barat terdapat 11 Kabupaten yang basis terhadap sektor pertanian yang kemudian dapat diketahui komodi unggulan masing-masing Kabupaten. Komoditi yang masuk dalam prioritas utama di Kabupaten Kepulauan Mentawai adalah Jambu biji dan nangka. Kabupaten Pesisir Selatan yaitu jagung, belimbing, jengkol, gambir dan kelapa sawit. Kabupaten Solok adalah ubi jalar, alpokat, kayu manis dan cengkeh. Kabupaten Sijunjung adalah durian, duku, rambutan, manggis, nangka, dan pinang. Kabupaten Tanah Datar adalah ubi jalar, kayu manis dan cengkeh. Kabupaten Agam adalah jeruk, durian dan pinang. Kabupaten Lima puluh adalah cabe merah, kacang panjang, jeruk, rambutan, sirsak dan pinang. -

This study aims to analyze the competitiveness of patchouli commodities in West Pasaman Regency and analyze the impact of government policies on the competitiveness of patchouli commodities in West Pasaman Regency. The method used in this research is a survey method. Analysis of the data used in this research is descriptive quantitative using a measuring instrument Policy Analysis Matrix (PAM). The results showed that Patchouli Farming in West Pasaman Regency already has competitiveness based on the acquisition of private and social benefits as well as Keywords: competitive advantages and comparative advantages. Competitive advantage is Competitiveness, Policy Analysis Matrix, expressed by a PCR value of 0.64 < 1. Comparative advantage is reflected by a DRC Patchouli Oil. value of 0.56 < 1. PCR and DRC values that are smaller than one indicate that the commodity has competitiveness. The closer the value is to 0, the commodity has high competitiveness and is very profitable to cultivate. The impact of government policies shows that there are government policies that inhibit commodities with taxes on output and there are government policies that are protective of tradable inputs. -

Indonesia has around 30 percent of its area is flood hazard. If the disaster hazard areas occupied by the low capacity of society, this condition will cause a high risk of disaster. Arranging the river basin management policy is one of the flood mitigation efforts. This study aims to determine the arrangement of river basin management policy in Pasaman. Geographic Information System (GIS) approach is used to determine the flood hazard areas in the Pasaman river basin. Indicators in determining flood hazard areas are slope, rainfall, land type, land use, and landform. In arranging the policy directives of the Pasaman river basin management, this research used Interpretative Structural Modeling (ISM) approach. In setting the directives policy, twenty experts from relevant stakeholders work together. The results show that around 25 percent of river basin areas in Pasaman is a high flood hazard risk areas. The result also set a priority to reduce sedimentation in rivers in the Pasaman river basin management policy. -

By using market organization and network approach, this study would like to see how market organization works at the Fish Auction (TPI) at Gauang Market. This study was conducted qualitatively in 2015 with data collection method through in-depth interviews, observation, and document studies. The result shows that there were two types of market organizers that determine market at the Fish Auction (TPI) at Gauang Market. The market organizers were linked by three binding network forms. The networks that bound the actors made a position of an actor accessible to the other actors. Review of Regional Finance of Government of Regency and City in West Sumatera Province
Review of Regional Finance of Government of Regency and City in West Sumatera Province Halkadri Fitra {[email protected]} Faculty of Economic Universitas Negeri Padang, Padang, Indonesia Abstract: This study aims to see the regional financial independence in 12 regencies and 7 cities in West Sumatera Province in the period 2012 to 2016. The data used are secondary data that is the realization of local revenue, total regional revenues, revenue transfer from the central government, others legitimate regional revenue as well as regional loans obtained from the Directorate General of Fiscal Balance at the Ministry of Finance of the Republic of Indonesia. This research is categorized into quantitative descriptive research so that it can give an explanation about the condition of regional financial independence. The results showed that the average ratio of financial independence of regency and municipal governments in West Sumatera Province is in very low category with value of 8.43% and has an instructive relationship pattern. The ratio of municipal autonomy of city government with the value of 11.29% higher than the district government which has a value of 6.77%. Nevertheless, from 2012 to 2016, district and city governments have attempted to raise the local financial independence ratio from 5.55% to 7.70% for district governments and from 9.67% to 12.67% for municipalities. For the district government, which has the highest ratio of regional financial independence in 2012 is Dharmasraya District and in 2013 to 2016 is Tanah Datar regency. As for the city government, starting from 2012 until 2016, the highest ratio of financial independence is obtained by the city of Padang. -

Email: [email protected]; [email protected]; [email protected] ABSTRACT The purpose of this study is to determine the differences of elementary students' physical fitness level between students in SDN 05 Sungai Beremas West Pasaman Regency and students in SDN 25 Padang City. This is an ex post facto design using comparative research method. This research involves 20 students from SDN 05 Sungai Beremas and 20 students from SDN 25 Padang. The data were collected using Physical Fitness Tests to students aged 10-12. The data were analyzed using t-test. The result showed the average level of students' physical fitness in SDN 05 Sungai Beremas was 15.75 and the average level of students' physical fitness in SDN 25 Padang was 13.95. From the results of the study, it can be concluded that the level of students' physical fitness in SDN 05 Sungai Beremas West Pasaman Regency is better than students' physical fitness in SDN 25 Padang. The Health Office as OPD that handles the health sector has not yet reached the work target according to the predetermined work plan. To achieve the highest degree of health requires hard work in the health sector. This study is to reveal the influence of work culture, compensation and employee morale in the Pariaman City Health Office. With quantitative methods and a saturated sample of 62 employees, questionnaires, interviews and observations were carried out. Data testing was carried out with validity and reliability. The results of the path analysis state that there are direct and indirect effects of exogenous variables on endogenous variables.There is an influence of work culture, compensation and work morale on the performance of the employees of the Kota Pariaman Health Office by 55% and an in direct effect of 31.6%. -

Penelitian ini bertujuan untuk mengevaluasi pelaksanaan pendidikan keluarga pada Kampung KB di Kabupaten/Kota Provinsi Sumatra Barat. Penelitian ini menggunakan desain studi evaluatif dengan pendekatan kualitatif dan kuantitatif di Kota Padang, Kota Padang Panjang, Kabupaten Pasaman Barat, dan Kota Solok yang dipilih secara purposif pada tahun 2018 pada periode bulan Juli hingga Oktober. Sumber data dalam penelitian ini meliputi OPD-KB Kab/Kota, PLKB, Ketua, Kader, dan seksi Kampung KB, Tokoh Agama, Tokoh Masyarakat, Ketua PKK dan 50 PUS yang ditentukan secara systematic random sampling pada masing-masing Kampung KB. Analisis data dilakukan secara deskriptif. Hasil penelitian: pertama, pembinaan dan penggerakkan pendidikan keluarga oleh pengelola program Kampung KB masih belum memperlihatkan posisi sentral dalam meningkatkan kesadaran dan kemampuan teknis keluarga. Kedua, sarana dan prasarana pendidikan keluarga pada setiap Kampung KB masih belum terealisasi dengan semestinya. -

Biodiversitas 21: 1065-1073. The black rice paddy is a variety of rice known to have anthocyanin content which is beneficial to human health. Yet, the black rice paddy is relatively rare to find as not all rice-growing areas develop and plant black rice. West Kalimantan has several potential black rice varieties which are potentials as genetic resources to create a new black rice variety in plant breeding programs. This research was aimed to describe the morphological and agronomical characteristics of four black rice varieties from West Kalimantan, namely Nanga Taman, Mukok, Senakin, and Ensalang. The study was conducted at the experimental garden of Agriculture Faculty, University of Tanjungpura, Pontianak using Completely Randomized Design. Each variety consisted of six replications, and each replication consisted of 3 samples. We observed 12 characters of the vegetative phase and 21 characters of the generative period. The four varieties had similarities in 13 characters and differences in 20 characters.
