PL89/19 Public Participation: R Wetherill raised concerns about the removal of the Goonbell telephone kiosk. Clerk is pursuing this matter with BT. S Kinver (CSA Architects) spoke in favour of PA19/07847. *Cllr Bunt left the room. G Slater (Enhance Land & Planning) spoke in favour of PA19/10531. *Cllr Bunt re-entered the room. S Westaway, E Sweetman and S Smith gave context to PA19/10415. J Bassett gave context to PA19/11117. PL90/19 Planning Committee meeting minutes: 16th December 2019 RESOLVED that the minutes of the meeting of the Planning Committee as above, having been previously circulated, be taken as read, approved and signed. Cllrs Slater/Clark. 5 voted in favour. 1 abstained: Cllr Ball. PL91/19 Planning Applications for consideration RECEIVED a request by the planning authority for consultation and responded: PA19/07385: Listed building consent for proposed removal of existing overhead lines and brackets and place them underground. M Bray (Western Power Distribution). The Old Sunday School, Blackwater, Truro TR4 8EQ The Council strongly supports the application. Cllrs Clark/Bunt. Unanimous. PA19/07847 AMENDED PLANS: Rear extension and internal alterations. A Roberts. Leat Cottage, 1, Quay Road, St Agnes TR5 0RR Signed: Date: The Council acknowledges that some screening efforts have been made in the amended plans but maintains their objection as follows: Contrary to Cwll Local Plan Policy 2 in that the proposal does not demonstrate an aesthetic understanding of the location; Contrary to Cwll Local Plan Policy 12 (Design - in particular the impact upon neighbouring properties and the fact they are not protected from overshadowing and loss of light); Contrary to NDP Policy 10 in that there is an inappropriate regard to the landscape; Contrary to NDP Policy 11 as the application site is located within a WHS; Contrary to NDP Policy 6 (Distinctive village character not shown due regard); WHS Planning Advice submitted a recent comment which upholds their previous objection. The Council objects as follows: The removal of a large portion of the Cornish hedge would expose the site and impact upon the character of the area; the proposed site is outside the settlement boundary and does not constitute infill development as set out in NDP Policy 7 (2) and Cwll Local Plan Policy 3; a precedent, which does not comply with the new NDP, would be set if this application were approved. Cllrs Clark/Brown. 3 voted in favour. 2 against: Cllrs Ball, Slater. *Cllr Bunt re-entered the room. Land off Goonown Lane, St Agnes The Council debated this application at length and agreed that they were in favour of the principal of the proposed use of the land but very much recognise the Highways objections regarding access. Various suggestions were made such as an alternative/improved access point and therefore the Council resolved the following course of action: Request for a site visit as soon as possible with the Parish Council, Cwll Cllr Mitchell, the Case Officer and Highways representatives in an attempt to negotiate a way forward. Some areas can be muddy particularly near the start, hence the walk should be undertaken with appropriate footwear. walk number Start the walk at Banns on the North West outskirts of Mount Hawke. 5 Take the path just uphill of a cottage called "Rill Cottage" on the right and opposite Vale Cottage. K HERITAGE TRAIL J I Upon commencing the walk, one soon encounters the worst mud, but this is quickly past. The track descends gently to border a stream on the right. Observe the adit on the leftA , water from which has never been known to fail and is a recognised potential emergency supply. You now enter an area known locally as "Parc Shady"B . It is easy to see how it acquired this name. After a few hundred metres you see a simple bridge of two granite lintels C . Ignore this (you’ll see it again later!). Continue on to a more open area where one crosses the stream (there is no bridge). Having crossed the stream, continue on the well defined track, you will shortly pass the wastewater treatment plant to your left. Note the extensive spoil heaps above on right. Passing a small market garden on the left you come to a metalled road.
