JAN SMUTS HOUSE UNIVERSITY OF THE WITWATERSRAND 6th MAY 1968 RHODESIA - MAY 1968 It is nine months since I attempted to make any assessment of the situation in Rhodesia. In the previous eighteen I had spoken at least six times on UDI and the problems which it had created for Rhodesia, Zambia, Britain and South Africa. No final solutions have been reached to any of these problems; but our news- papers and newscasts have been filled with the infiltration of terrorists, counter-terrorist action, support respectively for terrorists from Zambia and for counter-terrorists from South Africa, the succession of British ministers and ex-ministers visiting Salisbury, visits by Mr Smith to South Africa, and possible visits by Mr Smith to Britain, the U.S.A. and the U.N. , calls for economic, political and military action, and what have you. Row both within and without Rhodesia major decisions are going to be taken. A. Mr Wilson and Mr Smith At the end of my August talk I listed my own conclus- ions. -

‘It has united us far more closely than any other question would have accomplished’.1 The African Dimension to the Anti-Federation Struggle, c.1950-53 The documentary record of African opposition to the C[entral] A[frican] F[ederation] has been the subject renewed historiographical interest in recent years.2 This paper seeks to contribute to the existing debate in three principle ways. Firstly, it will be shown that opposition to the scheme was fatally undermined by the pursuit of two very distinct strands of N[yasaland] A[frican] C[ongress] and A[frican] N[ational] C[ongress] political activism. This dissimilar political discourse produced contradictions that resulted in the bypassing African objections. In the third instance, the paper will go a step further, suggesting that the two respective anti-Federation campaigns not only undermined Congress efforts to stop federation, but laid the path for future discord in the national dispensation then materialising. In 1988, John Darwin wrote that ‘with its telescope clapped firmly to its ear, London declared that [African] opposition [to Federation] could be neither seen nor heard’.3 The well-worn historiographical path points to the fact that African opposition was effectively ignored on the basis that ‘partnership’ between white settlers and black Africans in Northern and Southern Rhodesia and Nyasaland offered a strong rationale for the CAF. The requisite benefits arising would see the promotion of African economic opportunities, the placation of settler politicians seeking to reduce the influence of the Colonial Office and the preservation of British influence in the region.4 The utility of ‘partnership’ was in its ambiguity. -

THE CENTRAL AFRICAN EXAMINER, 1957-19651 ANTHONY KING2 St Antony's College, Oxford, UK Abstract The Central African Examiner is a well known source for the study of Zimbabwean history in the seminal period 1957-1965, although the story of its foundation and the backroom manoeuvrings which dogged its short life are relatively unknown. Its inception was the result of industry attempting to push the Federal Government into implementing partnership in a practical way. Up to 1960, the Examiner's internal politics mirrored this conflict, and it was during this time that the Examiner's position as a critical supporter of Government policy was at its most ambiguous. After 1960, the Examiner became a more forthright Government critic — indeed by 1964, it was the only medium left for the expression of nationalist opinion. INTRODUCTION IN THE WAKE of the Unilateral Declaration of Independence (UDI) in Rhodesia on 11 November 1965, censorship was imposed on the press. Most newspapers and magazines appeared with a number of blank spaces which would have been filled with articles had they not fallen foul of the censors. One magazine had so much of its content for the December 1965 issue banned that it resorted to making it a 'Do-It-Yourself edition, urging readers to fill in the blanks themselves. -

Abstract This thesis uses evidence from British and international archives to examine the events leading up to Rhodesia’s Unilateral Declaration of Independence (UDI) on 11 November 1965 from the perspectives of Britain, the Old Commonwealth (Canada, Australia, and New Zealand), and the United States. Two underlying themes run throughout the thesis. First, it argues that although the problem of Rhodesian independence was highly complex, a UDI was by no means inevitable. There were courses of action that were dismissed or remained under explored (especially in Britain, but also in the Old Commonwealth, and the United States), which could have been pursued further and may have prevented a UDI. -

(1997), Vol. 2 No. 1, 122-139 Elections in Zimbabwe: The ZANU (PF) Hegemony and its Incipient Decline Masipula Sithole and John Makumbe* Abstract This contribution seeks to explain the ruling ZANU (PF) party's electoral hege- mony by outlining and analysing Zimbabwe 'sfive general elections since 1979 and the two presidential elections since 1990. In this regard, the paper argues that the ruling party is experiencing a gradual decline in elite cohesion which is manifested in the electoral challenge of independent candidates coming from the ruling party itself. This phenomenon of independent candidates could have far-reaching consequences in overcoming the present state of weak political opposition in Zimbabwe. The paper therefore suggests a scenario in which a viable opposition could come from a splinter group inside the ruling ZANU (PF) itself not unlike the major ZAPU/ZANU split of 1963. Introduction Observers of the Zimbabwe political scene are likely to assume that Zimbabwe was, until the 1990s, a one-party state. This is because for the better part of the 1980s Zimbabwe's political leadership and the ruling party aggressively advo- cated a one-party system. The socialist ideology which the leadership proclaimed during this period also reinforces this view. The fact, however, is that Zimbabwe has never been a one-party state, before or after independence in 1980. -

Zimbabwe Unity Movement (ZUM) Emerged, but Then Disintegrated Rapidly
African Studies Quarterly | Volume 7, Issues 2 & 3 | Fall 2003 Opposition Politics in Independent Zimbabwe LIISA LAAKSO Abstract: Zimbabwe has implemented a multi-party system on a universal franchise for more than two decades. This era has witnessed consolidation of power into the hands of the ruling ZANU party and its leader Robert Mugabe, and a gradual evolution of political crises. All general elections have shown support for the opposition among the voters. However, the opposition has changed a lot. Between 1980 and 1987 there was a strong regional party, ZAPU, which transformed from a partner of the ruling party to repressed dissident. The second period after the unity between ZANU and ZAPU witnessed mobilisation in defence of multipartyism and against corruption, and the birth of a populist party ZUM. ZUM’s disintegration was followed by massive electoral apathy in 1995. The third period started with civic organization for constitutional reform in 1997 and led to the emergence of the MDC, a wide coalition of interest groups united by their aim to seize ZANU from power. State responses to opposition politics help to clarify its unstable nature. Introduction Consolidation of the authoritarian power of Robert Mugabe’s Zimbabwe African National Union (ZANU) in independent Zimbabwe has not proceeded through the withering away of dissent. All general elections have witnessed support for other parties. But the parties and their support base have changed radically. On the one hand this reflects the government’s different strategies to silence its critics. On the other hand it tells about changes in Zimbabwean society itself. -

Third World Quarterly, Vol 23, No 6, pp 1159–1179, 2002 The history of the use of bacteriological and chemical agents during Zimbabwe’s liberation war of 1965–80 by Rhodesian forces IAN MARTINEZ ABSTRACT In 1979 the largest recorded outbreak of anthrax occurred in Rhodesia, present day Zimbabwe. The incident, widely known in Africa and in intelligence circles is not widely known in the USA or Europe. At the time Rhodesia was fighting a guerilla war against black nationalist insurgents. Rhodesia first accused the nationalist side of using anthrax as a weapon. In allegations that surfaced in 1998—and which persist to this day—external researchers and the current government of Zimbabwe insist that the outbreak in 1978–80 was anything but benign. They argue that the original outbreak was the result of a calculated move by the Rhodesian government with the duplicitous acknowledgment of apartheid South Africa. Furthermore, the government alleges that a current outbreak is the work of disgruntled white farmers in the country. The allegations over the 1979–80 outbreak are given credence by the acknow- ledgement by Ken Flower, Chief of Rhodesia’s Central Intelligence Organisation (CIO), and by CIO Officer Henrik Ellert that the white minority regime of Ian Smith used biological and chemical weapons against the guerillas, against rural blacks to prevent their support of the guerillas and against cattle to reduce rural food stocks.
