SURF LIFE SAVING NEW SOUTH WALES 111TH ANNUAL REPORT 2017/18 OUR MISSION To save lives, create great Australians and build better communities. Today, Surf Life Saving NSW (SLSNSW) has members across 129 Surf Life Saving Clubs (SLSCs) and 11 Branches who perform thousands of rescues, preventative actions and first aid treatments each year. The origins of Surf Life Saving can be traced back to the actions of Mr William Gocher who, in September 1902 at Manly Beach, defied the law of the time by bathing during the prohibited daylight hours. As the popularity of surf bathing quickly grew into a national pastime, its dangers became apparent. Small groups of experienced, regular surfers began to form themselves into lifesaving bodies to help people who needed rescuing from an unfamiliar environment. As these lifesaving bodies or ‘clubs’ grew in size and number, the need for a united front to raise money and ask for help from local councils and the NSW Government was identified and the NSW Surf Bathing Association was formed on 18 October 1907. The name of the Association was later changed to the Surf Life Saving Association of Australia, and in 1991 it was changed again to Surf Life Saving Australia. Surf Life Saving NSW, formerly known as the Surf Life Saving Association of Australia (NSW State Centre) has operated within the state boundaries of NSW to fulfil the mission and goals of the Association since 1907. Since recording began in 1949 our members have performed over 371,000 rescues. For over a century our beaches and coastal lifestyle have formed an important part of our identity and culture. Surf Life Saving is an iconic and inclusive organisation with a volunteer ethos that is embedded at the very heart of the movement. The principles of saving lives, building better communities, and creating great Australians are just as relevant now as they were in lifesaving’s infancy. Over the last 12 months more than 6 million people have visited a beach in NSW. They were diligently watched over by surf lifesavers who combined to spend over 660,000 volunteer hours on patrol, which is an incredible effort on the part of those who proudly wear the red and yellow. The impact of Surf Life Saving is significant - providing opportunities for people to enjoy healthy, active lifestyles and giving a sense of cohesion within local communities. Of particular note is the amazing Nippers program which has been introducing children to the ocean environment for 50 years. The Nippers are the very future of the movement with the lifesavers of tomorrow learning how to be safe around the water today. Finally, I would like to take this opportunity to recognise the important contribution that surf lifesavers make to the community, not only through conducting preventative actions and rescues, but also through educating the general public and promoting important skills such as CPR and first aid training. Thank you to Surf Life Saving NSW and all its members for their ongoing contribution to the community of New South Wales. General The Honourable David Hurley AC DSC (Ret’d) Governor of New South Wales 5 MINISTER’S FOREWORD “I congratulate the organisation on its efforts to educate the community about the importance of water safety.” I am very pleased to provide the foreword for the 111th Annual Report of Surf Life Saving New South Wales (SLSNSW). Since taking on the Emergency Services portfolio in January 2017, I have had the opportunity to build a close working relationship with your wonderful organisation. Surf lifesavers are an integral part of our community and the work that you do both on and off the beach is central to the spirit of volunteerism and is greatly appreciated. Any death along our coastline is an absolute tragedy and impacts everyone in the emergency service sector. Potentially preventable drownings such as a rock fisher not wearing a lifejacket that could have saved their life are particularly heart-breaking. Sadly, 39 people drowned along the NSW coast during 2017/18, with a significant number of those occurring some distance away from patrol services. During the summer peak we also witnessed a spike in drownings with fatalities in the ocean, in rivers and in backyard pools. The Government’s message remains clear and supports the valuable work Surf Life Saving is doing in better educating the community and visitors to our shores: where there is water there is danger. Swimmers should never underestimate the conditions or overestimate their abilities. It is vital that all beachgoers swim between the flags at patrolled beaches. I would also like to acknowledge the work of my colleague Niall Blair, Minister for Primary Industries, who has been involved in the state- wide roll out of the Rock Fishing Safety Act, as well as championing our $16M Shark Management Program. Surf Life Saving NSW plays a key role in a variety of important public safety initiatives, which is why we are pleased to support the organisation with the introduction of trials involving Unmanned Aerial Vehicles and Emergency Response Beacons. These lifesaving devices reflect the organisation’s commitment to new technology and I have no doubt that Surf Life Saving will continue to be at the forefront of drowning prevention innovations in the future. Finally, on behalf of the NSW Government, I would like to again thank all volunteers from the 129 surf clubs across the state for your dedication protecting beachgoers in NSW. I congratulate the organisation on its efforts to educate the community about the importance of water safety. The work you do is greatly appreciated, and without it there is no doubt more lives would be lost on our coastline. The Hon. Troy Grant, MP Minister for Emergency Services 6 Surf Life Saving NSW | Annual Report 2017/18 PRESIDENT’S REPORT “I am determined that the trust and respect we enjoy within the community will be sustained and our legacy fiercely guarded.” • Capable and Ready - ensuring we have the capability and capacity within our life saving arrangements to retain a 24/7 readiness, and to meet the ever-changing needs of our community. Overall it has been a very successful year for our members who have performed some wonderful rescues, contributed to their communities in so many ways and been outstanding ambassadors for the movement. One of the things I most enjoy about being President is getting out and talking to the grassroots members who are all passionate about Surf Life Saving. I was fortunate to attend a number of our Championship surf sports events throughout the season and it was great to see the young talent coming through. These talented members are not only striving for excellence in sport, but are developing skills and commitment to their clubs and Surf Life Saving generally. Like many volunteer organisations we will no doubt face many challenges over the coming years.
