Newsletter 2014-47 November 21, 2014 CAWV LEGISLATIVE COMMITTEE PLANS FOR 2015 SESSION Members of the CAWV Legislative Committee met Wednesday to begin planning for the upcoming session of the West Virginia Legislature. "There is new leadership in the House and Senate which will mean all new committee chairs and possibly new committee staff and counsel," said Chairman C.R Neighborgall, The Neighborgall Construction Company. "HUB/PAC had a 70 percent success rate in the Senate races we supported and 93 percent rate in House races," the chairman said. "However, with 10 new senators and 33 new delegates elected this term, we will have a lot of new legislators to meet and get to know." CAWV members will get an email from the committee asking which legislators they know and will be willing to contact when issues arise during the legislative session. Members are also being asked to recommend issues for legislative action, including regulatory or rule revisions. See article below for details. CAWV NEEDS MEMBER INPUT ON LEGISLATIVE ISSUES The CAWV’s legislative program’s successes are a result of the foresight and support of the association’s membership. As Legislative Committee Chairman C.R. Neighborgall prepares to formulate a plan for the 2015 legislative session, member input is needed. In this week’s Newsletter is a survey asking members to list the top three issues the CAWV should pursue in 2015. The new House and Senate leadership have asked the CAWV to specifically comment on regulatory issues that affect contracting that, if modified or repealed, would promote a better business climate. These could be excessive and duplicative environmental issues, litigation, such as Joint and Several Liability, or any other rule or regulation that adds to bureaucracy or unnecessary burdens on a company’s operation. LAST CHANCE TO SIGN UP FOR CAWV & ARTBA OSHA 10-HOUR COURSE IN MORGANTOWN Registration for the CAWV and American Road and Transportation Builders Association, OSHA 10-Hour course for CAWV members is approaching quickly. The training will be held at the Lakeview Resort and Conference Center located at 1 Lakeview Drive, Morgantown on December 4 from 7:00 a.m. to 5:00 p.m. and on December 5 from 7:00 a.m. to 1:00 p.m. The cost is $60.00 per attendee and includes full breakfast both days and lunch on the first day. A registration form is attached to this week’s Newsletter. Only a few participant slots are still available. The CAWV will be scheduling additional OSHA 10- Hour courses in the near future. To register, please contact Pat McDonald at (304) 342-1166 or email [email protected]. SENATE COMMITTEE CHAIRS PREDICTION Legislators met in Charleston this week for legislative interim meetings. With the historic election Nov. 4 which gave Republicans control of both houses for the first time since the 1930s, the December interims will mainly consist of the transfer of control from outgoing Speaker Tim Miley to Tim Armstead, and Senate President Jeff Kessler to Bill Cole. While the House has not indicated who will serve as committee chairs, Talkline host Hoppy Kercheval, in his November 21 commentary, provides a list of possible committee chairs. Committees of importance to the CAWV, and their prospective chairs, are: Majority Leader: Mitch Carmichael; Finance: Mike Hall; Judiciary: Charles Trump; Energy, Industry and Mining: Jeff Mullins; Government Organization: Craig Blair; and Transportation: Chris Walters. Republicans and Democrats will caucus in December to finalize leadership positions. JOIN THE CAWV FOR A HOLIDAY OPEN HOUSE DECEMBER 2 CAWV President Dan Flesher invites all members and their employees to the association’s Holiday Open House on Tuesday, December 2, at CAWV Headquarters from 4:00 p.m. to 7:00 p.m. The CAWV will be collecting new, unwrapped toys to benefit Toys For Tots. Anyone wishing to donate should bring items to the reception. This is a great opportunity for members to get together and network, as a large number of members come to the association for the holiday festivities. SUNDAY “60 MINUTES” TO REPORT ON AMERICA’S CRUMBLING INFRASTRUCTURE Ray LaHood, the former U.S. Transportation Secretary, tells 60 MINUTES many of the nation’s roads are “on life support” and that the broken roads and bridges need to be fixed now. “It’s falling apart because we haven’t made the investments. We haven’t got the money,” LaHood tells correspondent Steve Kroft. “Politicians in Washington don’t have the courage to say, ‘This is what we have to do.’ That’s what it takes …. they don’t want to raise the taxes. They really don’t have a vision of America the way other Congresses have had a vision of America,” he tells Kroft. 60 MINUTES airs Sunday, November 23, at 7:00 p.m. on the CBS Television Network.
