    Newsletter 2014-47 November 21, 2014 CAWV LEGISLATIVE COMMITTEE PLANS FOR 2015 SESSION Members of the CAWV Legislative Committee met Wednesday to begin planning for the upcoming session of the West Virginia Legislature. "There is new leadership in the House and Senate which will mean all new committee chairs and possibly new committee staff and counsel," said Chairman C.R Neighborgall, The Neighborgall Construction Company. "HUB/PAC had a 70 percent success rate in the Senate races we supported and 93 percent rate in House races," the chairman said. "However, with 10 new senators and 33 new delegates elected this term, we will have a lot of new legislators to meet and get to know." CAWV members will get an email from the committee asking which legislators they know and will be willing to contact when issues arise during the legislative session. Members are also being asked to recommend issues for legislative action, including regulatory or rule revisions. See article below for details. CAWV NEEDS MEMBER INPUT ON LEGISLATIVE ISSUES The CAWV’s legislative program’s successes are a result of the foresight and support of the association’s membership. As Legislative Committee Chairman C.R. Neighborgall prepares to formulate a plan for the 2015 legislative session, member input is needed. Protecting WVU Tech A bipartisan group of House and Senate members have introduced two bills to ensure the continued viability of WVU Tech. HB 4310 (sponsored by Delegates John O’Neal, Bill Anderson, Lynne Arvon, Mick Bates, Paul Espinosa, Barbara Fleischauer, Cindy Frich, Brian Kurcaba, Tim Miley, Eric Nelson and Joe Statler) was introduced last Wednesday. A companion bill, SB 386 (sponsored by Senators Jeff Mullins, Bob Beach, Craig Blair, Ed Gaunch, Mike Hall, Jeff Kessler, Roman Prezioso, Charles Trump and Bob Williams), was introduced Monday. WVU Extension Service SB 403, Relating to Cooperative Extension Workers, was introduced Wednesday by Senators Kent Leonhardt and Bob Williams. This bill seeks to amend §19-8-1 of the West Virginia Code. Current code was written in the 1960s, and this legislation updates code to reflect the current organizational function of WVU Extension Service agents. Innovation and Entrepreneurship Day at the Capitol Last Wednesday, the Legislature welcomed participants of Innovation and Entrepreneurship Day to the Capitol.     Newsletter 2018-17 April 27, 2018 FOX NEWS POLL RELEASED ON GOP SENATE RACE West Virginia Republican Rep. Evan Jenkins narrowly leads state Attorney General Patrick Morrisey in a new poll of the state's GOP Senate primary race, which shows Attorney General former coal executive Don Blankenship in third place. The new Fox News Poll found that 25 percent of likely GOP primary voters prefer Jenkins, compared to 21 percent who back Morrisey. Sixteen percent support Blankenship, while 15 percent back other candidates and 24 percent remain undecided. The poll shows solid room for movement in the race's final days — on top of the undecided portion, 41 percent of the sample say that it's possible they'll change their mind between now and the election. The Fox News poll surveyed 985 likely primary voters between April 18 and April 22 with live landline and cellphone interviews. The margin of error was 3 percentage points. Fox News Channel plans to stage a Republican primary debate for U.S. Senate candidates in Morgantown. Anchors Bret Baier and Martha MacCallum will co-moderate the debate Tuesday, May 1 at the Metropolitan Theatre in Morgantown from 6:30 p.m. to 7:30 p.m. The event kicks off a Fox News series called “America’s Election Headquarters 2018” leading up to the midterms. A separate U.S. Senate debate is slated for Monday at Wheeling Jesuit University’s Troy Theater starting at 6:30 p.m. The Wheeling 90-minute debate, sponsored by The Intelligencer and Wheeling News Register, will air live statewide on West Virginia Public Broadcasting’s main channel as will be streamed at www.wvpublic.org.

    LB 2015 – 01 January 19, 2015 Starting today and running through the 60-day legislative session, members will receive, via e-mail, the CAWV Legislative Bulletin every Monday morning. The bulletin contains up-to-the- minute information on issues affecting the contracting industry and association members. In addition to the Monday morning Legislative Bulletins, the CAWV will be sending out Legislative Alerts throughout the coming weeks to members via email. Members will be asked to contact their legislators on issues affecting the industry and member companies through the CAWV Legislative Action Center, powered by BIPAC. When necessary, the CAWV will provide members with a letter template, and with just a few clicks, a personalized letter or email can be sent. BIPAC also provides a “Find Your Legislator” feature, election information and a refresher on government. Members will be encouraged to contact their senators and delegates on key legislative issues, and instructions on how to do so through BIPAC will be included in future Legislative Alerts. Hundreds of individual email messages voicing support or opposition to pending legislation were sent to legislators last year, making the CAWV Legislative Action Center a very effective tool when communicating with legislators. With Republicans taking control of the House and Senate, the first time in 83 years, the entire committee leadership structure is changed. Republicans will control the Chair and Vice Chair positions and Democrats will compose of the Minority Chair and Vice Chair positions. Republicans will have the majority on each committee as well. In the House, many of the new chairs are long serving House Republican members.
