FOX NEWS POLL RELEASED ON GOP SENATE RACE

West Virginia Republican Rep. Evan Jenkins narrowly leads state Attorney General in a new poll of the state's GOP Senate primary race, which shows Attorney General former executive Don Blankenship in third place. The new Fox News Poll found that 25 percent of likely GOP primary voters prefer Jenkins, compared to 21 percent who back Morrisey. Sixteen percent support Blankenship, while 15 percent back other candidates and 24 percent remain undecided. The poll shows solid room for movement in the race's final days — on top of the undecided portion, 41 percent of the sample say that it's possible they'll change their mind between now and the election. The Fox News poll surveyed 985 likely primary voters between April 18 and April 22 with live landline and cellphone interviews. The margin of error was 3 percentage points.

Fox News Channel plans to stage a Republican primary debate for U.S. Senate candidates in Morgantown. Anchors Bret Baier and Martha MacCallum will co-moderate the debate Tuesday, May 1 at the Metropolitan Theatre in Morgantown from 6:30 p.m. to 7:30 p.m. The event kicks off a Fox News series called “America’s Election Headquarters 2018” leading up to the midterms.

A separate U.S. Senate debate is slated for Monday at Wheeling Jesuit University’s Troy Theater starting at 6:30 p.m. The Wheeling 90-minute debate, sponsored by The Intelligencer and Wheeling News Register, will air live statewide on Public Broadcasting’s main channel as will be streamed at www.wvpublic.org.

EARLY VOTING BEGINS

Early voting in this year’s primary election began Wednesday across West Virginia. Wednesday marked 13 days until the May 8 primary election, in which voters will decide on matters including this year’s candidates in the U.S. Senate and House of Representatives, state Legislature and local government races.

Most counties have early voting at their courthouse or where their county clerk’s office is located. Beginning this year, anyone who is interested in voting will have to bring a form of identification to their polling location. Acceptable forms of identification include government- issued identification — such as a driver’s license, military ID card, birth certificate or hunting license — as well as credit cards, utility bills and bank statement issued within six months of the election, and health insurance card. Early voting continues through May 5.

GOVERNOR JUSTICE ISSUES EXECUTIVE ORDER ON REGULATORY REFORM

Governor Jim Justice, who issued two executive orders about regulations earlier this year, issued another one this week. The governor’s latest order particularly deals with permits for projects that may be considered economically critical. The order creates an expedited process for all permits in the state. This process includes: permitting for all projects, prioritizing permits of critical economic concern and requiring executive agencies to file written reports explaining inaction on completed applications for such projects, and requires the Development Office to give an annual report on if the program is operating successfully. In addition to the new executive order, Justice issue two other orders which established a regulatory moratorium and regulatory review. APA REQUESTING DIRECTORY UPDATE INFORMATION AND ADS

The Asphalt Pavement Association of West Virginia (APAWV) is in the process of requesting updates from members for listings in their new 2018-2019 APAWV Directory. The directory, distributed at no cost, is a popular resource due in part to its extensive listing of Division of Highways and state and federal agencies. The map section, identifying WVDOH districts and asphalt plant locations, is also a handy reference. ACCIDENT PREVENTION

As a construction worker you are part of a team of skilled professional craft workers, and accident prevention is part of your job. It takes everyone's effort to keep a jobsite safe. There are many things you can do to help prevent accidents. Come to work fully rested; wear proper clothing and sturdy footwear; jewelry, watches and rings must be left at home. Use the correct personal protective equipment when the task requires it, and keep this safety gear in good condition and replace it as necessary. Damaged or lost equipment should be reported to your supervisor. Keep your work area clean and neat. Don't let your housekeeping get out of hand.

Follow the warnings written on labels. Observe signs, regulations and procedures; ask your supervisor about any you don't understand. Never bypass safety valves or devices. Follow lock out - tag out practices where required to do so. Remove protruding nails or bend them over. Wipe up spills of oil, water, or grease. Keep walkways, aisles, traffic lanes and fire exits clear of debris and other materials. When working in new areas of the jobsite take a few minutes to look around to locate obvious hazards. Don't leave any floor openings unprotected. Cover floor holes securely or guard with standard guardrails. Make sure you have the right type and size of ladder. Climb it facing the rungs and be sure your hands are free to hold onto the ladder.

Check your electrical tools prior to use. Whenever possible plug into electrical outlets that are protected with GFCI'S. Do not use tools with split, broken, or loose handles. Watch out for overhead power lines. Always store flammable liquids in approved containers. Shut off engines and let them cool down prior to refueling; and never smoke around flammables. Report any accidents to your supervisor. If you get injured get proper first aid and seek medical assistance if necessary. Keep your mind on your work. Drugs and alcohol don't have a place on the job. Horseplay and practical jokes cause accidents so keep them off the job. Practice accident prevention. Try your best to follow these guidelines and all of us will have a safer place to work.

Nearly 150 CAWV members, WVDOH and FHWA representatives have registered to attend next week’s highway construction forum. The CAWV and West Virginia Division of Highways are holding a second highway construction forum for all interested CAWV members on Friday, May 4, at 8:30 a.m. at Embassy Suites in Charleston. CAWV members will join WVDOH officials to discuss how the division will design, bid and award hundreds of projects for 2018. CAWV members will have an opportunity to ask questions and to provide comments and recommendations on how to get the projects completed quickly.

FINAL FY 2018 SPENDING BILL INCREASES HIGHWAY AND TRANSIT INVESTMENT; HIGHWAY TRUST FUND FIX UNRESOLVED

The FY 2018 transportation appropriations package approved by Congress March 21 and signed by the president provided $1.98 billion in new General Fund money for federal highway and bridge obligations by the state transportation departments. These programs have been operating at FY 2017 funding levels through a series of continuing resolutions (CR) since last fall. The money will be distributed to the states via the 2015 FAST Act’s Surface Transportation Block Grant Program. These resources are in addition to the $900 million FAST Act authorized increase for the core federal highway program. While the states could choose to commit this new money to project starts this year, they are not required to do so. They have until Sept. 30, 2021, to put their share of the new money under contract.

The highway programs will receive an 8 percent increase above FY 2017 funding levels, totaling $46.76 billion. Beyond the FY 2018 FAST Act-authorized Contract Authority of $44.23 billion, there is also $2.53 billion in spending for various initiatives, including $320 million for federal/tribal highways; $1.98 billion for highways, bridge and tunnel projects distributed under the same formula as the Surface Transportation Program Block Grants; and $225 million for a rural state competitive grant program for bridge projects.

One final observation: While the increase in surface transportation investment is a positive step, it in no way lessens the need for Congress and the president to take action this year on a long- term infrastructure package with a permanent Highway Trust Fund (HTF) solution as its centerpiece. This remains the most pressing legislative priority for ARTBA, AGC of America and their coalition partners. This will be a major item of discussion at the CAWV Congressional Fly- In to Washington on May 16.
