No. 56 of 2009 EUROPEAN COMMUNITIES (STATISTICS IN RESPECT OF CARRIAGE OF PASSENGERS, FREIGHT AND MAIL BY AIR) REGULATIONS 2008 I, BRIAN COWEN, Taoiseach, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972), and for the purpose of giving further effect to Regulation (EC) No. 437/2003 of the Euro- pean Parliament and of the Council of 27 February 2003, as implemented and amended by Commission Regulation (EC) No. 1358/2003 of 31 July 20032, hereby make the following regulations: 1. These Regulations may be cited as the European Communities (Statistics in respect of Carriage of Passengers, Freight and Mail by Air) Regulations 2008. 2. (1) In these Regulations— “Act of 1993” means the Statistics Act 1993 (No. 21 of 1993); “airport” means an airport in the State specified in Annex I to the Commission Regulation which, for ease of reference, is set out in the Schedule; “Annex I”, in Regulations 3 and 4, means Annex I to the European Regulation, as substituted by Annex III to the Commission Regulation; “commercial air transport operator” means an air transport undertaking with a valid operating licence for operating commercial air flights; “Commission Regulation” means Commission Regulation (EC) No. 1358/2003 of 31 July 20032; “European Regulation” means Regulation EC No. 437/2003 of the European Parliament and of the Council of 27 February 20031, as implemented and amended by the Commission Regulation; “flight stage” means the operation of an aircraft from take-off to its next landing; “Office” means the Central Statistics Office; “on flight origin and destination” means traffic on a commercial air service identified by a unique flight number subdivided by airport pairs in accordance with point of embarkation and point of disembarkation on that flight. -

In accordance with the provisions of Annex 131 to the Convention on International Civil Aviation, Regulation (EU) No 996/20102 and Statutory Instrument No. 460 of 20093, safety investigations are in no case concerned with apportioning blame or liability. They are independent of, separate from and without prejudice to any judicial or administrative proceedings to apportion blame or liability. The sole objective of this safety investigation and Final Report is the prevention of accidents and incidents. Accordingly, it is inappropriate that AAIU Reports should be used to assign fault or blame or determine liability, since neither the safety investigation nor the reporting process has been undertaken for that purpose. Future-proofing Ireland A response to the National Planning Framework Richard Logue Introduction The Central Statistics Office predicts that the State’s population will increase by 1.7 million over the next 30 years. Unless the State is proactive and plans ahead for this significant increase in population we will be faced with even more unbalanced development than we already have. John Moran, the former Secretary of the Department of Finance has proposed that a counterweight to Dublin be established in the West in order to deal with the issue of population expansion. This idea should be given very serious consideration. At present nearly all significant development in the State is focussed on the Greater Dublin Area. We have a stark choice facing us for the future of Ireland; we can either allow Dublin to grow out of control or we can re-invent some of the most deprived and remote parts of Ireland for a brighter future in an uncertain world. Biographical note I started working for London Underground in 1989 and since then have worked on a variety of major rail projects including the Jubilee Line extension, the Thameslink Programme and more recently for Network Rail’s Anglia route. My projects include the Crossrail project, Step Free Access at Stations, and the new Lea Bridge and Cambridge North stations. I am from Quigley’s Point in County Donegal and have lived in the UK since 1985. Killybegs Harbour Centre & South West Donegal, Ireland Area Information Killybegs is situated on the North West Coast of Ireland with the newest harbour facility in the country which opened in 2004. The area around the deep fjord-like inlet of Killybegs has been inhabited since prehistoric times. The town was named in early Christian times, the Gaelic name Na Cealla Beaga referring to a group of monastic cells. Interestingly, and perhaps surprisingly in a region not short of native saints, the town’s patron saint is St. Catherine of Alexandria. St. Catherine is the patron of seafarers and the association with Killybegs is thought to be from the 15th Century which confirms that Killybeg’s tradition of seafaring is very old indeed. The area is rich in cultural & historical history having a long association with marine history dating back to the Spanish Armada. Donegal is renowned for the friendliness & hospitality of its people and that renowned ‘Donegal Welcome’ awaits cruise passengers & crew to the area from where a pleasant travel distance through amazing sea & mountain scenery of traditional picturesque villages with thatched cottages takes you to visit spectacular castles and national parks.
