REAR ADMIRAL SY SHRIKHANDE, AVSM, IN (Retd) RADM Sudarshan Shrikhande is a graduate of NDA; commissioned on 01 Jul 1980. His early sea tenures were in IN Ships Taragiri, LCU-L32, Rajput. From 1985 to 1988 he completed an engineering PG course at the Soviet Naval War College, Leningrad (St. Petersburg), graduating with distinction for his MSc in Weapon and Sonar Engineering. He was ASWO/Ops officer of INS Ranvir for nearly four years. Further service at sea was in command of INS Nishank, XO of INS Delhi and CO, INS Kora and INS Rajput. Ashore, he has been an instructor in ASW School; Commander War Room, NHQ/New Delhi; Director Indian Naval Tactical Evaluation Group: and Directing Staff/ College of Naval Warfare. He was the Defence Adviser in HCI/ Canberra (Australia) concurrently accredited to Fiji, New Zealand, Papua New Guinea and Tonga from 2005-2008 He was a selected member of the CNS’ Strategy and Operations Council from 2008-2011. Selected to Flag Rank since Jan 2009, he was ACNS (Foreign Co-operation & Intelligence) at NHQ until Aug 2010. His later flag appointments were Chief of Staff, SNC from Aug 10- Aug 12 and as ACIDS (Fin &Plg)/ HQIDS until Apr 14. From Apr 14 to Oct 15, he was Chief Staff Officer (Sea Vector) at HQSFC and also officiated as Deputy C-in-C/ SFC for some time. In Nov 2015, he reported as Flag Officer Doctrines & Concepts for the IN, based at Mumbai. He opted for early retirement from the Navy after 36 years on 10 July 2016 and now lives in Goa. He was awarded the AVSM in 2015. At the Defence Services Staff College in 1995 he was awarded the Scudder Medal by Madras University for his MSc (Strat Studies) and Peter Mitchell (Third) Prize from the Royal Australian Navy. He is a graduate of the Naval Higher Command Courses at the College of Naval Warfare, Mumbai as well as of the US Naval War College (Class of 2003), Newport, Rhode Island, where he was the first foreign officer to graduate with highest distinction, was class president and was awarded the “Robert Bateman” and “Jerome E Levy” first prizes and the “James Forrestal” Seminar prize. He has been awarded MPHIL from Mumbai University in 2014. He is doing his PhD with Mumbai University. His thesis is on sea-based nuclear deterrence for India. Besides having written several papers on professional subjects while in service, he contributes to military magazines, think-tanks and websites in India and abroad, and has been teaching a capsule on the works and ideas of the Masters of Strategy. In addition, he regularly lectures on operational art, RMA, leadership and ethics at the NWC, Goa, the DSSC, the College of Defence Management, the College of Air Warfare, Army War College, Naval Academy and the NDA. He has spoken at the National Defence College and has taught the Peloponnesian War at Takshashila Institute. In addition, he has participated in a Track 1.5 conference in Hainan, China in Sep 2017and in a Track 1.5 Indo- US Strategic Dialogue in Sep 2018, in the “Citizen 2030” Cyber-Security in initiative as well as in defence indigenization partnership conferences of FICCI as well as CII. He is a distinguished mentor for China studies at the College of Defence Management, Secundrabad. He was at the Indo-Pacific Strategic Dialogues and Simulation Conference at Sydney in Aug 2019. 4. He is a member of a global team of maritime analysts from about a dozen countries working on a new book to give contemporary meaning to late RADM J Richard Hill’s 1986 book, Maritime Strategy for Medium Powers. He is also working on projects with the National Security College, ANU, Canberra. He has been associated with the ORF and VIF via papers written and participation in consecutive Strategic Assessment exercises at VIF. As Hony President, Navy Foundation, Goa and a volunteer member of the CM’s Committee for ESM Welfare in the state, he assists in veterans’ affairs. He now is also involved in corporate executive development programmes in areas of strategy formulation, operational execution, leadership and ethics. .
