This objective was intended to be achieved through two outcomes and seven outputs: Outcome 1: Strengthened and expanded Protected Areas System. Output 1: Conservation of rare and endangered species. Output 2: Strengthening and expanded protected areas system. Output 3: Strengthened legal and institutional framework for biodiversity conservation and transboundary management. Output 4: Increased levels of biodiversity awareness among major stakeholder groups and the rural population. Outcome 2: Strengthened enabling environment for ecosystem‐based biodiversity conservation. Output 5: Improved information on biodiversity, including TEK, and its use in decision‐ making. Output 6: Mainstreaming biodiversity conservation into regional decision making pro‐ cess. Output 7: Development of alternative livelihoods and involvement of local communities in natural resource management. In December 2009, additional funding was secured from the German Government through the Inter‐ national Climate Change Initiative (ICI), and a third outcome was added to the log frame: Outcome 3: Expansion of the protected area network, protection of the carbon pools within the expanded PAs system and setting up climate resilient PAs networks in the ASE region. Output 8: Expansion of the Protected Areas Network for the conservation of the Altai‐ Sayan Region Output 9: Fire Management interventions in place in existing and new protected areas Output 10: Assist in adapting natural ecosystems to climate changes in specific protected areas. Output 11: Enable alternative livelihood incentives and encourage sustainable use of natural resources among local communities. Activities for this third outcome have not been completed yet and may continue for at least another year. This outcome is not subject of this evaluation accordingly. Preliminary observations on project performance regarding this outcome are given in the Annex. The project is executed by the Ministry for Natural Resources and Environment of the Russian Federa‐ tion with the direct joint participation of the Regional Governments and Administrations of the Altai‐ Sayan Ecoregion. The Russian part of the ecoregion is divided administratively into six regions, or subjects of federation. They are Krasnoyarsky and Altaisky krai, Republics of Tuva, Altai and Khakasi‐ ya, and Kemerovskaya oblast. No project sites have been identified in the Republic of Buryatia and Irkutsk Oblast, which partially overlap with the eastern part of the Altai‐Sayan Ecoregion. The GEF grant comprised approximately US$3.9

The law of one price serves as a criterion of market integration. The data analyzed are time series of the regional costs of a basket of basic foods (staples basket) over 2001–2015. Pairs of regional markets are divided into four groups: perfectly integrated, conditionally integrated, not integrated but tending towards integration (converging), and neither integrated nor converging. Nonlinear time series models with asymptotically decaying trends describe price convergence. Integration of Siberian regional markets is found to be fairly strong; they are integrated and converging with about 70% of country’s regions (including Siberian regions themselves). A review and analysis of all available absolute dates for reference Chagan section is presented. The highest correlation amongst all TL dates is observed for the lens of glacio-lacustrine sediments – the most suitable among glacial deposits for luminescence dating, and indicates its possible Middle Pleistocene age. IRSL dates obtained from feldspar indicate a Middle Pleistocene age of moraines already in the upper part of the section. The small number of obtained IRSL dates does not allow making geochronological reconstructions of the Pleistocene glaciations, but gives the possibility for further experiments with different variation of OSL (IRSL) techniques. Strong low temperature peak in TL signal and strong response to IR stimulation are specific regional quartz features, which could be explained by combination of short transportation distance and low number of depositional cycles for mineral grains. Available radiocarbon dates of carbonate concre- tions from this section are not related to the age of moraine sedimentation and most likely indicate the period of the Chagan river incision into the ancient glacial deposits.

HILTON Summary The breeding areas of the Critically Endangered Slender-billed Curlew Numenius tenuirostris are all but unknown, with the only well-substantiated breeding records being from the Omsk prov- ince, western Siberia. The identification of any remaining breeding population is of the highest priority for the conservation of any remnant population. If it is extinct, the reliable identification of former breeding sites may help determine the causes of the species’ decline, in order to learn wider conservation lessons. We used stable isotope values in feather samples from juvenile Slender-billed Curlews to identify potential breeding areas. Modelled precipitation δ 2 H data were compared to feather samples of surrogate species from within the potential breeding range, to produce a calibration equation. Application of this calibration to samples from 35 Slender-billed Curlew museum skins suggested they could have originated from the steppes of northern Kazakhstan and part of southern Russia between 48°N and 56°N. The core of this area was around 50°N, some way to the south of the confirmed nesting sites in the forest steppes. Surveys for the species might be better targeted at the Kazakh steppes, rather than around the historically recog- nised nest sites of southern Russia which might have been atypical for the species. We consider whether agricultural expansion in this area may have contributed to declines of the Slender-billed Curlew population.

Buddhism provides a direct link between India and the peoples of Siberia (Buryatia, Chita, Irkutsk, Tuva, Altai, Urals etc.) who have distinctive historico-cultural affinities with the Indian Himalayas particularly due to common traditions and Buddhist culture. Revival of Buddhism in Siberia is of great importance to India in terms of restoring and reinvigorating the lost linkages. The Eurasianism of Russia, which is a Eurasian country due to its geographical situation, brings it closer to India in historical-cultural, political and economic terms.

However, to date there is no systematic glo- bal characterization and distribution map for grassland types. To address this gap, we first propose a systematic definition of grassland. We then integrate International Vegetation Classification (IVC) grassland types with the map of Terrestrial Ecoregions of the World (TEOW). Location Global. Methods We developed a broad definition of grassland as a distinct biotic and ecological unit, noting its similarity to savanna and distinguishing it from woodland and wetland. A grassland is defined as a non-wetland type with at least 10% vegetation cover, dominated or co-dominated by graminoid and forb growth forms, and where the trees form a single-layer canopy with either less than 10% cover and 5 m height (temperate) or less than 40% cover and 8 m height (tropical). We used the IVC division level to classify grasslands into major regional types. We developed an ecologically meaningful spatial cata- logue of IVC grassland types by listing IVC grassland formations and divisions where grassland currently occupies, or historically occupied, at least 10% of an ecoregion in the TEOW framework. Results We created a global biogeographical characterization of the Earth’s grassland types, describing approximately 75% of IVC grassland divisions with ecoregions.

Zykova¹ ¹Central Siberian Botanical Garden, Siberian Branch of the Russian Academy of Sciences Novosibirsk, Russia ²Katunskiy State Nature Biosphere Reserve Ust’-Koksa, Altai Republic, Russia E-mail: [email protected], [email protected] In the Altaiskiy and Katunskiy State Nature Biosphere Reserves we registered 44 alien plant species, which were considered in Siberia as invasive and potentially invasive. Among them, there were 30 xenophytes and 14 ergasiophytes species. Rumex acetosella L., Impatiens glandulifera Royle, Galinsoga ciliata (Rafin.) Blake, and Strophiostoma sparsiflorum (Mikan ex Pohl) Turcz. are considered invasive in the Altaiskiy Reserve because they actively spread there in natural and seminatural plant communities and habitats. Most of the species had appeared in the territories of the reserves before their establishment as a result of agricultural activity or appeared after their establishment because of activity of the reserves themselves. Despite of a big amount of tourists in the reserves, the invasive and potentially invasive plants are absent on the ecological paths at present. By now 14000 alien plant species are known, 13000 of which have already naturalized in at least one region of the world (van Kleunen et al., 2015, 2019).
