Reid Highway Dual Carriageway Construction Update APRIL 2020 Reid Highway Dual Carriageway Altone Road to West Swan Road Construction update The Reid Highway Dual Carriageway has entered the final stages of construction with the new Bennett Brook and Arthur Street bridge surfaces nearly ready for asphalt to be laid. In February and March, crews worked overnight to install bridge beams. The Arthur Street bridge deck has been poured and is now having kerbing and barriers installed. The deck of the Bennett Brook Bridge will be poured at the end of this month. The Arthur Street bridge will have concrete screens installed on top of the bridge structure to ensure drivers and pedestrians can’t see into neighbouring houses or back yards. The screens will be painted various shades of grey to provide a neutral colour background in the surrounding residential landscape. Lifting the bridge beams into place at Bennett Brook Pouring concrete for the deck of the Arthur Street bridge Safe and attractive travel options for pedestrian and cyclists Reid Highway is part of a popular travel route for cyclists visiting the Swan Valley. The Swan Valley is cycle friendly with many local businesses set up to make cycling easy. A new four metre-wide Principal Shared Path (PSP), to be constructed as part of the Reid Highway Dual Carriageway project, will provide cyclists with a smooth and safe ride during which they will be totally separated from road traffic. The new PSP runs along the southern side of Reid Highway between Altone Road and West Swan Road. The path links in with the recently completed NorthLink WA shared path and ties into the existing Swan Valley Heritage Cycle Trail which runs along West Swan Road. The new path between Altone Road and West Swan Road also includes: Connections to the local footpath network at Altone Road in Beechboro Connections to the local footpath network at Lombardy Crescent, Lord Street and Suffolk Street (via Arthur Street) in Caversham Underpass under Reid Highway providing a traffic free path between Grandis Road in Dayton and Arthur Street in Caversham Five cultural markers including two laser-cut steel shadow sculptures along the route. New lighting, wayfinding signs, seating, pavement markings and landscaping. The cultural marker points will be installed at the entries to the PSP at Altone Road and West Swan Road, at Bennett Brook, at the Underpass, and at a significant site near Arthur Street known as Jack and Mabel Moore’s campsite. The signage and sculptures will celebrate the lives of the Whadjuk Noongar people, tell stories about the local area, recollect the historical significance of the area and describe the local natural environment. The marker points will provide information in Whadjuk Noongar language. The same wording will be presented in English in the surrounding concrete base of the marker. Seating will be located along the path at Bennett Brook bridge and Jack and Mabel Moore’s campsite. Paving the way In late April traffic travelling westbound along Reid Highway will start driving on the carriageway between West Swan Road and the Bennett Brook bridge. Moving traffic onto the new carriageway will enable us to resurface the existing lanes of Reid Highway. Traffic flow in both directions will be maintained while the resurfacing works are completed. Works to move traffic onto the new carriageway will be undertaken overnight and will require overnight lane closures and detours.     Why are we here? Broadcast Australia* owns 42 hectares (ha) of land between Erindale Road and Wanneroo Road in Hamersley. The land was acquired for broadcast use in the 1930s. An area of 12.4ha fronting Erindale Road was identified as surplus to operational requirements by Broadcast Australia* and subdivided from the adjacent transmission site. The subdivision created Lot 802, 179 Erindale Road. Lot 802 is currently zoned ‘Urban’ under the Metropolitan Region Scheme (the broader scheme covering the Perth Metropolitan Area), but it is designated – ‘Public Use: Commonwealth’ under the City of Stirling Local Planning Scheme No.3 (LPS3). As Lot 802 is surplus to operational requirements the designation ‘Public Use: Commonwealth’ is no longer appropriate and Broadcast Australia* is proposing to rezone the site to ‘Development’ Zone. The potential rezoning of Lot 802 to Development Zone, would mean that the land could be sold by Broadcast Australia* and put to a better use. This may include a future new development featuring a combination of new homes and new public open space. Before any development can take place there are two processes to follow. These processes legally require periods of public consultation in addition to this elective pre-lodgement consultation. 1 Process 1 is the proposed scheme amendment (or rezoning) application. 2 Process 2 is the detailed Structure Plan. This would be undertaken by the purchaser of the land and would aim to identify a specific road layout, land uses, open space and entry points. 3 While more detailed feedback will be reviewed during both the Scheme Amendment and Structure Plan processes, Broadcast Australia* is seeking initial community feedback to inform the rezoning application it proposes to make with the City of Stirling for Lot 802 .

R WESTERN Since 2008 the Liberal-led Government has focused on improving the efficiency of our existing transport network to ensure Western Australians can get from A to B as quickly, cheaply and easily as possible. Between 2008 and 2019 the Liberal-led Government will have spent or allocated $15.5 billion on transport infrastructure, creating more than 23,000 jobs across major metropolitan projects. Fast Facts Since 2008 the Liberal-led Government has: • Completed a jointly funded $77.5 million upgrade of the Kwinana Freeway between Roe Highway and Russell Road southbound allowing more than 52,000 motorists each day to enjoy a four-lane freeway between Roe Highway and Armadale Road. • Widened Kwinana Freeway to three lanes in each direction between Leach and Roe highways. The $58 million project was jointly funded by the Commonwealth. • Provided an extra lane in each direction for the Graham Farmer Freeway Tunnel, and built an additional lane on Mitchell Freeway northbound from Graham Farmer Freeway to Hutton Street at a cost of $57 million. • Constructed a third northbound lane on the Mitchell Freeway for 7.2km between Hepburn Avenue and Hodges Drive at a cost of $30 million. • Provided $9 million for Kwinana Freeway resurfacing on various sections from the Glen Iris rail tunnel to Safety Bay Road and the Ennis Avenue Ramps as well as associated ramps and overpasses.
