The Minutes of a Meeting of the Roads Committee, which Took place at Parish Hall on Thursday 29th November 2018 at 4.pm.

In Attendance: Miss Rebecca Maindonald, Parish Secretary and Julie Wildbore- Hands Assistant Parish Secretary

1) Presentation from guests Joe Seabrook and Robert Cabot engineers from Highways and Traffic Projects Growth, Housing and Environment The meeting was advised of works to establish a roadside footpath project on La Horman, Grouville. The projest originates from a Planning Obligation Agreement at the Potteries development site. A short section of footpath adjacent to No.2 Le Grande Chene but works have now stalled due to ongoing negotiation with adjacent landowners. RC and JS advised the meeting of the reasons why they need to stabilise the edge of the road. They are offering homeowners a fence and planting. A contract will be drawn-up to present to homeowners. JS and RH exited the meeting after a short discussion.

3) Receive the minutes of the Roads Committee meeting dated 1st November 2018 The minutes were duly signed.

4) Matters Arising i. A mirror has been placed at Fauvic Crossroads ii. Connétable will arrange a meeting with regarding the hedge in the field at the Fauvic crossroads. iii. The Connétable noted the are monitoring the parking outside Fernlea Doctors surgery. iv. Red Squirrels. The Connétable has taken advice on the number of squirrels found on parish roads. He advises that there is nothing that can be done particularly at certain times when the young are leaving their nests.

5) La Rue Horman The Connétable advised the meeting that the Honorary Police are monitoring this situation.

6) La Rue Vardon The Golf Club recommends a speed restriction notice. The Chef Tenants are aware.

7) Discuss the closure of La Rue Vardon which leads to Grouville Golf Club and traffic redirection

A request has been made to close the road in order to access a large HIAB to complete roof decking replacement at Chateau Royale. The meeting acknowledged how difficult it is to access this particular property. DC advised it will be better to use a lollipop stop-go boards rather than close the road completely. The Connétable suggested he should meet with the contractor on site. Action Point Connétable to arrange to meet James Bevis on site.

Closure of Gorey New Road 2nd December 2018 for Old Bank House Hotel 8) The centeniers are aware of this.

Carrefour au Clercq New Drains 9) DC presented drawings of the proposed drains. DC advised that a gulley will be installed on the parish land. He will present them to Mr T D of the property known as Jadali. Action Point DC to meet with TD to present drawings

Drain Cleaning is due to start in December 10)

Scaffolding at Le Coin Cottage, Rue du Coin 11) PLe C has seen the scaffolding and says it is due to roof works on the property

MB Municiple Services – Exceeded November hours worked an extra 4 days road 12) sweeping It was discussed and agreed that once the contract comes to an end we should go out to tender.

Refuse collection from Clos des Fonds A parishioner is concerned about refuse 13) bins especially glass left at the entrance of the clos. His question is …has it been risk assessed? This is an ongoing issue regarding refuse collection in the clos and the Connétable is looking into it.

La Tapon – Property on La Rue du Tapon, St Saviour. The owner would like to block 14) the existing entrance and create a new one through field 659a to Rue du Val Poucin. This was not discussed as the property is in St Saviour.

The fountain on La Rue a Don 15) Action Point Connétable to contact the Attorney General

Any Other Business 16) i. P Le C would like to confirm that the two new drains and the 6inch pipe in the wall along Les Fonds de Longueville are placed on the parish drains list. They have been placed on the list and all acknowledged the quality of work done.

ii. The Connétable alerted the meeting that the parish admin team are very stretched at the moment due to the bulk driving renewal and please be aware of this during the months of December 2018 and January 2019. iii. The Connétable also noted DS is off work and TD is likely to be off for 8 weeks in January iv. SP would like to note that the parish shed opening went very well ad was a good event v. The Connétable would like to encourage more parishioner to recycle. As he sits on the scrutiny panel he has viewed St Helier. It was noted that MB Services contract is due for renewal in 2022 so it is worth thinking about. There followed a discussion about recycling in Alderney. vi. The Connétable noted the resurfacing of the sections of coast road between Beach Road to Gorey Hill during March 2019. This will be done in sections and diversions will be in place. vii. The annual Christmas evening meal for the Roads Committee and partners will be held at the Bass and Lobster on Friday 1st February 2019. viii. The to elect the new Rates Assessor and Constable Officer 17) 12th December 2018 drinks will be served. Meeting Closed 5.15pm
