A Meeting of the Parish Roads Committee was held at Grouville Parish Hall on Friday the 8th July 2016 at 4pm. In The Chair: Connetable J.E. Le Maistre In Attendance: W.S. Payn D.B. Cummins P.J. Le Cuirot Also In Attendance: Miss R.C. Maindonald, Parish Secretary Apologies: Reverend M. Lange-Smith 1) The Minutes of the meetings dated the 10th June and the 4th July 2016 were agreed and signed. 2) Green Lanes in Jersey. The Meeting noted the contents of a letter dated the 22nd June 2016, requesting the Parish check a map provided by the Department of the Environment to establish the Green Lanes situated in Grouville. Following discussion, the Committee agreed that they were only aware of Les Teurs Champs and Passage de L’Hopital, but they would check whilst on the Visite du Branchage. 3) Barrier Systems- Protection of Scaffold Standards from Traffic Impact. The Meeting noted a letter informing the Parish of a change in standard of scaffolding barrier systems. It was agreed that any scaffolding permit issued would be to an approved scaffolder only, the list being maintained by the Parish of St Helier. 4) Pavement- La Brecque. The Meeting noted the contents of an email from the Lawyers representing Antler, offering the gift of a pavement to the Parish. It would be at the developers expense. The meeting noted that there had been a parking space created and it was agreed that they would look at this during the Branchage. 5) Potholes- Le Vaux Exempt under Article 36 of The Freedom of Information (Jersey). Law 2011. 6) Le Petit Catillon- Exempt under Article 33 of The Freedom of Information (Jersey). Law 2011. 7) La Rigondaine. Whilst on the pre-Branchage, it had been noted by the Connetable, PLC and RM that the crack had opened up on this road at an alarming rate. This would be viewed on the Branchage. 8) Limpet Lane. It was agreed to purchase two signs for this road. One sign would be “Limpet Lane” and the other sign would have Limpet lane in English and Jerriais, as well as a reference to when the road was named and by whom. 9) Rue es Philippes. The Meeting agreed to talk to the contractor when they met to discuss Le Petit Catillon to try and get the repairs put off until later in the year. 10) Road Safety Action Plan Update. The Meeting noted the contents of a letter from the Minister for Infrastructure following surveys that were undertaken the previous year and requesting comments from the Connetable. The Meeting unanimously agreed that speed limits should be fixed as 20,30 and 40 miles per hour. 15 miles per hour should be dropped. The meeting felt that the letter contained reasonable suggestions, but did not support excessive signage on lanes in the countryside. It was requested that the Secretary reply accordingly. 11) Visite Royale. It was suggested that a meeting between John Lamy (Chief Voyeur) Chris Osgood (Honorary Police Coordinator) and the Roads Committee take place at 2pm on Monday the 15th August. This would be followed by a Roads Committee meeting at 4pm. 12) Drainage- Fonds De Longueville- Exempt under Article 36 of The Freedom of Information (Jersey). Law 2011 13) Grouville School Ditch. It was agreed to request that the ditch be cleared by a contractor. It was planned that the track alongside the School playing field would be tarmacked and this could cause further issues with water run off. 14) Parish Shed. DC informed the meeting that he had spoken to the Architect, who had advised that the delay had been caused by his current workload. DC would investigate alternatives. There being no further business, the Connetable declared the meeting closed at 5.00pm. DATES. Visite Royale- Wednesday the 17th August 2nd Branchage- Friday the 9th September .
