Austria Hungary Romania Slovenia Serbia Bulgaria Italy Greece GEORAMA Non Governmental Organization - Non Profit Organization Project co-funding from the EU in the framework of the South East Europe Transnational Cooperation Programme _1 Introduction The Polyinvest project arises from the will to attract investments towards the marginal areas of the South East Europe (SEE) Programme space, putting into the market real estate properties currently unused. These properties, that at this time are a cost for public administrations, could represent an interest for investors who want to develop a business related to the potentialities of these areas (such as touristic and trade activities etc.) and a good opportunity for sustainable economic development of SEE target areas . Polyinvest aims at improving the investment opportunities in the areas involved in the project , by favouring the entrance into the market of a broad offer of unused public real estates , through an active participation of the public administrations and the definition and implementation of overall territorial offer packages. These packages will include information about the real estate properties to alienate and about national and local rules and conditions , that will facilitate the successive actions of private investors. The Polyinvest project focuses on reducing the gap among the offer and the possible demand, by creating a new functional information platform and defining an innovative territorial marketing strategy. Among the main expected results of the Polyinvest project, there are (1) the individuation of real estate properties available on the market and their improvement opportunities; (2) the collection of administrative and legislative procedures aimed at easing the investors’ work ; (3) the creation of a new interface – accessible from the Internet through the use of CMS Technology – which will assure an easy access to all the existing information: location of the properties , main characteristics, related administrative and legislative rules, services and technical assistance made available by the assets’ owner etc.; (4) development of methodological guidelines focused on how to improve possible investment opportunities, in rural areas , for the local administrations . The transnational approach of Polyinvest represents the core of this project . Its methodological design applied to an international context makes it even more innovative and effective. The value added by such an enlarged partnership in the SEE space, with public and private subjects acting at local level and aware of the problems related to public real estates and the legislation concerning investments in this field, represents a great improvement in this sector. Legislative and administrative framework Since the Polyinvest project arises from the will to foster investments towards the marginal areas of the South East Europe (SEE) Programme space , we aim at making the investors’ job as easy as possible by giving them all the information they might require. This is the reason why one of the project’s task was to conduct a close examination of real estate markets ’ legal and administrative procedures . The scope of this was to create an archive of information regarding the legislative and administrative rules of each area involved in the project, in order to facilitate the action of any possible local and foreign investor. The work has been divided into two phases: the focus of the first one was the legislative data collection, while central to the second one was the administrative data gathering. Therefore, on the one hand, data have been collected on the main national/regional rules regulating the procedures for public real estate exploitation and alienation; information about the territorial administration (existence, functions and competences of regional/local authorities) and the different levels of spatial planning. On the other hand, a homogeneous administrative framework including all the authorising patterns of each area involved has been set up, by collecting data about procedures and timetable for obtaining administrative permissions concerning environment, fitness for human habitation, energy functionality, binding and obligation of Monuments and Fine Arts Offices, historic cadastres, financial opportunities etc. Finally, a list of the civil servants in charge of public real estate management, in each region involved in the project, has been made. All this has been done in order to provide the possible investors with the most accurate set of information, which could facilitate their action on a specific territory.
