    Perth & Kinross Council Archive Collections County records CC1 Perth County Council, Perth and Kinross County Council Perth County Council was established by the Local Government (Scotland) Act, 1889, taking over powers from the Commissioners of Supply, County Road Trust, and other local authorities. In 1891 the Boundary Commissioners made significant alterations to the boundaries between Perthshire and the adjoining counties of Fife, Forfar, Kinross and Stirling, including the transfer of the detached portion of Perthshire at Culross and Tulliallan to the county of Fife. Under the Local Government (Scotland) Act, 1929, the county of Perth was combined with the county of Kinross for most, but not all purposes. Perth County Council and Perth and Kinross Joint County Council were both abolished in 1975 by the Local Government (Scotland) Act, 1973, and the greater part of the county became part of Tayside Region, but with the western portion of the county being placed in Central Region. There were also some boundary changes in the east of the county with territory transferred to the new City of Dundee District Council and some of the territory of the county of Angus transferred to the new Perth & Kinross District Council. The present Perth & Kinross Council took over the functions of the former Tayside Regional Council and Perth & Kinross District Council in 1996 and regained tyhose parts of Perthshire that had been in the City of Dundee District since 1975. Stirling Council similarly took over the responsibilities of Central Regional Council

    3 11/437 PERTH AND KINROSS COUNCIL Lifelong Learning School Estate Sub-Committee – 1 September 2011 SERVICE ASSET MANAGEMENT PLAN 2011 (incorporating SCHOOL ESTATE MANAGEMENT PLAN) Report by Executive Director (Education and Children’s Services) ABSTRACT This report seeks approval of the Service Asset Management Plan (incorporating the School Estate Management Plan). 1 RECOMMENDATION It is recommended that the Committee approve the Service Asset Management Plan (incorporating the School Estate Management Plan). 2 BACKGROUND This plan has been prepared to reflect the local implementation of Building Better Schools: Investing in Scotland’s Future, the national school estate strategy, developed by the Scottish Government in conjunction with local authorities. It contributes to the achievement of the 5 strategic objectives and 15 national outcomes set by Scottish Government. The aspirations, guiding principles and objectives contained within Building Better Schools are reflected throughout Education and Children’s Services Asset Management Plan for schools and public buildings both in the management of the existing asset and in the design and construction of developments. The Scottish Government announced a £1.25 billion school building programme to support the delivery of Building Better Schools and Perth and Kinross will be receiving grant support via the Scottish Futures Trust, for the redevelopment and extension of Invergowrie Primary School. 3 PROPOSALS 3.1 The attached plan sets out the developments that have been achieved within the property portfolio where Education and Children’s Services are provided and outlines the way forward for developing the school estate and public buildings over the coming years. As financial resources are constrained it is paramount that value for money, flexibility and adaptability are the key considerations for the estate.
