Within the Council, the prime focus of Education & Children’s Services is on delivering the highest quality services at all times and meeting our statutory obligations in relation to key services including Education, Social Work (Children and Families), Community Learning and Development, Sport and Culture. Key priorities are: • giving every child the best start in life; • developing educated, responsible and informed citizens; • promoting a prosperous, inclusive and sustainable economy; • supporting people to lead independent, healthy and active lives; • creating a safe and sustainable place for future generations. Early Learning and Childcare The pre-school years are an important stage in a child’s development and help children to learn as they play. A good quality pre-school experience builds on the valuable learning that takes place in and around the home, before children start primary school. It also develops essential skills they will rely on in later life. Children aged three and four are entitled* to an early learning and childcare place starting in the term after their third birthday. Dates for eligibility for early learning and childcare places and information regarding the allocation of places within Perth and Kinross are both available from the Council website: www.pkc.gov.uk/schools Perth & Kinross Council recognises that families have a variety of different needs and preferences with regard to early learning and

18 19 childcare and is committed to providing high-quality experiences for all eligible children. Local authority nursery classes based in primary or all through schools offer part-time early learning and childcare sessions for three and four year olds, with some also offering wraparound care. There are full-time places in 14 school nursery classes and in the City of Perth Early Childhood Centre (COPECC). All of these full-time places are allocated under Support for Children & Families criteria. There are also a number of part-time places available for children from the age of two at COPECC in accordance with this criteria. The Council is also in partnership with more than 30 partner provider centres to provide funded early learning and childcare places. These include private nurseries, playgroups and nursery classes within the private, voluntary and independent sectors. Parents are entitled to apply to any local authority managed nursery or partner provider centre for their child’s funded nursery place. Application for places takes place directly at the school or partner provider centre. Parents can apply for a place in more than one setting*. 18 19 Placing in Schools The policy of Perth & Kinross Council Education & Children’s Services is to assign to each school a defined zone known as a catchment area. Pupils resident within a school’s catchment area are entitled to register for a place within that school. Contact Education & Children’s Services for detailed information on catchment areas. Parents can make a request that their child be placed in a school of their choice other than the school which normally serves the area in which they reside. Starting School The school entry date in Perth and Kinross is the first day of the school session, which falls in mid-August each year. A child is of compulsory school age from the first school entry date after their fifth birthday. Children who are five between the first day of the school session and the end of February can attend school from the previous August or parents can choose to defer entry to primary school until the start of the next school session. Parents will be notified by advertisement in the local press to register their children in the school of their choice during the registration week in mid-January. In all Perth & Kinross Council schools, Primary 1 pupils attend for half-days only for the first two weeks.

Free School Meals You can apply for free school meals for your child(ren) if you are receiving Income Support, Income-Based Jobseeker’s Allowance, any income-related element of Employment Support Allowance, Universal Credit or Child Tax Credit (current TC602 Child Tax Credit award notice must be provided to assess eligibility).

School Clothing Grants If you are in receipt of Income Support or Income-Based Jobseeker’s Allowance, Education & Children’s Services will consider one application per year for a grant towards the cost of purchasing essential clothing to enable children, up to the age of 16, to attend school.

20 21 School Transport Free home to school transport is available to pupils attending their catchment school and living more than two miles (primary) or three miles (secondary) from the school. Transport will be provided from a suitable point on the public highway. Please note that this pick-up point can be up to two miles (primary) or three miles (secondary) from the pupil’s home. Pupils living within the relevant mileage distance who have additional support needs or medical conditions affecting mobility will also be considered for free home to school transport.

Advice, Information and Concerns Communication with parents is encouraged and valued. Your child’s school is your first point of contact should you require advice, information or to raise concerns. The school will deal with any concerns raised confidentially, timeously and work with you towards a resolution. Your school will advise you how to take your concerns forward should these remain unresolved.

Pupils with Additional Support Needs Within Perth and Kinross a range of provision exists for pupils with additional support needs. A policy of supported mainstream inclusion is complemented by a range of specialist provisions. These are either attached to or are part of mainstream schools. In addition, there is one all-through special school, Fairview School in Perth, for children aged 3-18 years who have profound and complex difficulties. The CEDAR programme takes place over 12 weeks with groups of children, young people and their mothers running in parallel.

The focus of the mothers’ group is to support their children with this healing process. It is about creating a safe place for children and their mothers to help each other to find the best ways to deal with their experiences and rebuild their lives. Anyone can make a referral. However, as the CEDAR approach empowers families to make choices for their future, it is important that children and women choose to take part in the CEDAR programme. Places are available in the mornings, afternoons and sometimes full-time places are considered. Children are allocated a place in one of two playrooms depending on their age and stage of development. 64 65 Quit4U Scheme ‘Quit4U’ is an incentive scheme available to most residents living in Perth and Blairgowrie, Alyth, Rattray, Coupar Angus and Meigle (postcode dependant) who would like to try and give up smoking. The scheme offers an ASDA (Perth and Dundee) gift card credit of £12.50 per smoke-free week for a maximum of 12 weeks over a 20 week period. Credited ASDA gift cards can be used for food and groceries in the ASDA store. To join the scheme, residents can go along to any pharmacy in Perth or go along to a local stop smoking group and register to join the scheme and fill in the required forms. There is also a dedicated worker who can attend community groups/ events/information sessions when required. 68 69 Perth & Kinross Foodbank All food given out by foodbanks is donated. Often this is from schools, churches, businesses, individuals, or through supermarket collections. Foodbank volunteers offer shoppers a ‘foodbank shopping list’ and ask them to buy an extra item with their shop. This food is then handed to volunteers waiting beyond the checkout who pack it before it is taken to the foodbank warehouse for further sorting and storage. Professionals from statutory and voluntary organisations such as doctors, health visitors, social workers, welfare officers, the police and probation officers, identify people in crisis and issue them with a foodbank voucher. People bring their voucher to a foodbank centre where it can be exchanged for three days’ supply of emergency food. The list of foods in each parcel has been designed by dieticians to provide recipients with nutritionally balanced food. Some foodbanks run a delivery service, to get emergency food to clients living in rural areas and those who are unable to get to a foodbank. You could make a big difference to the life of a child with additional needs and their family.
