SERVICE ASSET MANAGEMENT PLAN 2011 (incorporating SCHOOL ESTATE MANAGEMENT PLAN)

ABSTRACT This report seeks approval of the Service Asset Management Plan (incorporating the School Estate Management Plan).

1 RECOMMENDATION

It is recommended that the Committee approve the Service Asset Management Plan (incorporating the School Estate Management Plan).

2 BACKGROUND

This plan has been prepared to reflect the local implementation of Building Better Schools: Investing in ’s Future, the national school estate strategy, developed by the Scottish Government in conjunction with local authorities. It contributes to the achievement of the 5 strategic objectives and 15 national outcomes set by Scottish Government. The aspirations, guiding principles and objectives contained within Building Better Schools are reflected throughout Education and Children’s Services Asset Management Plan for schools and public buildings both in the management of the existing asset and in the design and construction of developments. The Scottish Government announced a £1.25 billion school building programme to support the delivery of Building Better Schools and will be receiving grant support via the Scottish Futures Trust, for the redevelopment and extension of Primary School.

3 PROPOSALS

3.1 The attached plan sets out the developments that have been achieved within the property portfolio where Education and Children’s Services are provided and outlines the way forward for developing the school estate and public buildings over the coming years. As financial resources are constrained it is paramount that value for money, flexibility and adaptability are the key considerations for the estate. The ability to rationalise services in fewer buildings is being examined across the Council area as well as the introduction of Modern Ways of Working.

3.2 A statutory consultation exercise has been conducted on the future of the currently mothballed Strone of Cally Primary School and the outcome and findings of the statutory consultation exercise will be presented to Lifelong Learning Committee on 31 August 2011 (Report No. 11/429 refers). It

3 proposes that education provision at Strone of Cally Primary School be discontinued with effect from 27 June 2012, or as soon as possible thereafter.

On 1 June 2011, Lifelong Learning Committee (Reports 11/254 and 11/255 refer) considered the options appraisal reports prepared for Straloch Primary School and Struan Primary School.

Logiealmond Primary School options appraisal has been conducted and will be presented to Lifelong Learning Committee on 31 August 2011 (Report No. 11/428 refers) with a recommendation for Logiealmond Primary School to remain open with the situation being kept under review.

3.3 The rural school moratorium will affect the timing of future statutory exercises being conducted. In addition, a statutory consultation is also planned on a proposal for Arngask Primary School catchment area feeding to Kinross High School (at Community Campus) rather than Perth Academy. It is also proposed to undertake a statutory consultation exercise on relocating the nursery at Braco Primary School to Primary School and authority to proceed with this will be sought from Lifelong Learning Committee in due course.

3.4 The sustainability agenda is being taken forward in line with the Council agenda to reduce emissions and ensure all aspects are met as fully as possible. This includes energy efficient measures, renewable technologies and the design of new, extension or repair works. All public buildings are intended to be exemplars of best practice of a low carbon estate and Education and Children’s Services will continue to play a key part in achieving this target.

4 CONSULTATION

The Head of Legal Services, Head of Democratic Services, Head of Finance and Head of Planning and Regeneration have been consulted in the preparation of this report. The School Estate Management Plan Group have also been consulted in the preparation of the Service Asset Management Plan.

5 RESOURCE IMPLICATIONS

There are no resource implications directly arising from this report. Future investment decisions in individual properties will be made on the basis of the information contained in this document and will go through the Council’s Budget setting process seeking the identification of funds as required.

6 COUNCIL CORPORATE PLAN OBJECTIVES 2009-2012

6.1 The Council’s Corporate Plan 2009-2012 lays out five Objectives which provide clear strategic direction, inform decisions at a corporate and service level and shape resources allocation. They are as follows:-

7 EQUALITIES IMPACT ASSESSMENT (EqIA)

An equality impact assessment needs to be carried out for functions, policies, procedures or strategies in relation to race, gender and disability and other relevant protected characteristics. This supports the Council’s legal requirement to comply with the duty to assess and consult on relevant new and existing policies.

The function, policy, procedure or strategy presented in this report was considered under the Corporate Equalities Impact Assessment process (Eq1A) with the following outcome:

8. STRATEGIC ENVIRONMENTAL ASSESSMENT

Strategic Environmental Assessment (SEA) is a legal requirement under the Environmental Assessment (Scotland) Act 2005 that applies to all qualifying plans, programmes and strategies, including policies (PPS).

However, no action is required as the Act does not apply to the matters presented in this report. This is because the Committee are requested to note the contents of the report only and the Committee are not being requested to approve, adopt or agree to an action or to set the framework for future decisions.

9 CONCLUSION

This plan will support Education and Children’s Services to develop future services to better meet the needs of staff, pupils, service users and public.

2 8 1. Introduction

This Service Asset Management Plan incorporates the School Estate Management Plan evidencing the progress made in improving the buildings and facilities used to deliver the wide range of Education and Children’s Services. This plan supports the delivery of the Council’s ambitious outcomes detailed in the Council’s Corporate Plan 2009 – 2012 “Securing the Future”, Business Management and Improvement Plans and the Single Outcome Agreement. In addition it links to the jointly developed national strategy for the school estate as outlined in “Building Better Schools: Investing in Scotland’s Future” and incorporates a similar vision, aspirations and guiding principles and objectives for future planning and action. The national strategy states these as follows:

• All children and young people will be educated in, and community users will use, schools that are 'fit for purpose' in terms of condition, suitability and sufficiency; • Schools are well-designed, accessible, inclusive learning environments that inspire and drive new thinking and change and which support the delivery of high quality educational experiences through Curriculum for Excellence; • Schools are integral parts of the communities they serve, with pupils making use of community facilities and communities accessing school facilities; • Schools accommodate and provide a range of services, activities and facilities that make a difference to people's health and well being, to sustaining economic growth and to the strength and vibrancy of communities; • A sustainable school estate whose design, construction and operation is environmentally and energy efficient; contributes directly to delivering the year-on-year reductions in greenhouse gas emissions introduced by the Climate Change (Scotland) Act 2009, which is resilient to the impact of climate change and which leads by example in matters of environmental performance; • A school estate that is efficiently run and that maximises value for money; • A school estate which is flexible and responsive - both to changes in demand for school places and to learners' and teachers' requirements and wishes and where the beneficial impact of change, is maximised by thorough consultation and engagement with users and stakeholders.

All of these featured points show how Perth and Kinross Council approaches management of its schools and buildings portfolio. The projects recently completed, are testament to how these principles have been embodied within the design of the buildings. Participation and involvement of the community are critical to the ongoing and future success of the investment and a greater emphasis is placed on ensuring full and true consultation, over and above that which might be required in terms of planning requirements.

3 9 Schools sit at the heart of our communities and it is important that they serve wider than the immediate school community. More Council services are moving to operate from community campuses in Kinross, Aberfeldy and and this is likely to continue as expensive assets are rationalised across Perth and Kinross.

2. Education & Children’s Services Property Objectives Overview

2.1 Education & Children’s Services Overview

Education and Children’s Services provide a wide range of services to all communities in Perth & Kinross including Education (Early Years, Nursery, Primary, Secondary and Special Needs), Youth, Community, Sports Development, Culture, and Children’s Services. The integrated service aims to provide efficient and effective delivery of front line services to the citizens of Perth and Kinross. The assets managed and run by the Service support the delivery of this aim and need to be fit for purpose to provide modern public services that meet the current and future needs of our growing population.

Aligned with the Scottish Government’s Strategic Objectives, the Community Planning Partnership and Council’s vision and aims promoted through the Community, Corporate, Service Business Management and Improvement and Integrated Children’s Services Plans, the Service’s vision is of a confident and ambitious Perth and Kinross with a strong identity and clear priorities that everyone works together to achieve. The Service’s Asset Management Plan supports the delivery of these objectives by ensuring the efficient and effective management of the current asset portfolio and promotes planning for future developments in a consistent and coherent manner.

Education and Children’s Services’ property portfolio is managed through the School Estate Sub-Committee of the Life Long Learning Committee.

It is imperative that the school estate is fit for purpose in ensuring that the st Council delivers a 21 Century Education Service to its population. However there is a need to ensure that all buildings from which services are provided are fit for purpose and able to meet the challenges of providing key public services in a modernised fashion that meets the needs of the local population.

The SAMP enables the Council to work towards achieving this goal through an analysis of the assets held. The Plan will allow decisions to be made, which will lead to a more cost effective and sustainable estate and a more operationally valuable asset.

It is crucial that an appropriate asset management planning regime exists to ensure best use of assets and opportunities for integrated services delivery, are considered from the outset.

4 10 The Asset Management Group meets monthly, to monitor progress of the development of the Council’s Corporate and Service Asset Management Plans and develop and share good practice, across the various Council Services. Education and Children’s Services has two officers dedicated to developing asset management.

5 11 2.3 Portfolio Overview

The total number of operational establishments and investment properties Education and Children’s Services is responsible for is 147 over 143 sites. This includes schools, community campuses, community learning centres, libraries, museums, art galleries, outdoor centres, resource centres, child and family centres and others (e.g. offices).

Over the past year the opportunity has been taken to more accurately classify buildings and the number of buildings has changed from previous years as some were no longer required. The table below presents the current public buildings portfolio managed by Education and Children’s Services. A list of these properties is attached at Appendix 1.

Education and Children’s Services are also responsible for 14 buildings which have been declared surplus to requirements. After ascertaining other Council services have no use for these properties, they are offered for sale on the open market or in the case of leased properties, leases are surrendered.

3. Performance and Condition of the ECS Property Portfolio

3.1 Performance Indicators

The collection of a range of data assists in the provision of a better informed portfolio of all assets as well as informing and prioritising future investment.

6 12 Appropriate and robust performance indicators for schools and public buildings remain in development. The schools’ core fact information is available and covers condition, investment, sufficiency, suitability and the extent of the school estate.

In striving for continuous improvement it is essential to gather and update data in order to measure progress and provide evidence on which to base prioritisation of work. This work is being carried out in conjunction with property colleagues.

3.2 Prioritisation Criteria

Prioritisation criteria have been developed for prioritisation of investment in the primary school estate ensuring resources are targeted to the highest priority areas. A similar model requires development for the public buildings.

3.3 Condition of Current Portfolio

Following the 2005 condition surveys undertaken by consultants external to the Council, an internal 3 year rolling programme of updating the site, building and internal conditions of the buildings covered in this plan has begun. As the results of the surveys are completed and become available these will be incorporated into the information presented in this section.

The results of these surveys, to date, show that the majority of the buildings were rated an overall condition rating of B. It should be noted that although a building is rated A, good or B, satisfactory, the in-depth condition survey may show that there are areas within that building which are rated D bad and thus requires investment.

Property condition is graded relative to the nature, construction and age of individual buildings and does not necessarily reflect their condition in comparative terms to a modern new building constructed to current standards and levels of performance or sustainability.

Although ten of our schools have been replaced through the Investment in Learning programme it is clear there is an ongoing requirement for adequate future funding to maintain or improve the standard of buildings. The percentage reduction from the category good and the percentage increase in the category satisfactory is due to how this information is now collected. The shift from a range of external consultants to one in house team allows standardisation and consistency in the assessment of condition.

Whilst there is an increase in the percentage of public buildings which are condition rated as “Good” there is an ongoing requirement for investment to maintain our buildings in an acceptable condition. Again, an in house team of surveyors undertake this work rather than a range of external consultants.

It should be noted that the building (Rowanbank) currently rated as “Bad” is awaiting replacement under the Rattray Community Facilities project...

3.4 Suitability of Current Portfolio

While the condition of a building is important, issues of design and suitability are just as important. Suitability seeks to provide a measure of the extent to which a building is appropriate in providing an environment which supports the service it delivers to the community in terms of practicality, accessibility and convenience.

Suitability returns were completed by Heads of Establishments with moderation of this self evaluation exercise undertaken internally within Education and Children’s Services. This information will be updated on a 3- yearly cycle.

The input of key stakeholders (including Parent Councils, Pupil Councils & service users) in this information gathering exercise is an important development which needs to be harnessed and expanded in future years if the Council is to ensure that its service users’ views are taken into account in planning for the future delivery of key Council services.

The suitability and condition of schools is attached in Appendix 2. The suitability and condition of public buildings is attached in Appendix 3.

3.5 Age Profile

Around one third of buildings in this portfolio were built pre 1919 and about 20% built in the 1960s and 1970s with the remainder spread over the intervening years. Those built in the 1960s and 1970s attract a high maintenance cost and a number of these buildings have been refurbished to extend their life and provide modern facilities.

The 2007/08 Corporate Property Asset Management Plan approved by the Property Sub Committee of Strategic Policy and Resources Committee, identified 41 buildings in the Education and Children’s Services property portfolio that were classified as ‘Life Expired’. Since the 2007/08 Plan was prepared, 11 of these buildings have been replaced through planned construction projects, leaving a remaining 30 buildings that require to be considered as part of a planned removal programme with replacement where appropriate. An Outline Business Case was prepared and submitted to the Corporate Resource Group in February 2011 and then to Full Council for recommendation on 11 May 2011.

The programme is to be a ‘spend to save’ initiative and it is proposed funding for the first phase of this initiative is met from the Council’s Capital Programme: 2015/16: £1.5 million.

It is intended that Phase 1 works will initially tackle those sites where there are little or no restrictions to the proposed replacement and that future phases of the programme will deal with sites that have more difficult or complicated solutions.

Given the potential for saving, it is likely that this programme of works can be executed earlier than 2015/16 and future capital bids are anticipated for the further phases.

11 17 3.6 Utilisation Whilst occupancy figures are available for our schools, determining accurate utilisation of the public buildings requires further work. The efficient use of property assets is crucial to an effective property portfolio particularly in the current economic climate. This requires the identification of under utilised assets and examining ways of either utilising them more efficiently by increasing occupation levels, or by vacating and declaring the asset surplus. Work is underway across the estate to compare staffing/occupation levels and public usage against the capacity of a range of property types. A future programme of area based reviews is planned, with the aim of improving the effective use of the property portfolio in a geographic area and opening new lines of communication with public sector partners, to engage with them in a new way.

3.7 School Occupancy

The demographic pressure feeding into schools can be seen from the occupancy table below. Almost a third of Perth and Kinross Council schools are operating at 81% occupancy or above with 1.2% operating at more than 100% occupancy.

The predicted increase in Perth and Kinross population will continue this pressure. Perth and Kinross has one of the largest projected gains in population compared to other authorities, in the period 2006-2031. GROS population projections for Perth and Kinross show an increase of 22% for this period with the 0 to 15 age group projected to increase by 14%. The new IIL school building programme has provided additional capacity however there is little scope to accommodate the projected population increase.

4. Future Property Needs

4.1 Overview

Impact of housing development on school capacities

With population increase comes new housing developments. The potential impact of new housing developments on primary schools’ occupancy levels is closely monitored.

12 18 In order to mitigate the impact of new development and to meet the needs of the local community a Primary Education and New Housing Contributions Policy was adopted in May 2009 in conjunction with a Developer Contributions Policy. A standard contribution has been applied to new housing in school catchment areas with capacity concerns (excluding affordable housing, sheltered housing and 1-bedroom properties). However capital resources will also be required to meet the total costs required.

Scottish Futures Trust

The Scottish Futures Trust is a Government-owned company, set up in September 2008, to improve public infrastructure investment. Working collaboratively with public bodies and industry to obtain better value for money, the SFT ultimately intend to deliver high quality public services and infrastructure for the people of Scotland.

The first phase of primary schools to benefit from a proportion of funding from the new £1.25bn Schools Investment Programme has been announced. Perth and Kinross Council was chosen to benefit from this phase with an in principle offer of grant funding towards the cost of replacing Invergowrie Primary School. The remaining cost will be funded from the Capital Programme if the project remains scheduled to commence on site in 2011/12...

Capital Investment

Almondbank House

As part of the developing provision for primary school age children with Additional Support Needs and their families in Perth and Kinross, the refurbishment of House has taken place and provides a new stand alone, multi-disciplinary, support facility. From this new unit staff deliver a range of planned individual and family interventions for children with extreme social, emotional and behavioural difficulties and other vulnerable groups.

In other Councils, such provision is generally delivered from a number of centres. Our new building provides all these facilities under one roof. It is beginning to prove successful in generating further ways of working, building

13 19 on the sharing of skills of partner agencies. The out of hours service is based within Almondbank House.

This £1.9m project opened in December 2008 and was awarded Silver in Perth & Kinross Council's 'Securing the Future Awards 2009' in the category 'Improving Services through Partnership'.

Almondbank House

Dunning Primary School

The project to provide an eagerly awaited refurbished and extended primary school in the village of was completed in October 2008. Designed by Council architects, the project has brought the old five-classroom school under one roof as well as providing pupil break out areas, support spaces, gym hall, library, toilets and cloakroom areas and other ancillary accommodation.

This project was awarded Gold in the category 'Promoting Sustainability' in Perth & Kinross Council's 'Securing the Future Awards 2009'.

Dunning Primary School

Errol Primary School

This project combined refurbishment of the existing 5 classroom main school building with a complimentary new build, 2 classroom extension and other ancillary accommodation. The learning and teaching environment embraces all current standards and practices and contributes to an environment fit for

14 20 21st Century education, whilst the school hall gymnasium and general purpose rooms offer facilities for community use. Extensive landscaping works have completed the transformation of the school grounds to match the new building in a stunning addition to Errol village.

Fairview School

The new Fairview School amalgamated the school facilities at Cherrybank, and Glebe, to provide a single new establishment offering a high quality service supporting children and young people who have the most severe, complex, multiple and enduring needs in Perth and Kinross. Fairview School opened in March 2008 and was recognised as an exemplar in the field of ASN (Additional Support Needs) provision.

Fairview School

The 2,800m² exemplar building has been constructed on the existing Perth Academy/Viewlands campus and opened in March 2008 providing accommodation for 65 pupils with a nursery, four primary classrooms, 7 secondary classrooms, staff offices/administration rooms, art/music/ therapy rooms, warm water pool with changing facilities, assembly hall, dining area/ kitchen and a conservatory.

George Duncan Athletics Arena and Grandstand

The George Duncan Athletics Arena was successfully completed in 2007. This eight lane floodlit arena provides a first class facility that is enjoyed by Perth and Kinross Schools and the wider community, as well as a number of professional athletic associations, as it has been built to UK Athletics Standards. It is the only facility of its kind within a reasonable travel distance. To complement the athletics arena, a 500 seat grandstand with changing facilities was completed in 2008.

Kirkmichael Primary School

A new 2 classroom extension to Kirkmichael Primary School was successfully completed in October 2007. This stand alone timber kit construction provided two large 66sqm teaching areas which are being utilised for nursery and early years provision. The new facility also included toilets cloakroom space and walk-in storage spaces.

An extension to Primary School was provided in 2007. This extension was linked to the school and provided a 125m² open plan teaching space which incorporates a 20/20 nursery and early years teaching. New infant toilets and a fully compliant disabled toilet were also provided as part of this project as well as a soft surface play area.

Secondary School Upgrade Programme –

The 1st phase of the secondary school upgrade programme is complete comprising of work at Blairgowrie High School, Perth Grammar School, Perth Academy, Perth High School and High.

Investment in Learning Programme

In October 2007, the Investment in Learning programme was agreed and arrangements to replace 9 existing schools with 6 modern learning campuses is well underway with 5 of the campuses complete.

The new campuses are located throughout Perth and Kinross at Aberfeldy, Blairgowrie, Crieff, Kinross and at two sites in Perth. This multi million pound programme will accommodate over one quarter of the pupil population in modern accommodation and provide an extensive range of community facilities. Those completed include:

Breadalbane Community Campus

Breadalbane Community Campus is a purpose built community facility which, as well as being the base for Breadalbane Academy, provides state of the art

16 22 classrooms, extensive conference accommodation, top quality indoor and outdoor sporting resources, and a new community library and resource centre which has computer access through the People's Network.

Strathearn Community Campus

A new secondary school replacing Crieff High School, with additional community facilities services opened in November 2009, offering a wide range of facilities for all members of the local community.

State of the art classrooms combine with the latest sports and cultural facilities to provide first class education and sports and leisure services. In addition, staff from a range of services and agencies, are based at the campus to deliver services on a partnership basis on site or in the wider community. These include youth work and adult learning services, as well as community workers and active schools co-ordinators. The Campus also provides a library, café zone, meetings/conference rooms, art and design, drama, music, recording studio and ICT suites.

The sports facilities provision is integrated with Strathearn Recreation Centre and includes sports halls, all-weather pitch and multi-use games area, squash courts, dance studio, fitness suite, changing rooms with showers, football and hockey pitches, and swimming pool.

Strathearn Community Campus

17 23 Loch Leven Community Campus

Loch Leven Community Campus provides a replacement Kinross secondary school with additional community facilities and services on a new site close to the existing recreation centre.

There is a diverse range of facilities on offer for individuals, community groups and sports clubs. There are a range of exciting sports and fitness classes available, in addition to activities such as tennis, 5-a-side football and badminton.

Other facilities provided include: a library, museum and café zone; meeting rooms and conference suites, interview rooms, lecture theatre, contemplation room, hall with cinema-style projection and specialist areas including kitchen/lifeskills room.

Glenearn Campus

In October 2009 the Glenearn Campus opened on Glenearn Road, replacing the Caledonian Road Primary School and Friarton Nursery now called Inchview Primary School.

Glenearn Community Campus provides modern, high-quality facilities for the community including a multi-use games area, sports/assembly hall and music, art, drama and meeting rooms and has capacity for 350 primary school pupils and 80 full-time plus 20 morning and 20 afternoon nursery places.

State of the art classrooms combine with the latest sports and cultural facilities to provide first class education, learning and leisure use.

Glenearn Community Campus Blairgowrie Community Campus

18 24 Blairgowrie Community Campus

Blairgowrie Community Campus is the new shared campus for Newhill Primary School (previously known as Hill Primary School) and nursery, and St Stephen's RC Primary School. Each school retains its unique identity through purpose-built education facilities and opened for pupils on Monday 24 August 2009.

The campus is available for use outside school hours and offers an excellent range of facilities for local interest groups, organisations and individuals.

Woodlea Residences

A new establishment to update Perth & Kinross Council's curricular 'residence experience' and respite provision for young people within the age range of 3 to 18 who have complex, multiple and enduring needs was completed in July 2010.

The establishment replaced the existing provision of Woodlea and Capers Cottage. It complements the recently opened Fairview School. The new establishment occupies a site on Muirend Road, near to the existing Beechgrove House. The facilities comprise 7 pupil bedrooms within a comfortable domestic style setting. An independent flat is also provided to facilitate supported living experiences to meet the individual needs of a child or young person whilst retaining flexibility throughout the establishment.

Refurbishment of Aytoun Hall

Refurbishment work to Aytoun Hall completed in December 2010. This included disabled access, reconfiguration of the ground floor spaces creating a new open entrance, new office and meeting rooms, kitchen and toilet upgrades and redecoration throughout with a lift to the upper floor. Overall improvements were made to heating, lighting and IT infrastructure. Other Works

Other regular programme works included health and safety, school IT infrastructure, school toilet upgrade and accessibility programmes.

4.2 Short Term (Up to 5 years)

Investment in Learning Programme

The North Inch Community Campus is the final campus of the IIL programme to complete. It will provide new nursery, primary and secondary schools to replace St Johns RC Primary School and St Columba’s Secondary School. Community facilities and services will also be provided. The secondary school was completed in 2010 and the primary school is due for completion in October 2011.

19 25 Secondary School Upgrade Programme

The 2nd phase of the secondary school upgrade programme has recently been approved. In this phase Perth High School’s physical education provision will be improved. Blairgowrie High School will receive the installation of a HUB together with refurbishment of the home economics classrooms. The award of continued funding within the capital programme in future years will allow priority areas to be addressed also at Perth Academy and Perth Grammar School.

Refurbishment and Extension of Invergowrie Primary School

Invergowrie Primary School is currently on a site comprising five separate buildings. The pre 1919 main building houses the administration offices, medical room and four of the eight classrooms within the school. Two further classes together with the library are located within a separate neighbouring building.

The gym hall & nursery are housed within a horsa hut. Two further classrooms are located within an Elliot unit. The dining centre and Kitchen are housed in a 12 year old modular unit. Although the school has an overall condition rating of B, condition surveys undertaken in 2007 identified that significant works are required within these buildings in a 6-10 year period and the continued maintenance of the buildings is a major challenge for the Council’s Property Services. Poor circulation space and physical room sizes contribute to the need to replace this school.

Invergowrie Primary School sits within the Carse of Gowrie. There is a significant pupil capacity issue within the Carse of Gowrie and the proposed development at Invergowrie Primary School will allow the Council to address some of these capacity issues over time.

New Primary School at Crieff

It is the intention to construct an additional 10 classroom school within Crieff. Although early projections show that a new single stream school will be required, the working group agreed that the new school should be future proofed and a 10 classroom school will be delivered from the outset. Over and above the 10 classroom school, provision will also be made for a 30/30 nursery, wrap around care and 2 additional support needs facilities. This essentially will require an uptake of a building footprint large enough to accommodate 14 classes overall.

Over and above this, the working group agreed that an allowance should be made for sufficient land to be purchased to accommodate a triple stream school in the future. Instruction has been given to purchase the land adjacent to Strathearn Community Campus for this purpose.

20 26 Extension to Abernethy Primary School

The project comprises extension works to the six classrooms within Abernethy Primary School with the addition of an extra classroom which will expand the school to a single stream primary school. The resizing of support areas such as reception, kitchen, learning resource centre and music room are included as well as two additional support areas. Options for education provision during the construction phase are under consideration and consultation will be ongoing.

Primary School Upgrade Programme

At the meeting of the School Estate Sub Committee on 10 March 2011 authority was granted to continue the programme of upgrade works within Perth and Kinross primary schools. The further development of Kinnoull Primary School was identified as a priority project and in primary schools in Braco and Greenloaning, a potential project was approved. In addition, a number of accommodation assessments were instructed to be taken forward to examine options to deal with potential future capacity issues.

Arts & Cultural Provision in Perth City Centre

A strategic member officer working group is overseeing the development and implementation of the Arts and Cultural Programme Plan. Four phases have been identified as follows:

Phase 1 Perth Theatre/Studio Theatre Phase 2 Music Centre Phase 3 Perth Museum and Art Gallery Phase 4 Archive and Artefact storage

Progress has been made in the first two phases of this programme as follows:

Perth Theatre/Studio Theatre redevelopment

Joint meetings of the Strategic Advisory Board and Steering Group have taken place and detailed design plans have now been drawn up to support the fundraising campaign. The fundraising target is £13.04 million. The fundraising campaign was launched in Autumn 2010 and to date offers of support have been received from Perth and Kinross Council, Gannochy Trust and Heritage Lottery Fund amounting to £6.5 million. Other fundraising events and arrangements have raised smaller sums. Once the key trigger points for funding have been reached further planning and preparing for tender work will be taken forward.

21 27 Music Centre

This service was located within the Caledonian Road Primary School in Perth and has been relocated to the North Inch Community Campus during June 2010.

Rattray Community Facilities This project has been accelerated to bring much needed community provision to Rattray. It will be built as an extension to the school and provide community rooms and a hall with catering facilities.

Libraries Review

The libraries service is currently examining structures for future service provision particularly in the light of the inclusion of new libraries in Aberfeldy, Kinross, Crieff and Perth as a result of the Investment in Learning programme. Proposals for the library service across Perth and Kinross are likely to identify refurbishment opportunities within the current libraries portfolio.

Halls Strategy

The strategy for the future provision and management of community and village halls is being developed and is being taken forward with a pilot project in Aberfeldy. The Council’s vision for locality based access to services and facilities is at the heart of this strategic review and it will take into account the need to deliver the concept of integrated community schools. It is intended that there will be a need for full community engagement as this strategy is taken forward.

Sport and Leisure Review

“Sport and Active Recreation Services has led the process of undertaking a “Leisure Needs Analysis” for Perth & Kinross in partnership with Live Active Leisure and sportscotland. Two reports have been produced by Torkildson Barclay Leisure Consultants which have analysed current provision and future demand for sport and recreation facilities. These reports provide the context for prioritising future strategic investment in sports facilities

The Council has also approved a new Strategic Framework for Sport and Active Recreation in Perth and Kinross. A key aim of this framework is to develop people, places and organisations with a specific objective to “work with our partners to provide good quality, well managed facilities and outdoor spaces. A sports facilities planning group is to be established to take forward the recommendations contained in the reports and ensure they are integrated into the future planning for education facilities.”

Within the new Investment in Learning campuses, extended sports and leisure facilities are available to communities and the Council has contracted with Live Active Leisure to manage these facilities.

22 28 Children’s Services: Youth Services

A review of current arrangements for office and projects based staff has commenced to ensure effective and efficient use of premises that appropriately meet the needs for modern service delivery.

Blairgowrie Office Accommodation

As part of the Customer First delivery programme a review of all office accommodation in Blairgowrie has taken place. An outline business case was prepared and this will link in with SNAPI outcomes.

Almondbank II

With the success of Almondbank House for primary pupils it has been agreed to develop similar offsite secondary provision within Perth.

Storage needs

Alternative arrangements for storage of Service furniture, equipment, resources and archived records are being considered in conjunction with corporate asset management.

Further Works

Additional works will continue to take place across the school estate to include: • accessibility works to ensure that staff, pupils and the public can access entire buildings and that pupils are not prevented from accessing the full curriculum; • a programme of works at primary schools to meet the reducing class sizes initiative and deal with the accommodation pressures

4.3 Medium Term (Over the next 5 – 10 years)

Museum Review

The Museum facilities across the Perth and Kinross area will be reviewed over the next few years to ensure that the Service is aligned with the proposals contained in the National Cultural Policy and to ensure that it continues to meet the needs of local communities. The outcome of this review will need to reflect and recognise that the current Museum collection is now deemed to be of National significance and as such, needs to be accessible to the widest possible audience. This will then allow more exhibits to be on display at any point in time.

Community Learning and Development

Community Learning and Development is kept under review to ensure that the effectiveness of the services provided, meet local needs and is able to

23 29 respond to the changing demand for these services over time. The Integrated team bases within the community campuses are utilised in this respect.

Children’s Services: Child and Family Services

There may be a need for further small local provision and this will be guided with reference to the Early Years Strategy.

4.4 Long Term (10+ Years)

Community Campuses

As the new Investment in Learning campuses have been brought into use, the potential range of Council Services that can be provided from a school building or campus has increased, as supporting frameworks are developed to enhance delivery. All of the campuses are now operational in Blairgowrie, Crieff, Kinross, Aberfeldy and two in Perth, with primary provision at St John’s Academy due to complete in October 2011.

The general lessons learned from implementing and operating the Investment in Learning campuses are taken across the public buildings portfolio.

The continued development of further community based facilities within school buildings is an area that the Council is actively pursuing as it reviews its property portfolios and prepares plans for future years development.

Future Property Needs and Proposals

Public Buildings

Much work remains to be done in identifying and addressing the future needs requirements for public buildings. This will be driven through a number of opportunities including seeking and promoting partnership working, working alongside customer first delivery programme, applying the Investment in Learning concept across the property portfolio, community partner engagement and involvement and further developing area/locality based provision reflecting local needs.

School Catchment Reviews

Catchment reviews have been completed for Glenearn Community Campus and Oudenarde. There are no immediate plans to review other school catchments however in March 2011 the School Estate Sub-Committee agreed to a statutory consultation to look at a proposal for Arngask Primary School catchment area feeding to Kinross High School (at Loch Leven Community Campus) rather than Perth Academy.

24 30 School Capacities

Primary Schools

Revised primary school capacities have been applied from August 2007 and are updated annually to reflect changes in accommodation provision. However these have been managed in individual schools where their immediate application would result in overcapacity situations. In such schools, the new capacities will be sensitively managed over the course of the lifetime of a cohort of pupils and through the management of annual P1 pupil intakes. Work is also being undertaken to assess whether, at those schools most acutely affected by the new capacities, there is a long term need for additional permanent or temporary accommodation and look at the potential impact of reducing class sizes to 18 in primary 1 – 3.

Secondary Schools

Revised secondary school capacities were agreed by the School Estate Sub – Committee in June 2010.

The primary and secondary school capacities are attached at Appendix 5.

Capital Investment Programme

The Council has a 5 year capital investment programme. This helps in the longer term planning of capital investment in the school estate and allows appropriate lead in times for school upgrade projects, thus ensuring that the scarce resources which are available for this purpose are targeted effectively and efficiently.

Small Schools

Perth and Kinross is a mixed rural and urban Council area, and there are a number of small rural schools, some in very isolated locations. Proposals for maintaining educational provision in small schools are being worked on and will be in line with the statutory requirement to provide “adequate and efficient provision of school education and adequate facilities for social, cultural and recreational activities and for physical education and training”.

The Council is undertaking a range of transformational projects under “Securing the Future – 2015 and beyond”. In August 2010 Lifelong Learning Committee agreed to the development of options appraisal reports in respect of Strone of Cally Primary School, Straloch Primary School, Struan Primary School and Logiealmond Primary School. At Lifelong Learning Committee on 12 January 2011, the options appraisal and consultation report were approved and a formal consultation process on the proposal to close Strone of Cally Primary School commenced. A report on the outcome and findings of the statutory consultation exercise will be presented to Lifelong Learning Committee on 31 August 2011. It proposes that education provision at Strone

25 31 of Cally Primary School be discontinued with effect from 27 June 2012, or as soon as possible thereafter.

The options appraisal reports for Straloch and Struan Primary Schools have been completed and presented to Lifelong Learning Committee on 1 June 2011, however it is proposed to defer the commencement of formal consultations on the proposals to close the Schools until the findings and recommendations of the Commission on the Delivery of Rural Education are reported.

The options appraisal report for Logiealmond Primary School has been completed and will be presented to Lifelong Learning Committee on 31 August 2011 with a recommendation for Logiealmond Primary School to remain open with the situation being kept under review.

Demographics

In the urban area, particularly Perth City, the current location of schools reflects the historical spread of the population, rather than meeting the needs of communities that now exist following considerable housing development in some parts of the city. This is a significant factor in the need to review school provision and catchment areas across the Council area, particularly in light of the Tayplan and local planning proposals.

The inward migration of people into Perth and Kinross is driving up our population and one consequence is a growth in house building in some areas across the Council. This growth in house building within the Council boundary has the potential to cause substantial pressure on a large number of schools within Perth and Kinross and a major exercise to review the school estate requires to be undertaken to ensure that not only are the schools we have fit st for providing a 21 Century education from, but just as importantly, are in the right locations and reflect the current population dispersal rather than the historical population dispersal, within the major population settlements across the Council area.

However, work is now underway on a strategic review of school provision across the Council area and this will look at the above factors before reaching any final conclusions about the current school estate. What must result from the current review of school provision is that buildings remain flexible and adaptable to respond to the range of initiatives and developments that are likely to emerge in the future. The review must also be seen to deliver a school estate that has consistent standards in terms of building design and facilities. This should be at least to the level of the current planned IIL Programme schools and should develop over time.

In terms of forward planning of the school estate and linking this to future needs and educational developments, previous school closures have been largely reactions to declining school populations and the resultant ability of the Council to deliver an appropriate educational experience, for those children remaining in the locality.

26 32 School investment projects have also, historically, largely been reactive to emerging housing developments rather than linking directly to the Council’s Forward Planning and Local Plan processes at the early stages of development.

It is not possible to fully predict the long term future of learning and teaching in Scotland and the resultant implications for school buildings. The general decline in school pupil numbers which Scotland as a whole is experiencing is not a trend that is being mirrored in Perth and Kinross. Further, the different localities within the Council area show different trends in respect of the future population levels at various ages. All of these factors amplify the need for a robust review of the school populations demographics referred to elsewhere in this Plan.

Review of Sport and Active Leisure and Public Halls

The outcome of reviews of Sport and Active Leisure and Public Halls will need to be considered alongside the development of the school estate. The recommendations from these reviews may have implications for the school estate and would be consistent with developing and implementing the integrated community schools concept.

Future Opportunities

The provision of local resources across the Council area which provide access to a range of services is being pursued as the Council reviews its property portfolio. It is planned to develop buildings as community resources that are accessible to the public and can be used as flexibly as possible.

There may be future opportunities to share premises with community planning partner organisations and these should be explored in the development of any future investment proposals for school buildings. The sharing of Council/school premises with other organisations may not exist at present but any such opportunities that present themselves should be considered and promoted if there is an appropriate means of doing so without detriment to the core function of the school/building.

Conclusion

Buildings are expensive resources and the number of Council buildings in any particular location should be the minimum needed to deliver efficient Council and community services to that particular locality. Such a move will ensure best value and optimum effectiveness and efficiency for the Council in its use of increasingly scarce financial resources over the coming years. Such an approach will also require innovative thinking, commitment, and support at the highest level within the Council, by both Elected Members and Senior Officers. A Corporate approach to providing solutions to the benefit of both the Council and its many and varied local communities will be essential.
