1 In addition to the ordinary scheduled commuter bus services the City also offers a Special Bus Service whereby buses may be hired for the conveyance of an organised party or group to attend religious gatherings, educational tours, sport meetings, picnics, social functions, and the like. Rates
The following revised bus tariffs are effective from 1 July 2014. These fares apply to all trips within the Brakpan are as to New Era, Springs Station, Nuffield, Nigel, Apex and Sunward Park.

The cash tariff increased by 10% from R11.80 to R13.00 per trip.
Monthly coupon tariff
The monthly coupon tariff increased by 10%, which equates to an increase of 75 cents per a single trip.

5. TRANSPORT FOR THE FUTURE
The City of Ekurhuleni has conceptualised a truly integrated public transport system to ensure that all 3.1 million citizens can travel quickly and easily across the region. This integrated system is made up of several components and was conceptualised in 2008 when the Modal Integration Strategy and Action Plan was formulated. The strategy has a vision for a high-quality and affordable public transport system that all residents can benefit from.
To ensure integrated connectivity is achieved, the City is developing and construct key intermodal facilities in its area of jurisdiction, reducing the burden of poor public transport on the commuter. Several facilities are in planning and under construction to address this.
Comprehensive Integrated Transport Plan (CITP)
In South Africa, emphasis is shifting from car-oriented transport planning to public transport and Non-Motorised Transport (NMT). The aim is to provide commuters with a wide spectrum of transport options that enable them to go about their daily lives easily.
This shift in focus is being facilitated through new legislation, policies, strategies and plans. In addition funding arrangements are being made to rollout new and integrated public transport systems. Although there is a strong focus on mega transportation projects that are being planned and implemented, there is a realization that these alone cannot address all the user needs.
In response to this changing landscape the Ekurhuleni Metropolitan Muncipality (EMM) has developed a Comprehensive Integrated Transport Plan (CITP).
By 2025, Ekurhuleni aims to have a high quality, integrated and well-maintained transportation infrastructure and integrated public transport systems, ensuring a high degree of mobility and choices for commuters
The CITP aims to provide comprehensive and integrated approach to the provision of transport services that takes into consideration: the municipality’s demographics (health, age, gender), trip purposes (employment, education, health, recreational), safety, health benefits (of active mobility) and travel time.
The CITP seeks to address the following challenges:
• Poor condition of vehicles and facilities • Lack of Adequate Public Transport Facilities • Safety and security

• Unused rail systems in the municipality • Freight transport’s impact on other transport modes • Fragmented spatial structure with historical 9 local authorities • Mine belt in the east-west direction constrains north-south connectivity • Four major low income townships on four corners of area • No single main employment centre. However a core triangle between Germiston, Boksburg and OR Tambo International Airport does exist.
Although the City faces many challenges there are opportunities to exploit. These include:
• Good regional linkages (R21, N17, N12 and Gautrain) • Available land along the mining belt has been released for housing • A very good rail system • Opportunities for urban development along the public transport routes
CITP aims to:
• Provide dignified public transport facilities that are fully integrated • Promote local economic development • Increase the NMT network to 200kms by 2018 • Encourage use of NMT facilities as the most basic part of the public transport system
Introducing the CITP
A base Comprehensive Integrated Transport Plan (CITP) has been compiled for the period of 2013-2017. The City of Ekurhuleni has appointed Royal Haskoning DHV(RHDHV) to compile this plan as the lead consultancy with technical assistance from Transport and Economic Support Services (TESS), Latamus Legal Consultants and Plan Associates. CITP outlines all the major transport considerations within EMM which includes but not limited to raods, rail, freight, aviation and others.
The plan considers all the transport challenges within EMM and formulates strategies that the municipalities have or will considering in dealing with these challnges in order to ensure that all the transport needs in the city are met and provided for.

Chapter 3: (TIR)
This section gives a detailed breakdown of the public transport operations within the municipality, taking into consideration such factors as transport demand, operators within the EMM and adjacent municipalities.
Chapter 4: Spartis Development Framework (SDF)
This section deals with the land use characteristics of the Ekurhuleni Metropolitan area, and more specifically the existing and projected future spatial distribution of human settlement (housing) and associated social and economic activities in the area.
Chapter 5: Public Transport Operational StrategyThis section outlines the Public Transport Operational Strategy as guided by the Minimum Requirements for Integrated Transport Plans as stipulated in Government Notice R1119 dated 30 November 2007 as well as the Technical Transport Planning guidelines for Comprehensive Integrated Transport Plans (CITPs).

This section deals with all relevant information relating to safety and security within the public transport sector. It outlines the current challenges with regard to public transport safety and security and formulates a strategy on dealing with these challenges.
Chapter 8: Freight Transport Strategy
Freight transport in urban areas has a major impact on the quality of life, accessibility and attractiveness of the local community, thus this chapter considers the challenges of freight transport within Ekurhuleni and the strategy to address these challenges.
Chapter 9: Aviation Strategy
Ekurhuleni Metropolitan Municipality is home to the largest airport in Africa, OR Tambo Airport; and various other airports and airfields such as: Rand Airport, Brakpan Airfield, Springs Airfield, Petit Airfield, Bapsfontein Airfield, Fly Inn Air Park, Fincham Airfield, Microland Flight Park, andDunnottar Airfield. This section, therefore, outlines the EMM’s strategy to deal with this transport mode within the municipality given the regulations and frameworks around the aviation industry worldwide.
Inland Ports
An inland port, also known as inland freight hub, is defined as a region that has the capabilities to transfer freight between at least two transportation modes: road, rail, water, or air. Serving as an interface point between these modes, inland freight hubs facilitate the transition of goods from one mode to another. These hubs have the potential to reduce highway freight congestion and increase the overall efficiency of freight movement.

Tambo Springs
The Tambo Springs Hub is one of the projects associated with the Durban-Free State-Gauteng Logistics and Industrial Corridor as one of the major freight hubs on the Gauteng side of the corridor.
According to The Five Year Gauteng Transport Implementation Plan (GTIP5) the freight transport network and its future development are to provide for:

• The decrease in the number of heavy freight vehicles in the urban core areas and central business districts by providing freight hubs, and road and rail mobility on the periphery of the Global City Region; • Establishment of freight intermodal facilities on the northern and eastern periphery of Gauteng; • Adequate linkages for inter-provincial and cross-border freight (for example, Gauteng - KZN Corridor); • Supporting infrastructure to freight intermodal facilities; • Equitable and targeted allocation of financial support; • Adequate public transport to the planned freight intermodal facilities and associated developments; and • Coordinated planning and integration between authorities.
To assist with the development of this freight hub The Five Year Gauteng Transport Implementation Plan (GTIP5) identified the following short term road projects which are directly associated with Tambo Springs and is critical to provide the road accessibility to the Tambo Springs Freight Hub:
• Detail design of the K148/N3 interchange at a cost of R25m. • Construction of K148/N3 interchange will commence in year 2013 when detailed design is completed. • Detail design and EIA of K148, K146 and PWV15 – Cost of R60m.
Integrated Rapid Public Transport Network
What is an Integrated Rapid Public Transport Network (IRPTN)?
An IRPTN is a transport service, similar to Joburg’s Rea Vaya, which integrates buses, trains and taxis and links with pedestrian walkways and a network of cycle paths.
It uses dedicated bus lanes and will be made up of a fleet of: large buses, mini and midi bus taxis supported by quality bus services and state-of-the art bus stations and stops.
How does this fit within the City’s strategic plan?
The IRPTN service was conceptualised in 2008 at the time that the Modal Integration Strategy and Action Plan was formulated. The strategy had a vision for a high-quality and affordable public transport system that all residents can benefit from.

The IRPTN service will aligns with the City’s Integrated Development Plan and fits into the CITP plans that aim to create a healthy and prosperous city. The vision is for a public transport service that integrates seamlessly into resident’s lives and encourages people to be more active by making walking and cycling a part of their daily commute.
Why is it being built?
An effective public transport service is about connecting communities to job opportunities and lifestyle options that will improve their lives. It’s about getting people to where they want to go, whenever they want.
Over the years transport in Ekurhuleni has become more congested and chaotic and the Municipality has listened to the public’s requests for a transport service that is affordable, safe, reliable and runs on routes convenient to them.
What are the benefits of the service?
• A safe journey with: dedicated bus lanes, well trained drivers as well as CCTV and well lit stations
• Affordability with travel with fares equal to or less than current fares
• Reliable services that run frequently and arrive on time
• Round the clock availability to ensure you commuters can catch a bus whenever they want during peak and off-peak times
• Easy access with signs that are easy to follow and services designed for special needs passengers
• A cashless fare system that is bank issued and allows commuters to top up all over the city
How will it operate?
It is all connected. The main route, also called a trunk route, will use dedicated bus lanes and will run along the major roads in the area. In time this main route will be supported by feeder and complimentary routes that will help commuters get onto the main route no matter where they live.

The City also wants to make walking and cycling easier and safer. That’s why they are developing a network of pedestrian walkways and bicycle paths, also called non-motorised transport, to help commuters move around safely.
Where will the route run?
The route is being built in phases and phase 1 will run from Tembisa via Kempton Park to Vosloorus. Phase 1 is already being built and will launch in 2016.
Construction updates
Non-motorised transport: Construction on the surfaced sidewalks, pedestrian walkways and cycle paths is already underway.
Construction is taking place at:
1. Reverend RTJ Namane Drive between George Nyanga Rd and DM Marokane Rd, Tembisa
2. Brian Mazibuko Drive East and West, Tembisa.
3. Rondebult Rd, between Wildesering Rd and Barry Marais Rd, Boksburg
Construction is complete at:
1. Pretoria Rd, between Beukes Rd and Riebeeck Park Rail Station, Kempton Park
Main/trunk route: The second phase will see construction on the main route/trunk in the following areas:
• Reverend RTJ Namane Drive, between Flint Mazibuko and Brian Mazibuko Drive, will be widened from one lane to four lanes. • In June construction of dedicated bus lanes will begin on Andrew Mapetho Drive and Zuurfontein Rd, from Phomolong to Kempton Park West. • In July construction will begin on Reverend RTJ Namane Drive from Brian Mazibuko Drive to Andrew Mapetho Drive and along Andrew Mapheto Drive between Reverend RTJ Namane and DM Marokane Drive.
Complementary route:
• Reverend RTJ Namane Drive between Flint Mazibuko Street (at the Tembisa Hospital and up to just before Ruth First Street)

Working with the taxi industry
The City is committed to working with the taxi industry. As a result they are collaborating to find ways to build a future in which small businesses can become more sustainable to thrive and grow.
Environmental Impact Assessment
Any project of this nature will have an impact on the environment but there is legislation in place to protect the environment. As a result an Environmental Impact Assessment (EIA) has been done. Intermodal Facilities:
Germiston
One of the City’s main transport priorities is the development of the Germiston Intermodal facility. The vision is for an upgraded facility that will be a vibrant and multifunctional centre servicing business, community and transport needs. This intermodal facility will integrated various transport modes include rail services, bus, taxi and private transport options, providing a safe and reliable transport services to those in the City.
The Germiston Station serves the largest number of train and minibus taxi passengers in the region and the buildings and surrounding facilities are in a state of disrepair and are unable to handle the volumes of traffic, as a result this a high priority project.
The City has partnered with the Passenger Rail Agency of South Africa (PRASA) on this project to ensure the development of these facilities ensures improved access to rail services, as a source of mass transport. Similar facilities are also being developed in areas such as Leralla, Isando, Rhodesfield, and Springs Stations.
The Germiston Intermodal Facility has been identified as a strategic project and in consultation with PRASA, Gauteng Department of Roads and Transport and EMM, the Germiston Rail Station, taxi rank and affordable residential units and short stay accommodation will be developed.

The Germiston Station is classified as an “A” corridor station and forms part of the approved Corridor Modernization programmes that will be modernising rail services in the Gauteng region (from Soweto through Germiston to Pretoria). It is also classified as a “Super Core” station.
Working together these partners will be construct a new station and new intermodal facilities including a taxi holding area with a long-term plan to develop residential units and short-stay accommodation in the area.
Currently preparations are underway with preliminary designs in development.
