1 GOVERNANCE, FINANCE, OPERATIONS AND INTERNATIONAL RELATIONS GOVERNANCE Achieve streamlined, representative and responsive governance.

USA Rugby is the sole National Governing Body for rugby in the USA. As our organization grows, so does the need to ensure that all areas of our organization operate to increasingly high standards and that our relationships with a wide range of national and international sport governing bodies become stronger. This includes the International Rugby Board, North American and Caribbean Rugby Association (NACRA), U.S. Olympic Committee (USOC), Pan American Sport Organization (PASO) and International Olympic Committee (IOC) and other international rugby governing bodies.

PRIORITIZED OBJECTIVES, STRATEGIES AND METRICS

1. USA Rugby will be the sole National Governing Body for for both genders in all its forms in the USA. STRATEGY i. To maintain recognition of USAR by USOC and IRB as the sole governing body of rugby in the US.

KPI – Raise membership status with the USOC.

2. Develop roles and responsibilities of Congress and Board.

Strategy i. Continue to develop a positive working relationship between the USA Rugby Board and Congress. ii. Utilize the array of expertise found on Congress to support the goals of USA Rugby. iii. Serve as a mechanism of accountability for the Board. iv. Represent the rugby community. v. Act as conduit between rugby community and board to ensure information is exchanged and delivered effectively. vi. Support the goals agreed by the Board and Congress. 3. Continue to review and develop the USA Rugby bylaws to streamline and improve governance. Strategy i. Review bylaws based on the final strategic plan. ii. Recommend to Congress bylaw revisions required by the USOC.

KPI – Annual bylaw review undertaken by the Board and recommendations presented to Congress.

4. Annually review all standing committees, their terms of reference, personnel and work. Strategy i. Agree a process that will annually review all committees and make recommendations to the Board and Congress. ii. Committee chairs to submit annual reports to board and post summarized quarterly reports to the intranet.

KPI – Annual committee review by National Office undertaken and recommendations presented to Congress.

5. Continue to improve the efficiency and effectiveness of our management and administrative structures. Strategy i. CEO to review organizational operating structures.

KPI – CEO to ensure appropriate staff in place to execute agreed plan.

6. Protect and promote the game’s core values.

Strategy i. Produce a ‘Spirit of the Game’ booklet. ii. Enhance regular communication and attract more positive attention via media outreach. iii. Include player features. iv. Reiterate core values in all communications, responses and media enquiries.

KPI – National Office to create, promote and circulate a USA Rugby ‘Spirit of the Game’ document.

ORGANIZATION Streamline the current organizational structure to support anticipated growth.

USA Rugby is growing as an organization. Changes in structure and operations are inevitable as we seek to improve our performance on every level. During 2009, it has become obvious that operationally we would benefit from an organizational review, which will enable us to support anticipated growth on all levels during the next three years.

7. National Office to be restructured. Strategy i. January 2010 implementation of three distinct functional areas, with budget to support new format. ii. Ensure new structure is understood by rugby community.

KPI - Organization structure is understood and communicated to the rugby community.

8. Organizational review - Board to appoint a 10-person committee populated by Board, Congress, and State-Based Rugby Organization (SBRO) representatives to collaborate on the review of current Territorial Unions (TU), Local Area Unions (LAU) and SBRO structures. Strategy i. Commence an organizational review that will make recommendations to the Board of USA Rugby regarding the roles of Territorial Unions, Local Area Unions and State-Based Rugby Organizations.

KPI – An interim report to the Board in April 2010 and final proposal to Board and Congress in June 2010.

9. Improve staff retention rates. Strategy i. Implement and maintain incentives to improve staff retention. ii. Review employee benefits, development and communication regularly.

KPI – Human resource staff member appointed and all staff benefits reviewed annually. All staff to receive an annual performance review. 12 GOVERNANCE, FINANCE, OPERATIONS AND INTERNATIONAL RELATIONS

FINANCE AND OPERATIONS Create a funding model that is transparent and supports all areas of the game. Implement and monitor an annual scoreboard and operational plan.

USA Rugby provides funding support to all levels of the game from youth and high school to international teams. It is essential that the USA becomes financially strong to provide certainty of long-term funding levels for all levels of the game. This places a greater requirement for USA Rugby’s financial affairs to be prudently and professionally managed to ensure that we weather the exceptionally difficult business environment now confronting us. Creating a transparent funding model that supports all levels of the game is imperative as we grow the game in the USA.

In 2008, USA Rugby implemented a scoreboard and operational reporting template that tracked performance during the year. In support of the 2009 – 2012 Strategic Plan, an operational plan will be created to track progress and report to USA Rugby Board and Congress.

USA Rugby must continue to improve the efficiency and effectiveness of its administrative structures. Operational reporting will play a key role in communicating progress against the organization’s strategic objectives.

10. Achieve a $12 million operating budget by 2012. Strategy i. Create and manage a budget to sustain a $12 million operation by 2012.

KPI - $12 million budget approved in December 2011.

11. Provide transparency to rugby community. S trategy i. Audit and Risk Committee agree reports to be posted for public review.

KPI – Agreed reports circulated on a timely basis.

12. Ensure USA Rugby’s risk management procedures are adequate and up-to-date. Strategy i. Ensure USA Rugby’s risk management procedures are appropriate and up-to-date. ii. Audit and Risk Committee to review and consult with other non-profit organizations (NPO) and compliance firms.

KPI – Risk review completed by legal/third party firm by end of 2010.

13. Implement an operational tracking and reporting process that delivers quarterly reports to USA Rugby Board/Congress.

S trategy i. Scoreboard - USA Rugby to develop an annual scoreboard with enhanced readership that aligns KPIs with approved strategic plan goals.

KPI – Agreed reports circulated,

14. Encourage TUs/LAUs and SBROs to develop their own scoreboard and operational tracking reports that align with USA Rugby. Strategy i. Align the goals of TUs, LAUs and SBROs with USAR Strategic Plan, to be based upon the outcome of the Governance Committee recommendations. ii. Implement quarterly reporting procedures, replicate intranet site to post performance and operational results.

KPI – Agree a reporting structure based upon the organizational review.

INTERNATIONAL RELATIONS Raise the profile and influence of USA Rugby with the IRB and USOC.

Rugby is a global game with over 115 countries and 3 million people playing the game. The is the third largest sporting event in the world behind soccer’s World Cup and the Olympic Games. USA Rugby has international teams for men and women across a number of age groups. USA Rugby is a member of the International Rugby Board (IRB), has recently been appointed President of the North American Caribbean Rugby Association (NACRA), is Vice President of Pan American Rugby Association (PARA) and will compete at the 2011 Pan American games.

Rugby Sevens will be included in the 2016 and 2020 Olympic Games and is raising its profile as a sport all over the world.

USA Rugby must play a leading role in the development of the global game of rugby and must therefore develop and maintain its relationships with rugby nations across the world.

15. Provide exceptional leadership to NACRA during our presidency of the organization.

Strategy i. Offer support of rugby in NACRA countries through coach, referee and player development opportunities.

KPI – Develop partnerships with NACRA Countries.

16. Develop a working relationship with South American countries, particularly Argentina and Uruguay.

Strategy i. Investigate touring opportunities for men’s, women’s and age-grade teams to South America. Continue to work with the IRB and on the development of the Americas Rugby Championship.

KPI – Increased fixtures against South American teams (men/women/age-grade).

17. Maintain a leadership role in PARA and work with PASO to further rugby competition in the Pan Am Games for men and women.

Strategy i. Raise the profile of women’s rugby in South America.

KPI – Promote Women’s Rugby Sevens as a Pan Am Sport.

18. Continue to develop positive relations with our strategic partners, New Zealand Rugby Union (NZRU) and the Union (RFU).

Strategy i. Run a successful Churchill Cup in 2010, including new venue and increased gates and sponsorship. ii. Agree an annual coach/referee development with the NZRU and RFU.

KPI – Continue to support the development of the Churchill Cup and increase the number of coach/referee development opportunities with RFU and NZRU.

19. Provide strategic support to the IRB on global and hemispheric initiatives. Strategy i. Timely response to all IRB communications. ii. Bid to host IRB fixtures and events. iii. Increase the presence of the Americas Rugby Championship in the U.S. iv. Satisfy the IRB requirements of the High Performance and Game Development grants.

KPI – Host the finals of the Americas Rugby Championship in 2010 and continue to deliver against the objectives of the IRB High Performance and Game Development grants.
