EMERGENCY ACTION PLAN FOR BSL PROJECT

BBMB SUNDERNAGAR

1.0 INTORODUCTION

The Beas Satluj Link Project, the largest hydro- electric-cum-tunneling project in the country diverts about 4,716 million cubic meter of Beas Waters from a point at Pandoh in , 114 Km. upstream of Beas Dam at Pong, into the Satluj basin near village Dehar (upstream of the Bhakra Reservoir) through a water conductor system. Through it water cascades down a 320m (1049.60 feet) fall to generate power at the Satluj end.

PANDOH DAM

The Pandoh Dam is primarily a diversion dam on River Beas at Pandoh. The Dam has a composite section of earth & rockfill with a height of about 61 m (200ft) above the river bed level & 76 m (250 ft) above the deepest foundation. The crest of the dam has been kept at E1. 899.16 m (2950 ft) after allowing for a free board of 2.74 m (9 ft) above maximum reservoir E1. 899.417 m (2941 ft). As much as 13.37m (43.85 feet) of the incline is below the bed of the river.

CONCRETE SPILLWAY

A chute spillway constructed on the left abutment is capable of passing discharge of about 9,939 cumecs (3,50,993 Cs.) at the maximum reservoir level of 896.42m (2940.25 feet). The spillway crest has been provided at an elevation of

874.78m (2869.27 feet). The 88.54m (290.41 feet) long chute has a uniform width of 74m (242.72 feet) with a slope of 2.5 to 1. A flip bucket at an angle of 35 degree is provided at the downstream end of the chute to focus the jet of water away from the spillway structure. The crest structure has five 12m wide x 13m (39.36 x 42.64 feet) high orifices separated by 3.50m (11.48 feet) wide piers. Each opening is provided with a hydraulically- operated radial type gate. The maximum flow- intensity at the crest is 165.50 cumecs (5844.58 Cs.) per metre.

PANDOH- BAGGI TUNNEL

The 13.10Km long tunnel, with a diameter of 7.62 m (25.00 feet), is concrete lined. It has a maximum discharge capacity of 254.85 cumecs (9000 Cusecs.). The upstream and the downstream invert levels of the tunnel vary from the elevations of 867.54 m (2845.53 feet) to 835.15m (2739.29 feet).

BAGGI CONTROL WORKS AND STILLING BASIN.

The Baggi Control works are located at the exit-end of the tunnel to regulate the flow from the Pandoh reservoir, depending upon the inflow of the Beas and the requirements of the power plant. The control works consist of a gate control house with a steel- lined basin transition upstream and a stilling basin downstream. The gate house is a heavily reinforced structure 27.4 m (89.87 feet) high.

The circular tunnel at the gated- control-end has been transitioned into four rectangular conduits, each 2.67 m (8.75 feet) wide and 4.27 m (14 feet) high. Each conduit is provided with two gates in tandem, each 2.67 m (8.75 feet) wide and 4.27 m (14 feet) high. The downstream gate is of the slide type and serves as a regulating gate while the up-stream gate is of fixed wheel type with upstream sealing, which serves as emergency or guard-gate. Each gate is operated by an independent hydraulic hoist.

The stilling basin has been provided to dissipate the energy of flow of water released by the gates. The water released from the gates will flow over 25.91m (84.98 feet) long glacis before entering the 31.70 m (103.97 feet) long horizontal floor of the stilling basin at an elevation of 832.10m (2729.28 feet). The stilling basin is divided into two compartments by a longitudinal wall. Provision of stop-logs has been made at the end of the stilling basin for inspection and repair of any one compartment of the basin at a time without closing the system.

SUNDERNAGAR HYDEL CHANNEL

The Channel has a capacity of 240.69 cumecs (8500 Cusecs.). It is aligned almost as a contour canal along the periphery of the Suketi basin. The total length of the hydel channel is 11.80 Km and it discharges into the balancing reservoir.

The bed of the hydel channel is 9.45m (31 feet) wide and the side slopes are

1:5:1. The full supply depth varies from 6.26 m (20.53 feet) to 5.85 m (19.18 feet). The channel has a slope of 1 in 6,666 and the expected maximum velocity is 1.84 m/s

(6.05 feet/s). As the hydel channel runs along the foot of hills through rugged country- side, it had to cross a large number of natural streams, made torrents by the monsoons, necessitating construction of 16 aqueducts and 1 super- passage. Apart from the construction of silt- ejector, as many as 15 bridges have been constructed for use by the local population.

BALANCING RESERVOIR

To meet the fluctuating load requirements of the power plant, a storage reservoir of a minimum capacity of 370 hectare meters was essential. This reservoir has been located between the hydel channel and the Sundernagar Satluj Tunnel in the bed of Suketi Khad. The balancing reservoir embankments are of impervious earthcore-cum- rockfill type. The maximum height of the embankment is 21.34 m (70 feet) above ground level in the reaches across Suketi Khad. The reservoir is over 2 Km. long with a maximum width of about 457.32 m (1500 feet). The maximum reservoir level and minimum draw down level vary between elevations of 842.47 m (2763.30 feet) and 833.32 m (2733.28 feet). The top of the reservoir embankment is at an elevation of 844.90 m (2772.00 feet). The balancing reservoir is also provided with syphon- type escape of 328.51 cumecs (11601.23 Cs.) capacity.

SUNDERNAGAR SATLUJ TUNNEL

The Sundernagar Satluj Tunnel is the last link of the long water conductor system with a discharge capacity of 403.52 cumecs (14250 Cusecs.) for feeding the machines of Dehar Power Plant. This tunnel, 12.35 Kms. Long and having a finished diameter of 8.53 m (27.97 feet), takes off from the balancing reservoir and ends in the surge shaft and penstocks. The upstream and downstream invert levels of the tunnel vary between 818.08 m (2683.30 feet) and 762m (2499.36 feet).

The intake structure of the tunnel at the Pung is of a conventional semicircular type-a trash rack structure jutting out of the vertical faced wall. The trashrack structure which is about 20.12 m (66.00 feet) high has 6 bays of 4.52 m (14.82 feet) each. The structure is followed by a cut- and- cover conduit 6.10m (20 feet) high and 9.39 m (30.79 feet) wide with a high breast- wall at its face. The conduit is transitioned into a 8.53 m (28.00 feet) diameter tunnel.

SURGE SHAFT

There is provision to cater to the needs of rising pressure due to the sudden closing of turbines and for the requirement of turbines on “sudden restart”. This comprises a differential type surge shaft of 22.86m (75 feet) finished diameter and 125 m (410 feet) depth with a reinforced concrete riser of 7.62 m (25 feet) diameter linked with the main shaft

BY-PASS SYSTEM

A by-pass tunnel of 6.71 m (22 feet) diameter and 212.38 cumecs (7500.13 Cs.) capacity takes off from the riser shaft at an elevation of 789.43 m (2589.37 feet). i.e. 29.26 m (95.27 feet) above the lower chamber level. It is provided to divert surplus waters into . The by- pass tunnel runs for a length of 296.80 m (973.50 feet) and is then trifurcated into 2.44 m (8 feet) diameter conduits to accommodate 2 sets of gate in tandem, one, the fixed- wheel type to serve as a guard gate, and the other, a high pressure radial gate to serve as a regulating gate. These gates can be operated from the power house. The conduits discharge water into an open chute which runs along the profile of rock and is nearly 533.40 m (1749.55 feet) long, equipped with a ski- jump bucket at its downstream end to splash out the water into the Satluj.

PENSTOCKS

Three penstock- header tunnels take off at an elevation of 766.57 m (2514.35 feet) from the fan- shaped lower chamber of the surge shaft. These tunnels have a 4.88 m (16 feet) diameter up to the valve chamber where butterfly valves (one for each header) are housed. Below the valve chamber the penstocks are laid in the open along the surface. Each penstock header is bifurcated into 3.35 m (11 feet) diameter branches. The penstock branches dip down at an angle of about 40 degree and then run underground. The penstock branches enter the power plant at an elevation of 496.82m (1629.56 feet). Special imported high tensile steel, involving special technology for its welding, has been used for fabrication of high- head penstocks.

DEHAR POWER PLANT (under the jurisdiction of Chief Engineer/Generation)

The Dehar Power Plant is a multi- storied reinforced concrete framed structure having 6 units of 165 MW each spaced at 15.24 m (50 feet) centres. To accommodate various service facilities, galleries have been located on the upstream side. On the downstream side is the operation deck, for lowering and removing of draft tube gates whenever desired.

Two overhead traveling cranes, each of 150 tonnes capacity have been provided for erection and maintenance of equipment. To provide access to various floors, one elevator has also been provided. The feeding of water into conductor system from surge shaft to power house is controlled by means of stop-logs located in surge shaft, 3 butterfly valves 4270 mm 14.23 feet) diameter located in valve chamber and for 2600 mm (8.67 feet) diameter rotary inlet valves located at the end of the penstock branches before the spiral casing inlet pipes.

DEHAR POWER PLANT

The turbines are Francis- type and are directly coupled to 173.7 MVA 11 KV, 3 phase 50 Hertz semi- umbrella type generators which generate 165 MW of the power each at a lagging power factor of 0.95. The generators adopt Static Excitation System which are of unique type in India, essentially required for the long E.H.V. Transmission network comprising 400 KV and 220 KV lines. 1.1 EMERGENCY ACTION PLAN

The emergency action plan is necessary for the size & magnitude of a project like Pandoh Dam due to its location in the seismically active zone and its typical geology. The potential emergency may arise out of any situation involving floods due to breach or other structural failures as well as major floods without a breach, etc. Other unusual situations may also arise by sudden overtopping of the dam, due to existing spillway capacity falling short despite the best efforts to route the floods. Another factor involves which may make the stability of the dam questionable may unusual seepage or piping through the dam or excessive uplift pressures beneath the dam body, sliding of the side slopes / embankments, earthquake damages and land slide generated waves within the reservoirs, equipment mal functions, foundation failure, and sabotage. Any one of these factors can trigger the disaster which may disrupt normal human life in its established social traditional and economic system. The destruction of environment caused by extra ordinary natural phenomenon or human created hazards results into hardship and sufferings beyond redemption unless outside help is managed to the affected populace. A hazard happens to be a perceived event which threatens both human life and property. A disaster is the realization of this type of hazard. It may turn out to be a disaster if proper management and mitigation measures are not ensured to alleviate the sufferings of the people of the affected area. Emergency Action Plan in its ambit identifies potential emergency condition at a project and specific pre planned actions to be followed to minimize property damages and loss of life. Broadly the causes responsible for such type of disasters may be classified as:

(a) Hydrologic: such as flooding due to large releases, seepage slumping, piping, embankment cracking, embankment deformation, movement of concrete section (sliding or overturning), settlement failure of spillway gates or supporting structures, outlet works, equipment malfunctions, etc.

(b) Earthquake: This natural cause which may have impact on the structural stability of the dam resulting into embankment piping, cracking and movement of concrete section.

(c) Other Events: These include equipment failure, security/criminal action, structural fire, land slide, wild fires, storm of extreme intensity, cloud burst and sabotage, etc.

Emergency Action Plan requires the project authorities to moderate or alleviate the problems at the dam. It includes procedures and communication network to assist the authorities in issuing early warnings & notifications and messages to responsible persons downstream. In this E.A.P. potential emergency or imminent emergency arising due to hydrologic reasons as classified earlier, has been considered as most likely occurrence.

1.2 Notification Flow Chart:- Notification Flow Chart is an important component of the Emergency Action Plan which may meet emergency conditions.

(a) Failure is imminent or has occurred.

(b) Potential emergency situation has developed or is developing

(c) Flood is occurring or is expected

The Pandoh Dam was commissioned and dedicated to the

th Nation on 7 July, 1977. The dam since its commissioning has been run so far by the ever vigilant administration. In the past the emergencies arising out of the situations have been managed deftly and efficiently. The uncertainty about the future requires the same vigilance and keen watch dog behaviour as an emergent need of the times to come. The efforts in the past have been fruitful as the running and the maintenance of the project has been carried out according to the provisions of the codes and procedures as laid down in the operation and maintenance manuals.

Despite all these good input and stringent efforts these may fall short of the likely natural aforesaid unprecedented events. In order to cope with the future emergencies and the statutory compulsions of the present time, four number alert level situation developing very slowly to situation of inevitable catastrophe are summarized as below and find mention at Annexure_II. A list of officers with contact numbers is attached as Annexure -III so as to pass on the information about the developing situation to all responsible and concerned officers. Notification flow chart is attached as Annexure-IV. The narrative information supplementing the flow chart

of different situation as above has been provided and appended at Annexure-V with detail. Sample warning messages explicitly giving a brief specific situation are also attached as Annexure- VI. An updated copy of the Notification Flow Chart be posted in all the offices of the officers having responsibility in the Emergency Action Plan. 2.0 RESPONSIBILITIES

BBMB administration is responsible for the upkeep and maintenance of Pandoh Dam and its water conductor system besides two other Projects and Beas Dam. However in order to make emergency plan more effectively implemented, the personnel manning the project should be aware of the responsibilities at the time of developing inevitable or imminent situations. Such situations demand that Concerned Executive Engineer will be responsible to perform pivotal role at site of emergency on the project. Above all Concerned Executive Engineer would be handling the situation through the active participation of the other associates, including all related vital structures. Executive Engineer responsible would determine and identify the triggering events which require emergency action and ensure deputing of responsible personnel to meet such exigency. This may include incident of sabotage. In this case Executive Engineer will immediately inform Project Security Officer who will act promptly as per his duties and responsibilities listed. The most likely situation expected to develop may be due to unprecedented high floods in Beas catchment and breach in Sundernagar Hydel Channel and Balancing Reservoir. He will immediately inform his higher offices i.e. Superintending Engineer.. & Chief Engineer, BSL Project as per flow chart of External Alert contained at Annexure-IV. He will also inform other Executive Engineers of the project including SDE Water Regulation Sundernagar, and others as per Notification Flow Chart However, under certain special circumstances the duty of informing the developing emergency or imminent emergency, the power may be delegated to SDO concerned. In an inevitable mishap all agencies/partner states to whom water is being supplied or the districts of the states through which the river Beas runs pass will be informed about the exigency well in time as per Notification Flow Chart The list of the Deputy Commissioners of the district through which the river Beas transverses its course has been appended as Annexure - VII.

The appended N.F.C. amply explains the route and destination to where the information of the mishap is to be passed on.

It may also be made imperative and followed in true sense that the flood discharging facilities/installations are manned by the efficient and the most experienced operators and the procedures for their operation during such hours of emergency are strictly carried out in accordance with the provisions of the O & M. The brief sequence of operation of the gates at Pandoh Dam and B.C.W. be depicted and the staff be made well aware of it. On the reception of imminent emergency flood situation information at Pandoh Dam, Executive Engineer Pandoh Dam will ensure that all the 5 no. bays of Pandoh Dam are operated at the notice of shortest period of time with the help of departmental work force or contracted work force.In case of breach in Sundernagar Hydel Channel or Balancing Reservoir concerned Executive Engineer will ensure operation of Gates at Pandoh Dam, BCW and Tail Control Sundernagar in consultation with SDE Water Regulation and other concerned to reduce the discharge in the system. The periodic seminars or instructive training sessions may also be made part of emergency plan. This will go a long way in handling the emergency situation aptly.

In an eventuality of grim flood situation breach such as inundation which may threaten the township or other populated areas the concerned Execxutive Engineer responsible would notify promptly to all departmental and civil authorities with the due approval of high authorities of BBMB as per N.F.C. having concern with the cropping up situation. This also includes peripheral districts on the rim of the reservoir. The list detailing the contact numbers of various villages Sarpanches and N.G.O.’s in periphery of the project have been appended as Annexure _VIII to_IX.

2.1 RESPONSIBILITY FOR EVACUATION, RESCUE, RELIEF;

To grapple with the unprecedented situation effectively, Chief Engineer, BSL Project who is a project head would act swiftly on the basis of precise and accurate feed back information supplied by the Superintending Engineer and their under associate team members and ensure minimum panic amongst his team officers and deploy the resources at his command to tide over the situation and have all the possible help by notifying District Magistrate who is the Chairman of the Co-ordination Relief Committee Mandi and call help from Indian Army, Indian Navy and Indian Air

Force (contact numbers appended as on DMP Annexure-VII) through Chairman office. Other central agencies such as I.M.D. CWC etc. will have to be informed as per N.F.C. as they have also the responsibility to discharge by issuing warning messages through various media such as audio, visual & print media etc. (list attached as Annexure-X). In addition proper coordination in to be made with the authorities of Largi Project upstream of Pandoh Dam for regulation of flow at their end to cope-up with emergency situation arising out at Pandoh Dam and other components of BSL Project. Further to cope up with the developing/imminent / emergent situation such as unprecedented high floods/breach, the officers listed below in various teams would study/handle the situation promptly without any hitch or hesitation. They would be responsible to act with alacrity on identification and declaration of emergency of external alert level (Red) in consultation / approval of higher officers. A siren will be sounded in the presence of S.E. Headquarter (EAP Coordinator ) S.E. BSL Circle No.

1 and S.E. BSL Circle No. 2. The mode of sounding siren will be as follows:

(a) In case of emergency, the duration and number of sound blasts will be 2 minutes BLOW 30 seconds BREAK for 4 times.

(b) For all clear signals it will be continuous siren for 5 minutes which will be sounded upon the direction of Chief Engineer, BSL Project after the emergency is over.

It is also added that the sirens installed at effected situation would sound simultaneously at the time of declaration of the emergency. The staff operating the sirens need be made well conversant of the emergency sounding mode as described. The operation of the alarms will be checked periodically. Its proper functioning will be done and confirmed by testing annually when the EAP is reviewed every year. The Executive Engineer will monitor the situation with a precise period of time and continuously informing Superintending Engineer. Different set of teams have been constituted with the aim of meeting the challenging situations

(e) Will put in all the efforts with the help of fire fighting staff, divers or other present personnel of army/navy at site.

(g) They will maintain daily diary of events and work progress & submit report in this regard to higher officers as well as to the established control room.

(h) They may use the facilities available at each control room as per Annexure-XI

In addition to above if the danger of the flood looms large in the Project and adjoining areas, then the different teams of the officers with their associates have beem framed as per DMP, and duties are assigned would act on war footing.

In case of inundation of the whole of the township and colony area ,Pandoh team A would take care of rescue and evacuation operations. In case of Sundernagar area including Sundernagar Hydel Channel and Balancing Reservoir Team B, D, E& F will be responsible for all the rescue & evacuation operation in co-ordination with all the concerned. However, in case Slapper Township and its adjoining area Team C & G will act. (a) They will be responsible for attending the rescue and evacuation operations of the entrapped persons on priority basis and provide first aid or medical aid immediately through transporting the victims/or casualities, if any to the nearby medical centre.

(b) The evacuated persons will be transported to the shelters at higher elevation as feasible where the affected persons may be stationed with temporary housing

such as tents, nearby school buildings or religious places such as Mandir & Gurdwara etc.

(c) They will contact the local NGO’s and Village sarpanches as per the list attached at Annexure _ IX for having immediate help of men and material during the period of such emergency. This may also include food and clothing etc.

(d) They will also collect the information regarding the loss of human life, live stock and loss to the housing etc. They will pass this information to the control room established in the colony at safe and easily accessible pre planned place.

(e) The routine roll call of the personnel deployed for such operations shall be made invariably in assembly point. Absenteeism/missing persons will be reported to the control room and to the higher authorities also.

(f) They will also keep contact daily with the high offices for fresh instructions as well as seek their guidance if need be.

(g) They will also make efforts to keep the water supply system running if possible or otherwise make alternate arrangement for water supply to ease the hardship of the sufferers of the area.

(h) They will also inform various agencies drawing water for different purposes from the Pandoh Dam,Sundernagar Hydel Channel and Balancing Reservoir about the inevitable flooding/breaching situation. The contact numbers of such agencies have been listed as per attached Annexure- XII. (i) They will maintain daily diary of events and work progress and submit report in this regard to the higher officers as well as to the established control room.

(j) They may use the facilities available at each control room as per Annexure- IX.

(e) Ensure no unauthorized persons entring into the emergency site. (f) To permit with minimum delay the entry of authorized personnel and recognized outside agencies, vehicles etc. involved in the emergency operations that come to help.

(g) Any other responsibility as entrusted by the high officers.

(b) To keep ready suitable staff to act as messengers in the event the communication systems fails due to any reason.

(c) To ensure timely repair / maintenance, if the normal communication system goes out of order.

(d) To help ensure timely access to the fire brigade and other emergency services.

(e) To be ready for discharging any other duty as assigned by the higher officers.

(f) To maintain daily diary of events and work progress & submit report in this regard to higher offices as well as to the established control room. 2.1.6 MEDICAL ASSISTANCE TEAM;

(b) Make available first aid equipments and medicines.

(c) Co-ordinate shifting of causalities to nearby medical centers/hospitals.

(d) Arrange ample number of vehicles for the carriage of the causalities through concerned incharge of the vehicle.

(g) They may use the facilities available at each control room as per Annexure _XI. 2.2 CONTROL ROOM

As an important component of E.A.P. two numbers control rooms

The functioning of the control rooms will be directly under the Supervision / guidance of S.E. Headquarter Sundernagar who will ensure the smooth functioning and keep liaison with different agencies operating at that time. The control room would be well equipped with all types of information in relation to the on going activities like rescue, relief operation and other reconstructions/maintenance activities etc.

The team leader would in each case execute the work in Control room round the clock in three shifts depending upon the seriousness of the situation. In addition to the above, they will be having a continuous contact with Indian Metrological Department for any abrupt change in weather likely to occur in the catchment area. An update will also be maintained by them by having a continuous flow of information from the control room set up by district civil authorities.

2.3 E.A.P.Co-ordinator’s Responsibility

An EAP coordinator will be responsible for EAP related activities including preparing revisions to the EAP, if any. He will also arrange trainings & drills on EAP. S.E (Hq) has been assigned the duties of an EAP coordinator. He is well conversant with EAP and any involved party can contact him for any query regarding the plan. All records in respect of trainings & drills will be maintained by him separately. All the parties will be apprised timely about any latest amendment to EAP. A copy of the same will also be supplied to each party. Review of the EAP will be conducted by the coordinator every year on or about the same date. In case there is no revision is necessary, a statement that the review was made and no revision to the plan was required has to be provided to the recipient of the original EAP.

2.4 Approval of the Plan

The plan should be duly approved by all the parties involved or supposed to be involved in its implementation at the time of any mishap on BSL Project assuming thereby that all parties involved are aware of and fully agree to the roles assigned to them during such emergency. Declaring thereby approval of the plan. 3.0 Emergency Procedures

3.1 Emergency identification, Evaluation & Classification

It is mandatory on the part of concerned Executive Engineer to determine and identify situations that require an emergency action. Therefore establishment of procedures for timely recognition are imperative. To serve as a guide at that time following emergency identification, evaluation & classification procedure elements are detailed below: 3.1.1) A listing of the conditions or events which could lead to or indicate an

existing or potential emergency. Situations involving flood emergencies

due to a breach or other structural failure as well as a major flood

without a breach should be included. Unusual situations such as those

caused (a) by overtopping of a dam due to insufficient spillway capacity

during large inflows to the reservoir (b) by seepage or piping through the dam over long internal conduits (c) slope embankment slides (d) earthquake damage & (e) landslide generated waves within the reservoir. Hydraulics, hydrodynamics, hydrology, sediment transport mechanics and geo- technical aspects are all involved in breach formation and eventual dam failure. The prominent causes can be listed as follows:

1) Extreme storm

2) Landslide

3) Earthquake

4) Overtopping

5) Structural damage

6) Piping

7) Equipment malfunction

8) Foundation failure

9) Sabotage

a) Hydrologic: These are related to flooding due to large releases, seepage, slumping, piping, embankment ,deformation, embankment overtopping, movement of concrete section cracking, embankment (sliding or over turning) settlement, failure of Regulating and Emergency Gates or supporting structures., spillway & outlet works releases, equipment malfunction, etc. b) Earthquake: These are related to impact of earthquake at dam and other component of Project which could lead to embankment piping, embankment cracking, embankment deformation, liquefaction and movement of concrete section, etc. c) All other events: These are related to hazardous material spills/ releases, equipment failures, security / criminal actions, fish / wildlife

impacts, wildfires, structural fires, landslides, extreme storm, sabotage, etc. One or more of the above unusual situations will initiate declaration of an emergency for internal alert or external alert.

3.1.2) A brief description of the means by which potential emergencies will be identified, including the data & information collection system, monitoring arrangements, surveillance, inspection procedures and other provisions for early detection of conditions indicating an existing or potential emergency. Emergency events occur with unusual situations varying degrees of severity and predictability. An emergency may develop gradually and be steadily monitored providing ample response time. Conversely, an emergency may develop suddenly requiring immediate emergency response to prevent devastating loss of life or impacts to structures or the environment. The following definitions are used to classify emergency events according to an ascending and progressive order of severity to which the project component or off-site population, structures or environment are threatened. Condition may dictate that situation is classified as imminent without passing through the less severe situations. A smooth transition should occur, if the situation is classified as “developing” prior to “imminent”.

Assessment of degree of seriousness of unusual situation is required. It may be classified as the Blue, Yellow, Orange and Red level alert according to their seriousness.

Guidelines lie mainly in the interface between the internal and external emergency planning, being the two main aspects of the following:

a) Definition of alert levels: If an incident happen with the dam or problem arises related with the dam over its foundations or with landslides into the reservoir, earthquakes, adverse meteorological situations or any other alert information will be given to civil protection system. The gravity of the problem may obviously vary with the situation, but in order to assure that all the entities involved in emergency actions are behaving in accordance

with the situation, the alert levels will be previously defined, and will be the same for the internal and external emergency plan of each project.

These alert levels are established in colours, from Blue, the lowest level that corresponds to a routine or normal situation, to Red, corresponding to a serious or catastrophic situation.

The alert levels defined are presented in Annex-II. Its underlying philosophy relates the gravity of problems with the expected impacts in the downstream valley and the likelihood of the total dam rupture.

b) Alert and Warning systems: When facing problematic situation, the entity exploring the dam will judge the corresponding alert level and notify the civil protection system, in order to allow the development of the necessary actions, according to the situation. If the rupture is very likely (orange alert level) or imminent (red level) give ”external alert” signal and the entity exploring the dam must warn population. In orange level, the warning indicates people to be ready for evacuation and in red alert to evacuate quickly.

Given that a dam rupture can be very sudden, it is assumed that people leaving upto a certain distance downstream, have to evacuate by their own means, with no time to wait for civil protection help.

3.1.3 Procedures, aids, instructions and provisions for interpreting information and data to assess the severity and magnitude of any existing or potential emergency should be clearly defined. The table covering different emergency situations demanding entirely separate approach to tackle each case is given as per Annexure- III. 3.2 NOTIFICATION PROCEDURES

The list indicating who is to make call to whom & in what priority has been attached as Annexure_V. S.E. (HQ.) has been assigned the duty of spokesperson to disseminate information. The news media including Radio, Television and newspapers should be utilized to the extent available & appropriate. The contact numbers of media persons are enlisted as per Annexure- X. The use of media should be pre planned to the extent possible. Given below is an example of news releases that would be most effective for each possible emergency situation.

The information which should be conveyed during notification can be given in the following prescripted message (for use by designee when making notification). i) This is (name, title, agency)______monitoring, BSL Project at Pandoh/ Sundernagar/ Slapper. ii) The date is ______and time is______. iii) The conditions at Pandoh Dam/Sundernagar/Slapper are______iv) We will notify you if the conditions at the canal change. We will give you the next briefing at ______hours or sooner. v) For further information contact at BBMB control room telephone No.______

or ______. vi) This message will be sent to you in the text form of (fax or other).

3.2.1 EVENT REPORT

The in-charge shall ensure that the following report forms are to beused when recording various emergency situations and unusual occurrences. i) Emergency Event/unusual occurrence Report for reporting emergency events and unusual occurrences other than earthquakes, bomb threats and oil and hazardous spills. Form – 1. ii) Earthquake Damage Report – for reporting earthquakes – Form -2. iii) Bomb threat Report – for reporting bomb threats – Form-3. These forms have been attached as Annexure _ XIII. In addition all persons involved including their names title & phone numbers and all agencies notified should be documented separately during such mishap.

All corrective actions to be taken at site will be decided by the concerned Superintending Engineer and Executive Engineer jointly. If necessity arises SE Hqrs. may also be consulted. In addition Director Design BBMB Nangal and Director, Dam Safety, BBMB Nangal and the experts in this field may also be consulted. The contact numbers of experts have been given in list attached at Annexure-XIV.

 Sanctions of funds required to meet such an exigency will be accorded by Chief Engineer, BSL Project in anticipation of sanction of estimate.   It is desirable for all officers receiving reports in respect of tackling situations and duties assigned to record / maintain diary and messages be recorded if possible.   Photographs are also essential to provide complete documentation of the event.   The attendance at site should be 24 hours a day during occurrence of such emergencies.   Xen, Incharge will ensure that a formal status report for the dam facility is developed during emergency event which contains the date, time, location of observation, water level in the reservoir, inflows / outflows and other related parameters.

4.0 PREVENTIVE ACTIONS & MITIGATION

Preventive actions refer to pre-planned and emergency action required to be carried out for preventing failure of dam embankment / breach of any emergency situation likely to occur and to minimize loss of life & property. In case of identification of emergency condition as enlisted in Table on Annexure-III the residents of the area likely to be affected will be given warning for evacuation to the safer places without making any delay due to the procedural notification. Xen, Incharge or his representative may take this step promptly after identification of situation. The several types of preventive actions include:-

4.1 SURVEILLANCE

There should be round the clock surveillance of the dam and its appurtenants and on the rim of reservoir (left & right) upto reasonable distance of Sundernagar Hydel Channel, Pandoh Baggi Tunnel, and Dehar Power House etc. during the rainy season to attend any emergency situation if it happens to occur. For this, the posting of special observer of high experience and keen observation is an important requirement of Emergency Action Plan during high flood period. To ensure that the whole system (including civil structures & mechanical installations) is being maintained well upto satisfactory Page 33 of 128

level, the repair maintenance must be carried out as per requirement of Operation and maintenance manual and it will be only possible through deployment of well conversant and trained staff.

4.2 ACCESS TO THE SITE

It must be ensured that primary and secondary routes to site of emergency are well maintained and site is easily approachable during the emergency hours. Means of access to site should be clearly defined in case of emergency situation when it is urgently required to arrange for reconstruction activities. 4.3 EMERGENCY SUPPLIES AND RESOURCES

There are certain planning and organizational measures that can help Project, personnel and local officials to manage emergency situations more safely and effectively. These include: 4.3.1 i) MATERIAL AVAILABILITY

Material needed for emergency repair may be stock piled at a nearby convenient safe place from where it can be used whenever there is emergent need for small quantum emergency jobs. For major emergency need bulk supply sources be before hand identified and their timely supply has to be ensured. Material such as earth or sand gunny bag be kept ready in near vicinity for their immediate use.

4.3.2 ii) MACHINERY EQUIPMENT AVAILABILITY

The different types of machinery required for carrying out different activities during course of reconstruction has been mentioned as attached at Annexure-XV. Some machinery has been stationed permanently at workshop R meet with any emergency as detailed in Annexure-XVI . Detail of more machinery available with BBMB at other project sites such as Bhakra Dam Nangal, and Beas Dam at Talwara which can be arranged shortly is detailed at Annexure-XVII & XVIII.

4.3.3 CONTRACTORS

If required contractor / contractors can also be engaged at the time of any emergency arising at any component of the Project. S.E. Hqrs., SE BSL Circle No. 1, SE BSL Circle NO. 2 in consultation with Chief Engineer, BSL Project will finally decide about engaging the services of contractor/contractors immediately after inspecting / evaluating the gravity of the situation. The list of contractors having expertise in the field and supposed to be competent enough to handle emergency

situation of lesser magnitude has been appended as Annexure-XIX along with type of machinery available with them. The list also contains their contact numbers. However, for undertaking repair / reconstruction jobs of high quantum, the list of very renowned firms having good experience is appended for reference & immediate contact at Annexure_ XX. 4.3.4 LABOUR The Labour required during the execution of the work will have to be arranged locally. Xen, Pandoh Dam / XEN T/Ship Sundernagr / XEN Slapper Division Sundernagar will make all such arrangements in shortest possible time. A list of contractors who can make labour available has been appended as

Annexure- XIX. 4.3.5 ENGINEERS EXPERTS

During any emergency Chief Engineer/BSL Project will

Contact /call or request the engineers/persons having expertise in the field. A list of persons/retiree who contributed a lot during their service with the project has been attached as Annexure-XIV. These persons may prove helpful for better guidance to tackle/handle the situation promptly & properly.

4.4 CO- ORDINATING INFORMATION ON FLOWS:-

During monsoon period, Regulation Directorate officers

Senior Design Engineer, Water Regulation Sundernagar will keep watch on the inflows at Pandoh Dam. In case of high floods impinging in the reservoir, Director Water Regulation / S.D.E. Water Regulation will issue instructions to Executive Engineer, Electrical & Mechanical, Division Pandoh / SDO Mechanical Sub Division to operate the spillway gates specifying the discharges to be released/gate openings such that Reservoir Elevation does not exceed optimum limit under any circumstances. SDO Mechanical Sub Division will issue instructions to his staff to open the gates accordingly as per the discharges / gate opening intimated by Director Water Regulation / SDE Water Regulation and will confirm to SDE Water Regulation and Xen, Pandoh Dam. Consequently Executive Engineer, E & M through his SDO or J.E. will issue instructions to the Operators to operate the gates of Pandoh Dam accordingly. Further, for the releases downstream Pandoh Dam, Executive Engineer, E & M Dam Division, will issue the flood warnings to the officers mentioned in Annexure_ XXI through Police Wireless system as well as through Fax message. The

above whole action will be repeated whenever the releases from Pandoh Dam are increased /decreased to pass the flood waters.

In the emergency situation of Response level Orange & Red of external Alert, XEN Instrumentation will remain in touch invariably with IMD, CWC & catchment area of river Beas U/S of Pandoh Dam and collect information about the floods impinging in the reservoir. He will also pass on this information to Director/Water Regulation, S.E.(Hq), XEN Pandoh Dam & XEN Electrical & Mechanical Division and SDE/Water Regulation will make day and night discharge observation arrangement at the important discharge sites through their staff. It will be ensured by the concerned Executive Engineers that work of observations of discharge as above and of all the instruments in the dam body runs smoothly even during the period of darkness, inclement weather and non business hours.

On receipt of precise and accurate information about the high floods likely to impinge, Director/Water Regulation in consultation with the Member/Irrigation / Chief Engineer, BSL Project will arrange lowering of reservoir level in anticipation of the approaching floods with thorough study of the situation.

4.5 PROVIDING ALTERNATIVE SOURCES OF POWER

In the event of power failure during the crucial hours of emergency at site when different activities are running simultaneously, it is very much imperative to have an alternative source of power to meet with such situation so that execution may be carried out smoothly without any hindrance. For restoring power supply to the radial gates (in the event of failure of existing arrangement of power supply), the controls be immediately connected to the other feeder supplying power as an alternative.

The diesel generating sets with Pandoh Dam Division may be made operat- able immediately.

5.0 EXECUTION OF WORK AT SITE The engineer in charge at site will ensure that the construction work at site of emergency is being carried out strictly in accordance with construction drawings & specifications or any other decision taken in consultation with experts, Chief Engineer, BSL Project SE, BSL Circle No. 1 , SE, BSL Circle No. 2 & SE HQRs. at the site of emergency. They would decide depending upon the quantum of repair/ reconstruction work, whether the work is to be got executed through large construction firms or purely through the department or small contractors.

For ensuring quality ARO and his staff would be requisitioned Engineer in charge of the site would get the stock piled material tested for their suitability for all purposes before its use at site. The control compaction of the soil desirable at any place of repair be maintained through the periodic check up of the relative density of the soil. A complete record maintenance of the in-situ density is mandatory. The reporting of such data shall be made at regular interval to higher authorities. Quality control check up in the form of fabricated specimen need be exercised through inspecting agency, ARO.

The daily progress at site will be recorded shift wise. All officers are supposed to perform their duties as per list of responsibilities assigned to each individual division wise. Any discrepancy noticed at site of work/ during execution should be brought to the knowledge of Engineer-in-Charge and the engineer in-charge shall try to remove/rectify such discrepancy promptly so that progress of work is not suffered/

6.0 INUNDATION MAPS

Inundation maps are usually needed to develop an adequate evacuation plan when numbers of dwellings are located downstream of the area where emergency has taken place. The maps show an outline of the area covered by the excessive releases in case of mishap in detail to identify dwellings and other significant features that are likely to be directly affected. 7 DESCRIPTION OF BSL PROJECT 7.1 PANDOH DAM

Earth cum rock fill dam,250 ft. (76.22 m) high with top EL 2950 ft. (899.39 m) situated about 13 km U/S of Mandi Town.  Length at the top is 836 ft. (254.87 m)

 Gross storage capacity 33240 acre ft.   Catchment area 2038 Sq. miles.   Diversion Tunnel of dia 30 ft. (9.14 m) with capacity of 19900 Cs. (563.50 cumecs)   Spillway with a capacity of 3,51,000 cusecs at maximum Reservoir level 2941 ft. (898.64 m)

 In order to minimize the entry of total silt in W.C.S., flushing of Pandoh Reservoir is being done during monsoon when there is heavy inflow.

7.2 PANDOH BAGGI TUNNEL

• Diameter 25 ft.(7.62m)

• Length 13.11 Km.

• Capacity 9000 cft/Sec.

7.3 BAGGI CONTROL WORKS

*Provided at exit point of Pandoh baggi tunnel to regulate the out flow from Pandoh Dam.

*Circular Tunnel transitioned into four rectangular conduit.

*Two sets of gates i.e. Regulating Gates and Emergency Gates are provided.

*D/S a Stilling Basin for the dissipation of energy of flowing water has also been provided.

*Provision of mini Hydro Power Plant of 45 MW capacity has been made but could not materialised yet.

7.4 SILT EJECTOR

In order to extract the sediment load from the channel , a silt Ejector of 28.3 cumecs (999.40 Cs.) discharge capacity has been provided at Rd 1364.59 mt. (4475.85 feet) of the hydel . channel. Assuming that the entire bed load is entrapped in the still pond in front of Pandoh Intake, the mean annual suspended silt load entering the Pandoh Baggi Tunnel is estimated to be of the order of 216 hec mt. ,out of which the coarse and medium silt is likely to be 15 % each and the fine silt about 70% . While working out the aforesaid silt load entering the tunnel, its quantum has been assumed to be proportional to the estimated discharge entering the tunnel viz-a- viz the inflow. Bulk of the coarse silt and part of the medium (20%)and fine silt (10%) entering the hydel channel is likely to be extracted by the silt Ejector. 7.5 HYDEL CHANNEL *11.8 Km. long Hydel Channel with Full Supply Discharge of

9000 cusecs (254.85 cumecs).

*A silt ejector at R.D. 1364 Mtr. (4473.92 feet) has been provided to eject the coarser silt settled in the head reach with a capacity of 1000 Cs. (28.31 cumecs).

7.6 BALANCING RESERVOIR

*Live storage capacity of 370 Hect.Mt (3000 Acre ft.) constructed at the tail end of Hydel Channel.

*Caters to the variation between the supply and actual demand of Dehar Power Plant.

*Automatic bell mouth syphon escape has been provided to safeguard the embankment from being over topped.

7.7 IN TAKE SUNDERNAGAR SLAPPER TUNNEL

 8.53 Mtr. (28 feet) dia and 12.38 Km long tunnel has a capacity 14250 Cs. (403.51 cumecs.)  7.8 SURGE SHAFT

*Differential type RCC Surge Shaft of 22.86 Mt. (75 feet) dia and 125 Mt. (406.72 feet) length having a riser shaft of 7.62 Mt. (25 feet) finished dia has been provided at the D/S end at Sundernagar Slapper Tunnel.

*It takes care of the Surges in the Penstocks in the events of a sudden fall in the power demand on complete shut down of the generating units.

*6.71 Mt. (22 feet) dia and 296.8 Mt. (973.50 feet) long by pass Tunnel takes out from the riser shaft and has been provided to bypass surplus water through by pass chute.

*3 No. Header of 4.85 Mt. (15.90 feet) dia takes out from Surge Shaft, which bifurcates into 3.35 Mt. (11.00 feet) dia pen stock. 7.9 PEN STOCK HEADER

*6 Nos. Generating Unit of 165 MW each.

*Dehar Power Plant is biggest single Hydro Power Station in India.

*Generating Units has the largest capacity even installed in Hydro Power Station in India.

8.0 TRAINING

Training of people involved in EAP should be conducted to ensure that they are thoroughly familiar with all elements of the plan availability of equipment and their responsibilities & duties under the plan. Technically qualified personnel should be trained in problem detection and evaluation and appropriate remedial (emergency &

non emergency) measures. This training is essential for proper evaluation of developing situations at all levels of responsibility which initially is usually based on onsite observation. A sufficient number of people should be trained to ensure adequate coverage at all times. A training plan could be included as an appendix to the EAP Exercises simulating sectional breach / sliding or over topping due to high flood and failure due to mal functioning of any of the mechanical installation are excellent training mechanism for ensuring readiness cross training in more than one responsible position for each individual is advisable in order to provide alternates. A careful roaster should be kept of training completed and refresher training conducted. 9.0 Duties and responsibilities to be discharged by different officers during emergency hours at BSL Project, BBMB, Sundernagar are enlisted as below

9.3  He is directly associated with all activities XEN/Sr.XEN/ASE HRD works of SE/H.Qrs & CE/BSL (P), BSL Project Sundernagar. 01907-262445 (O)  To help in constant liasoning with Civil 94181-31025 (M) authorities.

 He will pass on information as a warning notice of emergency of routing high floods to all the regulating agencies having concern with the water releases from Pandoh Dam and as contained in O & M of Pandoh Dam & Sundernagar Hydel Channel (Annexure XXI).  To keep constant liaison with Director, Water Regulation, Nangal, SE BSL Circle No. 1, SE BSL Circle No. 2, SE (HQ) BSL Project Sundernagar & other Executive Engineers during such mishap.  He will act promptly as per instructions contained in O & M of Pandoh Dam & SNHC.  He will also make day & night discharge observation arrangement at the discharge sites under his control through his staff and also keep record of other discharge sites under the control of BSL Administration.

BSL Project BBMB Sundernagar to release water through escapes / silt ejector if situation so warrants .

BBMB Sundernagar to control room established in colony area.   XEN should ensure that material such as cement sand & aggregate available in his stores are fresh. A batch number of each material must be mentioned clearly to ensure that good material as per required specification has been used.  

 XEN to ensure that all material being used for execution of work at site has been tested for its suitability for all purposes as per specifications of construction drawings.

 To ensure that all lighting arrangements at Pandoh Dam have been made adequately

through XEN Electrical & Mechanical Division Pandoh during such period of emergency.

 XEN will also inform SE DPH Slapper, SDE Water Regulation BBMB Sundernagar and

 XEN shall also ensure attendance 24 hours at Pandoh Dam & Pandoh Township during such exigency at Pandoh.    XEN shall also maintain liaison with loading centres of fishery department in Pandoh Reservoir for arrangement of boats & boatmen, if required, during the operation of rescue & relief as per Annex.XVIII.

 XEN will also ensure that duties

9.9  He is overall in-charge for all Electrical & XEN / Sr. XEN / ASE Mechanical Installations at BBMB Pandoh. E & M Division He will act independently for transportation BBMB Pandoh at BBMB Pandoh. He will also assist in all the works and coordination with XEN 01905-282053 (O) Pandoh Dam Division. He will also act as in- 94181-18105 (M) charge of Pandoh Dam Division in absence of XEN Pandoh Dam. He will coordinate

regarding machinery & equipment with XEN

BSL Circle No. 1 BBMB Sundernagar & SDE Water Regulation BBMB Sundernagar during such eventuality or mishap.    He will make a pre planned arrangement for deploying the persons on site of emergency so that work can be performed smoothly & promptly.

 He will also inform village Pardhan U/S about rising RWL as per Annexure VIII.   He will also ensure that all stock present in his stores such as pump & machinery and quite suitable for its use at emergency site.   XEN will also ensure that no visitor pass is issued to anyone and no vehicle will be allowed to cross the top of dam during emergency.   XEN will also ensure that the sufficient number of life saving jackets under his  control is in good working condition & the

persons concerned are well trained to use them.

 XEN will also keep a record of local persons well trained in swimming / diving & who can help in rescue & relief operation at emergency site.   XEN will also keep a list of persons having private boats with them for rescue operation during emergency hours.   XEN should also ensure that photography of the site of emergency has been carried out intensively. All the events have been covered fully till the completion of execution work.   He will ensure the Emergency Power Supply arrangement for Radial Gates if existing arrangements of supply fails.   XEN shall also ensure attendance 24 hours
