Romanian Political Science Review vol. XXI, no. 1 2021 The end of the Cold War, and the extinction of communism both as an ideology and a practice of government, not only have made possible an unparalleled experiment in building a democratic order in Central and Eastern Europe, but have opened up a most extraordinary intellectual opportunity: to understand, compare and eventually appraise what had previously been neither understandable nor comparable. Studia Politica. Romanian Political Science Review was established in the realization that the problems and concerns of both new and old democracies are beginning to converge. The journal fosters the work of the first generations of Romanian political scientists permeated by a sense of critical engagement with European and American intellectual and political traditions that inspired and explained the modern notions of democracy, pluralism, political liberty, individual freedom, and civil rights. Believing that ideas do matter, the Editors share a common commitment as intellectuals and scholars to try to shed light on the major political problems facing Romania, a country that has recently undergone unprecedented political and social changes. They think of Studia Politica. Romanian Political Science Review as a challenge and a mandate to be involved in scholarly issues of fundamental importance, related not only to the democratization of Romanian polity and politics, to the “great transformation” that is taking place in Central and Eastern Europe, but also to the make-over of the assumptions and prospects of their discipline. They hope to be joined in by those scholars in other countries who feel that the demise of communism calls for a new political science able to reassess the very foundations of democratic ideals and procedures. -

TALKING LANGUAGES In Sleepyville, Italy, there is a political conversation going on. The Slovenian minority of the city proposed, that lessons of Slovenian language should be obligatory for all secondary schools in the city. Many parties were against this proposal, since only 20% of the population are Slovenians. Parties proposed many different solutions. For example Italian Pirate party was putting its hopes for the future and proposing that everyone should learn Esperanto. They also suggested that we should form a council of children. The Liberal Economical party wanted us to think about the young people, whom council decision will most clearly affect. Feminist party was mainly happy to see so many female faces in the council and especially the gender of the mayor made them really happy. Italian Nationalists party thought, that if Italian kids would learn Slovenian, it would be easier for criminal Slovenian kids to sell them drugs. Meanwhile, the Workers party was again preparing for the revolution. During their speech, the mayor felt a bit insecure and the security was called. Twice the party members were told to back up from the mayor’s table. This seemed to confuse her so much, that she dozed off in some points of the conversation. Someone also told the Workers party members to smoke less weed. During the coffee brake an interesting suspicion was raised. The member of the APP, Oldrich Justa had been seen talking to the mayor before the council meeting. Some suggested corruption, but when asked about personal relationship between Justa and the mayor, the smile on his face couldn't have been wider. -

Review of the EU copyright framework European Implementation Assessment Review of the EU copyright framework: The implementation, application and effects of the "InfoSoc" Directive (2001/29/EC) and of its related instruments European Implementation Assessment Study In October 2014, the Committee on Legal Affairs (JURI) requested from the European Parliament Research Service (EPRS) an Ex Post Impact Assessment on Directive 2001/29/EC on the harmonisation of certain aspects of copyright and related rights in the information society (InfoSoc). This EPRS publication was originally commissioned in the context of JURI's own- initiative implementation report, which was adopted in Plenary in July 2015, Rapporteur Julia Reda MEP. However, it is also relevant to the work of JURI Committees' Working Group on Intellectual Property Rights and Copyright (CWG), chaired by Jean Marie Cavada MEP. Furthermore, this request was made in the wider context of the Commission's review of the EU legislative framework on copyright, and the ensuing legislative proposals, which have been a long time in the planning and which are now expected for the 4th quarter of 2015. The objective of these proposals is to modernise the EU copyright framework, and in particular the InfoSoc Directive, in light of the digital transformation. Accordingly, in response to the JURI request, the Ex-Post Impact Assessment Unit of the European Parliament Research Service decided to produce a "European Implementation Assessment on the review of the EU copyright framework". Implementation reports of EP committees are now routinely accompanied by European Implementation Assessments, drawn up by the Ex-Post Impact Assessment Unit of the Directorate for Impact Assessment and European Added Value, within the European Parliament's Directorate-General for Parliamentary Research Services. -

The growing distrust in political institutions is accompanied by new opportunities for civic involvement through online technological platforms. LiquidFeedback is one of the most interesting, as it embeds innovative features to support online deliberative processes. This software has been designed as an intranet tool for closed and homogeneous groups but it has also recently been used in large civic context, involving generic citizens. Aim of the paper is discussing the potential of LiquidFeedback for these purposes, by presenting the preliminary analysis of the “ProposteAmbrosoli2013” initiative carried on, in occasion of the recent elections in the Lombardy region (Italy). Keywords: LiquidFeedback, online deliberation, democracy, civic participation. 1 Introduction The “endless” crisis of the western models of economy and democracy imposes a renewed effort to imagine and develop new forms of civic engagement (see for instance [13]). The persistent demands coming from the civil society organizations as well as from international organizations [4, 2] find more and more the concrete support of the ICTs. New software tools have been developed to facilitate knowledge sharing and the organization of new practices of crowdsourcing and collaboration. These tools are already being used by public bodies for opening government (see, e.g., [11]) and by the emerging grassroots organizations [3], to build up consultative and deliberative processes. One of the most popular software tools for idea gathering is Ideascale (ideascale.com), already adopted in 2008 to support President Obama’s Open Government Initiative, and afterward widely used worldwide. -

Introduction It is a generally accepted fact that open access journal articles enjoy a citation advantage.1 This citation advantage results from the fact that open access journal articles are available to everyone in the word with an Internet collection. Thus, anyone with an interest in the work can find it and use it easily with no out-of-pocket cost. This use leads to citations. Articles in toll access journals on the other hand, are locked behind paywalls and are only available to those associated with institutions who can afford the subscription costs, or who are willing and able to purchase individual articles for $30 or more. There has always been some slippage in the toll access journal system because of informal sharing of articles. Authors will usually send copies of their work to those who ask and sometime post them on their websites even when this is not allowable under publisher’s agreements. Stevan Harnad and his colleagues proposed making this type of author sharing a standard semi-automated feature for closed articles in institutional repositories.2 The hashtag #ICanHazPDF can be used to broadcast a request for an article that an individual does not have access to.3 Increasingly, toll access articles are required by funder mandates to be made publically available, though usually after an embargo period. -

The mission of CC is to build a system of balanced intellectual property rights by advocating a ‘some rights reserved’ alternative to the traditional ‘all rights reserved’ system.1 CC is dedicated to building a flexible copyright regime in the face of increasingly restrictive copyright rules. It encourages legal sharing, remixing, and reuse of creative work, and provides a legal platform to spread and build digitally enabled creative culture. Incorporating distributive and legal mechanisms at the same time, CC serves to remedy excessively restrictive intellectual property protection. This article presents the site’s characteristics, it criticizes that it might be perceived as a de-facto component of the Open Access movement, it replicates an analysis published in Science using its available usage data, but limiting it to Latin America, and presents implications caused by this site for information professionals, universities and libraries. When academic publishing started, academies, institutions and professional associations gathered articles, assessed their quality, collected them in journals, printed and distributed its copies; with the added difficulty of not having digital technologies. Producing journals became unsustainable for some professional societies, so commercial scientific publishers started appearing and assumed printing, sales and distribution on their behalf, while academics retained the intellectual tasks. Elsevier, among the first publishers, emerged to cover operations costs and profit from sales, now it is part of an industry that grew from the process of scientific communication; a 10 billion US dollar business (Murphy, 2016). -

This paper describes how anonymity is achieved in gnunet, a framework for anonymous distributed and secure networking. The main focus of this work is gap, a simple protocol for anonymous transfer of data which can achieve better anonymity guarantees than many traditional indirection schemes and is additionally more efficient. gap is based on a new perspective on how to achieve anonymity. Based on this new perspective it is possible to relax the requirements stated in traditional indirection schemes, allowing individual nodes to balance anonymity with efficiency according to their specific needs. 1 Introduction In this paper, we present the anonymity aspect of gnunet, a framework for secure peer-to-peer networking. The gnunet framework provides peer discovery, link encryption and message-batching. At present, gnunet’s primary application is anonymous file-sharing. The anonymous file-sharing application uses a content encoding scheme that breaks files into 1k blocks as described in [1]. The 1k blocks are transmitted using gnunet’s anonymity protocol, gap. This paper describes gap and how it attempts to achieve privacy and scalability in an environment with malicious peers and actively participating adversaries. The gnunet core API offers node discovery, authentication and encryption services. All communication between nodes in the network is confidential; no host outside the network can observe the actual contents of the data that flows through the network. Even the type of the data cannot be observed, as all packets are padded to have identical size. -

Kalir• Learning Design & Technology, University of Colorado Denver, Denver, Colorado, 80204, United States Abstract Collaboration is a conceptually ambiguous aspect of open education. Given inconsistent discussion about collaboration in the open education literature, this article suggests collaboration be defined and studied as a distinct open educational practice. A theoretical stance from the discipline of computer-supported collaborative learning helps conceptualize collaboration as processes of intersubjective meaning-making. Social annotation is then presented as a genre of learning technology that can productively enable group collaboration and shared meaning- making. After introducing an open learning project utilizing social annotation for group dialogue, analysis of interview and annotation data details how social annotation enabled three group-level epistemic expressions delineating collaboration as intersubjective meaning-making and as an open educational practice. A summative discussion considers how the social life of documents encourages collaboration, why attention to epistemic expression is a productive means of articulating open learning, and how to extend the study of collaboration as an open educational practice.
