We recognize and thank William G. Reay, Director of the Chesapeake Bay National Estuarine Research Reserve in Virginia, for supporting biological research and management planning, and for his unfailing assistance with this plan. Additionally, we acknowledge the Management Plan: Chesapeake Bay Virginia, National Estuarine Research Reserve System (1991) from which we borrowed heavily and/or copied outright in some instances. This Management Plan for Catlett Islands was compiled, developed, and completed with the combined expertise and reviews of many individuals from DCR, as well as individuals representing other state, federal, and private agencies, and private citizens. The authors especially thank numerous boat captains and field assistants – VIMS; Anne Chazal, Phil Coulling, Rick Myers, Tom Smith, Johnny Townsend, and Nancy VanAlstine – DCR’s Division of Natural Heritage. iv Management Plan for Catlett Islands - 2005 Management Plan for Catlett Islands: Chesapeake Bay National Estuarine Research Reserve - Virginia PLAN SUMMARY The Catlett Islands are one of the four reserve components of the Chesapeake Bay National Estuarine Research Reserve System in Virginia (CBNERRVA). NERRS is administered nationally by the National Oceanic and Atmospheric Administration (NOAA) for the primary purpose of addressing national estuarine research and management issues. CBNERRVA is operated by the Virginia Institute of Marine Science (VIMS) within the College of William and Mary. Sites currently comprising CBNERRVA are Goodwin Islands, Catlett Islands, Taskinas Creek, and Sweet Hall Marsh. A small portion of Catlett Islands is owned (fee-simple) by VIMS, while the majority is privately owned. Resource management and public use at Catlett Islands is coordinated by the CBNERRVA program. Catlett Islands support significant marsh and maritime forest communities, a small heron colony, significant historic resources, and ideal Bald Eagle nesting habitat. However, no rare species of plants or animals are currently known from the reserve. Management issues at Catlett Islands include invasive species control, protection of the existing heronry, protection of surface and groundwater resources, and unauthorized artifact collection. The highest priority management actions needed are invasive species control and protection of
