REPORT

1. INTRODUCTION AND PROJECT DESCRIPTION The AULLIYA MEDIUM Irrigation Project is proposed to be constructed in Khalwa block of Tehsil Khalwa District Khandwa (M.P.) across the ghorapachhar river a tributary of of NARMADA BASIN having a catchment area 108.208 sqkm the proposed Dam site can be seen on Toposheet no. 55C/13,55C/9&55B/16 at a longitude 76056’3”E & latitude 21053’57” N respectively. The site is approachable from District Hq.rKHANDWAat a distance of 70 kms near village ROSHNI on Khandwa Betul State highway road. The Ghorapachhar river originates from Satpura Hills from an elevation of about 735M. River flows with a good gradient and elevation at proposed dam site reduces t o a level of about 340M just after 20 KM length.. AIMS OF THE PROJECT There is no water source in the Project area which is a part of Tribal block Khalwa of . At present irrigation in the Khalwa block is 51 % from all sources . Since the area is dependent on rains, scarcity conditions exist all the time. Crop yields are low. People in the area are poor. The Project area needs water for domestic and agriculture purposes. Studies carried out earlier show that the unutilized flow is available and the physiographical conditions are also suitable for harnessing the water resources. LOCATION: The proposed dam site is situated on GHORAPACHHARH river, tributary of Chhota taba river under Narmada basin, near Roshni village, at longitude 76056’3”E & latitude 21053’57” N respectively and can be located on topo-sheet No. 55C/13e site is situated 70 kms from Khandwa. . The scheme is under Vidhan Sabha Constituency No. 176 . It is proposed to construct a zonal earthen bund of maximum height as 22.90 M to irrigate a total designed area of 5000 Ha. of CCA. Land-use and socio-economic aspects – The habitants of the command area are very poor and they totally depend on rain water for their agriculture. The area is drought prone and construction of this project will facilitate them a reliable source of irrigation and thus more production, which will increase their socio economic position. The recently launched Pradhan Mantri Krishi Sichai Yojna says ''every drop more crop'', this project fulfills the meaning of above slogan. The project was proposed by Hon. Shri KUNWAR VIJAY SAHA, HARSUDi constituency and Chief Engineer Shri. M S DAWAR in the year 2015. Necessary survey was carried out and The DPR is approved by E-in-C Bodhi and is now submitted for necessary administrative approval. The best alternative of the dam site has been selected by the authorities. The dam is proposed on GORAPACHHAR river, which is in CHOTA TAWA basin, and the command area is in the both the side of River. The concerned development authorities like Revenue, Agriculture, Forest, PWD, RES and PHE departments have been intimated regarding this scheme. The local public representatives are well informed with the benefits of the project. There is no inter-state or international aspect of the project. Cost and benefit ratio has been calculated and is within the norms. Also, Provision for upstream and downstream utilization of water has been made in the project.

2. SITE ANALYSIS

i. PHYSICAL FEATURES Geography AULLIYA Dam is located at 21°53′57’’N &76°56′03’E. In Khandwa district of Madhya Pradesh. It has an average elevation of 360 metres .The project is situated in khalwa Block at an average elevation of 380.00 m

ii. SURVEY AND INVESTIGATION – Topographic survey - The topographic survey for Dam, basin, submergence has been done. Geological survey - The geological survey for dam sheet diamond drilling in sluice ,waste weir, nalla for required depth will be done . iii. INTER STATE / INTER NATIONAL ASPECTS The dam is situated on GORAPACHHAR river which is a tributary of NARMDA river of . The river traversed in Khandwa District . There are no any projects in the upstream side of the proposed dam. iv. CLIMATE The humidity is generally high during the mansoon month.The air is dry in the rest of months with relative humidities less than 33%.The mean daily maximum & minimum temperature in month march to may is 340C &19.50C. respectively. There is a rapid decrease in temprature after month of octomber. 3. PLANNING BRIEF:

i. HYDROLOGY: The proposed AULLIYA Medium project consists of construction of a dam across river GORAPACHHAR in CHOTA TAWA Sub Basin. The AULLIYA Project is situated in Teh. kHALWA of Distt. KHANDWA with Longitude as 76056’03”E & Latitude as 21053’57”N. The Total catchment area AULLIYA dam is 108.208 sq.km. There is no observed gauge-discharge data available at the proposed dam site or nearby vicinity. Hence data of SUKTA PROJECT site have been taken to derive Rainfall-Runoff relationship using the rain gauge data of Sagar and Jaisinghnagar rain gauge stations & applying the same R-R Equation at the proposed AULLIYA dam site. This yield is arranged in descending order & 75 % dependable yield is worked out. The yield so obtained is 20.870 Mcum which gives a rate of yield as 0.19 mcum/sq.km of the catchment. The yield obtained from R-R equation for AULLIYA dam is quite satisfactory & may be adopted.This rate of yield is also matches with yield rate mentioned in E-ln-C’s order no. 373/22/42/2011 dtd 11/08/2011. Thus the adopted 75 % dependable yield as live storage for the AULLIYA Medium Project is 20.87 Mcum. The detailed computations of deriving R-R equations, monthly runoff, dependable yield computations etc. are enclosed. ii. BASIN AND SUBMERGENCE: The Basin is surrounded by semi hillocks. Area of about 352.26 Ha of culturable area, unclturable area 32.182Ha,govt.land 48.018Ha and 54.60Ha. Forest land is coming under submergence. The total submergence area is 487.06 Ha.The 30 no house of village BARAKUND is coming under submergence iii. PRINCIPAL LEVELS; There is no observed data of silt rate in river GHORAPACHHAR is available. Hence the nearest CHHOTA TAWA sub basin site silt rate 476cum/sq km/year has been adopted for computation of silt load for proposed Dam site for 100 years is considered to get the silt to be deposited during the life of reservoir. Assuming the life of reservoir as 100 years and taking the independent C.A. of project as 108.208 sq.km the silt quantity comes out to 5.151 Mcm. Moody’s method to fix L.S.L. (New Zero Elevation) is adopted. Flood lift is taken as 0.00 mts and free board as 3.00 mts. accordingly the principal level are fixed as below: NaIa bed level R.L. : 337.5 M. L.S.L. R.L. : 346 10 M. F.T.L. R.L. : 355.00 M. M.W.L. R.L. : 355,00 M. T.B.L. R.L. : 358.00 M.

CAPACITY:

Dead Storage : 4.047 Mcum Live Storage : 22.199 Mum Gross Storage : 26.246 Mcurn The percentage of gross storage to average annual yield 79.51 % and the dead storage is 15.42 % of gross storage.

4. PROPOSED INFRASTRUCTURE: i. TYPE OF DAM: In accordance with T.C.No. 42/ BODHI/R&C/TC Dated.17-1-2001 a zonal section has been adopted for the dam. The soil available for construction within the economical lead. While extracting earth from the basin care will be taken to locate quarry at a sufficient distance from the dam. LOCATION OF RIVER:

The river is crossing the dam axis at R.D. 1340 Meter.

SHRINKAGE ALLOWANCE:

Shrinkage allowance will be considered as per T.C. No. 40 i.e. of dam (0.625 cm./30 cm. height). SLOPE PROTECTION:

30-cm. thick stone pitching over 15 cm. thick quarry spalls and 15 cm thick sand and 15 cm thick metal filter has been provided up to T.B.L from LSL to protect the U/S slopes from erosion due to wave action etc. The pitching is provided in the reach R.D. 38 M to R.D. 1330 M and 1423M to1820M of dam and for retaining pitching is U/S slope a 60 cm x 60 cm. base toe of stone is also provided. The D/S slope will be protected with turfing upto boulder To CUT OFF TRENCH: Cut off Trench from R.D.262 M to RD. 1330 M and 1423M to1752M is provided with a depth of 1/2 (F.R.L.-G.L.) with base width of 4.00 M. and side sloped 0.5:1 & minimum depth 2 meter. The depth of Cutoff Trench will be decided at the time of construction on the basis of permeability tests. STRIPPING AND DAM SEAT CLERANCE: Proper benching and clearance of dam seat will be done to achieve bund between dam seat and work. The nalla will have to be cleared fully and banks to be cut in proper slopes before starting the work. SEEPAGE DRAINS & BOULDER TOE: Seepage drains of size 0.75 cm x 0.75cm. at 15 M. Interval at an inclination of 45° has been provided. Boulder toe as per T.C. has been provided RD. 38 M to RD. 258 M. (minimum height 1.0 Mts.) and maximum Height H/5. OGEE WEIR: A Ogee Spill way of 72.5 Mts. Length from R.D.1340M T0 1412 M in the is provided to pass the discharge 1168.10 Cumecs. Design of Ogee spill way is as per technical circular & ISI Code. ( f) Location of Spillway : Central Spillway from RD. 1340 m to RD. 1412.5m (i) Length : 72.50 m. (ii) Type : Radial gated Spilway (iii) Crest Level of spillway : 350.00 m. (iv) No. of Gates : 6 Nos. (v) Size of Gate : 10.0 m x 5.0 m. (vi) Pier Thickness : 2.5 m. (vii) Estimated SPF : 1073.63 Cumecs (viii) Discharging capacity of spillway : 1168.10 Cumecs

SLUICE: One well type sluice is provided at RD 1573 M of dam provided with Single barrel sluice of size of 1.5 m x 1.5 m. for RBC desilting purpose. The designed data for sluice is given as below: (1) Designed discharge RBC : 2.178 Cumecs (2) Size of gate RBC : 1.65 m x 1.35 m (3) Sill level R.L. : 481.80 m. (4) Size of Barrel : 1.65M Dia SUBMERGENCE: 4 villages are affected by this scheme. Water spread area at F.R.L. is 487.06 Ha. Submergence area covers 352.26 Ha of culturable area,32.182Ha unculturable area 48.018 Ha of govt. land and 54.60 ha Forest land is coming under submergence. Thus the submergence percentage is 7.04% for cultivated land to annual irrigation area. The total submergence percentage is 9.14% to C.C.A. As per collector guideline for year 2016-17 has been taken for private culturable & uncultivable land compensation. FOREST LAND: There is 54.60 Ha. Forest land coming under submergence and 15.00 lakhs/Ha. cost is taken for compensation . Design Features and Criteria for different river valley structures A separate volume discussing in details relevant to the projects’ structural and design calculation for the important components of the project like, earthen dam, spillway, canal sluice and pressurized pipe irrigation system is adopted for the project. The proposed Irrigation to 21 villages will be done by a Common pressurized Piped Canal system originating from the dam. Reservoir: Details of dam

IRRIGATION PLANNING: The scheme will irrigate the area of Wheat OLV-1800 Ha, wheat hbrid 1000 Ha Gram - 2200 Ha. . Total Rabi of 5000 Ha and so Annual Irrigation as 5000 Ha with Irrigation Intensity as 100 %. The project has been designed for Piped canal system up to 5 Ha area and 84% efficiencies have been adopted.

FLOOD CONTROL The dam is proposed on Ghorapachhar River near village Roshni which is a tributary of DNarmda River. No historical flood data or flood damage has been observed in last 30 years. Peak flood at dam site for 100 years frequency comes out as 1073.63 Cumecs which is under safe carrying capacity of the river. iv. DRAINAGE Depending on the slope of the land, underline rock structure and climate of the area the river channel develops dendritic drainage pattern.. vi. NAVIGATION There is no navigation aspect in this project. 5. RESSETLEMENT AND REHABILITATION PLAN: Sufficient provision, as per the latest norms, for the Rehabilitation and Resettlement plan and all other clearances has been made in the project estimates. COST ESTIMATE & PROJECT SCHEDULE:

The estimate is prepared based on C.S.R. of M.P. Water Resources Department in force since 01.04.2016 Total cost works out to Rs. 165.08 Crores (without S-Power plant). Including 3% for establishment charges (except cost of ‘B’ Land) has been included in the estimates. UNIT-I (Head Works):

The provision of Rs.00.07 Crores. has been kept in this estimate for survey and investigation of the scheme.

An amount of Rs. 71.93 Crores had been provided under this sub-head for payment of compensation of private land, forest land tower line etc. coming under submergence in dam seat and basin.

‘C’ Works:

An amount of Rs. 34.13 Crores has been kept for construction of central spillway and scouring sluice.

‘K’ Buildings: An amount of Rs. 00.00 Crores has been kept for construction.

‘L’ Earth work :

An amount of Rs. 00.00 Crores has been kept for construction of earth dam.

Total cost of the scheme is worked out to Rs. 165.08 Crores for 5000 hectare CCA irrigation area . The cost per hectare works out to Rs. 3.30 Lakh per ha. . i. REVENUES Irrigation : The water rates for per hectare of irrigation is Rs.350.00 and irrigation Cess is Rs.25.00 per Ha for rabi irrigation, The total Rabi irrigation of the project after completion will be 5000 Ha. The production of fishing in the basin is estimated to 85 Qt. per year. ii. BENEFIT COST RATIO B.C. Ratio of the project is - 1.52 iii. CONSTRUCTION PROGRAMME AND MAN POWER AND PLANT PLANNIG The stipulated time of completion of the project is 42 months. The detail construction programme will be prepared during fixation of the agency. The dam section proposed is Zonal type as good quality of soil is available for hearting and casing in sufficient quantity & sand is available at a distance of 11 kms. from the dam site. Pitching stone, Quarried Boulder and quarry spalls are available at a distance of 5 km. from the site. Depending on the schedule of construction various facilities and assets ,as required in the project, will be developed in different phases .During the planning stage a judicial planning will be done as per the requirements so as to avoid wasteful expenditure and thus maximum utilization of the resources. 7. RECOMMENDATION: Peoples of the command area, especially of KHALWA Block which is a Tribale Blocks of KHANDW district, are in acute need of water for irrigation. The water table of nearby area will be raised after construction of dam. Seepage water will be useful for D/S area. It will generate employment for a period of 42 months during construction period. The total cost of the project works out to Rs. 165.08 Crores for 5000 hectare Designed Irrigation area. The cost per hectare works out to Rs 3.30. Lakh per Ha. for 5000 hectare Designed Irrigation area.. Looking to the current price, the cost of scheme is reasonable. Therefore the scheme is feasible and suitable for construction. .
