The East Durham Area Action Partnership (AAP) serves the area highlighted in the map below. The geographical area covered by the AAP includes the major town of to the centre of the AAP along with other major settlements such as Murton, Haswell, Wingate, and Horden. Other settlements in the AAP include , Hesleden, and Northlea.

There are 52 senior football teams in the East Durham AAP, 2 of which are female. There are 34 junior football teams, but no junior girls teams recorded, and 18 mini football teams. The teams are all accommodated on 24 different pitches within the AAP as detailed in the table below.

There are 3 rugby grounds in the area which are used by 17 teams. These include junior girl and ladies teams for Rugby League and senior and junior men’s teams for Rugby Union. The clubs are detailed in the table below.

There are 30 senior cricket teams in the East Durham Area, 1 of which is a ladies team, and 33 junior teams. The teams play on 10 different cricket grounds in the East Durham Area AAP.

3.4 Hockey Team Information

There are no hockey teams recorded in the East Durham Area AAP.

16 Durham Playing Pitch Strategy East Durham Area Action Partnership Profile 4.0 CONSULTATION PROFILE

This section provides stakeholder feedback and the details of findings secured from local sports clubs, schools and town/parish councils.

4.1 Methodology

Consultation and engagement with local stakeholders was undertaken using two main methods:

• Questionnaire surveys (postal and/or e-mail as appropriate) to pitch sports clubs (football, cricket, rugby and hockey); outdoor non-pitch sports clubs (bowls, tennis, netball and basketball); schools; and town/parish councils

• A community workshop organised with the local Community Sports Network (CSN)

The surveys were tailored to the different types or respondent. For example the surveys to pitch sport clubs were posted directly to the club secretary and were individualised to contain team and pitch information relevant to that club gathered from Sport England (clubs were then invited to amend that information if incorrect). The survey also contained a local map on which clubs could indicate other grounds that they might be prepared to play on as well as providing an opportunity to highlight any open space that they thought had potential for the development of new facilities.

The community workshops provided an opportunity for clubs and parishes to raise their own club/parish specific issues but were primarily aimed at securing collective views on key issues for the various sports. As the meetings were arranged on a Community Sports Network basis the general findings will often apply to more than one Action Area Partnership.

The results of the questionnaires which were returned from clubs in the East Durham Area AAP are shown below. The table show the responses whilst the graph maps these responses in relation to specific pitches detailing those which are used most frequently and those which could accommodate extra provision.

17 Durham Playing Pitch Strategy East Durham Area Action Partnership Profile In general the notes which accompanied the feedback maps detailed the following:

• Eden Playing Fields could accommodate 2 more full-size football pitches with increased investment • Shotton Colliery Community Park has unused fields behind the main ground that could provide an extra football pitch with additional investment. The current pitch also has drainage problems • 2 further pitches could also be accommodated at The Old Fire Station on land adjoining the site • At Helford Road, the side of the cricket ground could be used for an extra rugby pitch throughout the winter months (September – April) • An extra 3G pitch at Helford Road would enable other clubs to use the ground (Shotton Boys Jets FC) • At Lowhills Road there is a need for a training pitch with lights.

This local profile complements a county wide/strategic consultation report that provides an overview of findings from strategic stakeholders including Sport England, the individual sports’ national governing bodies, Sport, Durham University and relevant Durham County Council officers.

• For most clubs (12 out of 16) their pitch provision is sufficient but less (10) are satisfied with their access to training facilities • A majority feel that pitch quality is a better than average as are changing facilities • 4 teams have fewer players than last year with 1 indicating that numbers are increasing and the remainder (11 out of 16) are fielding the same number of teams as last year.

The results show that half the clubs who responded are looking to increase members and the number of teams playing at their club and at least half are also looking to refurbish/expand or relocate their facilities. The most common barriers to development include the shortage of all weather and indoor training facilities, the cost of hiring pitches and the lack of external funding.

The club has 2 pitches but only 1 set of changing rooms, they have no training facilities and all training stops Peterlee town FC in the winter. The club house and changing facilities are also in poor repair. The priority is to upgrade facilities and gain access to some training facilities.

(Comments relating to pitch and non-pitch based sports)

At the consultation workshop, 2 groups, 1 representing pitch and the other non pitch sports discussed the issues and opportunities and identified the following:

Strengths • Large number of clubs in the area covering a wide range of sports • Generally good support from the governing bodies • Number of qualified coaches has increased over the last few years • Most clubs have now acquired or are working towards obtaining an appropriate Clubmark standard • In this area there is good networking between the different sports.

Issues • Lack of storage for clubs at pitch sites • Lack of changing facilities in some areas (e.g. none for netball) and others are run down and in need of refurbishment/replacement • Need for more sports related training courses (sport specific and generic) to be provided locally rather than having to travel further away e.g. East Durham College is good venue • Playing sport needs to be affordable – any increases in fees and charges may close off opportunities for children, young people and less well off households • Not enough pitches available for rugby (league and union), football, and netball • Poor pitch quality - overuse of pitches and associated damage reduces capacity of pitches for games • Need pitches for training to avoid over-use of available pitches and not enough 3G artificial pitches • Lack of accessible pitches is preventing further growth of clubs. More people wish to play and clubs willing to take them on but can’t because of lack of pitches • Very limited access to schools pitches (which if available could help with lack of pitches for club/community use).

Priorities • Co-ordinated cross-sport networking to identify local needs for quality provision rather than each sport simply looking at their own needs • Identifying growth potential across the various sports and plan to meet these needs (rather than just limiting development to fit what facilities are available) • Identify suitable land for new public pitches and secure permission to access such. Secure funding to provide sufficient pitches/courts for the various sports • More training facilities.

They are currently running 9 teams over 1.5 full time pitches so do not have enough capacity • The club is growing and they have the only dedicated RL pitch in the north, acting as an ambassador club for East Durham Peterlee Pumas RLFC • Cost of hiring the MUGA at Helford Road is considered to be too expensive. There is a conflict over pitches with football • Receive discretionary rent from the local authority and Clubmark Gold discounts from the governing body. The club would like to increase junior participation, women’s, girls and masters (over 35’s) and regular touch rugby. • The club has a good committee and generates a lot of enthusiasm particularly in relation to the junior section • Horden are in desperate need of some draining work on one of their pitches. Over the past few years they have had a large number of games cancelled, as well as training sessions. This has resulted in not only a loss of revenue for the club, but also in a dip in the number of players at the club Horden Welfare RUFC • There is the potential for RFU partnership funding to complete this work providing that further partnership funding from other local bodies can be secured • Horden are an extremely well run club, with great traditions. There are no hockey teams in the East Durham AAP area but the Durham League Secretary for the North East Hockey League and Conference has provided some useful general comments in relation to the sport within the Durham County Council area.

The league covers the NE area between the Scottish Border and Cleveland / part of North Yorks. There are 25 clubs fielding a total of 62 teams (a number of the clubs also have teams playing at a higher level). The league proper has 4 divisions of 12 teams and there are 2 'Conference' divisions (split North & South) which are principally for junior developmental purposes. The league feeds into the North structure and on into a national structure and a number of local clubs are represented at these levels.

In County Durham there has been a slow decline in standards of hockey, but not numbers involved, in recent years. However current investment in junior development is beginning to reverse that trend. There are currently only 3 men’s clubs based within the political boundaries of Durham although there are another 10 based within the 'traditional' boundaries and a further 5 south of the Tees affiliated to Durham County Hockey Association for geographical convenience. Clearly there is a need to develop the sport within the current County area.

There is very limited scope for bringing the sport to the majority of urbanised areas within the County. To make matters worse there is a tendency for local authorities to build new artificial pitches with new '3G' surfaces which, although good for rugby and football, cannot be used for hockey. In addition there are no facilities recorded in Barnard Castle, , , Crook, Willington, , , Stanley, Easington, etc.

Information from a number of the town and parish councils was received. Some of it was provided for the PPG 17 carried out in 2009 and has been either amended or assumed to be correct. However, the majority has been obtained through the questionnaire which formed part of this study and the consultation event. The information received is summarised below.

The School Sport Partnership promotes opportunities for children and young people using school and community sports facilities. Three key points were highlighted:

Peak time analysis identifies that Sunday mornings are the busiest times for football pitches used in the East Durham Area, with 96% of weekly usage by junior teams taking place at this time and 60% for seniors. There is also a small percentage of mid week usage recorded against the senior teams.

Due to the size of the East Durham Area APP, and the number of teams registered there, it is evident that a more comprehensive management and letting system is required. In addition, other currently under utilised pitches should be assessed for suitability and inclusion into team fixtures to help elevate the over demand on current pitches.

These shortfalls occur in both senior and junior provision on Saturday afternoons and Sunday mornings specifically. There are other pitches recorded in the East Durham Area AAP which are not currently utilised for game fixtures and development of these sites could help to elevate demand and reduce shortfalls in provision at peak times. The team consultation highlighted that there is extra space at Helford Road Sports Ground to accommodate an extra rugby pitch during the winter months.

However, even Horden Cricket Club comments that the ground is also used by rugby players during the winter months.

The supply of pitches in East Durham Area is less widespread than in other AAP’s. There is still a significant overall drop in supply however this appears to be more concentrated. For senior football there is a drop in supply in Dawdon, Blackhalls, Easington Colliery, Easington Village, Eden Hill, Seaham North and Thornley and Wheatley Hill. Passfield appears to be affected the most with half the surplus supply being lost. The overall junior provision is cut by approximately half across the weekend. Rugby league stays the same whilst surplus supply in rugby union falls slightly.

All of the schools listed above do not currently have any community usage. In fact the only schools within the East Durham Area AAP which do provide community use across the range of sports detailed in this report are; Dene Community School of Technology/ Dene House Primary School, Easington Community Science College, and East Durham & Houghall College. There is clearly scope to develop and extend junior provision through the schools network as this is highlighted as one of the major shortages, especially in football within the East Durham Area AAP.

With around 72 pitches potentially available in the AAP, supply should exceed demand. It is clear from section 4 that in some instances this is not the case, consultation with clubs which require access to additional pitches should be carried out. Appropriately securing the pitch supply would enable the authority to allocate pitches where demand exceeds supply.

Securing and formalising access to the following sites and working with the providers to establish a system which allows pitches to be maintained, laid out and accessed under a central system would ensure the current and future pitch provision for the AAP.

Although the privately run clubs generally cater for their demand, accessing additional pitches when required will be key to ensuring the club development. Education and local authority maintained pitches need to work together, enabling rotation of pitches, whilst ensuring appropriately sized pitches can be laid out to cater for demand.
