Also included are changes that were made through the GP Amendment process in March 2011. General Plan Amendment The Point Sur State Historic Park (PSSHP) General Plan was adopted by the State Park and Recreation Commission (SPRC) in September 2004. Following that action, the Department of Parks and Recreation (CSP) found that the rehabilitation of the housing on the site was not feasible due to the costs associated with extensive mold contamination. In addition, a CEQA lawsuit was filed against CSP, alleging impacts with hydrologic and biologic resource issues, and visual impacts in a critical viewshed. The proposed removal of the housing has resolved the issues associated with the CEQA litigation. An Amendment to the General Plan was approved by the SPRC in March 2011 that removes the references to the use of the existing housing units at Pt. Sur SHP. The amended text changes are incorporated into this Final General Plan document, and shown in red as underlined text for additions or strikethrough text for deleted items. Box 942896 Sacramento, California 94296-0001 Point Sur State Historic Park ∙ General Plan Point Sur State Historic Park ∙ General Plan of California -The Resources Agency Arnold Schwarzenegger, Governor DEPARTMENT OF PARKS AND RECREATION Ruth Coleman, Director Resolution 22-2004 adopted by the CALIFORNIA STATE PARKAND RECREATION COMMISSION at its regular meeting in Pacific Grove September 17, 2004 Point Sur State Historic Park General Plan and Environmental Impact Report WHEREAS, the Director of the California State Parks has presented to this Commission for approval the proposed General Plan and Environmental Impact Report ("Plan") for Point Sur State Historic Park; and WHEREAS, the Plan provides conceptual parameters and guidelines for the long-term management, development and operation of Point Sur State Historic Park to provide for the future public use and enjoyment of the unit as well as the protection of its quality, resources, and diversity; and WHEREAS, this Commission is responsible for the approval of the Plan pursuant to California Public Resources Code (PRC) Section 5002.2; and WHEREAS, the Plan, including related future implementation actions, is subject to the California Environmental Quality Act (CEQA); and WHEREAS, pursuant to Public Resources Code Section 5002.2, the Plan includes the Environmental Impact Report (EIR) as a part of a General Plan, pursuant to the California Code of Regulations (CCR) Section 15166 (CEQA Guidelines), providing discussion of the probable impacts of future development, establishing goals, policies and objectives, and addressing all the requirements of an EIR; and WHEREAS, the Plan functions as a "tiered EIR" pursuant to PRC 21093, covering general goals and objectives of the Plan, and that the appropriate level of CEQA review will be conducted for each project relying on the Plan; and WHEREAS, this Commission recognizes this rare example of a self-sufficient late nineteenth century light station complex, preserved and presented as a continuum of maritime and military history at Point Sur and listed as a historic district on the National Register of Historic Places; Also consisting of habitat for various beach and dune dwelling species of plants and animals, including the federally threatened western snowy plover, and is part of a spectacular scenic landscape of Franciscan rock formations and sand dune deposits that is visible from State Highway 1; and Continued on page two: Point Sur State Historic Park ∙ General Plan from page one: NOW, THEREFORE, BE IT RESOLVED RESOLVED: this Commission has reviewed and considered the information and analysis in the Plan prior to approving the Plan, and this Commission finds and certifies that the Plan reflects the independent judgment and analysis of this Commission and has been completed in accordance with the California Environmental Quality Act; and be it RESOLVED: in connection with its review of the Plan prior to approving the General Plan, this Commission independently finds that the environmental conclusions contained in the Environmental Analysis Section of the Plan are supported by facts therein and that each fact in support of the findings is true and is based on substantial evidence in the record and that mitigation measures or other changes or alterations have been incorporated into the Plan which will avoid or substantially lessen the potential impacts identified in the Plan; and be it RESOLVED: in connection with its review of the Plan prior to approval of the Plan, this Commission finds the mitigation measures incorporated in the Environmental Analysis Section of the Plan, together with the resource protection policy guidelines in the Plan, to be feasible and appropriate mitigation of the potential environmental impacts identified in the Plan and adopts them as part of its approval of the Plan consistent with PRC Section 21 081.6(b); and be it RESOLVED: The location and custodian of the Plan and other materials which constitute the record of proceeding on which the Commission's decision is based is: State Park and Recreation Commission, P.O. By: ORIGINAL SIGNED BY Date: 9-17-04 Louis Nastro Assistant to the Commission For Ruth Coleman, Director California State Parks Secretary to the Commission Point Sur State Historic Park ∙ General Plan of California -The Resources Agency Arnold Schwarzenegger, Governor Ruth Coleman, Director Resolution 23-2004 adopted by the CALIFORNIA STATE PARKAND RECREATION COMMISSION at its regular meeting in Pacific Grove September 17, 2004 Point Sur State Historic Park Natural Preserve Subclassification WHEREAS, the units of the State Park System are classified by the State Park and Recreation Commission into a category specified in Public Resources Code Section 5019.50; and WHEREAS, one of these classifications is "Natural Preserve," which consists of distinct non marine areas of outstanding natural or scientific significance established within the boundaries of a state park unit to preserve special features; and WHEREAS, the Natural Preserve must be of sufficient size to allow the continuation of natural dynamics without interference, where possible, and function as a practicable management unit; WHEREAS, the Director of the California State Parks has proposed that a Natural Preserve be established within Point Sur State Historic Park, to provide fo r habitat for various beach and dune dwelling species of plants and animals; that contains coastal sand dunes, a geologic feature which is among the most dynamic and fragile natural formations; and is dominated by an assemblage of rocks known as the Franciscan Formation overlain by sand dune deposits; and WHEREAS, the proposed Natural Preserve comprises approximately 15 acres which is a practicable management unit situated west of State Highway 1, and incorporating the beach and dune area at the base of Moro Rock, located approximately 19 miles south of Carmel , California on the coast of Monterey County; and WHEREAS, the preservation of this area would protect sensitive species habitat, including that of the southern sea otter, the California brown pelican, the western snowy plover, the black legless lizard, the globose dune beetle, and the Monterey Indian paintbrush in the park; and WHEREAS, the Point Sur beach and dune area is part of a spectacular scenic landscape that is visible from State Highway 1, which has been designated an All American Road in Monterey County, the highest level of recognition afforded by the National Scenic Byway Program; and Continued on page two: Point Sur State Historic Park ∙ General Plan from page one: NOW THEREFORE, BE IT RESOLVED pursuant to Section 5019.50 of the Public Resources Code, and after proceedings in accordance with the Administrative Procedures Act, that the California State Park and Recreation Commission hereby classifies the above identified portion of Point Sur State Historic Park as a Natural Preserve with the name Point Sur Dunes Natural Preserve.
